Another winter month has gone by, and fairly quiet on the Branch calendar, but at least the days are getting longer again. Daffodil day. Unfortunately I was out of town so not able to come along, but from the reports I have had the weather cleared enough to make it a successful event.

We have also had a couple of volunteers join the Branch committee since the call was put out in the last Hub, which is much appreciated, and gives us a full complement to look after things for the coming year. Welcome to John Enright and Henry Little.

The weekend went off very well and I must congratulate Tracey Winterbottom and the Auckland Branch on an overall pleasant weekend. Sunday’s shed visit to Steve and Sue Keys’ place was probably the highlight for me (see Beaded Wheels Issue 376 June/July 2022), I have never seen such a fabulous collection of vehicles and memorabilia all in perfect shiny condition from beautiful restored cars to many antique petrol pumps and oil cans etc; complete brain overload. Well I digress; I should mention a few bits from the weekend’s stimulating hours.

to all members that if you have vehicles insured with Vero and you resign from the club you are no longer entitled to the discount premiums you have been receiving. This is especially important to members who lose a loved family member who has in the past been the insurance bill payer. ONE: 12 month warrants. This is the topic I get asked the most about every year. Well this year some progress has been made. A meeting took place with the Minister Hon Michael Wood in charge of Transport and a very positive outcome was achieved. There will still be some time involved in passing any changes to legislation but the general view is there will be at least a 40yr old minimum age for the vehicle and it will require a VIC certificate to be eligible. So now is probably a good time to get these on the vehicles that don’t have them. The action for doing this will be available online in the near future. The matter of the National office building replacement is still being worked though regarding replacement on exciting site or selling site and moving. The earthquake insurance pay-out is still returning reasonable interest in the figures.

There was to have been a discussion on the future of the long service awards, reason being the ageing numbers of the club’s membership and the ever increasing costs and time involved processing. Thoughts towards the scrapping of 25/35/50yr awards. You are welcome to email me your thoughts on whether the club should consider this or any alternatives you would like to (Carriedadd. forward for further discussion at March Executive AMeeting).reminder

9 INCORPORATED SOCIETIES ACT 2022. WHAT DOES THIS MEAN FOR THE VCC. Please see article supplied to all Branches following the AGM on Page 34 I feel although this has been passed into law and it seems a lot to take in at the moment it will affect all branches to some degree in the next couple of years. You are either interested or not in the way this will affect our branch. I have held a site at the Annual Swap Meet since 1976-77, apart from the years it was cancelled due to Covid. As I am a Coachbuilder by trade. I am almost finished restoring a 1936 Austin Ruby and also a 1939 Chevrolet, both body off restoration which means I now have more time on my hands so I am looking forward to helping Katryna as Asst Club Captain.

I would like to welcome Henry Little to our team and thank him and Michelle for managing the raffle desk on Daffodil day. Here is a little something about Henry…….. “Hi all, I joined the Club along with my wife Michelle, on the 2nd November 2006. I am a retired tour driver as unfortunately Covid made sure of that in March 2020.

As most of you are aware, Daffodil day was a real blast! I did notice there were many Women and Young Drivers from different clubs so asked them to check out our website for details of our up and coming rally on the 3rd September 2022. Hopefully this will help us get some new members. As Colin has said we need more volunteers to help with gate duty. If you can spare 1.5 hours it would be appreciated. The more people we have the easier it is for everyone. Don’t forget this is one of main fundraisers for the branch, so please support our branch. This list will be out again on Noggin night 1st September. You could contact myself or another committee member to register your interest. Young Drivers as our journey into spring continues.

There are already some confirmed participants - there is unlimited room for everyone who wants to come so nobody will be excluded, but don’t hold off. It will be springtime by then, and our lunch venue in particular will provide a suitable backdrop to enjoy that time of year. The gardens in particular will appeal to everyone, especially perhaps the keen gardeners in your household.

