Buyers’ or sellers’ market?
Understanding the current conditions of your market will help you plan, time and execute your decision
W
hen buying or selling a home, it’s important to know the current conditions of your market. Is it a buyers’ or sellers’ market? Knowing the difference could help you time, plan and execute your transaction. And, of course, there’s a third possibility – a balanced market – and that’s where most major Canadian centres sit, according to the Conference Board of Canada. In the organization’s June 2015 Metro Resale Snapshot, a rising sales-to-listings ratio between April and May in 18 areas indicated broad market tightening.
Balanced conditions prevailed in 16 markets, while seven were in a buyers’ state and five favoured sellers. Eleven areas – including Edmonton – enjoyed at least a five-per-cent increase. Despite stronger sales, listings rose in only 14 markets between April and May, and in 17 areas from May 2014. The monthly increases were invariably small; only five areas had a gain of at least five per cent. It might surprise you to learn that, despite all the publicity due to the oil slump, Edmonton remains in balanced territory. This speaks to the long-term health of this market.

Edmontonians are demonstrating their continued confidence in the Capital Region’s bright economic future by investing in new homes Builders have started work on 8,000 new homes so far in 2015 – a surge of over two-thirds from already strong levels last year. Interest in the multi-family sector is driving a lot of that activity but single family construction is up a solid 5% with almost 2,500 home starts. That strong performance isn’t what some housing market analysts expected back in January but the Alberta economy has shown great resilience in the face of lower oil prices. A look at the fundamentals helps explain why. For one thing, the province continues to be seen as a beacon of opportunity. Alberta gained another 6,700 in population in the fi rst three months of the year because of people voting with their feet – more people moved to the province than moved out. A rising population creates demand that helps generate new investment and employment. The labour market is also a sign of strength. A year after oil prices dropped from $100-plus a barrel Alberta’s economy has created 38,000 new jobs – 6,000 of them in Edmonton. The province’s 5.8% unemployment rate is a full point below the national average and only Saskatchewan and Manitoba boast lower levels. Home buyers today also benefit from low interest rates. It seems hard to believe now that in the 1980s home buyers faced five-year mortgage rates of more than 15% and some unlucky buyers locked in at rates above 20%. That was like having your mortgage on a Visa card. Financial institutions now offer five-year rates of around 2.75% and that allows borrowers to make rapid progress on paying off debt. To keep the math simple let’s use $100,000 as the loan amount and a plan to pay that off in 25 years. In the fi rst year of a 15% mortgage, less than $500 would be knocked off the principal and interest charges over 12 months would top $14,000. At 2.75%, the new homeowner in

the fi rst year of the mortgage would pay off almost $2,800 in principle – interest charges would be less than that. Edmonton also remains an attractive market compared to many Canadian cities. A recent RBC Economics report shows that buying a standard twostorey home here would require a qualifying income of about $84,000. Payments for the mortgage, utilities and taxes would eat up about 35% of a household’s monthly payments. Buying the same house in Toronto would require income of $146,000 and payments would consume 67% of the family budget. The numbers are almost off the charts for Vancouver. Edmonton’s healthy and affordable housing market is an advantage that extends to the wider economy. A recent study for CHBA showed that residential construction in metro area generates 52,500 jobs, wages of $3.4 billion and $6.9 billion in investment. That’s a huge boost to the local economy and another reason Edmonton remains a smart place to invest in the home of your dreams. Well, wonder no more – a recent poll from BMO Bank of Montreal has the answer: $60,000. But that’s the average for Canada overall. Some will pay more, some less. •

Recreational property is usually the first real estate category to be hit when the economy softens, and nowhere is this true more at the moment than in Alberta. “Mirroring the situation in the urban Alberta real estate market, the slump in oil prices and resulting unsettled consumer confidence has reduced the number of recreational properties trading hands in the province and in eastern British Columbia this spring,” Phil Soper, president and chief executive of Royal LePage, told New Home Guide. Royal LePage recently released its 2015 Recreational Property Report, which indicated a depressed energy sector is reducing activity levels and putting downward pressure on prices. “Prices are flat or only down slightly, year over year, as owners have been unwilling to let their properties go at a
discount,” says Soper. “The prevailing sentiment being that the current economic problems are a temporary situation. “As with other regions of the country, Americans have woken up to the much increased purchasing power of their currency, and are shopping the streets of communities like Canmore in numbers not seen since the 2000s.” In a roundabout way, the fall in oil prices is supporting the recreational property market this year, Soper says. “Cheaper gasoline makes the prospect of a weekend commute to the lake a more affordable proposition. And cheap oil means a lower Canadian dollar, which has more people looking at Muskoka, Tremblant and the BC interior, and fewer casting covetous glances at Florida and Arizona. We are even seeing money making its way north, particularly in British Columbia, Alberta and Atlantic Canada, as the strong U.S. currency has increased American buying power.”

