The 2025 Oregon Legislative session opened on Tuesday, January 21 and will run until Sunday, June 29. This full session will last 160 days, and during the first week a whopping almost 2,500 unique pieces of legislation were introduced and I hear the number is closer to 5,000 three weeks in. That is a staggering number of topics to discuss and while most of them are place holders and will be worked in other pieces of legislation, it is still a lot to consider in a mere 160 days. The Redmond Chamber of Commerce is a member of the Oregon State Chamber of Commerce (OSCC) and we monitor closely, in conjunction with OSCC, what’s happening in Salem and how any legislation may impact doing business in Oregon. OSCC has a full list (41 pages) of legislative issues they are tracking. Some of the interesting Bills for example is HB 3119, which is relating to the delay of certain motor vehicle emission standards, as per the “Advanced Clean Trucks regulation”, which would hold off on the requirement for manufactures of medium-duty and heavy-duty vehicles to sell an increasing percentage of zero-
emission vehicles. There are a number of bills being tracked by the OSCC and the full list is available on this link. Click here to view the full list of bills OSCC is tracking. We hope you were able to attend the Annual Awards Dinner, held Friday, January 17 at the Deschutes County Fair and Expo. Rimrock Trails is proud to announce the receipt of a $10,000 grant from St. Charles Health System, which will contribute to the Peer Support Specialist Program. At Rimrock Trails, it is recognized that the unique contributions of each staff member are essential to the overall success of the organization. Staff members actively engage in leadership and program planning, as exemplified by the work of Peer Support Specialists. These individuals possess lived experience in overcoming substance use and mental health challenges. Their shared characteristics and experiences foster a sense of mutual identification, trust, and reliability for those undergoing treatment. Understanding the suffering caused by stigma and discrimination, peer support specialists are dedicated to upholding dignity and promoting equal opportunities for individuals in treatment. They work to reduce barriers to essential social services and emphasize an integrated approach to health and wellness. Funding from St. Charles Health System of $10,000 establishes a Peer Support Specialist fund to ensure that the clients in treatment can participate in essential enrichment activities and have access to basic need items that will assist them towards the relief of their mental health symptoms and success in recovery.

Hope you are all staying warm in these blustery weather conditions we have been having. Central Oregon weather can’t seem to make up its mind on what it wants to do lately. Regardless, I hope that each and every one of you have had a successful beginning to a brand-new year and are in the full swing of accomplishing those New Year’s Resolutions we all set for ourselves.
That being said, this past month was membership renewal time for many of our members who have been grandfathered in with a January 1st renewal date. Each year, Redmond Economic Development, Inc. (REDI) gathers its investors and stakeholders for an evening of celebration and updates. This year was no different, as attendees enjoyed a cocktail hour while receiving insights from the regional Director on Redmond's growth and economic prosperity. The event highlighted critical economic indicators and featured a presentation by Redmond Airport Director, Zach Bass, on the airport's role in the local economy and its upcoming expansion project.
Over 100 attendees took part in this networking opportunity, mingling with like-minded professionals dedicated to REDI's mission of fostering community and business development to achieve prosperity. The event was aimed not only to honor supporters but also to discuss the promising prospects on the horizon.
Steve Curley shared accomplishments from the past year, which included the completion of eight projects, creating 97 new middle-income jobs and attracting $33.5 million in capital investment. Additionally, REDI unveiled its newly renovated website, enhancing its digital presence. Curley provided an overview of Redmond's current economic status, setting the stage for prosperity in 2025:
• Flex Space Demand: The vacancy rate for flex space was 4.19% in the 3rd quarter. While some smaller spaces (1,500 – 5,000 SF) became available, there remains a need for larger spaces (10,000 SF).
• Industrial Land Availability: 750 acres of large-lot industrial land are available just south of the fairgrounds.
• Public and New Projects: Redmond is managing a half-billion dollars in public and new projects, including a new water treatment reservoir, safety headquarters, library, and recreation facility.
• Workforce Housing: Despite ongoing challenges, several projects could add over 400 units annually in the coming years.
Curley expressed optimism for 2025, citing continued in-migration to Central Oregon as a positive sign for future workforce growth.
Airport Expansion and Economic Impact
Following Curley's report, guest speaker, Zach Bass, elaborated on the airport's role in Redmond's economic strategies:
Business Community Importance: The airport is crucial for business relocation and growth, leisure travel, tourism, and population expansion.
Comparative Size and Traffic: Redmond is the 3rd largest commercial airport in Oregon and ranks around 100th in the country. By 2024, over 1.2 million passengers are expected, with projections nearing 2 million by 2036.
Expansion Timeline: The airport expansion begins this summer, with a two-year schedule. Upon completion, the airport will feature seven jet bridges, over 30 daily flights, two to three restaurants, and one to two retail shops. Southwest Airlines is being pursued as a new carrier, with Chicago and Minneapolis as targeted destinations.
Bass concluded by affirming, "RDM continues to offer outstanding service while connecting Central Oregon to the country."
Redmond's Path to New Heights
With these economic trends and ongoing projects, Redmond is well-positioned to achieve remarkable growth by 2025. The community's commitment to development and innovation ensures a prosperous future, truly embracing prosperity on the horizon.

