Welcome to the August edition of the Wagensville News. Once again, last month was a very busy month for club activities. Our Club’s Social Secretary Jen Littlechild has been very busy organising three events over two weeks. These commenced with the Bowling Night on the 15th of July at Oztenpin Altona followed by the VWCV Cruise to Mount Macedon on the 24th of July, and finally, the Tech Day at Australian VW Performance Centre where members got the opportunity to get their vehicles power at the wheels Dyno checked. Thanks Jen for your organisation of these events and thanks to all members who attended.
The other big news for the month was the “Club’s” donation of one thousand dollars to the Royal Children’s Hospital. Four of the Club’s members Beetles (my red and white 1960 and three of the Club’s Herbies, Richard Graham’s, Xavier Larkin's and Andrew Ermel's) assembled on the helipad outside the hospital where the presentation was made. Staff from the hospital were very appreciative of our donation and assured us that the money will be spent wisely. Our General meeting on the 19th July was the first in the brand new RACV Club at 501 Bourke Street. The venue is very modern with excellent bistro and conference facilities. Our meeting is scheduled for the “Henty
Turn to the centre pages to nominate for the VWCV Committee NOW! 6
Room” which is smaller than the old Club’s room, but it has better acoustics. We still need to determine the best layout format for our meetings. On Friday the 29th of July, at the invitation of the Chairman and President of the RACV Clive Hall, Richard Graham and myself attended a cocktail party with other invited Melbourne based car clubs, to celebrate the opening of the new RACV Club. Our Club is one of only three car clubs who holds meetings at the RACV Club. The RACV is currently updating their badge display and asked us to forward VWCV badges to be included. We will forward our 50th Anniversary Badge from last year to be added to the 40th Anniversary badge, which was included in the previous display. Thanks to all that attended the first meeting and for making the effort in achieving the dress code requirement of the new club. Time flies when you are having fun. It’s coming up to that time again - the Annual General Meeting of our Club, at which the committee for the coming year is elected. The Club is always looking for new members to join the committee, so don't be shy, fill in
the nomination form appearing within this month’s magazine. You will find the roles within the committee very rewarding. If you haven’t checked out the Clubs web site lately, please do. Our web site master, David Holinger is doing great things to the site with this year's electronic copies of the Wagensville News certainly worth a look. How good does the magazine looks in colour? David will be continuing to update the site so keep checking. The main activity for August is the Puffing Billy Cruise on the 28th and this promises to be a great day. A cruise up through the hills in your VW, with an historic train ride on a classic narrow gauge steam locomotive in our own carriage and a picnic lunch or meal at the Gembrook Pub. I’ll see you at the next General Meeting on Tuesday the 16th. •

