OP-ED/COMMENTARY/ANALYSIS By Sandra Gelbard

T

wo weeks ago, Los Angeles announced that it will be the first city in the country to offer coronavirus testing to all residents — regardless of whether they are in the throes of it or entirely asymptomatic. This stands in sharp contrast to the New York Department of Health order last week precluding physicians from performing viral testing on patients unless they are symptomatic or otherwise met very strict criteria. New York would do well to follow Los Angeles’ lead when it comes to universal testing, as this will give us the clearest understanding of the biology of the coronavirus and provide the data needed to safely reopen society.

As an internal medicine doctor in New York City, I have been treating coronavirus patients since the onset of the pandemic and have lost count of the number of times I have been asked “When will this end? When will we return to normalcy?” My answer has been consistent and simple: one of three things must happen before we can return to normalcy. We must develop a reliable and widely available vaccine, wait for herd immunity or develop an effective cure or treatment. None of these goals will be easy to achieve. I think it is a tall order to expect a vaccine — that can be widely, safely, and effectively administered — in less than 12 to 18 months. If history is any guide, there is little reason for optimism: developing vaccines for similar viruses like SARS and MERS has proven to be very tricky and, to date, impossible. The reason? A bad vaccine can be more than simply ineffective, it can trigger a dangerous reaction called immune enhancement, which may result in death. Then there is the discussion of herd immunity. Herd is accomplished when a sufficient number of people in a specific area have both contracted and recovered from the coronavirus, which many scientists and medical practitioners believe confers immunity. With mortality rates originally estimated at 1 percent (albeit now appearing to possibly be at significantly less

Phase four relief should include all caregivers By Adrienne Schwee

R

osalynn Carter, wife and closest adviser to former President Jimmy Carter, once said, “There are only four kinds of people in the world. Those who have been caregivers. Those who are currently caregivers. Those who will be caregivers, and those who will need a caregiver.”

Likewise, former First Lady Nancy Reagan, wife of former President Ronald Reagan, cared for her husband almost religiously after he was struck with Alzheimer’s, until his death in 2004. These remarkable women got it. They understood the critical importance of caregiving in families’ lives. I can say from experience, as a working mother of four children under the age of 10, that caregiving while working is not easy, to say the least! I could go on and on about all the challenges, but I think most of us know them too well already. We also know they are worth it. In moments of great national challenge like we face today, we should look for silver linings and for opportunities. Having a newfound appreciation for child and family caregiving should be one of them — perhaps the most

important one of all. As businesses begin to reopen and people are called back to work, family caregiving responsibilities will be on full display and leave workers with tough choices: go to work or care for their vulnerable children and loved ones. Many schools across the country are closed at least until the fall, summer camps are announcing cancellations and child care centers are closed or significantly limiting the number of children per room. Additionally, elder and adult care facilities are either on lockdown or closed for the foreseeable future. This severely limits the ability for some parents and caregivers to return to work without jeopardizing the health of their dependents. The Families First Coronavirus Response Act (FFCRA), passed by Congress and signed into law by President Trump, included new policies to address these challenges. In addition to two weeks of emergency paid sick leave, the law offers 12 weeks of mostly paid family caregiving leave for workers with children out of school. The FFCRA also provides federal dollars to cover the cost incurred by employers

with a dollar for dollar refundable tax credit. There is, however, a catch. The new benefit does not extend to most workers. Companies with more than 500 employees — 48 percent of American workers — are excluded from these provisions and those who work for companies with fewer than 50 employees — 27 percent of workers — are eligible but the employer may self-exempt if the leave requirement would present a financial burden to their business. Likewise, many health care workers do not get this benefit. As officials get serious about reopening the economy, they need to get serious about supporting Americans’ need for balance in these unprecedented times. In other words, we need to reform the packages passed by Congress to cover more workers who have caregiving responsibilities, may they be young children out of school or dependent adults with no safe care options. At the Bipartisan Policy Center, we understand that passing federal legislation is not easy, but this one should not be too hard. In the next coronavi-