The real estate market in Crooked River Ranch seems to be a revolving door. There’s that constant question of why we see all the “For Sale” signs going up and coming down. Who better to ask than the local Crooked River Realty office. Owner, Molly Charley was a great resource of information for this article as her family legacy started out here in 1993 with her grandparents moving to the Ranch and becoming close friends with the previous owner of Crooked River Realty, Nancy Pop. Choosing real estate as a career, there was never a question that Molly wanted to establish herself in Crooked River Ranch as she wanted to engage with the community that she loved so dearly as her predecessor Nancy did.
Some of the things that are specific to the Ranch community as compared to outside communities is CRR is one of the only places in Central Oregon where you can have as much elbow room as you want without sacrificing a sense of community. The Ranch amenities are equally matched to several other communities. There isn’t a one size fits all selling point for potential home buyers. Each buyer has specific things that are on their priority list such as rim property overlooking the golf course, while others may want five flat acres where they can raise horses. The most common request is for the view, whether it be the Cascade mountains or the canyon view. The beauty about living in the Crooked River Ranch community is there is something for everyone.
Late spring to early summer is the busiest real estate season on the Ranch, due to winter being too cold with the snow and unpredictable fog. The opposite summer season tends to slow down when the temperatures get too high, and the smoke rolls in from fire season. August tends to be the month everyone is trying to squeeze in their last vacations before school starts, therefore the focus isn’t on home buying.
One of the common reasons for buying a home on the Ranch is the feeling of a true community. The amenities are wonderful, but what is unique about CRR is how those amenities are enjoyed. There are tennis/pickle ball courts and a golf course that holds tournaments to bring all those players together who then become great customers for the local businesses. The Ranch has a swimming pool for owners, the lovely wide-open Panorama Park, with maintained walking paths that encourage organized walking groups that build and nurture great community friendships. After moving in, you’ll have the opportunity to join many groups and meet lots of community members. Neighbors help neighbors no matter if you’ve lived here 3 or 30 years. It’s the largest HOA community in Oregon, but feels more like a small, close-knit neighborhood.
Initially people are concerned about purchasing in a HOA because of the bad reputation HOAs have due to many around the country being extremely prohibitive and restrictive. That just is not what Crooked River Ranch is about, and once they review the bylaws and research exactly what the fees cover, the buyer’s hesitance tends to dissipate. One other concern is the length of the drive to Redmond and Bend. Normally this hurdle is eliminated early in the buying stage as the perks of the Ranch vastly outweigh the 20 or so extra minutes of drive time.
Crooked River Ranch has a unique hold on people. They never forget living here and some regret leaving. The other fun aspect of living here is it seems one family member moves in, and the rest of the family will follow visiting and falling in love with the area. All in all, the Ranch is a place that brings people together and who better to help you buy your home in CRR than people who live and work here with a passion for helping you find your dream home. Come live in the hidden gem of Oregon, you’ll find great happiness here in Crooked River Ranch.

The beautiful new library is open, ready to serve the growing Redmond community now and for generations to come. We are thrilled to share this beautiful new space with you.
The Adult and Teen collections are upstairs, as is a public meeting room that provides space for smaller-scale gatherings and programs. The northeast corner of the building features a large co-working area with private study rooms and plenty of space for collaboration. You’ll fine ample seating with dynamic views throughout the upstairs area, as well as public computers and a print station. Fast and free wi-fi is available throughout the building.
On the first floor, large and divisible meeting spaces greatly increase the library’s capacity for events and programs, while a MakerSpace allows for hands-on activities and a dedicated area in which to plan and create. The vibrant children’s discovery area encourages interactive play and learning. The first floor also features a drive-up window where customers can drop off materials and pick up holds (drive-through pick up of holds begins in March). A civic patio on the south side of the building provides a welcoming space for the community to gather.
