I

n 2006, Voices for Children adopted a strategic vision to “Serve Every Child.” At the time, we were serving only 12% of the foster children in San Diego County, but the Board of Directors was determined to provide the vital advocacy of a CASA to every child who needed one. In FY2017-2018, we were able to achieve that vision.

From the moment a child enters foster care in San Diego County, Voices for Children staff and volunteers are actively engaged in ensuring they receive the support and resources they need. Case Liaisons, VFC staff stationed in each of San Diego’s main dependency courtrooms, assess and triage cases in real time, capture important information about the complexity and severity of each child’s case, find and advocate for services on less urgent cases, and provide information to

the matching team that will help find the most appropriate CASA volunteer for each child. During FY2017-2018, our team identified a need for a CASA for 2,160 children in San Diego County foster care. Thanks to continued recruitment and training of new CASAs coupled with the skill and care of our matching team, 95 percent of those children received a CASA by June 30. The remaining 5 percent who were on our waiting list for a CASA at the close of the fiscal year were

continuously monitored by staff and received an advocate as soon as one was available. For cases that do not necessitate a CASA — primarily due to pending adoptions or pending reunifications — our Case Assessment Program (CAP) team steps in. CAP staff and volunteers monitor and review the case file of every child in San Diego County foster care who does not

LAUNCHING JUVENILE JUSTICE PROGRAM It is a sad reality that many boys and girls in the foster care system, who have been victimized by unimaginable mistreatment by their own families, have also been convicted of violating the law themselves, and are in danger of spending their lives in and out of juvenile detention and, ultimately, jail and prison. A new grant is allowing us to serve youth in the juvenile justice system — many of whose families have a history with Child Welfare Services — who would greatly benefit from a CASA. By the end of FY2017-2018, VFC assigned CASAs to 21 children (5 youth in the juvenile justice system, 16 youth in both foster care and juvenile justice systems) through this program, and we have a goal to serve 80 by December 2019.

SPECIAL EVENTS The 15th annual Starry Starry Night gala in September 2017 grossed $1,474,000, led by cochairs Lany and Alex Zikakis. The 26th annual Fostering Hope Golf Classic in April 2018 was held at the La Jolla Country Club and co-chaired by Rolf Benirschke, Bill Sailer, and Dale Yahnke, raising more than $229,000. Patricia Brutten and Marina Marrelli co-chaired Wine Women & Shoes at the Del Mar Plaza in May 2018, bringing in a record $335,000 to support our CASA program. Other events cultivated and thanked donors, including the annual Judges’ Luncheon at the Hilton San Diego Bayfront hotel in February 2018, with touching remarks from a former foster youth and San Diego County Juvenile Court Presiding Judge The Honorable Kimberlee Lagotta.

ADVOCATING FOR PERMANENCY Establishing permanency is one of the primary goals for a child in foster care, and is thereby one of a CASA’s top priorities. Of the 2,074 children with a CASA during FY2017-2018, the cases of 903 children closed.

Andre & CASA Steve Andre grew up surrounded by substance abuse. He witnessed inappropriate behavior from adults in his life from a young age and began using drugs himself at just 14. Without typical parental supervision, Andre got involved with a rough crowd at school. One night, he was arrested after breaking into a local convenience store with his friends. As part of his probation,

Alyssa & CASA Denise Alyssa had always been a quiet teenager, but one day, her teacher noticed cuts on the girl’s forearm. After investigation by school officials, it was discovered that Alyssa was cutting and severely depressed at just 13 years old. Both Alyssa and her little sister, Natasha, confided that they were being neglected at home and that

Andre was ordered to attend an out-of-state program. But before he left, Voices for Children assigned CASA Steve to Andre’s case, and the two met several times before the teenager moved out of state. A few months into his program, an important meeting was scheduled to discuss progress on his probation and the possibility of returning to San Diego, which gave Andre a great deal of anxiety. Although he had developed many healthy coping mechanisms, he was too stressed about the upcoming meeting and ran away from his placement. However, he trusted Steve enough to call him and tell him where he was. Steve, not wanting Andre to receive a probation violation for his absence, contacted the program staff and advocated for their patience while he worked with Andre to return. He was able to convince them not to call the police, and Andre was able to return safely without any setbacks in his probation. Once he successfully completes the year-long program, Andre will return to San Diego and will be on track to graduate high school next year.

their mother often lashed out verbally when she was under stress. The children were removed from their home shortly after, beginning a roller coaster of therapy, rotating placements, and school changes. CASA Denise was assigned to the girls’ case and spent time with them every other week. She built a close relationship with the sisters, often serving as a confidante during this tumultuous time in their lives. In addition, CASA Denise developed a positive relationship with their mother. As the mother worked on her case plan in order to reunify with her daughters, Denise provided a great deal of support — transporting the girls home from school so their mother could go to counseling, attending school meetings, and observing the family’s interactions. After nearly two years, CASA Denise advocated that Alyssa and Natasha should be allowed to return home. The judge agreed that the mother was now ready to support her children, and the family was successfully reunified.
