It’s official, Edmonton: You’re back. Last issue, we wrote about how RBC, in its latest Housing Trends and Affordability report, cited Alberta’s economic turnaround as solidly on track. Similarly, the Conference Board of Canada, in its Metropolitan Outlook – Autumn 2017, proclaims Alberta is not just recovering, it is the fastest-growing provincial economy this year. Indeed, all the important numbers for Edmonton are trending in the right direction. Real GDP is expected to increase by 3.9 per cent in 2017 – the first increase in three years – and by a further 2.2 per cent in 2018. Unemployment is to fall to 7.9 per cent for this year, from 8.1 per cent last year, and to 6.9 per cent in 2018. Home builders, though inventories may be high, are ramping up activity and raising housing starts this year. One net benefit – and another important vote of confidence – comes from the Real Estate Investment Network’s (REIN). In its new report, Top Ten Towns and Cities in Alberta, Edmonton and Calgary are ranked as the top two places to invest in real estate. Both cities weathered the natural resource sector storm well, REIN says, and will lead the province in the next 12 to 18 months.

Well done, Edmonton. A new report shows your city and Calgary weathered the natural resource sector tumble well, and should begin recovery through 2018. The analysis, contained in the Real Estate Investment Network’s (REIN) report Top Ten Towns and Cities in Alberta, says the provincial capital and the largest cities will lead the province in the next 12 to 18 months. Cities near Edmonton – Leduc and Fort Saskatchewan – take the next two spots on the list. Both benefit from a “ripple effect” that comes with their proximity to the diverse and robust economy in Edmonton. “Alberta had an amazing last couple of decades of economic and demographic growth,” REIN Senior Analyst and best-selling real estate author Don R. Campbell told NextHome. “In fact, they still have the highest average weekly wage in the country, despite it dropping significantly over the last two years. When you combine the decline in oil prices, the increase in the discount that Canadian oil is sold at, the inability for eastern Canada to see that buying oil from internationally questionable sources rather than from fellow Canadians, Alberta’s economy has struggled and so has its housing and rental markets. “However, Edmonton has been protected from the worst of the 18  NextHome.ca  |  South Central

downturn and will be the first to recover as the economy begins to re-ignite as its economy is much more diverse than other areas of the province. Lethbridge captures spot five, thanks to the fact it relies less heavily on the energy sector for its economic health. The macro factors in the future of the real estate futures of the top 10 locations include: 1. International trade agreements (recently signed with the European Union, the Trans-Pacific Partnership and the currently under renegotiation NAFTA deal 2. Record low interest rates, and new mortgage rules enacted in 2016, impact the ability to source financing 3. National economic growth predicts a potential additional mortgage rate increase so real estate financing may become even more expensive 4. The strength of the Canadian dollar drives the outlook for Alberta 5. Availability and access to alternative investments increased, but without the profit benefits available through real estate investing and inflation rates indicate a healthy economy in Alberta Okotoks, Red Deer, Medicine hat, Airdrie and Lacombe round out the remaining top ten towns and cities. REIN’s research and analysis points to non-reliance on the oil and gas industries, a growing, younger market and positive salary situations ad landmarks it its predications.

This REIN report reminds investors to “seek the truth behind the hype and misinformation, and to dig deeper into other background factors that contribute to current economic conditions.” Alberta experienced a tremendous economic downturn in mid-decade, and seeks a solid economic base to begin a longterm GDP growth trend. Economic disorder resulted in an overall decrease in the expected drivers: property prices, property demand, rents, vacancies, rental demand, population growth, jobs and GDP. For investors who pay close attention to all the, there is opportunity, but only with select property types and locations, REIN says.

NEW RULES WILL PROTECT ALBERTA CONDO BUYERS by MARLENE EISNER

The Alberta government has approved new regulations to give condo buyers more protection. The first stage of amendments, which go into effect Jan. 1, 2018, is focused on protecting condo buyers after they’ve committed to purchasing a new or converted property. The regulations were guided by feedback from condominium owners, developers, managers, legal and real estate professionals, as well as business and industry associations. “Albertans deserve to be protected when making a big purchase like a home or investment property,” says Stephanie McLean, minister of service, Alberta. ”Today we have taken the first steps toward reassuring Albertans that their investments are properly looked after so they can feel confident when investing in the condo market.” The Jan. 1 regulations include broadening the information developers must disclose to elected boards when the boards take over control of the corporation, such as technical documents and financial information. As well, the agreements that can be terminated by the first elected board of a condo will be expanded to better protect condo owners from being stuck with a poorly negotiated agreement, including landscaping 26  NextHome.ca  |  South West