The Victorian Club Permit Scheme > Andrew Ermel on what you need to know about having CH plates... The Club Permit Scheme has been available to Victorian car clubs in various formats since 1960. This scheme allows car enthusiasts to use their classic and historical vehicles (older than 25 years) under a low cost permit scheme rather the normal registration system. This low cost permit reflects that the classic and historical (CH) vehicle usage is restricted, or in other words used for club purposes only and therefore not classed as a registration vehicle. Also known as the ‘red plate’ scheme, all Club permit approved vehicles are issued with a distinctive “red plates” with the letters CH and up to four numbers. The single major benefit of the scheme is the low cost of the permit approximately $90. This equates to a substantial saving over normal registration costs. When you can use your CH Plate vehicle The Club Permit scheme gives you the opportunity to use your VW on any club runs or major events. These events are gazetted in the Wagensville News and our club website, or special events approved for all clubs by the AOMC (such as the RACV Rally) or to and from an approved vehicle repairer. You cannot use your CH Plate vehicle: • As a daily driver. For example to travel to and from work, to go shopping or as a replacement vehicle for your daily use vehicle; • For “Sunday drives” or any other trips that are not gazetted in the Wagensville News; • For hire or reward. This includes the transportation of goods for sale or
16
payment for the use of the vehicle. There is provision under the scheme to use to use your CH Plate vehicle for special events such as: • Family gatherings weddings special events, parades, filming, etc where there is no payment for the use of the vehicle. • Where the event is gazetted but you need to travel to and from the event outside of the gazetted dates (for example interstate car shows and the Easter interstate trips). Under these circumstances, the club CH Officer can issue a Special Use Voucher to cover the use of CH Plate vehicle. You can contact the CH Officer for further details. Applying for a Club Plate To apply for a Club Plate you will have to supply: • A current certificate of roadworthiness. • And be a financial member of the Volkswagen Club of Victoria You will also need to complete a Club Permit application and present the current roadworthy certificate for the vehicle to the CH Officer to approve the permit and stamp the application with the club seal. You can either: • Mail the complete the application form with the roadworthy certificate and a stamped self addressed envelope (for the return of the application) to: Attention CH Officer, GPO Box 1215 Melbourne VIC 3001 Mailed applications can take up to four weeks to be processed by the Club;
• See the CH Officer before or after the monthly General Meeting who will review the application and if it satisfies all the permit rules, gives club approval and stamp the application on the spot; • Contact the CH Officer to process the application at another mutually convenient time. Once the application has been approved and stamped by the CH Officer, you will need to take the application to VicRoads. VicRoads will charge you the permit fee (currently around $90) and give you a set of CH plates. Using your CH permit vehicle When you are using your CH Plate vehicle you must have the following documentation in your car: • A photocopy of the vehicle’s VicRoads Club Permit certificate • A copy of the Wagensville News with the event listed • Special use voucher (if the use is not a gazetted club run) • A copy of the ‘The Victorian Club Permit Scheme’ handbook Renewals of CH permits The CH Plate vehicle must be maintained in a roadworthy condition as you need to safely share the roads with registered vehicles. Every year you will be sent a renewal which will need to be signed and stamped by the CH Officer (who is registered with VicRoads). VicRoads will refuse to renewal the permit if you do not have the correct signature or club stamp on the renewal.
The signatures for approval have just recently been updated with VicRoads. It has come to attention of the club that in the past some unauthorised persons have been signing club permit renewals. Be warned that VicRoads will now be checking all the signatures along with the club seal on renewals and any fraudulent renewals will be dealt accordingly with by VicRoads. You will not be required to produce a roadworthy certificate to renew your CH Plates. However you will need to have your vehicle ‘safety check’ every two years by the club authorised representative. Under our club policy, this biannual safety check is mandatory, and the CH Officer can refuse to renew a permit if the vehicle has not been safety checked. You can contact the CH Officer to arrange a ‘Safety Check’ or to get further information. This article is only a summary of the Club Permit Scheme so it is important that you obtain a copy of either the green or blue ‘The Victorian Club Permit Scheme’ Handbook from the CH Officer and read it thoroughly. Failure to comply with the scheme rules, can result in fines, loss of your permit, loss of the Clubs authority to operate the Club Permit Scheme, or cancellation of the Club Permit Scheme for all enthusiasts. If you have any additional queries about the Club Permit Scheme, you can search the AOMC,and/or VicRoads websites or give the CH Officer Andrew a call on 9369 1360. •

VWCV Donation to the
CF Research Trust > Xavier Larkin
> Top: Paul Kinsey, Xavier Larkin and Richard Graham present the cheque to the Royal Children’s Hospital. Bottom: Herbie on the Helipad. Photos courtesy of Andrew Ermel.
On Friday 15th July, the Volkswagen Club of Victoria made a very generous donation of $1000 to the Royal Children’s Cystic Fibrosis Research Trust. It was officially presented by Paul Kinsey in the presence of Richard Graham, Andrew Ermel and Xavier Larkin to Judith Glazner at a very fitting venue. ‘H’ marks the spot in Carlton Gardens known as the helipad, but on this occasion the ‘H’ became the Herbie pad. 3 Herbies’ and Paul’s red Beetle ventured in convoy across the gardens onto the helipad with the Royal Children’s Hospital in the background so that this occasion was visible for the many children who were inpatients. The hospital provided an official photographer for this occasion, but unfortunately Melbourne’s TV media failed to attend. The ‘RCCFRT’ were exceptionally grateful for the VW Club’s generosity and will keep us informed as to its usage. After standing on the helipad in the freezing cold for some time we were then treated to coffee and cake in Rathdowne St, Carlton. •

Mount Macedon Cruise > Jen Littlechild on the VWCV’s recent winter wonderland cruise to Mount Macedon... Our Mount Macedon Cruise on the 24th July was blessed with kind weather, well it didn’t rain and the snow held off until we left the mountain. OK it was freezing, and so foggy on the top of the mountain, but it made it all the more fun to be there. Everyone dressed for the occasion in warm coats, scarves, beanies and gloves. We all piled into the café on top of the mountain to chat about the drive to the mountain and the thickness of the fog on our ascent, in which we could only see a couple of feet in front of us. A few of us braved the chill and walked up to the cross but there was definitely no chance of seeing a view. (I never have any time when I’ve been there!!) Again I envied the Kombi drivers as they put the kettle on for a warm drink after the brisk walk. One day I will get that Type 2 that I dream about, they seem such a ‘civilized’ type of ride to have. Once we’d all socialized at the top of the mountain we went our different ways with a lot of us heading down to The Mountain Inn (Mount Macedon Pub) to warm up by the big open fire and eat some delicious pub food…and chat some more. Others stayed and ate at the café which was nice and toasty as well with the wood heater blazing away.

The intrepid Kombis went and picnicked in a nice secluded spot in the bush, having a brilliant time with some others from the group joining them later in the afternoon. Thank you to all who came along. We had roughly 20 VeeDubbs on the cruise, with a couple of people joining us up there a bit later in the morning. •
