Hello spring it’s time to get ready for the 25th Annual US Bank Central Oregon Business Expo and Job Fair, on Wednesday, April 26th. We are thrilled to welcome back U.S. Bank as our title sponsor of this exciting program. There will be three FREE workshops sponsored throughout the day, featuring current business topics as well. Workshops are free to attend, last about one hour and are a great way to learn something new. This exciting event is also a Job Fair, so bring your resume or seek new employees, making connections is what this event is all about.

Convention and Visitor Bureau
As a Convention and Visitor’s Bureau (CVB), we continuously work with our conference partners to bring in new group businesses to the area. As a CVB we work with numerous groups that have selected Redmond and we offer a wide range of hospitality services, including locating conference space, help secure room blocks, provide collateral material, host information tables, identify sponsors, find transportation, coordinate local activities, offer coupons and much more. We have worked with huge groups like the Family Motor Coach Association (FMCA), The High Desert Stampede, USA BMX and other events to discover the incredible benefits of holding their
event in Redmond. We are very fortunate to have outstanding partners like the Deschutes Fair and Expo Center, Visit Central Oregon, Visit Bend and all of our regional Chambers to promote the excellent customer service and overall friendliness of the region. We continue to work closely with groups large and small to promote our community and the Central Oregon experience. On a daily basis, we assist events, including conferences, weddings, family reunions and any other events that visitors or residents might be planning. It is exciting to make these events a success and to highlight the best of what Redmond has to offer. The Entreprenaurial Ear
Gary Einhorn, The Entrepreneurial Ear, was given the opportunity to present and facilitate the 2nd Lunch and Learn on Tuesday February 28th at Gompers Distillery in Redmond. The topic was "Everything you ever wanted to ask a Business Consultant.".
The event was attended by 16 chamber members both in person and on Zoom, set up by Amanda Joe Luelling. There were many questions asked by the Chamber Entrepreneurs and the informal atmosphere at the Distillery helped make the event a success. The Chamber is looking forward to having other presenters once a month to facilitate many other Lunch and Learn events in 2023.

Tickets for the 17th Annual Redmond Kiwanis Vintner’s Dinner and Auction are available via PayPal on the Redmond Kiwanis website: www.RedmondKiwanis.org. The event will be at St. Thomas Catholic Church on Friday, May 19th. Doors open at 5:30 PM.
Melrose Vineyards from Roseburg will be the presenting winery for the five-course, wine-paired meal catered by Core Catering of Bend. Diners will have a choice of three entrees, beef, salmon or vegetarian.
Tickets are $95 each, or $1,250 for corporate tables of eight. The dinner is the largest fundraiser for the service club’s youth projects. Other sponsorships are also available.

WHY DOES AN ENTERPRISE ZONE MATTER TO REDMOND?

