There’s no secret that the federal, provincial and even their municipal government counterparts throughout Ontario now have housing as a permanent high level agenda item, as they all try to find ways to address supply and affordability. Trusting that Prime Minister Justin Trudeau, when he recently met with his cabinet in Charlottetown, PEI to discuss possible measures, we then counted on the Bank of Canada to hold its target for the overnight rate at its latest announcement on Sept. 6. Thankfully, it did, keeping the influential rate at five per cent – a symbol of hope for prospective homebuyers, if not an actual financial incentive for some to take action sooner than later. (We now await the next BoC rate announcement Oct. 25.) Sure enough, on Sept. 14 Trudeau announced Ottawa would remove the GST from new rental construction, including apartment buildings, student housing and seniors’ residences. This would apply to projects that begin construction on or after Sept. 14, 2023, and on or before Dec. 31, 2030, and are completed by Dec. 31, 2035. He also urged the provinces to similarly remove sales taxes from new rental construction – which Ontario has already said it would “as soon as possible.” “The stark and deeply troubling fact is that we are in a housing crisis and face an acute shortage of supply, so it is critical that government leaders come up with steps to spur construction of more housing and purposebuilt rentals,” says Richard Lyall, president of the Residential Construction Council of Ontario (RESCON). “We need millions more units and must pull out all the stops to make that happen. The moves proposed (on Sept. 14) are a good start.” RESCON is also advocating for tax incentive programs that eliminate the collection of taxes on profits emanating from residential construction projects where the funds are reinvested into advancing similar projects. Similar programs resulted in tens of thousands of housing units in the 1960s and 1970s. These initiatives are a good start, yes, with more to come from all levels of government.

Looking for ways to lower home energy costs? Saving energy is a smart idea for everyone, but it’s especially important for older adults living on fixed incomes. Did you know the average Ontario household spends about $2,128* per year on energy, according to the Financial Accountability Office of Ontario? Seniors spend a higher percentage of their annual income on energy costs compared to other groups and those in northern communities tend to have higher yearly costs due to colder winters. On top of these factors, since more seniors live in older, energy-inefficient homes, they may be paying more than necessary for energy.
Find out what support is available to help reduce energy use and costs, and live more comfortably.
Get free insulation and more Is your before-tax annual household income under $42,437 for an individual or $60,014 for a couple? If so, you may qualify for free energy-saving upgrades from the Enbridge Gas Home Winterproofing Program (there are different thresholds for larger families). The goal of this program is to make homes more energy efficient, which could drive down energy use and costs.
Assistance is available whether you own or rent, live in a detached or semi-detached home or townhome. You may qualify for free wall, basement and attic insulation, draft proofing and a smart thermostat, professionally installed at your convenience and at no cost to you. More than 47,000 homes have already participated, making it one of the most trusted and popular energy efficiency programs in the province.
It’s worth checking if you qualify—visit enbridgegas.com/winterproofing or apply by phone in minutes at 1-844-770-3148.

GTA RESALE PRICES RISE DESPITE IMPACT OF INTEREST RATES Average selling prices in the GTA were up year-over-year in September, despite that the impact of high borrowing costs, high inflation, uncertainty surrounding future Bank of Canada decisions and slower economic growth continued to weigh on sales. “The short and medium-term outlooks for the GTA housing market are very different,” says Paul Baron, president of the Toronto Regional Real Estate Board (TRRB). “In the short term, the consensus view is that borrowing costs will remain elevated until mid-2024, after which they will start to trend lower. This suggests that we should start to see a marked uptick in demand for ownership housing in the second half of next year, as lower rates and record population growth spur an increase in buyers.” Realtors reported 4,642 home sales through TRREB’s MLS system in September 2023 – down 7.1 per cent from September 2022. The year-over-year dip in sales was more pronounced for ground-oriented homes, particularly semi-detached homes and townhouses. New listings were up strongly on a year-over-year basis from the extremely low level in September
2022. The number of listings also trended upward on a month-overmonth seasonally adjusted basis. The MLS Home Price Index (HPI) Composite benchmark was up by 2.4 per cent year-over-year. The average selling price was up by three per cent over the same time period. On a month-over-month seasonally-adjusted basis, both the average selling price and the MLS HPI Composite benchmark edged lower by less than one per cent. “GTA home selling prices remain above the trough experienced early in the first quarter of 2023,” says TRREB Chief Market Analyst Jason Mercer. “However, we did experience more balanced market in the summer and early fall, with listings increasing noticeably relative to sales. This suggests that some buyers may benefit from more negotiating power, at least in the short term. This
could help offset the impact of high borrowing costs.” “TRREB’s annual consumer polling has shown that half of intending home buyers in Toronto will be firsttime buyers in any given year,” adds TRREB CEO John DiMichele. “The average price of a condo apartment in Toronto is over $700,000. Yet, the first-time buyer exemption threshold for the City’s upfront land transfer tax has remained at $400,000 for a decade-and-a-half. With this in mind, TRREB applauds Toronto City Council for asking City staff to provide a report on a more appropriate exemption level moving forward. He further stresses that “many housing and taxation policies are currently set in opposition, and we need all levels of government to align policies and work together to solve this housing crisis.”

