I live in a sweet 450-sq.-ft. condo. It’s the perfect size for one person, easy to keep clean, and made bright and airy by a huge picture window in the bedroom. For me, the beauty of condo living are my neighbours in this great little community and all the amenities I have access to right outside my door. Two floors down from my suite is a great library with wifi, comfortable chairs and tables, and fully-stocked shelves of donated books. It’s all catalogued, organized and maintained by resident volunteers. There is also a gorgeous fourth-floor terrace with gardens, barbecues and picnic tables. On the main level is a beautifully appointed party room with entertaining kitchen, an equipped gym, yoga studio... there’s more, but I think you get the picture. Condo-living is not for everyone, but it is becoming the home of choice for many, from single professionals and young couples, to families and downsizers. In this issue, we have lots of information to help you in your new-home search, regardless of what kind of home you are looking for. On page 26, executive director of MLA Canada, Cameron McNeill, discusses the evolution of wood; industry insider Scott Brown, on page 64, writes about the value of timing when buying a home; and on page 68, you can read about gardening in condos and on balconies. Whether you call it working from home, telecommuting or simply freelancing, it’s the way many people make a living these days. Regardless of how it’s referred to, does it have to mean an ugly office chair in the guest room, a dining table covered with papers, or a sore back as a result of working from the couch in sweatpants while petting a cat, eating dry cereal and catching up on Coronation Street?

No wonder telecommuters have colonized every Starbucks in town. An excuse to have a shower, put on real pants and verbally interact is recommended for the home worker to keep up reasonable levels of sanity and hygiene. Co-working companies have sprung up everywhere over the last few years to take care of this need, and to provide critical chances for interaction with other human beings, as well as technological and practical office needs such as the Internet, printers and meeting rooms. But there are other alternatives, too. What if you could live in a condo with an amenity that builds community, creates value for residents, and provides people with a place to work remotely, but not too remotely? Some savvy developers have done just that. This professional co-working space offers residents two private boardrooms, work booths and more to host meetings and connect with clients or colleagues just steps from their home.” At Park George Towers, the 5,000-sq.-ft. Campus Work Lounge is part of the amenities package and includes everything for a day at the office. The coworking space has alcove working pods, lounges for collaborating, a video conference room to conduct remote meetings and a semi-private meeting room, all with WiFi. The Paramount offers residents a full business centre, along with other high-end amenities like a whiskey and wine tasting bar and screening room. While working remotely, freelancing and being a small business owner all have the advantage of being flexible, one of the downfalls of not going to an office every day is feeling isolated. Co-working spaces give people the opportunity to meet their neighbours and get work done in a professional environment. You can chat about the new season of Game of Thrones around the water cooler, have an excuse to put on presentable clothing, and be inspired to do your best work. Pre-sale projects in the Lower Mainland released in March saw a slight increase in sales activity and traffic in presentation centres with the arrival of the spring market. FEDERAL PROGRAM TO HELP FIRST-TIME HOMEBUYERS
NEW HOMES GET EXTRA INCENTIVE
The federal government’s new 2019 budget may give new-home buyers a shot in the arm toward purchasing their first home; even more if they buy a newly constructed one. The proposed First-Time Home Buyer Incentive program would give eligible first-time homebuyers the opportunity to share a part of the cost of buying a home with the Canada Mortgage and Housing Corporation (CMHC); five per cent for resale homes, 10 per cent for new builds. This would reduce the size of a new homebuyer’s insured mortgage. The program is expected to benefit approximately 100,000 first-time buyers over the next three years. No on-going payments would be required with the Incentive, and families would have lower monthly mortgage payments. For example, if a borrower purchases a newly constructed $400,000 home with a five per cent down payment and a 10 per cent CMHC shared equity mortgage ($40,000), the borrower’s total mortgage size would be reduced from $380,000 to $340,000, reducing the borrower’s monthly mortgage costs by as much as $228 per month. Terms and conditions for the First-Time Home Buyer Incentive will be released by CMHC. 40

To make sure the program helps those with legitimate needs, the Incentive would have specific eligibility criteria, as well as guidelines to ensure participants are able to afford the homes they purchase. To qualify, first-time homebuyers must have household incomes under $120,000 per year, plus participants’ insured mortgage and the Incentive amount cannot be greater than four times the participants’ annual household incomes. HIGHLIGHTS INCLUDE:
Ŕ The CMHC would provide five per cent of the value of a home for a first-time homebuyer through a shared investment. Ŕ This shared investment would be increased to 10 per cent for a newly built home. This step is to encourage the construction of new housing supply. Ŕ The budget also proposes to increase the Home Buyers’ Plan withdrawal limit from a Registered Retirement Savings Plan to $35,000 from the current allowable amount of $25,000, providing first-time homebuyers with greater access to their RRSP savings to buy a home.