The 82nd Oregon Legislative Assembly convened for the 2023 Session on Tuesday, January 17th. REDI is focused on policy that can positively or negatively impact business’s ability to thrive and grow their employment. Of particular concern is extending its Enterprise Zone program with the State of Oregon for the Greater Redmond area. This program, established by State Legislature in 1975, has been a significant tool in an economic developer’s toolbox ever since.
What is an Enterprise Zone?
Cities, ports, counties and Indian Tribes across Oregon have joined together, forming enterprise zones to foster employment opportunities, development and local competitiveness. Located in economically lagging areas, these zones offer tax relief for new private capital.
Since 1986, enterprise zones have benefited hundreds of investments, helping to create tens of thousands of new jobs, as well as retention of existing employees and work for associated Oregon companies. The great majority of businesses that utilize the tax abatement already exist in the zone, but many are new. They come in all sizes and represent diverse industries, services and stages of production.
There are currently 76 such zones creating opportunities for business investment across Oregon: 58 rural (generally a population of 30,000 or less) and 18 urban. Local governments, or entities like EDCO and REDI are responsible for creating, amending, managing, and renewing most of these zones.
How do Enterprise Zones work?
Enterprise Zones offer qualifying businesses incentives, including property tax abatements and reductions in local development fees.
Oregon's E-Zones are a unique resource and an excellent opportunity for businesses growing or locating in Oregon. The program is one of REDI’s most effective recruitment and expansion tools, which provides qualifying traded-sector companies with tax
abatements on certain new real property investments. It is available to new companies who are looking to begin operations or those looking to relocate to the area, but it is also a valuable tool to those that are already operating here. For a qualifying company, it provides a cost savings during the first years of their investment on items such as new buildings, expansions, and renovations and/or production equipment. For a local sponsor (cities and counties), it is a way to attract new investment and jobs with companies that might otherwise choose to locate elsewhere. While there is a short-term cost to the sponsor (typically three years of property tax exemption), there is significant medium and long-term net gain for the community. Why does an Enterprise Zone matter to Redmond?
Last renewed in Redmond in 2019, each zone designation lasts 10 years and must be re-designated by application to Business Oregon, the State’s Economic Development agency. First established in Redmond in 1988, the program has assisted 154 companies create over 3,400 jobs and invest over $165 million in private investment. In a 2022 Study commissioned by Business Oregon that measured the return on investment from 287 companies who participated in the Enterprise Zone program, results found that long-term economic activity was 29 times the
value of the initial exempted tax value. Redmond’s zone is one of the most active in the State, with over 36 businesses participating, which has helped increase manufacturing employment by over 70% over the last eight years.
In order to remain competitive with the other 75 zones in the state, Redmond will continue to waive the application fee, and reduce fees for permits, System Development Charges (SDC’s), water and sewer usage, and hookup fees. An additional benefit that sets Redmond apart is an expedited permitting process.
It isn’t all “rose-colored glasses”, however, as the State Legislature is considering requiring companies participating in the E-Zone to pay prevailing wages for construction of new buildings. If this requirement becomes law, it will render the program useless as it would cost more to pay prevailing wages than the property tax abatement would produce, even over a five-year period. REDI continues to oppose such requirements and will closely follow legislation on this matter.
In summary, this program has been invaluable to communities across the State, particularly in Redmond, and we are committed to its renewal.

Greetings To All Of Our Amazing Members!
Spring is finally here! At least I personally am hoping that it is. We Central Oregonians love our four seasons, but most of us are ready for the warmth and sunshine by the time April rolls around. Typically, every month I share tips on how businesses can capitalize on their memberships and gain extra exposure in the community. I was planning on continuing that pattern this month, but I recently received a phone call that got me thinking and altered my course of action for what I would be writing about this month.
One of our current members called and mentioned to me that she was talking about her Redmond Chamber of Commerce membership to a fellow board member and their impression of it was that Chamber memberships were outdated and did not benefit new and coming businesses in today’s day in age. She was seeking advice on how she can provide statistics and talk about the benefits of joining and maintaining a Chamber of Commerce membership if she were in a similar situation again. As a Membership Director my heart was so happy to hear her enthusiasm and support and yet saddened by the fact that there are businesses that do not see the value of a Chamber membership.
So…what are the basic benefits of a business joining the Chamber? Let’s start with first reviewing what a Chamber of Commerce is. A Chamber of Commerce is a local business organization whose goal and purposes is to promote and support the economic growth and development of its local business community. Here are a few main reasons why businesses, new and old, should consider joining and participating in their community’s Chamber of Commerce:
1. Networking Opportunities: Businesses can connect and network with other local businesses, which can lead to new business relationships and opportunities. Chambers host events such business mixers, workshops, and seminars, which provide great opportunities for businesses to meet and engage with other local professionals.
2. Access To Resources: The Chamber can be a valuable resource for businesses in terms of accessing a wide range of information, resources, and support. The Chamber provides members with access to business education, marketing materials, and other tools that can help businesses grow and succeed.
3. Community Involvement: Joining the Chamber allows businesses to become more involved in their community, which can help build goodwill and brand recognition. The Chamber is involved in and is committed to supporting local events, charities, and civic initiatives, and by participating in these activities, businesses can show their commitment to the community in which they work and operate.
4. Advocacy: The Chamber is an advocate for local businesses and works to promote policies that support economic growth and development. By joining the Chamber, businesses can have the support and guidance of the Chamber as well as a voice in shaping local policies that affect their industry and community.
5. Increased Visibility & Exposure: By being a member of the Chamber, businesses can increase their visibility in their local community. The Chamber promotes its members through various channels, such as its website, social media, and marketing materials, which can help businesses gain exposure and attract new customers.
6. Discounts & Perks: Chamber members are offered exclusive discounts and perks for many various items, such as discounted advertising rates, access to special events and discounted fees for event participation.
I hope this list helps our members see what the Redmond Chamber of Commerce is, what it stands for and how it works for our local businesses (new and old) and that I have helped, in a small way, equip each of you with some valuable information about the benefits of joining and maintaining a Chamber membership. Prior to working with Business Oregon Damon was the Regional Economist with the Oregon Employment Department for the East Cascades of Oregon for nearly 12 years. Here is a brief description of the luncheons topic: A super-heated economy coming out the of the pandemic lead to a surge in inflation not seen in over 3 decades. Central banks across the world increased the cost of borrowing to curb this inflation, but the fear was this would eventually lead to recession as demand for goods and services declined. It is hard to make sense of the broader economic landscape. Are recession fears Justified? Or is the strong labor market and improving inflation a sign that we are experiencing a soft landing?