LUXURY MARKET IN TORONTO REMAINS HEALTHY AMID GENERAL MARKET CHALLENGES: REMAX The luxury market in Toronto remains a bright spot among headwinds that challenge the condominium market across Canada, according to the ReMax 2023 National Condominium Report. Recent economic indicators suggest that any further interest rate hikes in the near term could dampen a short-lived bounce in condominium activity in major markets across the country, the report says. After four consecutive months of sales surpassing year-ago levels, renewed concerns over higher interest rates could slow homebuying activity in the GTA condo market in the coming months. Overall sales of condominium units and townhomes in the GTA yearto-date (January to August) are off last year’s pace by 12.8 per cent at 18,263, compared to the 20,948 units sold during the same period in 2022. The average price of condominium apartments and townhomes combined has softened as well, with values hovering at slightly less than $750,000, down six per cent from year-ago levels. Affordability continues to be a factor in the market, with high interest rates and the government stress test acting as roadblocks to homeownership, ReMax says, as fewer first-time buyers can qualify for a mortgage, despite lower overall condominium values. Those who are committed to buying, including first-time buyers, investors and downsizers, are willing to travel further afield to realize value, as evidenced by the uptick in condo sales in the 905 where buyers realize more bang for the buck and are not subject to the municipal land transfer tax applied in the 416 area. According to the Toronto Regional Real Estate Board’s (TRREB) MarketWatch, 70 per cent of yearto-date condo sales were between $500,000 and $799,999, while 65 per
cent of condo townhomes moved between $600,000 and $899,999. The top end of the condominium market has remained relatively strong, with sales over the $2 million price point climbing 5.7 per cent, up from 173 units between January and August 2022 to 183 during the same period in 2023. Slightly lower values were one factor contributing to the increase in homebuying activity at luxury price points. The average price of sales of more than $2 million was $2.92 million, compared to $2.96 million during the same period in the previous year. The uber-luxe segment of more than $5 million also experienced a bump, with 11 properties moving in 2023, compared to nine in 2022. Despite the softer sales and average pricing, GTA condominiums were able to grow their market share by almost a percentage point year-overyear, rising from 36.3 per cent to 37.2 per cent of all TRREB sales. The townhouse segment maintained 7.8 per cent of the market in both 2022 and 2023. With the posted interest rates for a five-year, fixed-rate mortgage hovering at close to six per cent at each of Canada’s five major banks
and possible increases expected, a one-per-cent downward adjustment to the stress test would go a long way in helping younger buyers gain a foothold in today’s market, ReMax says. “It’s really a mixed bag of results in markets across the country when it comes to condominiums this year,” says Christopher Alexander, president of ReMax Canada. “While there was some momentum in the market early in September that dovetailed with the Bank of Canada’s announcement to pause interest rate hikes, the most recent inflation numbers extinguished the flame. Lifecyle sales will continue to contribute to steady activity, but a comeback similar to that of the second quarter is likely out of the question. “The cost of living is out of control in larger centres and even the most affordable housing now carries a pretty substantial sticker price,” adds Alexander. “Earnings have not kept pace with housing costs and inflation continues to stretch household budgets thin. Taxation is also an issue, with the City of Toronto gearing up to introduce an even more punitive Municipal Land Transfer Tax in January of 2024.” nexthome.ca 13

MEMORY STATION BY VIVID-PIX EASILY HELPS PRESERVE TREASURED PHOTOS
GREG GAZIN Many of us have thousands of photos we’re unable to reminisce over or share with loved ones, as they’re stashed away in attics and shoeboxes, many of them accumulating dust, others fading over time from improper storage. Others have lost these treasures due to fire or flood. We’ve resisted digitizing them as the process was too cumbersome, timeconsuming and expensive. Memory Station by Vivid-Pix changes all that. Memory Station is an impressive allin-one solution currently consisting of a Ricoh SV600 overhead scanner and Restore by Vivid-Pix a proprietary patented AI-enhanced restoration software. Together, they quickly and easily allow anyone with a PC or Mac 16
Active Life |

