We’re following prescribed safety, social, and sanitization guidelines as issued by the Oregon Health Authority.

DEAR BUSINESS OWNER, We’ve come to a turning point in the mitigation of the COVID-19 virus and many of you are preparing to reopen. To help you instill confidence in your returning and potential new customers that you’re following the prescribed Oregon Health Authority guidelines for safety, we are introducing a digital Welcome Back Toolkit, available at: bit.ly/WelcomeBackCOToolkit All of the materials in the toolkit are branded with the Welcome Back logo so as to be easily recognized and send a consistent message to customers and the community. The components of the toolkit include: -“Following the Guidelines” Posters Instills confidence in returning customers that a business is following OHA guidelines, can be printed on site at a business location, are reminiscent of a safety placard on a commercial flight, English and Spanish versions -Social Media Posts/Shareable Images Short messages with graphics communicating adherence to prescribed safety guidelines, individual posts for each major safety guideline, e.g. face coverings, hand sanitizer, etc.

Another component of the region-wide Welcome Back campaign is broader messaging directed toward the general public and helping them ease into the new normal while patronizing businesses like yours. Face coverings, social distancing, limited occupancy, and other safety measures can make for an awkward experience. The Welcome Back campaign will help people embrace the awkward as we all move forward. The entire campaign is branded with the Welcome Back logo so the materials you use from the toolkit have the same look and feel as the general public messaging on broadcast and social media. The more businesses that use the tools in the kit, the more commonplace the Welcome Back campaign branding will become. Best wishes for a successful reopening. Few events stick out in life more than graduating from High School. It is a momentous occasion that marks the culmination of years of studying, endless night’s writing papers, and sitting in classrooms for what seems like an eternity. The graduation ceremony with all its pomp and circumstance is a celebration of achievement and an event that cements memories that will last a lifetime. My mother is from the graduating class of 1950 (Renwick, Iowa). Her class of 17 has celebrated each mile stone reunion for 70 years, and while they will not be gathering this year, they are still in contact with each other. The COVID 19 pandemic may have squelched the traditional graduation ceremonies for the Class of 2020, but I hope they will hold fast to the knowledge of their tremendous accomplishment and the friendships they have made. It is also my sincere hope, that the Class of 2020 will celebrate all of their reunions to come with pride and recognition. They are loved and supported by the community and we hope they remember this, even when they reach their 70th reunion. It is with great honor the Redmond Chamber of Commerce & CVB recognizes the graduating Class of 2020, from Central Christian School, Redmond High School, Redmond Proficiency Academy and Ridgeview High School. In this issue of the Chamber Business News, you will

find all the names of the students, so please congratulate them for a job well done. Congratulations Redmond Class of 2020! Summer Concerts With the sunny days of summer fast approaching, life amongst COVID 19 will for sure make this is an interesting summer to say the least. June is the month we kick off our Music on the Green summer concert series and we still plan to do so, only with a slight twist. We are planning to hold our concerts virtually, so how will this work, you ask? Our performers will be inviting us into their homes, or from a location of their choice, to play for us, and we will be broadcasting the concerts live. We are also partnering with our local pubs throughout Redmond to show the concerts live. You will be able to listen and view with a brew from a pub, or in the comfort of your own home. This will be a unique opportunity to be up close with our musicians and allow us to bring you music all summer long. Of course, as we move through Phase 2 we will follow the guidelines set forth by the Governor and hope that we can once again meet in the park. Until then, we think we have come up with a fun alternative. So be sure to look for more information in the newsletter and online from the Chamber.

As we transition from Phase 1, to Phase 2 (timeline to be determined), the Redmond Chamber, in partnership with the City and the surrounding communities, are working hard to bring you the latest information as it unfolds. Phase 1 has a minimum of 21 days, which will be Friday, June 5, before we are eligible for a possible transition to Phase 2. We are hopeful we will meet the guidelines and move forward, and we will let you know as soon as we find out. As we enter Phase 2, there will be lots of information, which we will post on the chamber website, www.visitredmondoregon.com , as well as, www.centraloregonsos. com. We currently have the Welcome Back Tool Kit posted with all the information you need to know about opening up your business as well as being a good patron to local shops. All of us here at the Redmond Chamber of Commerce are working hard to keep you, your business and the Redmond community safe and viable. This is without a doubt the most challenging and unsettling times most of us have ever faced. Together as a Chamber and a community we will get through this. I look forward to seeing you all soon.