Business Plans
The two most common business questions we get at the library are about writing business plans and finding the data needed for the business plan. In past newsletters I’ve talked about the resources you might use for data. Th is issue is going to cover the resources we have to help you write your business plan.
Of course, we couldn’t start this discussion without listing a couple of books. How to Write a Business Plan contains clear step-by-step instructions and forms to put together a convincing business plan with realistic financial projections, effective marketing strategies, and overall business goals. Successful Business Plan Secrets & Strategies is the essential step-by-step guide for anyone launching or expanding a business from one of the nation's foremost experts on small business, entrepreneurship, and business planning. For additional titles search using the keywords “business planning.” Note that you can find ebooks on business planning in OverDrive/Libby and Hoopla as well.
Additional information about business plans is available in Gale Business: Entrepreneurship (https://bit.ly/GaleBiz). Th is online resource provides information on all sorts of business-related topics including business planning. Start with a simple search using the Search box at the top of the page using the phrase “business plan.” The first item listed is access to
over 1,000 sample business plans. These are plans for actual businesses. To narrow your search, you can add the type of business to your search. You can also add the word “template” to get a detailed outline for a business plan.
Another resource for help with business plans is SCORE. The Central Oregon chapter of SCORE has a great set of templates (https://bit. ly/SCOREBPT) for business plans along with templates for finance, marketing and sales, and management. And don’t forget their mentoring service (https://bit.ly/SCOREmentors) for help with your plan.
If you would like to learn more about putting a business plan together try Gale Courses (https://bit.ly/DPLGC) or LinkedIn Learning (https:// bit.ly/DPLLL). Gale Courses offers 6-week instructor-led courses starting each month. At the completion of Creating a Successful Business Plan, you should have a finished plan if you do all the coursework along the way. If a shorter online learning experience is more appealing, try LinkedIn Learning. Creating a Business Plan is about an hour long and includes videos. The only drawback is that there isn’t any feedback from an instructor.

Redmond Library News
The Redmond Library is officially under construction after six years of planning and preparation. The new 40,000-square-foot library is slated to open in fall 2024.
The temporary Redmond Library location is now open at 2127 S Highway 97 from 10:00 a.m. to 6:00 p.m. Monday through Saturday. In addition to providing materials like books and DVDs, this space also offers a small meeting room, public computers and printers, seating areas and familiar artwork like the bronze “reading girl” statue.

It’s no secret there’s a labor shortage in Central Oregon, and Redmond is not immune. In an effort to assist Redmond Businesses, the Redmond Chamber of Commerce offers a Job Posting site called “Work in Redmond,” which is a place for our Chamber Members to post any and all positions for which they’re seeking candidates.
However, this isn’t just a plain, stale site with the same old listings. As an integrated part of your existing Member Profile, candidates will have the opportunity to learn about your business as they browse listings, which gives them the context and confidence that they are making the right decision by applying for your job.