and maintenance agreements. The new rules will formally recognize ways in which an owner may call special meetings of the corporation, and the government will have additional inspection powers and the ability to issue fines to developers, if the rules are not being followed. Coming into effect in April 2018 are rules that will require developers to give buyers an occupancy date so they know when their units will be ready, and concrete remedies, including the ability to end a contract, when the unit is not ready on time. As well,

developers will have to provide more information to condo buyers, including materials to be used to finish the condo and other fees that the developer will charge the purchaser. The new rules will require the purchaser’s trust money to be held by a lawyer instead of the developer, with specific rules created on how it’s handled. A process will be put in place for condo corporations to recover costs directly from the developer when the developer has deliberately underestimated expenses for things like heating, maintenance and management during the marketing process. “Condo owners in Alberta have been eagerly anticipating these changes,” says Terry Gibson from the Condo Owners Forum Society of Alberta. “The new rules give us more options and more information up front, and help us better protect our investments.” A second set of regulations focused on improving condo living is underway. The government has launched an online survey inviting the public to give feedback on issues ranging from how meetings are run and how votes take place, rules on renting a condo, and who should repair units and pay for insurance, to how reserve funds are managed and what kind of say owners get in the rules the board makes. The survey is available at condo. alberta.ca until Nov. 10, 2017.

ost people today are looking for some sort of balance in their lives. Whether that’s finding work/life balance or balancing time with family and time with friends, very few people have perfect harmony in their lives. So for those seeking balance between where they live and affordability need to look no further than P2000 Development’s new project, The Harmony in northwest Edmonton. Located in the newly established community of Baranow, The Harmony is perfectly located for anyone who likes having lifestyle and professional amenities within walking distance. It’s such a great location and we wanted to build something special here,” says David Phan of P2000 Developments. They build one project at a time, and wanted to make sure the time was right and community was established for their homebuyers. Phan: “Everything is already there, so it’s a very attractive location.” Of course, location is not the only thing Phan focusses on. “We also wanted to build something with a beautiful exterior,” David Phan explains. He continues: “Something that’s pleasing to the eye, first and foremost.” That includes The Harmony’s wrought iron fencing around the building and stone pillar accents. Gone are the typical vinyl or stucco exterior, and instead the building features hardie boards that are water and hail resistant. Phan also has a keen eye on green building practices, and is installing a metal roof on The Harmony—something typical for commercial not residential buildings. “Basically, you don’t need to replace the roof in the building’s lifespan, so we’re not using resources that need to be replaced in the future.” There are LED lights throughout to reduce energy consumption and R40 rooftop insulation that can reduce building energy costs by up to 40%. The Harmony has modern bachelor, one-bedroom, one bedroom + den and two-bedroom suites that range from 463 sq. ft to 915 sq. ft. (One unique feature of the bachelor condos are built-in, custom Murphy bed). All suites have quartz countertops in the kitchen and bathrooms, stainless appliances, and luxury vinyl board flooring throughout (with a lifetime warranty). The custom-made kitchen and bathroom cabinetry are two-toned and come with soft-closing hinges. French doors separate the suites from the balconies, and are designed to keep in the heat during the winter. Plus, all suites come with window coverings and in-suite washer and dryers. Suites range from $173,000 to $300,000, and preselling starts this October. Move in is expected to begin in mid-2018.

SAVING FOR A DOWN PAYMENT? HERE’S WHAT YOU NEED TO SACRIFICE

Prospective homebuyers will often have to make some lifestyle changes in order to save enough funds for a down payment. But, how much do you really need to sacrifice? Ratehub.ca, a financial product comparison website, conducted a study to see how everyday luxuries impact Millennials’ savings. The methodology: The average cost of a home in Canada was $472,247 in August 2017, according to the Canadian Real Estate Association (CREA). Mortgage Broker CanWise Financial found that Canadian homebuyers put down an average down payment of 10 per cent. Using these figures, ratehub.ca calculated that Canadian homebuyers will need to save $47,225 for a down payment. So, what do you have to give up? Millennials love the finer things in life, but the costs of these luxuries add up. For example, a specialty beverage at Starbucks costs an average of $4; takeout meals cost approximately $15; Every Uber ride you take will amount to about $16.40; brunch costs approximately $25; and nights out will set you back $65. Here is how long it would take you to save for a down payment if you were to redirect the funds you would normally spend on these luxuries.

EDMONTON HOME PRICES SEE HEALTHY GROWTH IN Q3

The market is looking brighter for Edmonton’s housing market, says the latest Royal LePage House Price Survey. The aggregate price of a home in Edmonton in the third quarter of 2017 saw an increase of four per cent year-overyear to $389,330. When broken down by housing type, the median price of a standard two-storey home increased five per cent year-over-year to $449,364. During the same period, the median price of a bungalow increased 2.4 per cent year-over-year to $373,246, while the median price of a condominium increased three per cent to $246,718 compared to the same quarter in 2016. “The housing market has improved and we are now seeing the return of healthy market characteristics,” says Tom Shearer, broker and owner, Royal LePage Noralta. “There is enough competition to keep inventory at a healthy balance. Sellers are getting interest in their properties while buyers are still able to shop around and negotiate favourable terms.”