The Deschutes and Ochoco National Forests and the Crooked River National Grassland will extend free personal use firewood cutting through September 30. The same procedures anounced at the beginning of May remain in effect. Firewood cutters can forego the normal requirement to obtain a permit from a Forest Service office or vendor. This interim change to the firewood permitting process is an effort to maximize social distancing measures. After Sept. 30, 2020, the Forest Service plans to return to the regular process of issuing firewood permits and load tags at our offices and vendor locations. Firewood cutters can also take an additional two cords of firewood for personal use only. This is in addtion to the four cords allowed during the month of May, for a total of six cords between May 1 and Sept. 30. Inquire by phone or email with your local district office regarding commercial firewood permits. Firewood cutters taking advantage of this opportunity will be required to follow the same rules and regulations that are in effect during the regular firewood cutting season. These rules and regulations are found in the “2020 Central Oregon Personal Use Firewood Synopsis” and on individual firewood cutting area maps. Free personal use firewood cutters will be required to have the following in their possession while cutting, loading and transporting firewood: A completed and signed hard-copy version of the “Free Personal Use Firewood Authori-

zation;” dated/valid June 1st, 2020 to Sept. 30th, 2020 A digital or hard-copy version of the “2020 Central Oregon Personal Use Firewood Synopsis;” and A digital or hard-copy version of the appropriate firewood cutting area map (i.e., the map covering the area where the firewood is being cut). The Authorization, Synopsis and maps can be acquired in several ways: At Forest Service websites: Deschutes National Forest: https://go.usa. gov/xd4xV Ochoco National Forest: https://go.usa. gov/xvNsE At local participating vendors At Forest Service offices (located outside near the front doors) At Avenza.com: Firewood cutting area maps can be downloaded onto your electronic devices with the PDF Maps app available from Avenza.com All firewood cutting is subject to periods of “shut down” due to high fire danger (IFPL levels 3 & 4) or the implementation of Public Use Restrictions (PURs). Please check and know the Industrial Fire Precaution Level (IFPL) (1-800-523-4737) prior to cutting your firewood. Latino Community Association

To help older adults weather the pandemic, the Council on Aging of Central Oregon has partnered with the Latino Community Association (LCA) to help Latinos 60 and

older find meals and pay bills. The Council contributed $15,000 to LCA's COVID-19 emergency fund, which LCA staff can allocate to older people who need help paying for utilities (but not rent) and medical bills. Funding comes from the Federal Older Americans Act. The Council and LCA will pilot their collaboration by providing fresh produce and staples in weekly food boxes for older Latinos in Madras, an area with limited food banks and pantries. The plan is to provide a weekly pickup and possible delivery to home-bound seniors in Madras and Prineville. The Jefferson County Health Department provides space and personnel to assist with this effort. LCA will help publicize the council's GrabN-Go meals in Madras, Sisters, Bend, and LaPine in Spanish. These are free hot meals for seniors 60 and older, available while senior centers are closed. For home delivery in Redmond, call 541 548-6325. For Grab-N-Go meal locations, visit: https://www.councilonaging.org/bend-senior-lunches/ Another part of this collaborative effort is help for older Latinos (and multi-generation households that include a family member 60 or over) to pay for utilities and medicine. These elders or their families can call LCA at 541 382-4366 or visit an LCA office. "The Latinx population has been disproportionately impacted by COVID-19 and the LCA is a perfect partner to help us reach more vulnerable members of the community," says Susan Rotella, Council on Aging's Executive Director. We feel powerless and afraid. Fear draws to itself more fear, and these fears become self-fulfilling. Purpose pulls. It pulls us up to a higher