to scan, restore, store and share their valued treasures. The scanner comes with SnapScan Home Software for PC or Mac as well as Kofax Power PDF to create perfects PDF documents. The beauty of an overhead scanner means the surface of, for example, a treasured photo or artwork is never touched by the device. You’re also not limited to the physicality of a document feeder or the small glass surface of a typical flatbed scanner. The scanning surface is a supplied notched soft black pad with size markings signifying the scanning area of an A3 document, effectively of 17-by-11.8 in. (432 by 300 mm). Items such as a book 1.18 in. or 30 mm thick, or memorabilia, trinkets and artifacts possibly up to three in. (76 mm) can also be scanned. So, without the worry of damage, you can and scan in about three seconds, precious photographs, drawings, artwork, documents and
even receipts whether they are in colour, black and white or greyscale. The scanning process is well thought out. With the larger surface, you can easily at one time capture up 10 individual images of different shapes and sizes. With multi-item detection, it identifies each one so they can easily be named and separated and stored into individual files. For repeated scans, selecting Timed Mode triggers the scanner at preset intervals thus eliminating the need to hit the scan button each time. EFFECTIVELY SCANS BOOKS AND MAGAZINE
For albums, magazines or books, whether you’re interested in the images, text or multiple pages, you no longer have to rip apart the binding or inadvertently split the seams or tear out pages. Page-Turning Detection automatically begins to scan as you turn the page again allowing your
hands to stay free to hold open the book. And if your finger or thumbs happen to get in the way, the PointCorrection feature allows you to erase those unwanted appendages from the image. If you’re concerned about distorted text or skewed images from your book not being flat enough the scanning surface, ScanSnap’s advanced Book Image Correction will fix that. It attempts to minimize the unevenness of the image and automatically tries to smoothen it. If necessary, you can subsequently fine tune the scanned images after the fact. This feature might take little getting used to, but once you’ve mastered it, it makes book scanning a breeze. Other features include automatic colour and size detection, automatic rotation, de-skew and blank page removal. Once you’ve passed the initial set-up, you’re all set to go, simply hit the blue button on the scanner. RESTORE BRINGS OLD FADED IMAGES BACK TO LIFE
What really makes the Memory Station shine, is Vivid-Pix Restore Software. You can easily take your scanned images, enhance them and simply bring them back to life. The software is intuitive and does not require a steep learning curve to master. After launching simply select from the dropdown menu what best describes your file: A faded or badly faded image or document or perhaps a cellphone image. Restore’s proprietary algorithm immediately generates nine possible enhanced images as your starting point. Select what you think has the
best lighting and contrast. You’ll immediately see a series of controls and a Before and After window. Choose the colour type: Colour, black and white or Sepia (brownish reddish tone popular in the early 1900s.) Then select Tilt or Rotate, if necessary. Lightness, Contrast and Sharpness controls appear on the left and colour controls appear on the right. As you adjust them you will see the “After” photo change in real time. Once you’ve found the right balance and you’re happy with your enhanced photo or more readable document, save and you’re done.
for retirement homes, libraries and genealogical societies. Bundle prices start at $769 directly from vivid-pix.com. Commercial software licenses and other configurations are also available. To help you almost perfect scans, you can optionally add a Memory Station Image Stabilizer (US$149). It’s a 16-by-20-in. museum quality non-glare acrylic sheet that sits atop your background pad to holding multiple photos and documents flat and in place and virtually eliminates reflections. COMING SOON
IT’S REALLY THAT EASY.
If you have other similar photos, you can save your settings as custom and use them again saving you even more time. Restore supports more than a half-dozen file formats and various file size options. Techies, you can also view or edit metadata to add searchable tags. Your saved treasures can be simply stored on your computer, uploaded to a cloud service or shared with family and friends. Audio can also be annotated for even better storytelling with partnering services like Fileshadow and Artifcts. Vivid-Pix offers a series of free resources to help guide you along.
Memory Station’s user experience promises to get even better. Restore will be incorporated into a new soon-to-be-released Memory Station software. It rids the need for multiple steps and yields even better image quality by importing images directly from the scanner. It’s designed for a smoother workflow giving users the ability to scan, restore, record and share easier from within the application and offers better integration with third party services. Vivid-Pix will be releasing both consumer and commercial versions of Memory Station. For more information, visit vivid-pix.com.

HOW TO FIND THE RIGHT MORTGAGE WHEN INTEREST
RATES ARE HIGH
JESSE ABRAMS
Buying a home is no doubt an exciting and memorable experience. However, it also comes with a ton of emotion and key decision-making, including finding the right mortgage. In this high inflation, high-interest rate environment we’re living in, it can feel like our financial decisions have more weight than usual. The good news is that there are a handful of key tips you can consider in your search to make an informed decision with confidence. FIXED- VERSUS VARIABLERATE MORTGAGES
Choosing between a fixed- and a variable-rate mortgage is foundational. Fixed rates are often a popular choice as buyers benefit from a consistent interest rate and monthly mortgage payment during the mortgage term. For example, if you opt in for a five-year fixed-rate mortgage with an interest rate of 5.2 per cent, this rate and your monthly mortgage payment will remain the same for the entire term. This predictability is not only essential for your financial planning and budgeting, but it provides a level of stability that is extremely helpful in an environment where interest rates and cost of living are at an all-time high. Conversely, variable rate mortgages have interest rates that fluctuate based on market conditions. While your payments remain constant, the amount of interest paid can increase or decrease over time. It’s also important to note that variable rates carry smaller
penalties for early terminations. While many are concerned with variable right now, some may choose a variable rate mortgage in a higher rate environment, as they believe rates will come down (potentially substantially) during their term. So, they are willing to take the risk for the potential savings. PREPAYMENT PRIVILEGES AND PENALTIES
When searching for a mortgage, the idea of paying it off early might not cross your mind. Yet, before making any decisions, it is worthwhile to consider the potential savings that could come from making extra monthly or yearly lump sum payments. However, the only catch is that your mortgage terms and conditions need to allow for these additional payments, otherwise known as prepayment privileges. These privileges are outlined in your mortgage contract and specify the number of additional payments you can make, how often you can make them, and how much you’re allowed to pay off in advance without penalty. Understanding these terms can help you determine if it makes financial sense to make additional payments. After reviewing the prepayment privileges, familiarize yourself with potential penalties in your contract, especially if breaking your mortgage is a possibility. Different mortgage options and lenders have varied penalties, some costing as much as tens of thousands of dollars.
it is not the only factor to consider. If you solely focus on rates when shopping for a mortgage, you might miss out on valuable features that could actually save you money over the long term. While a lower rate may save you a few hundred dollars, the length of your mortgage and prepayment privileges have the potential to save you thousands. Pro-Tip: Even though a five-year fixed-rate mortgage might offer lower rates now compared to shorter terms, it could cost more in the long run if interest rates drop as expected. EXPAND YOUR SEARCH AND SHOP AROUND
In addition to the big banks, credit unions and monoline lenders are gaining popularity due to their competitive products, lower rates and more lenient penalties. In this market, they also provide better chances of approval for borrowers. Navigating the homebuying process in our current high-interest rate market might feel daunting, but with the right information, you can make sound decisions. From understanding mortgage types to shopping different lenders, being informed is your biggest asset. With knowledge and the right mortgage professionals by your side, you can find the right mortgage that supports your financial future.