than that) that translates into a death toll of more than 2 million people, an unfathomable price to pay to achieve herd immunity. In addition, this does not account for the speculation in certain circles that it may be possible to recontract the coronavirus and/or that recovering from the coronavirus may not confer immunity in the first place. More practically, herd immunity is unlikely to come to pass because most of our nation’s governors opted instead for shelter in place or stay at home orders, as well as social distancing to stop the spread. Make no mistake, this was the right thing to do, and as a result we are now seeing a decrease in the number of hospitalizations and deaths, resulting in a flattening of the curve. This is giving our health care system a much needed opportunity to catch up. To date, our assumptions about the deadliness of the coronavirus have relied upon the case fatality rate, which is the number of coronavirus deaths divided by the number of those who have tested positive. But we do not have an accurate sense of how many people really have tested positive since only those with severe symptoms were tested.

New York City, like Los Angeles, needs to know how many asymptomatic people are out there in order to understand the true prevalence of the coronavirus and calculate an accurate mortality rate to contain the spread. This will allow us to determine the infection fatality rate, which is the number of coronavirus deaths divided by the total number of symptomatic and asymptomatic people who have contracted the disease. While New York State has concluded from recent antibody testing that about 12 percent of the population had the coronavirus in the past, this limited antibody testing only offers us a picture of the prevalence of the coronavirus from a month ago and not the incidence of new cases that currently exist. Without this information, we have no way of knowing who is currently infected and therefore cannot determine properly how to prevent further spread once we reopen society. If we want a more accurate picture, we must perform both viral testing and antibody testing on a systematic basis. This is not just an academic exercise. It is critical to safely reopening society. Reopening without having

a handle on the infection fatality rate will lead to a disorganized and potentially devastating, and deadly outcome. But if we execute broad testing on both symptomatic and asymptomatic individuals and find for example that 30 percent or more of the population are asymptomatic carriers, it would mean that the infection fatality rate is not as lethal as we originally thought and would provide scientific reassurance that we can safely reenter society in the near future. Just as New York gave a glimpse for the rest of the country to see how overwhelming and deadly this disease could be in a large metropolitan setting, we now can lead the way and show other states, and even other countries, how to safely reopen society if we perform both coronavirus testing and antibody testing. rus relief or recovery package, Congress should eliminate the exemption for businesses with more than 500 employees and offset at least some of the cost with tax credits to companies of all sizes. Working families across America need to stay connected to their employer during this time of caregiving. It is better for the

employer and employee. Paid family leave has proven to reduce attrition, increase productivity and promote female labor force participation. Moreover, paid family leave has proven to protect a family’s healthcare and retirement savings, improve infant and child outcomes and reduce a mother’s reliance on welfare programs.

Strengthening families will strengthen America – especially right now. We know it’s the right thing to do, so Congress, let’s do it. Adrienne Schweer is a fellow at the Bipartisan Policy Center and she leads the organization’s Paid Family Leave Project. - The Hill

ALVESTON, Texas – Personal protective equipment, and in particular masks, have been a topic of much concern for front-line health care workers and first responders dealing with spread of the new coronavirus. The global spread of the disease has strained supplies and disrupted supply chain, making the needed masks harder to come by.

“The lack of masks and other protective equipment can place health care workers, first responders, and researchers at great risk,” Grimaldo said. “Hopefully, with this information, hospitals and other institutions will be able to disinfect and reuse some of their masks and make their supplies last a little longer as we all continue to fight this disease.”

Last week in a joint message Britain and the United States warned of a rise in cyber attacks against health professionals involved in the coronavirus response by organised criminals “often linked with other state actors.” Britain’s National Cyber Security Centre and the US Cybersecurity and Infrastructure Security Agency said they had detected large-scale “password spraying” tactics -- hackers trying to access accounts through commonly used passwords -- aimed at healthcare bodies and medical research organisations.

Need to put food on table drives Sewa International to hold multiple food distribution drives

ewa International hosted its first food distribution event outside its office parking lot located at the West Oaks Mall in West Houston on Saturday, May 9th. The food distribution event was organized to help the most vulnerable families that are experiencing food insecurity in feeding their families during the COVID-19 crisis.

