REDMOND CHAMBER PREMIER LEVEL SPONSORS
DIRECTOR'S MESSAGE
OCTOBER 2023
BY ERIC SANDE, EXECUTIVE DIRECTORHELLO FALL
Fall is here
I am not sure what happened to September, but it sure seemed to zip by in a hurry. October is a very busy month for the Chamber. We are currently in the process of electing our Board of Directors for 2024. Every Chamber member business (one vote per member) was emailed a ballot to their main contact, via Election Buddy, with a return date of noon on Tuesday, October 3. We are very fortunate to have highly qualified candidates willing to serve and no matter what the outcome, we will have an outstanding Board. Thank you for taking the time to vote and be sure to keep your eyes open for the election results shortly.
October is also the month we hold our annual Board Retreat. Each October, we bring the Board together to review the past year and to plan for the future. In reviewing 2023, the Chamber will review the year and draft a strategy for success in the future. There are many important topics to review, including the future of tourism promotions with the City and our ongoing role in supporting the vital economic engine of tourism in our community. The Chamber is the solutions business, where we bring leaders, influencers and businesses together. We work tirelessly to create a healthy vibrant sense of community, where people and businesses want to live, work and play. Together we can accomplish what no individual can do alone. This is the time we map how best to accomplish all that we do.
Leadership Redmond
Speaking of time flying, Leadership Redmond started this successful program 20 years ago, graduating its first class in 2004! We have 20 eager participants signed up for this year’s program, which started on September 21. The Redmond Executive Association (REA) sponsored our first day, covering the topic of Community History and Culture. It’s always good to start at the beginning and to learn how we got here and what part of our past is still lingering and making us who we are today. To make the Leadership Redmond program possible, each of the 9 days are generously sponsored, as well as a few Scholarship opportunities. Thank you to the Redmond Executive Association (REA), Alliance Professionals, Central Electric Co-op,
BOARD OF DIRECTORS
Pacific Power, Deschutes County, St. Charles Redmond, COCC, First Interstate Bank, SunWest Builders, and OnPoint. We could not offer this program without the support of these outstanding sponsors. Leadership Redmond is a partnership of the Redmond Executive Association and the Redmond Chamber of Commerce and CVB, designed to educate, enhance, develop, and train leaders to participate in key decision-making positions within our community.
Happy Halloween
The holidays are just around the corner, but here in Redmond, it feels like the holidays start with Halloween. This year we have big plans for Trick or Treat on 6th Street. This year there will be a Brew Bash added to the North end of the street closure on 6th Street, between Cascade and Black Butte. The trick-or-treating runs from 4pm to 6pm and the Brew Bash from 6pm to 8pm. We will also be starting this year’s Northern Lights Halloween show projected on Grace and Hammer, from 5pm to 8pm. Redmond is your destination this Halloween, so put on your best costume, dress up the family and bring everyone downtown to celebrate in all the festivities.
Holidays
Speaking of holidays, just like all the big retail establishments, we have been in full holiday planning mode for months. We really do start planning in June! We are now accepting parade applications for the Starlight Christmas Parade and our theme is “The Grinch Who Stole Christmas”. Redmond is the place to be for the holidays, and you can find all the list of upcoming actives at www.visitredmondoregon.com/chamber-of-commerce/events/ .
From all of us here at the Chamber, have a safe and Happy Halloween.

One of the most interesting facts of Crooked River Ranch is it has its own ‘Road Department’. This article will enlighten those on the ranch and surrounding areas as to how this independent department can maintain the established roads. There are 90 miles of roads in Crooked River Ranch, 12 miles of that are County roads, 78 miles are CRR Association roads, with 26 miles of those being paved and 52 miles of road that are rock or native.
The Road Department Supervisor is Jordan Jones who has held this position since July of 2018. His immediate Supervisor is Crooked River Ranch Manager Judy LaPora. Supervisor Jones also updates the Board of Directors throughout the year to discuss road maintenance progress and any issues that come up. He also presents his annual budget to both the Budget/Audit Committee and Board to discuss the upcoming budget for the following year. Supervisor Jones is also responsible for working in coordination with the Special Road District [SRD] which has jurisdiction over the public roads within Crooked River Ranch with the exception of county roads. The Association is delegated with the authority to perform road maintenance on SRD managed roads. The Crooked River Ranch Road Department does not do any paving or have any paving equipment as non-county paved roads are maintained and funded solely through the Special Roads District who then contracts out those projects
The department includes four full time [class A CDL] positions including Supervisor Jones and one 6-month
the ranch NEWS FROM
Crooked River Ranch Road Department
part time [non CDL] employee who operates the roller/compactor and street sweeper, fuels equipment and performs various other duties. Salaries and benefits correspond to comparable Central Oregon positions. Currently there are no open positions, however when those open, they are posted and advertised.