Annual Veteran Rally

The time for the branch Veteran Annual Rally on Sunday 25th September is getting closer.

The Games organisers have now confirmed that we are welcome to and indeed invited to put on another veteran display this year, which has now been confirmed for Saturday 5th November. It will be run along the same lines as it was at the last Highland

Please note that entries close Friday 9th September.

As I mentioned last month, it’s vitally important that we get our veteran vehicles out on the road whilst we still can, and with some great national and local events coming up in the next 18 months there’s no better time to revitalise idle veteran machinery than now.

Only pre-registered vehicles will be able to attend on the day – this is to ensure we can make prior bookings at the venues we visit. All veteran-age vehicles are invited and encouraged to attend, including any from outside of the region. Veteran motorcycles are especially encouraged to join in. A back-up vehicle with trailer will accompany the run. Two-wheel braked vintage vehicles are also very welcome as are any other club-eligible vehicles, but will not qualify for awards. Likewise, if there are any veteran owners who for some reason cannot bring a veteran vehicle but want to come in their modern and join in, please just give me a call so we can accommodate you.

Vintage Convenor’s Report

I started at New Brighton and was amazed at the variety of cars that turned up. The cars started rolling up at Cutler Park at about 11am and there was a constant steam of cars arriving for the next 2 ½ hours. The Rotary Club was kept busy and the coffee truck had a long queue. It took several circuits to see the cars, and to see the many picnics set up around the grounds. A big thankyou to all the helpers that made this day a great success.

Daffodil start at New Brighton

2 years ago. You will need to commit to the display until the close of the event at 4pm, but it will be a fun and interesting day as indeed it was 2 years ago, and the ticket price is discounted considerably for those who take part. All the details can be found on Page 40, along with the link to the entry form. This is a great opportunity to showcase our vehicles to a very large crowd of all ages. This year we are accepting entries from all Veteran and Vintage vehicles only.

Kerry Clements organised this day. We had 45 cars. We went to visit Air New Zealand and the No. 1 hangar. I have never been anywhere where we had so much attention. We got divided into groups of 8 people and given a tour of the hangar. We saw planes in the process of being overhauled, the sheet metal shop, the upholstery department; too much to remember it all. (One of our female participants commented to me “I didn't think I would like it. But I am blown away. I am so pleased I came today.)”

I hope that they enjoyed it as much as the people who bought the boarding passes.

Greetings All, The August Commercial noggin was a quiet night held at the Richmond Club with about 12 in Sundayattendance.the21st was the National Daffodil day fundraiser and I saw quite a few commercials on the rally parked amongst the over 500 vehicles. Great to see such a variety. The September Noggin will be held on Wednesday the 21st of September.

Gerard from Protranz Earthmoving is hosting us at his workshop and will then take us around to a collection of his in one of his coaches. Please meet at Protranz Earthmoving, 23 Broughs Road, Harewood and arrive no later than 7.45pm so you can be on the coach. Once we have seen the collection we can go back to the workshop for supper. Gerard has hosted the Commercial section before and is welcoming us back. It should be an interesting evening. I guess many of you will be sorting out what you have to buy and sell with the Swap Meet coming to Cutler park in October I'll see you

At both the September and October noggins we will also have weekend passes (wrist bands) available to pre-purchase. Site holders in particular are encouraged to get these, as it will greatly speed up everyone’s entry into Swap Meet on both the Friday and Saturday morning.

As was reported last month, the rosters will be at the September noggin, and we still need lots of volunteers to provide a couple of hours of your time at some stage during the Swap Meet weekend to help do one of the dozens of jobs that ensures the smooth running of the event.

Nothing difficult or arduous, and it’s the only time we really need the help of our general members during the year, so do step up and put your name down for something. You will find the rosters just inside the door as you arrive at Noggin, or you can contact me directly and I’ll slot in a time and duty that suits you.