It was a drive thru event scheduled to start at 11:00 a.m. for an hour. However, people begun lining up their cars 90 minutes prior meandering and stretching more than a mile in the mall parking lot. The heartbreaking long line indicated some Houstonians’ dire need of food and their struggle of putting food on table for their families. Gitesh Desai, Sewa International Houston Chapter president, said “today’s food distribution event was planned to ease pain experienced by those who are economically stressed due to unprecedented crisis created by COVID-19. Sewa volunteers are dedicated to serve humanity in distressed and assist people in Volunteers and (right) food packages uncertain times.” Sewa volunteers were preparing for the event for the past couple of weeks. Over forty volunteers put in more than 160 hours of work to plan and execute the event. Harish Brahmbhatt, a pujari of B.A.P.S was recognized at the prayer meeting and he shared a Hindu prayer of peace from the Vedas. Speaking at the prayer meeting, he said, “In these troubled times of COVID-19, social distancing and the lockdown, it’s not unusual for people to feel anxious or not at peace. The Shanti Path or the peace prayer, is a prayer that does not seek worldly riches, success, fame, nor is it a prayer for any desire for heaven. It is a beautiful Hindu prayer for peace, shanti. It is a Vedic prayer derived from the Yajur Veda.” This prayer was specially chosen due to the overarching theme that in all circumstances we should always pray for peace above all things. India’s lavish weddings go Macau bans Tiananmen online in virus lockdown exhibition for first time in 30 years: activists

H

ONG KONG, China | AFP | Tuesday 5/12/2020 - Macau has refused permission for an annual photo exhibition of the Tiananmen crackdown for the first time in three decades, activists said Tuesday, accusing the government of stifling free speech.

The semi-autonomous city’s dwindling community of democracy supporters have marked the June 4 anniversary of Beijing’s bloody crackdown against protesting students since 1989 with a small vigil and an outdoor photo exhibition. Organisers said permission was initially granted for the exhibition this year by the city’s Municipal Affairs Bureau but was later rescinded. The Democratic Development Union described the decision

as a “sudden U-turn” with authorities citing new administrative rules governing how public spaces can be used. “For 30 years, we’ve been the organiser of the exhibition and we have always been happy to cooperate with the bureau and follow instructions,” the union wrote in an objection letter posted on Facebook. “Nothing unpleasant has happened before and we have not brought any annoyance to the government or residents.” Opposition groups accused authorities of stamping down on political discussion. “The (Bureau’s) prohibition is obviously based on political reasons,” the New Macau Association, a pro-democracy group, wrote on Facebook on Tuesday.

Saudi to cut oil output by another 1 mn barrels a day

R

IYADH, Saudi Arabia | AFP | 5/11/2020 - Saudi Arabia said Monday it had asked oil giant Aramco to cut its output by an additional one million barrels per day from June, to support prices that have crashed during the coronavirus crisis.

The move will reduce the production of the world’s biggest crude exporter to 7.5 million bpd, the energy ministry said in a statement cited by the official Saudi Press Agency. Neighbouring Kuwait’s Oil Minister Khaled al-Fadhel said separately that his country would cut an additional 80,000 bpd to support the Saudi initiative. “Kuwait supports the efforts of Saudi Arabia to restore balance to the oil market,” Fadhel said in a statement on Kuwait News Agency. Also declaring support for Saudi Arabia was its ally, the United Arab Emirates, which announced a reduction of 100,000 bpd from June. OPEC and its allies in the OPEC+ group agreed last month to cut production by a record 9.7 million bpd while other producers pledged to reduce their output by around 3.7 million bpd. Under the deal, Saudi Arabia’s daily production was cut to 8.5

Riyadh said the aim of the additional cut was to push OPEC+ members “and other producing nations to comply with committed production cuts and make additional reductions” to stabilise the global oil market, the energy ministry said. ANZ Bank said the move would take Saudi Arabia’s output to the lowest level since mid2002. Top crude producers agreed last month to slash output by 10 million barrels a day from May 1 after prices crashed to below zero as lockdowns to contain the coronavirus pandemic sapped global demand and supplies swelled.

Musk threatens removing Tesla from California over virus restrictions

Prices were further dampened in April by a price war between Russia and Saudi Arabia during which Riyadh’s production soared to a record 12.3 million bpd, pushing stockpiles to unsustainably high levels. The ministry said that with the latest production curb, the kingdom would have cut 4.8 million bpd from the record output levels in April. The price of the international benchmark Brent crude is hovering around $30 a barrel.

