GOOD NEWS FOR NEW-HOME BUYERS If you’ve been dreaming of owning a home but can’t seem to scrape up enough for a mortgage, here’s some good news: The federal government’s First-Time Home Buyer Incentive Program (FTBIP) will soon be starting. The equity-sharing plan may be just the kind of help you need to get you that first new home. There are some rules in order to be eligible, but if you qualify, it could mean some significant savings in your pocket and help toward a down payment. We’ve got all the details on page 14. The program starts Sept. 2, so check it out and see if works for you. FIRST-TIME BUYERS OF NEW HOMES GET MORE OF AN INCENTIVE by SUSAN LEGGE Details regarding the federal government’s First-Time Home Buyer Incentive Program (FTBIP) were announced recently, and it seems there’s more help available for first-time buyers of new builds than for Canadians considering the purchase of resale residences. The program, which will take effect on Sept. 2, 2019, is designed to help Canadians with incomes of up to $120,000 buy their first home by reducing their monthly mortgage payments without having to increase the amount of money they put down. The bonus for purchasers of newly constructed homes is an incentive amount of between five and 10 per cent, while the incentive for resale purchasers is set at five per cent. How does the FTBIP program work? Read on. Like all loans, the First-Time Home Buyer Incentive needs to be paid back eventually. In this case, it can be paid back in full at any time with no penalty. The homeowner can choose not to pay anything back for 25 years, or after the property is sold, whichever occurs first. The amount of the incentive that needs to be paid back is calculated using the property’s fair market value at the time of repayment and is to be repaid

EXAMPLE OF A NEW-HOME PURCHASE John wants to buy a new home for $400,000 and has saved the minimum required down payment of $20,000 (five per cent of the purchase price). Under the Incentive, John can apply to receive $40,000 in a shared equity mortgage (10 per cent of the cost of his new home) through the program. This lowers the amount he needs to borrow and reduces his monthly expenses. As a result, his mortgage is $228 less a month or a savings of $2,736 a year. Ten years later, John decides to sell the home for $420,000. He will have to repay the Incentive as a percentage of the home’s current value. John would have to pay 10 per cent, or $42,000 at the time of selling the house.

We asked Cheryl for her insight into the Ottawa real estate market. Here’s what she says about how condos are making a comeback and why they are a good home choice and investment.

New Home + Condo Guide: The Ottawa skyline and streetscapes have been changing in recent years. We’re seeing a lot of new condo apartment buildings going up. Uniform Echo, Claridge’s 45-storey Icon tower and Lamb Development’s 20-storey SoBa, come to mind. What do you think is contributing to this increase in new condo development? Cheryl Rice: To provide some context, Ottawa experienced a condo boom in 2013 that quickly over-saturated the market, resulting in several failed projects. Since then, condos have been

making a comeback and the market is doing much better overall. Condo sales in Ottawa do not, however, make a significant contribution in the grand scheme of things, and mid-highrise buildings specifically are minute in the bigger picture. For example, year-to-date sales of condominium apartments located in central Ottawa (where there is the highest concentration of mid/highrise condo apartments), comprise only 5.5 per cent of Ottawa’s total new-home sales. The true test for condo apartments is already playing out, as new projects are brought to market this

year into what was once Ottawa’s ‘slumbering market’. One example is Claridge’s Moon, which had a strong new opening in May, and who has another building (Claridge Royal) in the pipeline. For buyers seeking homeownership, affordability is a key factor fueling the demand for condos, as well as close proximity to transit (the LRT), employment and amenities. NHCG: Some industry experts are saying Ottawa is an emerging hot real estate market. From your day-to-day perspective on the local housing scene, do you agree?


NHCG: What kind of buyers are a good fit to purchase a pre-construction, new condo and why?

CR: Buyers of pre-construction product do not need or want to move right away, so the longer closing dates are attractive to them, especially to investors. Also, during the pre-construction phase, home builders usually offer more competitive pricing to raise the funds needed to break ground faster (construction activity attracts buyers). As well, at this stage, buyers have a better choice of unit, floor and exposure, plus the ability to customize their home to their personal preferences. NHCG: Finally, what are some of the benefits of buying a new condo versus a resale? CR: Today’s new condos offer more luxurious and trendy finishings, features and amenities. Buyers who choose new over resale are usually not interested in

renovating or upgrading an older condo – they want a move-inready home. Lower condo fees are another important benefit; older condo buildings require more maintenance and repairs, hence higher condo fees. Many of the new condo projects in Ottawa are being built within close proximity to transit, highways, and amenities, making location an important benefit to buyers. Some projects have the added benefit of providing retail space, which offers convenience to homeowners while creating an appealing ambiance at street level (boutiques, stores, personal services, etc.). And finally, buyers have original ownership; they simply don’t want to buy used. New condos also offer a more flexible, manageable deposit structure, giving buyers more time to accumulate a down payment.

CR: Ottawa has been an emerging hot real estate market for some time, and based on new and resale home sales, I suggest we’re there. The Ottawa market has improved year-over-year since 2015 and the election of a Liberal prime minister in 2016. Since then, Ottawa’s fundamentals have been, and continue to be, strong, creating a resilient market with jobs (in particular in the tech and public sectors), a strong local economy, population growth, and affordable housing relative to other major Canadian markets. These factors drive consumer confidence and demand, so much so that Ottawa has been in a seller’s market frequently and consistently throughout the last two years.

