This collaborative effort includes key partners such as the Department of Planning and Economic Development, Saint Paul Downtown Alliance and Mayor Melvin Carter with support of the Cultural STAR Program.

Milkessa Gaga’s work is primarily influenced by manga art/artists. While drawing, he makes a conscious effort to portray Black people in nonstereotypical ways. The mural he is creating to depict Saint Paul’s Little Africa neighborhood will be his first. He sees a lot of potential in the future of Black manga and anime.
“My mural concept design is influenced by my identity as an Oromo living in Minnesota and my experience at Little Africa Fest 2023. Little Africa is an amalgamation of Africans from across the continent. There are infinitely many things that make us different from each other, but at the end of the day there is a shared identity and heritage that is all tied to the same continent. We are all branched out but are still connected to the same trunk, the same land, history, and pride.”

“The Saint Paul community has a welcoming atmosphere that encourages exploration and engagement.” — Cadex Herrera
Father of three, Saint Paul school district educator, and artist, Cadex Herrera began his journey into mural painting at a young age painting signs on food stores in Benque Viejo, Belize. His current project, ”Somos Libres” (We Are Free), serves as a tribute to the resilience and sacrifices made by Latino immigrants — particularly within the West Side’s District del Sol neighborhood and the wider Saint Paul community.
“Central to my mural are three young figures symbolizing the diaspora of Latino individuals and embodying the promise of a positive future. Clad in vibrant, traditional Latin American attire, these characters represent the passing down of cultural traditions to the new generation. Encircling and lifting up the central characters are monarch butterflies, a symbol reflecting the struggles and aspirations of the immigrant community.”

Briauna Williams is a multifaceted artist who sees art as a way to tell stories, share ideas, inspire and uplift. Her mural depicts the Shepard Davern area which is just across the Mississippi River from MSP International Airport. The work captures the essence of present and past buildings, homes and ancestral lands.
From the vibrant events and festivals that grace its banks to the many outdoor activities that define a typical Saint Paul day, the Mississippi is the thread that weaves the urban and the wild seamlessly into a Saint Paul way of life.
For thousands of years, the territories surrounding Saint Paul and the Mississippi River have been the dwelling grounds of the Dakota, Ojibwe, and diverse tribal peoples. To the Dakota, the river is revered as Wakpá Tháŋka or Haha Wakpa, representing the conduit that binds all waters and living beings. In honor of this rich heritage, we recognize Saint Paul and the river as the traditional territories of the Dakota and Ojibwe peoples, where a legacy of interconnectedness and cultural heritage resonates through the ages. “I used bright colors to reflect people, nature and culture as a whole. The many whimsical lines are my signature doodling style. The lines on the tall buildings symbolize pathways leading to various destinations such as downtown and the airport and suggest exploration. Elements symbolizing water convey healing, purity, calmness, life, creation and creativity — all things I wish for this space to hold.”

“Saint Paul is a blend of historic charm and vibrant cultures all nestled along the Mississippi River.” — Kao Lee Thao
Kao Lee Thao is a visual artist and threedimensional animator who picked up a brush for the first time in 2006. She is a first-generation Hmong American, with roots that trace back to parents who escaped the jungles of Laos and crossed the Mekong River with only five dollars in their pockets. Her cultural destination piece depicts Saint Paul’s Little Mekong neighborhood.
“My connection with Saint Paul is visible in every stroke I leave behind. My paintings are a window into my soul — hoping to spark inspiration in others and to transport viewers to a world of fantasy — reminding us not to forget what imagination can accomplish in life.”