Kuwait said it would cut an additional 80,000 barrels per day and the United Arab Emirates announced it would slash 100,000 bpd to support Saudi Arabia’s move. Doubts, however, remain about “the ability of producers to implement and sustain the cuts,” ANZ Bank said in a note. “Producers also seem ready to increase output as soon as prices rebound.” At the same time, analysts said moves to gradually reopen businesses have increased the risks of a second wave of virus infections. Innes said there remains a “high degree of trepidation around... the risk of new outbreaks of the virus arising,” citing pick ups in infections in Germany and South Korea.

From pastries to hand sanitizer: one family on US virus front line by Delphine Touitou

AUREL , Maryland | AFP | 5/5/2020 - At the Picou family’s factory in Laurel, Maryland outside the US capital, the only workshop that is buzzing is usually reserved for making jams for baking. Now, it’s churning out hand sanitizer. Before the coronavirus pandemic, PastryStar -- founded stateside in 1986 -- made a wide array of products for high-end baking, supplying everything from chic restaurants to cruise lines. But since the outbreak of the deadly virus, employees have stored the sacks of sugar, canisters of caramel glaze and giant cans of almond paste in favor of isopropyl alcohol and glycerin. Hand sanitizer is in high demand, and the Picou family is answering the call to public service. “For us, it’s really easy to make,” says Mireille Picou, a French woman who started PastryStar with her husband. The company got approval from the US Food and Drug Administration for its sanitizer formula in “less than two weeks,” she explained.

The start of 2020 was good for PastryStar. By late February and even early March, just before the virus crisis exploded, the company’s sales were up 35 percent -- a record.

That boon came thanks to cruise lines -- a major client for the Picou family -- high-end supermarkets such as Whole Foods, and wholesale distributor Sysco, which was selling PastryStar products to fine restaurants across the United States.

Singapore Changi Airport named world’s best airport again for 2020

P

ARIS | AFP | 5/12/2020 - Singapore’s Changi Airport has been named the world’s best airport for the eighth consecutive year.

Skytrax announced on Monday the winners of the World Airport Awards 2020 which, like years previous, is dominated by airports in Asia and Europe. Though planes for the most part have been grounded by the pandemic and airports stand largely empty, Skytrax decided to release the winners of their annual awards “...to bring some cheer into the airport industry in these difficult times.” The original awards ceremony was scheduled for April 1. Changi Airport has long been considered the gold standard in airports thanks to features like orchid and butterfly gardens and a rooftop pool. But last year, the airport widened the gap with its competitors with the opening of Changi Jewel complex at the Changi international airport. Prime Minister Boris Johnson has announced plans to quarantine people arriving in Britain by air for 14 days to prevent new COVID-19 infections from abroad, under a phased lockdown easing that seeks to avoid a second spike. The deadly outbreak has

ravaged both the global economy and especially the aviation sector, with airlines axing most flights in response to collapsing demand for air travel amid national lockdowns. “Aviation is the lifeblood of this country’s economy, and until we get Britain flying again, UK business will be stuck in third gear,” Heathrow chief executive John Holland-Kaye said in a statement on Monday. “The government needs to urgently lay out a roadmap for how they will reopen borders once the disease has been beat-

‘Likely’ a US airline will go under from coronavirus: Boeing chief

ASHINGTON | AFP | 5/11/2020 - 1 Boeing’s chief executive said it was “most likely” that a major US airline will go out of business due to the massive damage of the coronavirus pandemic on the aviation industry.

“It’s most likely,” Boeing CEO David Calhoun responded when an NBC journalist asked him if a major US carrier will go under. Calhoun’s answer, released in a clip on Monday, is part of a longer interview that will be broadcast Tuesday. “You know something will happen in September,” Calhoun said. “Traffic levels will not be back to a 100 percent, they won’t even be back to 25.” Boeing itself is suffering as the global air transport industry is brought to its knees by travel restrictions and confinement measures aimed at stopping the

Want to travel to the U.K.? Be ready for a 14-day quarantine

L

ONDON - Laying bare what could be the harsh reality of travel in the age of COVID-19, the U.K. government has announced plans to impose a 14-day quarantine on most international travelers.