A full set of the Swap Meet regulations for site holders and campers is on Page 42 – these are unchanged from the last Swap Meet in 2019, so if you have purchased a site or are camping at Swap Meet, please familiarise yourself with them.

Lastly, there are now very few sites available, so if you don’t have one organised already please contact Neil Shaskey as soon as possible to book one. Neil also has site passes for everyone who has already booked sites and not received them yet you will need these to get into the site gate, but you will also be required to pay the admission charge or show your weekend pass (wrist band) at the gate when you arrive, so please be prepared with both organised.

27th August Round the Bays Run + Fish & Chip Run. The Hub notes were due before this so will report next month.

10 September Motorcycle Display at First European, 127 Ferry Road. This is a “Classic and Custom Bike Show” to be held at their premises 9.00 am 4.00 pm. Live Rock and Blues band, plus a craft beer bar featuring Two Thumbs Brewing. If anyone would like to put their bike on display at this event please contact Andy Burchall, Director, 03 366 2201 or email andy@firsteuropean.co.nz with Make, Model, and Year of bike plus full contact details.

21st August – OCBC at Cutler Park, plus this was Daffodil Day. Something north of 500 cars plus a few bikes turned out for 4 separate runs from around Christchurch to converge on Cutler Park. An outstanding effort to support the Cancer Society.

18 September OCBC and Motorcycle Trial Day. The Trials part begins 10.00 am for a 10.30 am start. This event has proven to be popular; bring your kids and grandkids! The object is to run each course twice, and the winner is decided by who gets the closest to the same time for BOTH runs… Last year a 5 year old was a winner, he was riding an electric trials bike! A BBQ lunch will be put on at Motorcycle Corner, $5 a plate. Some prizes on 24offer!!September Fish and Chip Run to the Mechanical Swap Meet at Hororata. Fish and Chip run from Yaldhurst Hotel

10th August - Motorcycle Noggin. The word certainly got out, with a very good turnout of over 30 people. Two garages were raided, both very spectacular in their own right. Thanks to the hosts for a great evening.

Now to the riding. There was a group of 11 hardy riders turn up on the morning of 9th August rearing to go on a ride on a “Balmy” 7 degree morning, but unfortunately it ended up that only 10 were able to ignite their engines. One of the team’s newer members Dave Malcolm was unable to crank his beast into life but not from the lack of trying by the team mechanic Dave Backhouse who was also the leader and organiser of the August run. I think the real reason Dave didn’t want his bike to start was so that he could join me in the warmth of my car as backup for the day, but mind you he earned his keep as my navigator. It saved me from driving “one handed” and “one eyed” as I looked at the map and route instructions. The riders all seemed to enjoy themselves cruising along bike tracks and parks all within the Woolston, Radley and Linwood areas. Dave M and I as backup had an extremely difficult job catching up with the riders on a lot of occasions and at one stage were totally geographically challenged with where they had got to but all was not lost a phone call from Dave Backhouse

Photo: Peter Crew OWNERS GROUP AUGUST 2022 RUN You’ve had 2 months reprieve hearing about the fun and adventures of the “Society Of Lengendary E.Steemed X.Troverts.” (Solex Group) and now we’re back at it again. We haven’t been idle over the past two months with a visit in June to an amazing collection of 1950’s and 1960’s classic American cars in Ferry Rd plus in July a trip to the Wigram Fire Station where we had a very informative and interesting tour of their facilities there. We were lucky enough to be shown through the mobile command unit and have a hands on experience of the jaws of life machinery – wow these are extremely heavy and how the fire crews can hold these above their heads for so long cutting their way into crashed motor vehicles beats me. They do a fantastic job.

It was good to see “The Gang” out and about on the roads again enjoying what we do. There will be another “action packed” saga coming to you again in September. ’

If you refer to the Daffodil Rally report on Page 22, you will find out what happened on 21st August. There is no need to say any more about the day except it was thoroughly enjoyable. The September OCBC is Sunday 18th. Bring a picnic lunch with you and if it’s a nice day we’ll decide where we can have a short run to enjoy it after OCBC. If the weather is cold or wet we’ll use the Barn.