The equipment inventory consists of 4 dump trucks, 3 of which are set up for plows and sanders during the winter months, leaving the department a spare to do various projects or use as a backup in case there is a breakdown. During the summer 3 of the trucks are used for hauling gravel and one to move equipment along with limbs and debris. There are 2 road graders for gravel roads, one compaction roller, two water trucks, one backhoe, one mini excavator with a rock hammer attachment, one street sweeper, one shoulder side spreader and a crack seal machine. After years of maintaining a stable budget, planning, and saving the department has most of the equipment needed to properly maintain the ranch roads.
Surprisingly, the Road Department does all their own lube, oil, and filter changes. They are also able to do much of the repair work themselves, when unable to complete this, they hire qualified mechanics. One of the ‘other duties as assigned’ is way off the chart of road maintenance is the responsibility of stopping what they are doing to pick up and dispose of the dead deer reported on the roads.
As for projects specialized for the seasons, Spring, Summer, and Fall are mainly focused on maintaining roads including watering, grading, and rolling gravel roads. On a good day, the de-
partment can grade and roll about 1.5 miles of road per day. This alone takes about 2.5-3 months. Winter months complete focus is centered around safety. The Association is responsible for plowing and sanding roads. Bus stops, intersections and primary roads will be plowed first after which secondary roads will be plowed. Gravel roads will not be plowed unless there are 4+ inches of snow and the ground is frozen enough so as not to cause damage to the roads or equipment. Supervisor Jones has the discretion to close roads if he deems them unsafe, which usually happens due to a vehicle accident or unsafe conditions that can’t be controlled. He makes every effort to keep roads open.
The Road Department costs are nearly one-half of the annual HOA Operating Budget. In addition to budgeting for the yearly operating revenues and expenses, the Road Department must also budget for replacement equipment. The 30-year Capital Reserve Budget provides a long-range plan for upgrading or replacement of all major assets.
One of the biggest questions the Road Department gets is when are you going to pave my road? There are no plans to pave any additional roads on Crooked River Ranch. At current rates, one mile of road cost is right at a million dollars plus. With as many gravel and native roads as we have on the Ranch, there are often complaints about dusty, muddy or washboard roads. Unfortunately, the weather dictates much of the condition of our roads. With regard to washboard roads, the most effective way to get rid of it is to grade the road. Grading will loosen up the gravel or dirt that has become compacted and spread
it around evenly, leaving you with a smooth, even road and a comfortable ride. The Road Department makes every effort to grade all Ranch roads at least once each year. But it is a lost cause if our community does not do its part to prevent wash-boarding. Studies have shown that if traffic stays under 20 mph washboards will form very slowly. So, the key to prevent washboard (for the most part) is to stay under 20 mph. On top of reducing the creation of wash boards, going slower will also significantly reduce dust. While the Road Department does have to deal with complaints, our community is also grateful for their hard work and dedication to keeping our roads maintained and safe.
If you come to visit us, please drive safely and slowly. Enjoy the beautiful scenery and views. They are some of the best in Central Oregon.

THE IMPORTANCE OF CULTURE IN TODAY’S WORKPLACE
Contributed by Courtney Cobb, REDI Board MemberWhen you hear the term company culture what does it mean to you? Google defines company culture as a shared set of values, goals, attitudes and practices which characterize an organization.
The definition sounds cold, so let’s flip the perspective. Is company culture about ping pong tables, stocked break rooms, and product discounts? Will perks like these keep folks engaged? How do you define your company’s culture and why is it important?
AT REDI, businesses often tell us quality of life is a big reason for moving to Central Oregon. Quality of life meaning less commuting time, quick access to the outdoors in any season, good school systems, and big city amenities with small town charm. Since the pandemic, more employees are embracing the mantra of work to live vs live to work. They are looking for organizations and companies that align with their values and needs. This could include flexible scheduling, compensation, and company values.
