This study examines how urban planning policies, influenced by both local initiatives and EU programs, have shaped the transformation of riverfront areas in Lisbon and its Metropolitan Area. Urban planning, at its core, aims to enhance community well-being by creating convenient, equitable, and sustainable spaces. Riverfront planning, a subset of urban planning, focuses on managing areas adjacent to rivers, fostering recreation, conservation, and economic revitalization. Successful riverfront planning considers economic, social, and environmental factors, guided by principles like accessibility, integration, partnership, participation, and construction.

Identification of potential Urban spots Identifying potential urban spots in Panaji entails a comprehensive assessment, taking into account factors such as strategic location, accessibility, economic viability, historical and cultural significance, infrastructure readiness, and alignment with community needs and preferences. These areas offer promising opportunities for urban development, revitalization, or transformation, fostering growth and enhancing the overall urban landscape in Panaji.

STRATEGIES 1. Enhancing under-utilized potential urban areas throughout the Panaji city to cater various public related activites which to play as urban magnets for the area. 2. Interconnecting heritage spots with this urban activity areas to promote easier and convinient connections. 3. Restoring and Re-using water bodies and creeks to prevent floods in the city and to integrate recreational area for public. 4. Improvement of Urban transportation network by providing proper pedestrain paths, cycling tracks, proper parking facilties, green landscaping, improving overall road networks. 5. Secondly, the lack of efficient public transportation options has placed heavy reliance on personal vehicles, exacerbating traffic woes and contributing to pollution. To combat these issues, a comprehensive transportation proposal for Panaji could include the expansion and modernization of public transportation systems, such as buses or trams, to reduce the dependence on private vehicles. The development of well-planned and well-maintained road networks, including the proposed ring roads, can help divert traffic away from congested areas and promote better connectivity to urban active zones. EXISTING PUBLIC TRANSPORTATION The existing public transportation network in Panaji relies heavily on buses operated by the KTC (Kadamba Transport Corporation), but it confronts significant issues. The infrastructure is poorly maintained and lacks diversity in routes, with only a handful of locations for stops and incomplete routes that fail to efficiently connect various parts of the city. The predominant to-and-fro route structure restricts options for commuters and hampers overall transportation accessibility, underscoring the pressing need for improvements in the city’s public transportation system.