Daffodil Day – 21st August

After two years of false starts, it was finally good to be able to run our Daffodil Rally again. For those who are not aware, this is a nationally coordinated VCC event, with similar activities run by most branches throughout the country on the same day. The prime focus is to raise funds for the Cancer Society, but it is also intended to be an event that provides an opportunity to promote the VCC by showcasing our vehicles, facilities, and the things that we do to all local motoring enthusiasts and the community in general. In previous years the runs have all begun at Cutler Park and then returned there, so this year we decided to try a slightly different format and refresh it a bit by starting the event away from Cutler Park in four different locations. This meant we could make the runs a little more interesting without having the vehicles spending time effectively driving to McLeans Island twice. Also, by spreading the start locations around and even beyond Christchurch, it gave people the opportunity to choose one close to home. This seems to have worked particularly well, even if it was a bit more work devising the routes that would eventually bring everyone back to Cutler Park. So, with everything set to go, it was a matter of waiting to see what would happen on the day. With rain causing havoc around central NZ, things were not looking too hopeful, but we had already decided to run it wet or fine – if the former, we at least had the clubrooms to retreat to once everybody arrived at Cutler Park. Finally on Sunday, a small window of promising weather began showing up on the forecasts, so we kept our fingers crossed and it did actually happen. The day dawned clear and calm - a beautiful autumn morning and early afternoon for our event! I went straight to Cutler Park, arriving there around 8.30am to find Amy with her coffee van already setting up, and one car already there. The Daffodil Rally coincided with the date for OCBC, but rather than cancel it, we decided to combine the two so that anyone who didn’t want to go on one of the runs could still come to OCBC and stay to see the cars arrive. Around a dozen members took this option, so got an early coffee before the crowds started to arrive. By 10am the Avonhead Rotary

23 group had arrived and were setting up for the BBQ lunch sales, and the musicians were busy assembling their gear on the balcony of the clubrooms. Everything was set up and ready to go as the first of the cars (mostly from the short routes available at each venue) began coming in from the runs about 10.30. There were a few at first but by 10.45 they were arriving in bulk and starting to queue up along the driveway as our helpers began taking donations from them in the Cancer Society buckets as they arrived. Cars and a few motorcycles soon began filling the area behind and to the west of the clubrooms, and people began queuing up for a well-earned coffee after the run. Soon, and even with 4 people taking the donations, the driveway was filled back to the road, and cars were streaming in. Word came through from our marshals that “there were about 100 cars or more” at each of the start points, some having arrived there soon after 9.00am! I have to admit I was starting to wonder if we were going to manage it all, but as usual, our team of helpers just stayed calm and just carried on efficiently working their way through the line. Before too long the area leading down to ‘Motorcycle Corner’ was opened and then full, and then we began sending cars into the main arena. Finally, by 12pm, it seemed everyone had arrived. By now the Philip Chapman and his band (‘Magic’ – who incidentally kindly donated their time for the day for free to help the Cancer Society) had cranked up the music to entertain everyone, and the queue for the lunch was being efficiently dealt with by the Rotary members. A meat raffle was also being run on the clubrooms lawn by our new committee member Henry Little and his wife Michelle. Nicola Buisman, the Fundraising and Campaigns Coordinator for the Canterbury and West Coast Division of the Cancer Society was sent out to choose the car which in her view best embodied the spirit of the event, and she was soon back with her choice, having already had a look right around the grounds. As well as this trophy, there were smaller ones made up for the best vehicle from each continent/country and the best motorcycle. Prize-giving soon got underway, and the results were as follows:

Once on the road, the run will travel via a common route and then split into a short and long route. The long route (approx. 40km) will travel to Oxford via View Hill, and the short route (approx. 25km) will proceed to Oxford via a more direct route. Veteran motorcycles are especially encouraged to join in. A back-up vehicle with trailer will accompany the run. Two-wheel braked vintage vehicles also very welcome, but will not be eligible for awards. Likewise, if there are any veteran owners who for some reason cannot bring a vehicle but want to join in, please just give me a call so we can accommodate you.