It’s no secret that rising childcare and housing costs are forcing families to make tough decisions. Dual income families may need flexible schedules because one of them must pick up the kids from school. If your company culture has defined scheduling as a key priority and core value, associates might be willing to stick it out when times get tough.
Once you find top talent, how do you retain them? Staffing firms tell us the compensation is huge. Loyalty isn’t typically given when basic needs aren’t met, but when an associate feels valued and connects to the culture many are willing to stick with it during difficult periods of transition.
With an extremely tight labor market in Central Oregon businesses and decision
makers are struggling to find qualified associates to fill necessary positions and retain them. Utilizing staffing firms can help you in your recruiting efforts to find associates who will fit into your organizations culture. REDI has several investors who could help you. Chris Petty, Franchise Manager with Express Employment Professionals notes: “The culture of a company in today’s workplace has never been more important. It can take years to define a company's culture but only minutes to destroy it. We have a very tight labor market in Central Oregon so having a competitive compensation is important, but it can fall on deaf ears if you don’t have a great working environment for your top talent too.”
As an employer, make sure to create a culture where employees not only feel valued, but where they feel comfortable communicating about issues that concern them. Rember, culture today is more about values and communication style than extra perks like free Kombucha, snacks, and coffee.

Initiatives to Boost Winter Traffic
It is a given that the majority of travel occurs during the Summer months, but here in Central Oregon we are also a popular destination for Winter travel and recreation. Skiing, Snow Shoeing, Sledding, Hiking, Shopping, Winterfest, Concerts and Festivals are all reasons why people come to Central Oregon in the Winter. Th is Fall and Winter, our goal is to share awareness for Redmond as a premium Winter destination in the middle of everything! Our focus is on families and mature individuals with the disposable income to travel that are looking for a more laid back vacation, away from the traffic, busyness and congestion that occurs in Bend. We are working towards this through a campaign on The Oregonian's digital platforms, and coupling this with a digital ad campaign through Meta. The regions we are targeting are mainly our "Drive" market, so within Oregon, Washington, Idaho, and Northern California. We will also be leaning into our direct fl ight market with targeted advertising in Las Vegas, Sonoma County, and Burbank.
Who Contacted the Chamber of Commerce & CVB in September?
Hello Everyone and Happy Fall! The Peak Season of visitors and guests in Redmond is beginning to slow, or so we are told! We are beginning to enter what once was known as the "Shoulder Season" however, we are still seeing high levels of walk in guests and phone call inquiries related to what events are going on in Redmond, what some of the best hiking trails are, and where to go out to eat. As summer fades into fall, it is typical that people travel less as they get back into familial routines revolving around school and work, however we are yet to see a lull in our guests here at the Visitor Center. We expect business to continue at high levels as we swing into Winter and become the Hub of outdoor Winter recreation in Central Oregon.
Take a look below for a visual representation of our logged September data!
MARKETING memo
By: Connor CubicIntegrated Marketing Communications
Imagine finding a cool brand on Instagram and then going to their website to buy something. If the message on their website is totally different from what you saw on Instagram, it would be confusing, right? Integrated marketing is about avoiding this confusion and making sure that no matter where and how you find the brand, the message is consistent.
Integrated marketing isn't just about online stuff like social media or websites; it includes traditional ways of advertising like ads in newspapers, radio, and TV. The idea is to make sure that the message is the same no matter where you see it.
Integrated marketing campaigns are like a team sport where everyone has a role, but they all work together to score a goal. When all the marketing channels (like social media, emails, ads) work together, the message becomes more powerful.
Why are these kinds of campaigns effective? Well, they reach a lot of people, they are seen on many different channels, they build trust because the message is the same everywhere, and they save money because you can use the same message in different places.
To make your own integrated marketing campaign, you need to follow a few steps:
Decide what you want to achieve with your campaign (selling a new product or telling people about a new brand message).
Choose the marketing channels you'll use (social media, ads, emails) and set goals for each one.
Understand who you're trying to talk to on each channel (your audience).
Decide who will be in charge of each channel (social media, emails) and make sure they know what to do.
Create messages and things like pictures or videos that can be used in different ways on different channels.
Plan how you'll collect information from people who are interested (signing up for a newsletter).
Finally, launch your campaign, see how it's doing, and learn from it for next time.
Some important things to keep in mind when doing integrated marketing are to make sure everyone on your team talks to each other, to think about how people move between different channels, and to pay attention to the small details that make the campaign consistent.