SOME YOU CUT DOWN, SOME YOU LEAVE STANDING
MARK AND BEN CULLEN
head cut off and this one will stand for the winter.” So here it is, a simple guide to “cut down or not:” LEAVE IT STANDING IF:
It’s that time of year when gardeners begin to question their gardening choices: What do I leave over the winter and what do I cut down now? It seems to us that a guideline is needed; something to help you make intelligent garden decisions so you can say definitively, “this is getting its 22 Active Life |
Oct. 21–Nov. 18, 2023
• It has matured seed heads as birds will forage on the seeds throughout the winter • It has a rigid stem that is unlikely to be blown over in the blustery winter winds (yes to rudbeckia, no to hosta) • It is an ornamental grass (such as Calamagrostis or Miscanthus)
CUT IT BACK NOW IF:
• The foliage is floppy, yellow or black, and looks unattractive in your fall garden – such as peonies, daylilies and hostas (throwing everything into the composter, of course) • You don’t like the look of it – remember, it’s your garden, so feel free to compost anything that you do not want to look at, poking through the snow, all winter • The seed heads have been ravaged by the birds and there are no seeds left (Echinacea, most likely)
In our gardens, we tend to follow these rules, but we also tend to make on-the-spot decisions based solely on the situation. Mark cut back all the Shasta Daisies (to about five cm). Shastas tend to turn yellow or brown and get a bit slimy after the first few frosts. We find it easier to clean them up before it gets to this point. Truth is, there is no harm in cutting herbaceous perennials back to the ground or leaving them standing. It’s a personal preference: We like some left upright for the winter to add a little interest to the otherwise dreary winter garden. Mounds of snow will form on top of the Echinacea seed heads and within the nooks and crannies of the tall grasses. Yes, eventually, if we get enough snow, many of the stalks will be buried within the white clutches of winter’s wrath. Until then, we’ll be glad to enjoy the contrast brought about by the remaining stems nestled within the snow. Right now, you may not be thinking of this as “interesting” or “attractive,” but remember just how desperate
we Canadians become when winter has overstayed its welcome. Believe us, we are the people who escape from the indoors at the first sign of spring to hose down the driveway while there is still snow covering the gardens. And we’re likely wearing t-shirts for the occasion. Regarding all those fall leaves: Rake them off your lawn and onto your garden, where earthworms will pull them down into the soil next spring and convert them into nitrogen rich earthworm castings. Oak leave break down slowly, so run your lawn mower over them, set at its highest setting, before raking them onto your garden. Remember to fertilize your lawn this time of year also: The most important application of the year. And if you’re not into fall clean up, that’s okay, too; for the most part, Mother Nature takes care of things and the big clean up, for you, will be in the spring. Just remember to take good care of garden equipment and tools by lubricating them and storing away carefully out of the winter elements.

CYNTHIA GRASSING
VICE-PRESIDENT OF SALES AND MARKETING, PRATT HOMES by WAYNE KARL
There aren’t many homebuilders in Canada that have been around for more than 130 years, let alone a family operation that has continued for six generations. But Pratt Homes of Barrie is one such company, started in 1890 and still going strong today – not just building housing, but homes of all shapes and sizes, for homebuyers in various stages of the family life cycle. We spoke with Cynthia Grassing, vice-president of sales and marketing, to get a sense of how Pratt has excelled over its history, to become “Barrie’s largest and most trusted builder.” Let’s start with a general topic… how do you view the market these days? The rise in interest rates has made qualifying for mortgage and owning a home a challenge for many. The recent pandemic created a housing market unlike anything we’ve ever 24