place where we can see beyond our current circumstances and remember why we do what we do. From that higher perspective, we can access the positive emotions which support hope for our future and open up our inherent powers of creativity and resilience. Zach refers to this higher perspective as “the Path of Possibilities”. On this path we remember who we are – and that we are powerful. We access the positive energies of trust and hope and radiate a joyful confidence which can change perspectives, and therefore realities. Purpose creates legacy. When this pandemic is behind us, what will people remember about our contribution? It certainly won’t be our task lists and projections. People remember those who connect them to that which is bigger than themselves. They remember those who inspire them with a higher sense of purpose, and who lead with empathy and compassion. People who know their purpose, know their contribution matters. If we want to inspire contribution – whether from ourselves or others – we must clearly define and affirm purpose. What is our “Why”? Who is our “Why?” Why must we overcome our current challenges? Who needs us to succeed?

HANDLING BUSINESS THROUGH THE PANDEMIC In a period of uncertainty, questions abound on what can be done and what options are best. Each business is different and may have different hurdles they are facing, but there are a few common questions. There are different emergency loan and aid programs. How do you know which one is best for you and what should you watch for? Every business is different. It is important to look at the needs of your business and industry and understand what is most essential. Below is a brief summary of each package that was passed. Please note it is important to consult with your accountant or bank lender as well as read the guidelines thoroughly at sba.gov. • Coronavirus Preparedness and Response Supplemental Appropriations Act – Promote teleconferencing for medical related care and establishing the Economic Injury Disaster Loan (EIDL). This loan first came about to provide quick funding to businesses who suffered a sudden loss of revenue due to the pandemic. You are allowed to use the funds for more expenses than you would for the PPP Loan explained below, ad only up to $10,000 is forgivable. The rest will need to be paid

back. You would apply for this directly through the SBA online. As of mid-May (when I am writing this article), they are only accepting loan applications for agricultural businesses. • Families First Coronavirus Response Act (FFRA) – This brought employer credits for paid sick leave for those who are quarantined or are sick, and partial paid leave for those who are caring for children or caring for another under quarantine. Be careful with your payroll expenses on this. You are not allowed to use the same payroll expense as the PPP Loan forgiveness. • Cares Act – The largest bill in the history of the U.S. This Act introduces the most popular loan, the Payroll Protection Program Loan (PPP). This was a widely popular loan as more is potentially forgivable than the EIDL and it has a lower interest rate. However, this loan has a catch, 75% of the loan must be used for payroll expenses. If not, part of your loan may not be forgivable. Other factors that trigger a reduction in loan forgiveness are a reduction in the number of employees and a reduction in pay level. It is important to try to maintain the same level of employees and similar pay rate for maximum forgiveness.

How will your business keep your employees safe and healthy during the next few phases? You know what you need to do, but you are not sure where to go from there. It is important to have a pro-active approach to effectively adjust to this temporary transition. Coming up with a broad strategy to meet each regulation is a great start. Once you have the outline of the game plan, you can figure out the details. Communicating with your employees is important as well so they know their responsibility and expectations during each phase. Allowing them to express their concerns and provide input will give them peace of mind that their wellness is your top concern. It is acceptable to open-up slower than each phase allows. Some businesses may have at-risk employees that may not feel comfortable yet. Phasing employee return would help with handling the adjustment. If your employees have been working from home, some businesses could allow them to continue working from home or allow them to work a couple days at home. Each industry is different, and some options are not available or doable. Whichever way you go, managing common areas, distancing work areas appropriately, and having

an established cleaning routine will help protect your team. How can a business be productive during this time? During COVID-19, it is hard to maintain stable income especially in the industries where businesses have had to close and/or drastically reduce staff. Now is a great time to evaluate the needs of the businesses and whether the processes in place are the best and most efficient for your company. Some businesses have used the down time to upgrade equipment and product lines to improve efficiency when they reopen. Others have taken time to revamp their label and marketing plans. A few businesses have found ways to supplement income such as making hand sanitizer or reworking their product line to clean PPE. Local restaurants have enticed customers with special take out deals to ramp up to-go orders. The common element in each of these examples is that the businesses were creative and pro-active. We are not sure how long this change will last, but hopefully we can support each other, look for the positive, and come out of this as a tighter-knit community.