Airlines and travel stocks fell sharply on Monday, a day after Prime Minister Boris Johnson made reference to the new restrictions in a televised address. The government’s “recovery strategy,” released Monday, said that a handful of visitors would be exempt — those bringing supplies into the country, supporting critical infrastructure, for example, and the French. Apart from self-isolating for 14 days upon arrival, travelers would need to supply contact and accommodation information, and be urged to download the government’s contact-tracing app. The quarantine will begin as soon as possible, the government strategy document said. Most measures will not kick in until May 13 — the start of Step 1 of the government’s strategy to get the country up and running. Shares in budget airline EasyJet EZJ, 1.68% slid 9% on Monday after Citigroup analysts said it would have to raise up to £1 billion ($1.2 billion) due in part to an expected rush of customers seeking refunds. While U.K. travelers weren’t mentioned, it’s assumed that anyone leaving the country and coming back in might also be required to quarantine, although Johnson said the government will make an exception for visitors to and from France. “Ministers are effectively telling people they can no longer travel for the foreseeable future, and airlines will respond to that by grounding their operations,” Tim Alderslade, CEO of Airlines UK, the

industry association representing U.K.-registered carriers, said in a statement. The United Nation’s World Tourism Organization (UNWTO) has forecast that international travel could drop by 60% to 80% this year, putting millions of jobs at risk. The U.K. isn’t the first to consider such pandemic-related measures for visitors. Hong Kong requires a 14-day quarantine of all visitors, while Austria is offering a 190 euro coronavirus test for incoming travelers who can’t prove they are disease-free and don’t want to self-quarantine for two weeks. Struggling with its own coronavirus outbreak, the U.S., for example, has a travel ban in place covering foreign nationals who have visited China, Iran and many European Union countries, and has advised its own citizens not to travel abroad. “It’s easy to put in place these restrictive measures, but it’s harder to take them away,” aviation analyst Paul Charles told MarketWatch, as he criticized the U.K.’s quarantine plans. He said the industry’s big concern is that there is no real end date to the measures, and further uncertainty means many people will delay booking travel for business or leisure. Fleets of airlines have been grounded for weeks, with job losses expected to pile up. Virgin Atlantic, founded by entrepreneur Richard Branson, and 49%-owned by U.S. airline Delta DAL, -3.12%, has warned that it may cut 30% of staff and is battling for survival, and British Airways has said 12,000 jobs may go. Charles said that, rather than quarantines, major airports need to coordinate globally to screen passengers, as they have

spread of COVID-19. “Maybe by the end of the year we approach 50 (percent), so there will definitively be adjustments that have to be made on the part of the airlines,” Calhoun added. Boeing has been struggling due to the restrictions, which have deprived it of clients and jeopardized its order book. Calhoun took the company’s helm at the start of the year amid already grim circumstances: Boeing had been shaken by two major crashes involving its 747 MAX model that saw the plane rounded since March 2019. A total of 346 passengers and crew members were killed in the Lion Air crash in October 2019 and the Ethiopian Airlines crash in March the following year. The accidents revealed major flaws with the plane’s design.

fection to travel freely.” Heathrow airport, which is situated west of the British capital, added that the number of passengers nosedived 97 percent in April from the same month in 2019 to just 200,000. That was the same amount of travellers that normally fly through the air hub in a normal day prior to the COVID-19 outbreak. The airport only provided services in April for essential travel, particularly for repatriation flights during the health crisis. Heathrow, which is owned by a consortium led by Spanish construction giant Ferrovial, stressed that the quarantine will effectively shut borders. “The airport supports government’s aim of avoiding a second wave of infection, even though the 14-day quarantine plan will effectively close borders temporarily,” the company said. “It is likely that few passenger flights will operate and even less people will travel until the quarantine is lifted.” It added: “Demand is expected to remain weak until governments lift lockdowns.” However, British Airways’ owner IAG last week warned that pre-crisis passenger demand would not return until 2023 at the earliest.

the space to handle it. “Medical technology is getting better so that results can come back more quickly,” he said, adding that social distancing on airplanes makes no sense because airlines won’t make enough money by flying half-filled planes. Charles, chief executive officer of the travel-focused PR firm the PC Agency and former communications director at Virgin Atlantic, said the World Travel and Tourism Council is expected to start unveiling on Tuesday global measures and standards to help the industry get back on its feet “One thing for certain is domestic travel will do very well in many markets. People will want to stay close to home, trusting in their countries’ own medical resources and infrastructure,” he said.