seen before. There was uncertainty but also a shift in where people wanted to live, which resulted in a sellers’ market. This created inflated housing prices as people scrambled out of big cities and homeowners looked to make a profit. There was a “fear of missing out.” The current state of the market is quite different. The past was a very intense sellers’ market, with high demand and limited supply, but now we have the reverse. Now we have a buyers’ market, with homes taking longer to sell than before. There’s a new “fear of buying too high.” The combination of higher interest rates and higher prices results in the housing market we are currently experiencing. On a positive note, mortgage rates have risen but they will come down. Once inflation cools, mortgage rates will come down as a result. Today’s buyers have more time and less pressure to consider their options… and there are some good, affordable options to be found. You recently launched Elements Condominiums in Barrie. How are things coming along there? We launched Elements Condominiums in early spring of 2022, and it was well received. The demand for carefree condo living with a connection to natures elements resulted in a quick sell-out of our first building, Luna. This six-storey building is home to 96 units with a few select suites reserved for future models. Larger suites at a lower price point
encouraged many from the GTA to consider a move to Barrie. Construction of Luna is well underway, with homeowners expected to take possession at the end of 2024. A combination of nature focused design features, architecturally designed suites for healthy living and a location that puts these units a short walk to Barrie’s South GO Station, encourage the continued sales of our newest release and the largest building, SOL. What is it about Elements that sets it apart from others in the area? The design of this project began with a strategic approach to tap into and harness nature within the home environment. This alone has set the community apart from others. The importance of being immersed
and connected with nature’s four elements – water, fire, earth and air – for overall well-being is the deepseated belief that has contributed to the unique aspects of this condominium project. The elements and features that will implement biophilic design will create a unique community for residents and visitors to enjoy. Foyers will include a mature live tree, water feature, fireplace, moss wall art and an upper gym overlooking the lobby, all surrounded by large windows. Some of the exterior features include outdoor waterfalls with social seating around gas fire pits, live Green roofs over the entryways, outdoor gym with fitness stations and a jogging track. Once inside the condo suites, residents will enjoy a spacious, four-season solarium balcony enclosed in fully retractable glass, to be enjoyed year-round. Water filtration and air purification systems are bonus features that will support healthy living. And what is it about Barrie that is drawing people these days? It’s quite a booming destination… Barrie is a four-season destination and is part of one of Canada’s fastest growing cities, nestled between Toronto and Muskoka. Location
is the key as to why many more people are considering Barrie for their next home. It’s the gateway to cottage country and right next door to Wasaga Beach, and Collingwood, while being conveniently located 45 minutes from the GTA. Barrie provides the charm and community feel of a small town with the urban amenities of a city twice its size and caters to those who crave an active lifestyle. Waterfront views, proximity to the GTA and GO transit are just a few of the added features that are drawing people these days. Your tagline is “Barrie’s largest and most trusted builder”… Trust is everything these days… what makes Pratt the most trusted builder? What do you really excel at? Pratt Homes has been building homes for more than a century in the Barrie and surrounding area. With a legacy of more than 130 years, the family is committed to building quality homes for every stage of the family life cycle; from young adulthood to retirement years. Our onsite design market, service lounge and in-house concierge service provide a trusted level of customer service throughout the entire homebuying journey and beyond. Our legacy allows us to extend
cost savings to our purchasers in the forms of pricing, low deposit structures and low closing costs. Pratt has been such an integrated part of the City of Barrie by making contributions in the form of various landmarks, such as the Maclaren Art Centre, Royal Victoria Hospital, 5-Points Theatre, art sculptures such as the Sea Serpent at the waterfront, to name a few – all made possible by the many homeowners who have trusted in Pratt Homes. By putting their trust in us, this means that they are also contributing to the vibrant community they call home for many years to come. From what many of our homeowners tell us, Pratt Homes excels at making it easy to buy a new home, while understanding that it is the biggest purchase of a lifetime. Our legacy continues… What’s next for Pratt Homes? We have an incredible future awaiting us, with lots of condos, freehold towns and detached – coming soon. In the meantime, we have some brand new move-in ready condos for sale right by the Barrie South GO Station, and next door to Elements Condominiums, which showcases our latest ingenuity. pratthomes.ca
on a personal note How do you spend time away from the office? I love going for walks with my dog Jack along the waterfront, catching up with friends over lunch or latte, losing myself in a good book, browsing through small boutiques with my daughter, laughing with my son, intimate dinners with my husband at fine restaurants… and having quality thinking time by myself – all blessings to me. What’s on your reading list these days? Three Sisters, by Heather Morris; Everyone’s a Theologian, by R.C Sproul; and Art of Home, by Shea McGee. I love books – anything historical, based on a powerful, true story or any interior design book with aweinspiring spaces. And on your TV binge-watch list? I’m not much for TV, however I have a few goodies on my watchlist: The Crimson Field, Grantchester, and HomeFires.