According to Shearer, the best value in Edmonton’s housing market is downtown condominiums. “After the recent downturn in the market, condos became more affordable. While we are seeing price appreciation in some neighbourhoods, we have yet to see similar gains made in listings downtown,” he says. Across the country, the Royal LePage National House Price Composite, compiled from proprietary property data in 53 of Canada’s largest real estate markets, showed that nationally, the price of a home increased 13.3 per cent year-over-year to $628,411 in the third quarter. When broken down by housing type, the median price of a standard two-storey home rose 13.9 per cent year-over-year to $748,049, and the median price of a bungalow grew 9.5 per cent to $525,781. During the same period, the median price of a condominium rose 15.2 per cent to $413,670. Meanwhile, on a quarter-over-quarter basis, home prices in Canada’s five most populated housing markets are rising at a similar, healthy pace – the first time this has occurred in six years. “For now, the Toronto and Vancouver housing markets have returned to earth,” says Phil Soper, president and CEO, Royal LePage. “After a period of unsustainable price inflation and sharp market corrections, we are seeing low, single-digit appreciation in each. Calgary has shaken off the oil-bust blues and Montreal appears to be at the beginning of a new era of economic prosperity. Rounding out the ‘big five,’ the Ottawa market is behaving like it usually does - a picture of healthy market growth. “Uneven regional economic growth has plagued Canada for much of the past decade, a challenge most evident in the nation’s housing markets,” continues Soper. “For the first time since 2011, we are seeing real estate in all five of our largest cities appreciate at a manageable, healthy clip. Canadian housing is enjoying a Goldilocks moment – not too hot, and not too cold.”

NEXTHOME: What is the scope

of Edmonton’s Residential Infill Project? COLIN WIEBE: Reaching back to 2013, the City of Edmonton initiated a comprehensive process to enable more opportunities for infill housing in Edmonton’s established neighbourhoods. Since then, the City has been undertaking a wide range of actions to implement that goal. The 2014 Infill Roadmap is a key planning document that has since guided and informed a wide range of municipal infill initiatives. NH: What has been CHBA

Edmonton’s involvement in the Residential Infill Project in terms of members’ participation, attending public meetings and making recommendations to the city’s urban planning department?

CW: The Canadian Home Builders’ Association – Edmonton Region was invited to the table from the very start of the process. Association members participated in numerous workshops, meetings and presentations on the initiatives that grew out of the Infill Roadmap plan. The Association also made several formal presentations to council over the last four years as reports came forward and zoning bylaw amendments were presented.


It’s a relationship that we fully anticipate to continue as the next phase of this planning process ramps up. NH: The City of Edmonton

released a statistic stating 66 per cent of Edmonton households are unable to afford the average-priced home in older neighbourhoods, which is about $360,000. Most of the infill being built now in those neighbourhoods can cost just as much or even double that. How can new infill homes become more affordable? CW: It is important to appreciate that building a new home on an infill site is intrinsically more expensive than in a greenfield environment. This is a simple fact often lost in the infill conversation. To help minimize that spread, and thereby make infill housing more affordable, the Association has advocated that it is in the City’s regulatory processes that the greatest opportunities lie to reduce costs. While the City has adopted some recommendations brought forward by the Association to make the City’s processes more

effective and timely, we are of the opinion that more can be done. To illustrate the challenge, it takes about 28 working days to get the permits to build a typical house in a greenfield project. To get the same approval for an infill project takes 73 working days. This significant time difference adds thousands of dollars to the cost of a home as a builder carries a project forward. NH: The so-called “missing

middle” is something we’re hearing more and more about, especially in large, expensive markets such as Toronto. How much of an issue is it in Edmonton? CW: The missing middle is a real challenge for the established residential areas of Edmonton that are dominated by singlefamily housing. It is not an issue in new development areas. For a number of years, the new housing projects in Edmonton have had the population density coupled with a range of housing types that mitigate the missing middle issue in these areas. We

see that the City has recognized this challenge and that it will be part of the conversation for the next phase of the infill planning initiative. NH: What areas in Edmonton

would be prime targets for missing middle infill projects and why? CW: This is a conversation for the next phase of the infill conversation, and is one for the residents and council to decide upon. NH: The City has encouraged building “skinny” homes in infill areas. How has this initiative expanded or helped the infill project in general, and the missing middle in particular? CW: The Association followed the introduction of this housing option with great interest. The industry supports initiatives that will increase housing options.