The Urban Development Institute (UDI) at its April 3 breakfast event welcomed speakers Jason Lo and Matthew Boukal from Altus Group. Altus provides advisory services and data solutions to the global real estate industry. Backed by data culled from 2016 to 2018, Lo and Boukal spoke about the current Canadian market, and the forecast for 2019. “The recipe for success is a combination of getting approvals in a timely way, and it is also about transit infrastructure, because people do really care about their commute,” said Boukal. Affordability should be tackled in “a meaningful way,” and one of the main things to take into consideration in terms of the Vancouver market downturn, is that 2016 was a record-breaking year. The last two years of relative decline is actually a normal reaction to the government’s intervention to cool what it perceived as an overheated market. “Government policies and interest rates are influencing demand, and the cost of land makes building affordability a challenge. This is definitely not being helped by the long development approval times.” Boukal pointed out that in spite of the challenges, buyers “have shown great resilience in the face of government interventions, such as the mortgage stress test, and sales levels seem to be rebounding 48

after the implementation of the policies quite quickly.” In Greater Vancouver, higher inventories and slower demand have led to modest price decreases, but the demand for housing is still there. So far in 2019, housing starts in Greater Vancouver are stable, but not growing. Nonetheless, Boukal said there are still opportunities in this market, “especially for investors and people who have equity already and would like to move up.” Although Vancouver is expensive, its great climate, beautiful surroundings and
connections to Asia and global markets make it attractive. Transit development planned around an expanded regional Skytrain system are providing more potential for continued development. “The good news for developers is that people still want to buy homes here,” said Boukal. The demand is up to 11 per cent who want to buy now, from the 10 per cent of people last year who were planning to buy in the winter of 2018. “If the city picks up the approvals process, there will even be homes available to buy.”

The Bank of Canada acknowledged that the slowdown in the economy was a bit more than they expected, and that the new “stress test” has had the effect of softening the real estate market, so they decided to not raise the interest rate. That’s one thing. This is still a buyers’ market, and I have seen a lot of my clients taking this opportunity to move up from a condo to a townhome, or into a house. Sure, you will be selling lower, but you will also be buying at a lower price as well, and most people have built up equity they can use towards their next home.

definitely made it more difficult for first-time buyers to get into the market. Some people have access to lending from their parents or getting an “early inheritance” to make up a down payment, but that doesn’t change the fact that Vancouver is still very expensive. 52
A few of my clients have chosen to invest in properties in the interior of the province, rent them out, and continue to rent in Vancouver, building equity out of town. With an investment property, you need at least a 20 per cent down payment, but the properties cost a lot less, so it can be an affordable option.

purchase resource materials that will reveal secrets. If you sense my skepticism, you are not wrong. The notion of perfecting timing seems to be a myth to me. Now, my caution does not mean that timing is not worth considering. That being said, in my experience, decision-making including timing tends to be quite personal. So, timing of real estate purchases warrants a clarification of a prospective buyer’s needs, objectives, and circumstances as well as being informed on the underlying fundamentals such as population growth, local economics, location appreciation, etc., and neighborhood-specific market conditions. A new home for most of us is a major decision. Therefore, I recommend consumers look deeper and seek diverse perspectives. Let a well-informed consumer opinion that achieves specific lifestyle and/or financial objectives while incorporating risk and how to mitigate it be your timing guide. to get a good deal on a new home. However, new multi-family home prices appear to be less susceptible to further decreases. Given the lack of supply overall, one is left to consider how long this current new multi-family market will last. We are facing a season of uncertainty with respect to pricing. However, this is not a new phenomenon. A little over a year ago, the uncertainty pertained to how much higher prices would go. This made pricing new developments challenging, especially in the face of rising overall construction costs that included added government charges. It also made it challenging for consumers, who feared paying too much, but also feared missing out. This caused them to act quickly given the scarcity of supply. Today, prospective buyers are left to wonder if the current downward movement in resale pricing and to a lesser degree, in new homes, is a fad or a longer term tend. Prospective buyers are asking themselves - “Is now a good time to buy?” This query prompts further consideration about timing with respect to buying and investing in real estate. There are a myriad of opinions on the topic of timing. A simple Internet search will reveal countless conflicting views and a number of questionable schemes promising buyers a “foolproof” method for timing their decisions. Invitations abound for buyers to attend costly seminars and/or to