ADVICE | REAL ESTATE PRO
GOVERNMENTS PLAY A MAJOR ROLE IN NEW HOMES BOTTLENECK
BARBARA LAWLOR No wonder the hottest topic on everyone’s mind today when it comes to new home real estate is the fact that our supply is greatly lagging demand. According to a 2021 Scotiabank study, Canada had fewer housing units per capita that year than any other G7 country. In 2022, Scotiabank also announced that Ontario, Manitoba and Alberta had the lowest number of homes per capita when compared with the other provinces. This got me to thinking about the role our municipal and provincial governments play when it comes to residential development. Recently, our federal government announced removing GST on purpose-built rental housing, but how much will that help in the long run? For many years, developers and our homebuilders’ associations have been urging the municipal governments across the GTA to reduce a lot of the red tape that lengthens the time periods – and money – it costs to develop new communities. COVID exacerbated the problem, but even before it arrived on the scene, it was difficult and time-consuming to wade through layers of government red tape. Minimum lot sizes, zoning regulations, Greenbelt land protection, giving into NIMBYism, approval after approval… this makes no sense, especially with
the Ontario Growth Plan calling for intensification. We need new homes and condominiums to be built faster, especially with the increased demand we are seeing from immigration. And let’s talk rising prices. We have to understand that governments partially determine home prices, especially where development charges are concerned. These charges are the fees developers must pay when they want a building permit. The money goes to installing infrastructure needed when new developments go in, such as water and sewer, roads, fire and police. These fees are set by our municipal governments under Ontario’s Development Charges Act. The cost eventually becomes part of the purchase price. Last year in Toronto, City Council voted to raise development charges by 46 per cent, adding tens of thousands onto the price of building a new home. The increase is being phased in through May of next year. Under this bylaw, development charges for singles and semis will rise to $137,040 as of May 1, 2024 – up from $12,366 in 2009. This is unfathomable, considering Toronto has $2.26 billion in development charge reserves, $1.89 billion of which is slated to be spent by 2025. Municipalities in the GTA also have billions in development charges and other fees – yet only a limited amount is being spent on infrastructure. The cost of infrastructure should not be placed totally on the shoulders of developers and ultimately on homebuyers and renters, but on a broader tax base.
M6 by Rogers Real Estate and Urban Capital
And all of that is in addition to taxes, including the Land Transfer Tax – and Toronto is the only Ontario municipality that charges this tax. Torontonians pay Land Transfer Tax twice, first to the province and then to the city. How is this fair in an increasingly challenging residential market? Our federal government’s recent move to remove GST on purposebuilt rental housing is a positive step. Let’s hope we see more government support coming soon. LAMBTON TOWNS OFFER URBAN LUXURY LOWRISE LIVING AT ATTRACTIVE MORTGAGE RATE
Today’s real estate market poses a lot of questions for those looking for a new home. Where do I want to live? Where can I afford to live? And what style of home will I be able to find? Do I want to live in a condominium or a house? And, where can I find a home that is close to the amenities that are important to me and my family? These are some of the key questions that purchasers ask themselves when looking for their new place to live. What was $1 million 10 years ago, is now virtually commonplace in the city of Toronto today. Townhomes have become an integral part of a solution to the housing “missing middle,” creating new housing in desirable neighbourhoods that would otherwise be unreachable for many young couples and families. are also a good option for those downsizing from a larger home seeking a more carefree lifestyle free from the never-ending maintenance of a larger home. For those wishing to remain in the city, Lambton Towns could be the perfect solution, offering desirable lowrise living in a vibrant Toronto neighbourhood. Lambton Towns by Dunpar Homes is an intimate collection of 96 back-to-back townhouses at 2650 St. Clair Ave. W., tucked between charming Bloor West Village and Lambton Woods. The pedestrian-friendly location is close to everything homeowners could want or need, including stores, restaurants, amenities, parks and recreation - without having to rely on a car. For travelling elsewhere, the 512 St. Clair streetcar stop is
just a six-minute walk away, and subway and TTC buses and major roadways nearby. Built with quality and durability, the exteriors are modeled on English Georgian Manors, utilizing genuine Custom Natural Indiana Limestone features and planter boxes crafted with ledger rock Kingston Hue Stone. The landscaping is designed to enhance the exterior design. One of the important advantages of townhome living is that homeowners have their own front doors and each Lambton Town also has a spacious 336-sq.-ft. private rooftop terrace. And each town has its own private parking space. The interiors of the 1,581-sq.ft. homes are well laid out with three bedrooms and two baths that can accommodate family living,
entertaining or working from home. Townhome living provides similar financial advantages to owning a single-detached home, at a more affordable price point. The towns are economical to operate too, because new towns are built to be energyefficient and their shared walls mean less heat loss. Lambton Towns boast a host of luxury features often seen as upgrades in other developments, including 9.5-ft. ceilings on the main floor and nine-ft. on the master bedroom level. Other standard finishes including engineered hardwood floors in the living and dining room and second floor hallway
and deluxe kitchens with granite kitchen countertops and eight-in. granite backsplash, extended height upper cabinets and under-cabinet lighting. Six stainless steel appliances and one-car parking are also included in the purchase price. Maintenance fees of approximately $200 a month include landscaping, snow removal, salting, street lighting and private garbage collection, time consuming activities that leave more time to spend with family and friends. It’s hard to beat the lifestyle offered in the neighbourhood with so much in proximity, including Home Smith Park, James Gardens, LambtonKingsway Park and many others, a
wide range of dining options, banks, grocery stores, pharmacies, big box stores, healthcare centres, community centres and excellent schools. Dunpar Homes understands that rising interest rates have been a concern for many home buyers and is offering the Dunpar mortgage at an attractive 3.5 per cent for five years, or until mortgage rates drop below 3.5 per cent. To qualify, buyers must put down a 20 per cent deposit prior to occupancy. Dunpar Homes has established a reputation as a premier builder specializing in luxury townhomes, thus has the expertise to create sought-after middle missing solutions in urban neighbourhoods. Dunpar has been building superbly designed and architecturally unique homes and communities across the GTA. ADVICE | LEGALLY SPEAKING
HOW TO CHOOSE A REAL ESTATE AGENT JAYSON SCHWARZ, LLM
So, you have decided to sell your home. While there is no legal requirement that a real estate agent be involved in an agreement of purchase and sale – or in a real estate transaction, for that matter – most agreements and transactions involving the purchase and sale of real property do involve real estate agents. How do you pick a realtor? Let’s see… Uncle Bob’s cousin’s sister’s aunt’s brother-in-law Bill, says that Sadie is a great agent and you should use her. That’s good enough for Bill and should be enough for you. Wrong. When you want to pick your realtor, be careful, be challenging, be prudent, be investigative and be picky. Your realtor is one of the most important and expensive steps in selling your home. A good realtor can sell your home quickly and at the right price. A bad realtor can leave you sitting with your house going stale on the market, and frankly could even cause you damage if you bought somewhere else. Firstly, interview a number of agents. Let them sell you first. If they can’t sell you, how can they sell your home to someone else? Ask for references and follow up with them. Call people who they claim they did a great job for and speak to them. Check with your lawyer (you have a lawyer of course… get the lawyer first) and ask the agents to tell you how many houses they have listed and how many sold in the last six months. Ask for a written proposal as to how they will proceed, where 32