The Girder Rally is for bikes pre 1945 or fitted with Girder Forks. CHANGE OF START VENUE- The rally will leave from Auto Restorations, Kennedy Place, Hillsborough. INCORPORATED SOCIETIES ACT 2022

WHAT DOES IT MEAN FOR THE VCC?

Clubs must have at least 10 members to register, a decrease from the 15 members previously required under the old Act however now a society must have at least 10 members at all times. Constitutions must include written procedures for resolving Disputes which are consistent with natural justice.

The main focus of the new Act is to strengthen the governance framework and provide increased protection for those who belong to and run incorporated societies and it imposes a number of new requirements and Someobligations.oftheobligations and requirements do not affect our actual rules/constitutions and others are already in our Club and Branch constitutions however all our rules will require amendment so that they comply with the Act.

The new accounting standards require clubs to prepare their financial statements in accordance with a standard that suits their size. Smaller societies with annual turnovers of less than $50,000 and total assets of less than $50,000 may prepare their financial statement according to generally accepted accounting practice and they will not need to be audited. However the financial statements of larger societies will have to be audited.

After years of delay, the old Incorporated Societies Act 1908 has finally been updated and came into force in April this year. One fundamental point that will impact on next steps is that new constitution/rules will need to be adopted and re-registration of every incorporated society will be required by December 2025.

What are the main changes? Under the Act officers will be required to meet defined standards of integrity similar to those imposed on directors of companies, such as: o a duty to act in good faith and in the best interests of the society and to exercise reasonable care and diligence. o Officers cannot be undischarged bankrupts, prohibited directors or convicted criminals.

Under the new Act the governing body of the society can be described as a board as it now has the same meaning as a committee. We will be investigating moving the Management Committee into more of a “board like” structure, with some elected and some appointed members.

We will also take the opportunity to investigate fixed terms for committee/board members which currently is not in the Club rules.

Once that has been extensively canvassed amongst the branches and members and discussed at the March 2023 Executive meeting the process of drafting a new Club constitution will Memberscommence.will have plenty of opportunity to thoroughly discuss the draft and brief their delegates and at further executive meetings the draft would be workshopped until a consensus is achieved. Ideally, the new Club constitution would be voted on by members in August 2024 to allow one further year for contingencies before the deadline of December 2025.

As I mentioned, we will be taking legal advice on this. The new Act is a whole new learning process for both Clubs and for legal advisors as there aren’t any precedents which can be used to form Whatopinions.happens next?

We will be taking legal advice on whether our current governance structure can continue under the new Act. The governance structure of our Club is, from what I can ascertain, quite unusual. For instance the New Zealand Motor Caravan Association have the main body as the incorporated society and regional groups (which are not incorporated societies and do not own any assets).

As a first step, a discussion paper will be sent to Branches towards the end of this year setting out on a broad basis what changes the Management Committee will be recommending.

In terms of Branch constitutions, a new template will be developed once the Club constitution has been drafted. Rather than seeing this as an obstacle or problem, we should see this as an opportunity to update and future proof our constitutions to reflect modern day procedures and technology (such as on line banking and zoom meetings) so that the rules that govern us (both at national and branch level) will guide the future operation of our Club.

A working group will be formed to define and formulate what changes will need to be made.

Where you start your run is up to you, but all cars will be required to arrive at the Cenotaph about 1km north of at Hororata on the Coalgate to Hororata Road at 10.00am. Once there the cars and motorcycles will be lined up for the drive down the road to the showgrounds and make a grand parade entrance at 10.30am. All vehicles will then do a parade lap and then be parked up for display.