Week of May 15, 2020 21 March to 20 April Aside from a potential but minor spat on Monday, conversations, discussions, and negotiations can all benefit from Mercury’s move into Gemini. Its lively presence here can animate interactions and encourage fast thinking, enabling you to get out of any potentially tricky situations.

21 April to 20 May Positive Jupiter turns retrograde in your travel sector on Thursday, so a planned trip may be delayed for a variety of reasons. Or you might decide to go on an inner journey and explore the landscape of your soul. A dynamic solar tie between Jupiter and Pluto over the weekend hints that you’ll be eager for new experiences.

21 May to 20 June The sun is in Taurus as you enter the month. This is the time of year when you go underground to rest, recharge, and rejuvenate before the sun enters your sign. This May, especially, there’s a sense of a domino effect of developments unfolding (on the surface and behind the scenes), asking you to dig deep as you search your soul.

21 June to 22 July Jovial Jupiter turns retrograde in your relationship zone on Thursday and remains so until mid-September. It might turn your attention to someone’s inner worth and strength of character rather than just their good looks.

23 July to 22 August The sun continues its journey through a more prominent sector of your chart, encouraging you to showcase your abilities. However, this week, with this radiant orb linking to powerful Pluto and expansive Jupiter, it’s time to plan for the long term.

23 August to 22 Sept Charming Venus is doing a backward flip on Tuesday, in the same zone, so there could be disappointment around a business transaction. What seemed a done deal may not be, and you might need to renegotiate the terms. Yet, once Venus turns direct in around six weeks, this delay could work to your advantage.

23 September to 22 Oct There is a shift as powerful Mars moves into your lifestyle sector on Tuesday. If you’ve found it difficult to maintain discipline around exercise and eating, this focused energy can make it easier. By daily visualizing the result you seek, you could reach your goal in no time.

23 October to 21 Nov As potent Mars enters your leisure zone on Tuesday, its presence here could see you being more proactive. It’s time to highlight your skills, as well as enjoy special activities or a romantic break. Exciting opportunities seem to be in the cards, but plans may take a while to come to fruition.

22 November to 21 Dec The sun in your lifestyle sector makes bold and positive aspects that could prove lucrative if you follow through. This can be an uplifting week if you’re willing to set new ideas in motion and wait patiently for the results. Are you happy about the feelings you have? This is the time to reflect on them.

22 December to 20 Jan Diplomatic Venus turns retrograde on Tuesday and remains so for around six weeks, there may be some frustration around broken deals or promises, and certain relationships could seem to go awry for a time. Something good could emerge from this.

21 January to 19 Feb The sun continues in your home zone this week and makes powerful aspects to both potent Pluto and jovial Jupiter, making you aware of the potential in certain ideas. You might be fascinated by certain insights that can make a positive difference to you and your happiness.

20 February to 20 Mar The people you connect with can have a profound influence on you as the sun makes some leading aspects. This can be a time to contemplate ideas and projects and perhaps start on them even though they could take a while to come to fruition. There is also a burst of energy in your home zone.

FORT BEND ISD to postpone opening of Hunters Glen Early Literacy Center for one year

F

ORT BEND ISD (May 11, 2020) – Due to the impact of the COVID-19 pandemic on district operations, Fort Bend ISD has made the decision to postpone the opening of the Hunters Glen Early Literacy Center until the school year 20212022. The center was originally scheduled to open in August 2020 to serve early learners in grades Prek-1 in the Marshall High School feeder pattern. “I am disappointed that we have had to focus all district resources on the online learning program, which has resulted in the loss of planning and staff development time required for successful opening of the ELC at Hunters Glen as scheduled. Because of the pandemic, we do not believe we can effectively open the center by August,” said FBISD Superintendent of Schools Dr. Charles

Dupre. “However, we are still moving forward with the construction of the center as approved by the Board of Trustees in anticipation of opening the center in August 2021.”