and how often they will advertise, conduct open houses, handle signage – all of those kinds of things. You want a plan, not a promise. When you decide on a real estate agent, you will be asked to sign a listing agreement. This contract sets out the terms on which you are willing to sell your property. Contrary to popular belief, the listing agreement is not a legal requirement that you accept any offer, even if it is on the same terms you said you wanted in the listing agreement. The listing agreement contains how much you will pay your realtor and/or the selling agent as well as the terms. It is valid and binding. This is really important – be careful and negotiate the commission rate and the term. Use these items to enforce performance by the realtor. Be aware of the fact that the term is deemed to be extended for 90 days in the case of a purchaser who was introduced to the property – or
to the vendor – during the original term by the agent. Therefore, the realtor would be entitled to the commission stated in the listing agreement in the event of a sale to such a party during this 90-day extended period. This is to stop you from working around the agent, and it is effective. In Royal LePage Real Estate Services Ltd. V. McArter (2000), 94 A.C.W.S. (3d) 612 (Ont. S.C.J.), the client tried to work around the agent, but the Court supported the agent and the client had to pay. CREATIVE WAYS TO DECORATE WITH WOOD by LINDA MAZUR
There’s just something about wood that is just so lovely. The warm and inviting nature of wood tends to lend itself well to virtually any decor style. With its organic vibes and an abundance of personality and
34 Active Life |

character, decorating with wood can move beyond just the basic flooring and furnishings. From simple accessories, to lighting, beautiful contemporary bathroom faucets, wall and ceiling cladding, furniture, kitchen accents and much more, incorporating wood in your home, outside of flooring, is limited only by your creativity. As a designer, I love the versatile nature of wood, how its nearly endless array of colours and grain options can complement and sometimes even dictate the style within a space. Whether you feel more comfortable with a light, airy and modern vibe or love the rich,
dark more formal woods, I’m sure you can agree that the addition of wood accents to your home can create a depth in your design. However, working with wood is not just about simply incorporating it in your decor or using it creatively, it’s also about mixing wood types and tones to create a more stylish and elevate space. When looking to mix and match your woods, the approach is no different than when you blend anything else, such as colour, textures or styles; it’s all about creating continuity, or a story of sorts. You need to pay attention to key details, such as grain, undertones and finish
to successfully blend your woods, as well as the overall style of the space and how the placement, usage and proportion of your wood accents balance within the room. Another great way of mixing multiple wood tones can be by introducing contrasting colours. For example, a room with several shades of warm-toned woods can be pulled together and punctuated with a high-contrasting wood stained in a dark, almost black finish. This can complete the space by adding more depth to the design, while adding visual interest. Once you put together the palette that works for you, then all you really need to do is ensure you repeat the shades, at least two times, throughout to maintain continuity and structure within your space; this will make your room look well “pulled-together” without a lot of effort.
Mixing wood tones and decorating with wood in general is not as difficult as you may think, and it can create results that are truly stunning, edgy and stylish. Whether you decide to keep it simple by incorporating a few wood accessories or barstools, or are a little more adventurous and looking to create more drama in your space with a beautiful walnut grain wall panelling or a wood inlay wallpaper, the addition of wood elements will undoubtedly create a totally chic space in your home. TIPS TO KEEP IN MIND
• If you can, keep your tones consistent when mixing woods, work in all warm, cool or neutral tones • Select one principal wood tone and one or two secondary wood
tones when blending. The principal wood tone is usually the one that will occupy the most space, for example, flooring, wall feature or dining table. • If there is a drastic difference between your floor colour and other furniture tones the introduction of a patterned rug can help blend them together better. • Don’t place similar tones of wood close together, it’s all about balance, consistency and harmony. Placement and moderation are key. • Remember, ultimately decorating with wood and mixing different types or tones of wood is great and encouraged, but ultimately, it’s only a part of the overall design of the space. Colour, texture, pattern all still play an important part.