Over the course of my 30-plus years in real estate, I’ve toured just about every possible type of condominium. I’m familiar with every layout, finish and amenity out there. Very little surprises me – but I can tell you that I’m blown away by the level of luxury available today in Ottawa’s condo market. That’s not to say that there aren’t some great, simple condos out there, with minimal condo fees and basic building maintenance. These definitely respond to the needs of many buyers. But if you’re looking to be pampered, there’s never been a better time to go condo shopping in this city. It’s not simply that the quality of available finishes has gone through the roof – although that’s certainly true. In today’s luxury condos, marble, granite and hardwood are de rigueur, and architectural features such as nine-foot ceilings and wall-to-wall windows are not uncommon. I’ve even encountered bathroom mirrors embedded with LCD televisions: Flossing your teeth need never be boring again! But it’s the amenities that have really evolved. When I started out, purchasers of luxury condos could expect to enjoy the use of a nice swimming pool, a weight room and a party room. Nothing to sneeze at – yet these features pale in comparison to rooftop pools surrounded by cabanas;

fully staffed fitness facilities and spas; and the use of executive boardrooms, screening rooms and rooftop lounges with hot tubs and outdoor kitchens. And these are just some of the bells and whistles I’ve encountered in the last couple of years. Some new condominiums are built in conjunction with boutique hotels, giving residents unlimited access to a full menu of services, including a 24-hour concierge, room service, dog walking and housekeeping. Need your suit pressed? Tickets to the game? No problem. There’s also the perk of dining at a firstclass restaurant without stepping outside. Condo living allows a certain carefree way of life. Residents needn’t give a second thought to upkeep and are free to ‘lock and leave’ at a moment’s notice. Interestingly, today, it’s not only residents who can purchase a worry-free lifestyle; some new condos are available to investors fully furnished, and tenants are

found with the assistance of an on-site property manager. Now that’s what I call service. I’ve always been proud to live in this world-class city. I just can’t tell you how excited I am that it’s now got the world-class luxury condominiums it deserves.

IT’S STOREY TIME FOR WOOD CONSTRUCTION HOWARD BOGACH

In a world of innovations like special glazing that can allow a building to generate its own electricity, it’s hard to wrap your head around how one of our oldest construction materials has become the latest trend in the building market. Wood-frame buildings – tall ones – are appearing across Canada. (I was going to say ‘growing across Canada’ but that seemed like too much of a pun). Tall wood buildings offer a way to cut down on the environmental impact of the steel and concrete used in most construction. For the bold, wood offers new and exciting design opportunities. Wood-frame buildings also have a very different feel that you can 20

sense from the moment you walk in the door. In 2015, the Ontario Building Code was amended to allow wood-frame buildings up to six storeys tall, an increase of two storeys. In 2020, the Code will be updated again, and could allow even higher wood construction, possibly as high as 12 storeys. People always have questions about the safety of tall wood buildings. In British Columbia, where tall wood structures are more common, industry experts say the buildings are as safe as those made of more traditional materials. Amendments to the building code are common to add extra safety requirements. The construction materials themselves, combining old and new technologies, may be the most compelling argument for the safety of the structures. For strength, builders are using

cross-laminated timber, which is made by gluing layers of wood together at right angles to create reinforced sheets for the walls and floors. It’s said to be as strong as concrete but up to five times lighter. And fans of wood construction point to a newer product called mass timber, made by gluing together multiple pieces of wood under pressure to create an extremely strong wooden pillar. The mass timber is assembled in a factory and then brought to the construction site, saving significant construction time. Is multi-storey wood construction a fad? The University of British Columbia would say not. At 18 storeys, their Brock Commons student residence is the world’s tallest wood building. It’s a hybrid building with two concrete core pillars. However, the massive amount of wood used in construction (instead of concrete)


is estimated to have saved nearly 680 tonnes of carbon emissions. There’s also the 13-storey Origine residential project going up in Quebec City, which is offering ‘environmentally friendly’ condo living. A wooden five-storey office and retail project is currently under construction in Liberty Village in downtown Toronto and several more multi-storey buildings are planned in the downtown core. Tall wood construction is far from being the norm and hasn’t yet reached the promised stage where it is significantly less expensive than traditional steel and concrete construction. There aren’t many tradespeople with experience in this building method. Builders may have to plan on their projects taking longer while workers learn new techniques on site. It may also take time to find manufacturers of specialized

building materials, such as crosslaminated timber, who can supply large-scale projects. As the wooden construction industry matures, though, these problems are likely to be resolved and the potential for faster, cheaper, more environmentally responsible construction will be realized. And the good news is that woodframe condo buildings have the same warranty protections as those built with more traditional steel. In the future, I’m sure we’ll continue to see ever-taller wood construction. In Japan, plans have been

announced for the construction of a 70-storey wooden office tower. The Sumitomo Forestry Company plans to mark its parent company’s 350-year anniversary by opening the massive wooden skyscraper in 2041.

With the new bridge connecting Strandherd to Prince of Wales, getting around the city has never been easier. Residents love Barrhaven because they never have to leave. A main commercial district lies along Strandherd drive with big box and grocery stores, restaurants, a Costco and corporate buildings at Citigate.
