APPLIANCES FASHION OR FUNCTIONALITY? “The oven’s not preheating,” I call out to my partner, who is in another room. “What do you mean?” he asks, reappearing moments later. “I preheated it 10 minutes ago, and it’s stuck at 100 degrees,” I say as I open the door and touch the racks with a brazen fervour. “See?” He mimics my movements and frowns, agreeing with my assessment. Thirty minutes of painful elevator music later, and he’s scheduled a call with our oven’s service department. We both are flummoxed by the suddenly dysfunctional appliance, given we’d only used it a handful of times since its delivery three months ago when we took possession of our new home. When repair day comes, I observe the technician from my spot at the breakfast bar. I apologize for my inundation of questions that are goaded on by my naturally inquisitive nature as he lays various parts of our oven onto the kitchen floor. He sighs, frustrated, before finally speaking. “It’s your igniter.” He seems amused by my expression. “Really? Already?” “They just don’t make ‘em like they used to,” he says. So I ask: “Is there any brand that’s less impervious to these kinds of issues?” He shakes his head, “Nope.” He jimmies another panel free, mumbling a curse to himself. “I tell my clients all the time, save your money, forgo the glitz and glam and focus on functionality. These things go too quickly to justify the price of repairing ‘em.” Gone are the days of appliances outliving fashion and music periods. My grandmother still cooks holiday meals on the stove she’s had since the late ‘70’s. Meanwhile, we’re cashing in on our one-year warranty, three months in. I mull over what the service guy says and with a sigh, I realize he’s probably right. Functionality should always win the war over fashion in your home.

VANCOUVER LUXURY HOUSE MARKET DECLINES, CALGARY TO SEE
MODEST PRICE GAINS Across Canada’s five largest cities, Greater Vancouver was the only city to post a decline in median luxury home prices. The number of luxury houses trading hands declined over the past two years, a trend that initially began with the introduction of measures to cool the city’s real estate market in 2016. By comparison, the median price of a luxury house in Calgary increased 3.2 per cent to $2.01 million year-over-year during the 12 months ending Jan. 31, 2019. Meanwhile, the median price of a luxury condominium remained relatively flat, rising 0.5 per cent year-over-year to $903,106 during the same period. “While Calgary’s luxury condo market is still showing some softness, our luxury house market has stabilized after years of sustained low prices,” says John Hripko, associate broker, Royal LePage Benchmark. “However, some of the median price appreciation gains can be attributed to a relatively healthier upper-end luxury property market while price reductions to lowerpriced luxury properties have pushed some listings out of the
luxury category.” During the 12-month period ending Jan. 31, 2019, sales of luxury houses increased 10.3 per cent from the year before, while condominium sales decreased 18.6 per cent. “Overall, Calgary’s luxury home market today is very different from the days when the price of oil was near its peak, however, there is still good demand for luxury houses in central communities on the south-side such as Elbow Park, Mount Royal and Brittania, among others,”
says Hripko. “It’s been years since Calgary’s luxury home prices first corrected and listing prices typically reflect current market value.” When looking to the next 12 months, the median price of a luxury home in Calgary is forecast to increase 1.3 per cent yearover-year to $2.03 million, while the median price of a luxury condominium is forecast to modestly decrease 0.6 per cent to $898,047. Sales for both luxury houses and condos are forecast to be flat.

Think about it for a moment. I hope you got the correct answer, which is D. Paying the interest only on a line of credit will leave you with that debt forever. Unfortunately, according to a recent report by the Financial
Consumer Agency of Canada, for many Canadians, their knowledge and use of home equity lines of credit (HELOC) is putting their well-being at risk. Some standout findings by the report are: • Most respondents used their HELOC as planned, but one in five borrowed more than intended • Most scored less than 50 per cent on their knowledge of HELOCs, • The results also show that more than 25 per cent
surveyed made mainly interestonly payments on their HELOC. But, 62 per cent of those interest-only payers expected to repay their HELOC in full within five years, an overly optimistic result considering more than three million Canadians holding a HELOC owe an average of $65,000. CONDO BOARD CONFIDENTIALITY SOME ISSUES NEED PRIVATE DISCUSSION
LINDA PALFI Confidentiality is sometimes essential for the board of a condominium corporation. While a social-club atmosphere is healthy when times are good, difficult issues involving specific owners will arise that require tough decisions to be made. These are best discussed behind closed doors, and details should not appear in meeting minutes that might later be circulated to owners. This can be an interesting balancing act. Some condominium communities hold open board meetings, so that other owners are informed and feel involved. Yet if the board is discussing possible foreclosure on suites whose owners are not paying their contributions to common expenses, the guests should be asked to leave, and minutes might best omit the suite numbers and names of those affected. There are other issues that require confidentiality. Any instance that could embarrass an owner deserves privacy. In the first place, an alleged transgression could be a simple mistake, and it’s not fair to publicly discuss the noise thought to be coming from one suite, for example, when it later turns out it was coming from next door. In short, any potential discipline issue or concern affecting a homeowner’s personal situation or finances should be discussed
privately. As well, directors should be reminded not to disclose those names to owners who are not members of the board. Minutes can and should still be recorded fully. In this example, board members, other owners, and even potential home purchasers reading the condominium documents, all have a right to know how many suites are in arrears, what the impact is on the operating budget, and what steps are being taken to collect the needed money. Condominium owners reading the minutes will be reassured to know that their board is protecting the collective interest. Which suites are involved is not considered essential knowledge
for owners who are not serving as board members. Underlying this advice is the fact that while condominium corporations are legal entities, they are also political organizations. Human relations are important, as is fair dealing with individuals, consideration for their circumstances and, of course, confidentiality on sensitive issues. As we see over at city hall some days, this expertise can even be beyond the grasp of large-city politicians and administrators, so we shouldn’t set the bar too high for modest condo communities with a volunteer board of directors. Yet ‘best efforts’ count for a lot. Whether you are self-managing 16 homes in a four-storey walkup or governing a 160-home townhouse development with professional management, be sensitive to how it would feel if you were the party being discussed. Behind closed doors, your directors can have a full discussion, all the options for action can be explored, minutes can record what was decided, but no one will face embarrassment among their neighbours beyond the board.