6 DESIGN TIPS FOR TURNING YOUR SMALL BATHROOM OR POWDER ROOM INTO A
LUXE SPA EXPERIENCE by LISA ROGERS Renovating or improving your bathroom is a great way to increase your home’s value. Still, before you start your next project, there are factors such as design, space and functionality that you need to consider before you get to work. Here are some essential design tips for turning your small bathroom into a beautiful (and luxe) spa experience. RE-EVALUATE THE SPACE YOU HAVE
Your bathroom or powder room layout can significantly impact the space’s aesthetics and functionality. It’s crucial that before you start 36

thinking big picture, you consider the placement of your bathroom elements, including your lighting fixtures and mirror, where you want your vanity to be, the shower or tub, sink, toilet and, most often forgotten, additional storage solutions. You want the room to be as functional as possible – aesthetics can come after. For example, since condominium or townhome bathrooms are typically smaller than bathrooms you would find in a single-detached home, opting for a pedestal sink can give you more floor space. Opting for this solution means you can play with
experimenting with wall shelves to increase your storage space. DECIDE ON YOUR AESTHETIC
How do you want to experience this space? Do you want to create a spalike oasis? Or are you looking to add personality with colour and trendy design? Whatever aesthetic you choose, an expert designer can help you achieve the exact look and mood you desire. If your space is smaller, you want to opt for lighter paint colours and bright/mood-enhancing lighting to help open up the room. If you love colour, you can consider
pastels or lighter variations of primary colours. Tiles and flooring are where you can add more personality, like a checkerboard or heated flooring with ceramic or porcelain tiles. INTRODUCE TRANQUIL ACCESSORIES
Even a small bathroom can feel like a tranquil sanctuary. Introduce some greenery. Bathrooms tend to have lower light, high humidity and warmer temperatures, so finding the right houseplants is essential. Depending on your space’s size, use potted plants on counters and floors or hang plants from the ceiling. Aloe Vera, begonia, ivy and spider plants work well in this environment, but even a tiny potted vase with fresh flowers will completely transform the room. Swap out your fabric bathmat (which can get damp) for a slatted wooden mat that ups the spa feel in your space, and as you take a minute in your tub, hang up some artwork you love. People often don’t think about the bathroom walls as a smart
space for artwork, but it can add fantastic visual appeal. BUY A NEW SHOWERHEAD
It’s immediate luxury. For those who don’t have a large soaking tub, a luxurious shower head with multiple settings, rainfall or a handheld can transform the whole experience. ADD A SHOWER OR BATHTUB CADDY
The easiest way to help store your bathroom essentials is to keep everything organized (and not scattered all over the floor). It’s remarkable the effect of how calming a clean space can feel. Etsy has some fabulous wooden versions that I love.
ADD FRAGRANCE
I love this new idea of hanging a bunch of eucalyptus over my showerhead. The shower’s steam releases the eucalyptus plant’s essential oils, which can work to clear congestion and inflammation. Plus, the scent is divine. All you have to do is tie the stems together with a rubber band and tie them to your shower head. It can last up to two months until it dries out. Otherwise, many other essential oils work to reduce stress and amp relaxation, and they can give that sensory experience of being at a spa. Vanilla, tea tree oil and Neroli are all lovely. Also, consider scented soaps, lotions and candles to set a restful mood.

ADVICE | INDUSTRY REPORT
AVOID RENOVATION
HEADACHES BY PROCURING ALL NECESSARY PERMITS
DAVE WILKES
Wondering whether you need a permit for the home renovation you are planning? Chances are, the answer is yes. Permits are considered formal permission from your municipality for the construction, demolition or alteration of a home. You need one for most major renovations, including changing structural walls, modifying plumbing systems, installing new windows or altering electrical systems. Each municipality in the GTA has its own set of regulations. A professional renovation contractor can advise you whether you need permits for your specific renovation in your municipality and can also help you obtain them. Your renovator’s help will speed up a process that can take up to several months in some municipalities for large or complex renovations and can be confusing to navigate if you are not familiar with it. Permits can cost hundreds, even thousands, of dollars, depending on the complexity of the project. In most GTA municipalities, the building permit for a small renovation project will cost about $200 to $300. Permits for changes like HVAC alterations cost between $200 and $350, and permits for fences, porches and carports cost close to $200. While permit fees may seem expensive, imagine the cost of having to redo the work if it isn’t done according to the building code. All building permits must be obtained before you begin renovating. Be wary of renovators 50

who encourage you to forgo permits. They may cite the additional costs or time delays involved in obtaining permits as reasons to avoid them, but their real motivation may be to avoid scrutiny as they cut corners or bypass work required by the building code. I encourage you to speak with a renovation professional who is part of the RenoMark program. All RenoMark renovators commit to a code of conduct that requires that they offer a minimum oneyear warranty on all work, carry a minimum of $2 million in liability insurance and provide a detailed written contract that oulines the scope of work, timelines, payment schedules and whether permits are required. If building permits are
needed, RenoMark renovators will ensure that they are in place before they start construction. If you are interested in hiring a RenoMark renovator, visit renomark.ca to find one in your area. Dave Wilkes is President and CEO of the Building Industry and Land Development Association (BILD), the voice of the homebuilding, land development and professional renovation industry in the GTA. For the latest industry news and new home data, follow BILD on Twitter, @bildgta or visit bildgta.ca.