WILL THE HOUSING OUTLOOK IMPROVE AS QUICKLY AS IT FELL? » by WAYNE KARL What a difference six months makes. At its kick-off Annual Housing Outlook Conference in Toronto in November, Canada Mortgage and Housing Corp. didn’t see it coming. The forecast back then was, short of an “unforeseen economic shock,” the housing outlook for Canada overall was pretty much full steam ahead. “The housing market does have a fairly bright outlook,” Bob Dugan, chief economist for Canada Mortgage and Housing Corp., told New Home Guide at the time. “There are a few risks we have our eye on. One of them relates to the high level of (highrise) units that are under construction.” These are trending slightly above the historic average. Then oil went into a slide, wreaking all kinds of havoc on the economy and housing outlook. Indeed, the impact of lower oil prices on housing markets has been marked and swift, particularly in Alberta. “Lower oil prices are contributing to disparities between provincial housing markets,” Dugan said in releasing CMHC’s second quarter 2015 Housing

Market Outlook. “A slowdown in housing starts and resale transactions in oil-producing provinces such as Alberta will be partly offset by increased housing market activity in other provinces, such as Ontario and British Columbia, which benefit from the positive impacts of declining energy prices, a lower Canadian dollar and continued low mortgage rates.” Once oil prices return to “normal,” will the housing outlook improve as quickly as it fell? “The forecast presented at the 2014 Housing Outlook Conference was prepared shortly after the decline in oil prices had begun,” Dugan told New Home Guide in June. “At that time, the decline in oil prices was less pronounced and there was considerable uncertainty as to how far they might fall. As a result, the potential impacts of lower oil prices were reflected in our forecast ranges, which allowed for lower oil prices and their impacts on housing starts, MLS sales and MLS average house prices. “Since then, oil prices have declined further, but now appear to have stabilized in the U.S.$50 to $60 per barrel range. We have seen a rapid response to these lower oil prices in the housing markets in oil producing regions, particularly in Alberta. As a result, we have made downward revisions to our forecasts and now expect declines in MLS Sales, housing starts and MLS average house prices in Alberta. “The swiftness of any recovery will depend on how fast oil prices rise and by how much. We continue to use forecast ranges which allow for a range of possible upside and downside risks to the forecast.”

TOP 10 SMALL SPACE DESIGN TIPS BY C. MARIE HEBSON 1. STREAMLINE/DE-CLUTTER. Easier said than done I know, but is crucial in keeping your small space look larger. 3 Q’s to ask when decluttering, Do I love it? Do I need it? Have I used it in the last year? Storage, storage, storage. Whenever possible use built-in storage to optimize your space. Look in japanese or asian inspired design books for inspiration and storage ideas. They are masters at small space planning! 2. SCALE. “LESS IS MORE.” Don’t get stuck buying all “apartment-sized” furniture—you live in a small space, but not a doll house. If you must have that large sofa, then pair it down with smaller dining chairs, or smaller coffee table. Use the online space planners to ensure you have enough room to move around. Always a better effect to use furniture, pattern, and colour in correct proportions in a small space. 3. MIRRORS. Mirrors can double the size of a room, use them appropriately and that makes sense to the design scheme. Try using mirrored furniture to bounce light around a room, instead of always on the wall, or add a bold graphic white stripe to bounce light around. 4. LIGHTING. Utilize all the natural light you can, this is always optimal. But if you are in an east facing apartment with one little window, you know what I’m talking about when I mean dreary winters! Use floor lamps, uplights, table lamps, candles – these are all great ways to expand your space. 5. COLOUR. Test. Test and then Test again! Use colour to expand you space. Whether it be on a wall, all the walls, or just in accessories and art, bring bright, bold colour into your space. Make it successful by tying it into your entire home creating flow from room to room, always a winning scenario in small spaces. General rule of thumb is that cooler colours make rooms recede, therefore making the space feel larger, but I am a firm believer that you can have darker shades in your small space, simply by adding more lighting and/or contrast to those darker colours. 6. MULTI-PURPOSE. Think outside of the box when decorating. Look for ways to make your space do double duty. That nook in your kitchen can turn into a home office, your ottoman can be a coffee table, or extra seating. And, my favorite, buy two host chairs that can double as extra chairs in the living room, but when entertaining for dinner, they can be pulled up to your table for seating. 34 NEW HOME GUIDE | JULY 3 - 31, 2015
7. FOCAL POINT. The first place to start is with the most interesting spot. Your focal point can be anything you want to highlight and/or the most interesting design element in the room. Yours could be your great view of the city, or, a big, flat screen TV. You may want your focal point to be your gorgeous sofa you just bought – whatever your focal point is, make it grab your attention when you walk into the room! 8. NEUTRALS. Layering tone on tone is a very effective way to make small rooms feel larger. If done right it won’t be boring either. My favorite neutrals are charcoal, cream, white, chrome, chocolate with warm blacks. Be thoughtful with your use of textures and patterns of neutrals, although you may think this scheme is easy, it is in fact very difficult to get it looking right. When done properly is very effective and timeless! 9. ACCESSORIES. Bring a chic, polished look to your own home. Pick gorgeous black and white reproductions or have your favourite pictures blown up and framed in simple wrapped canvas frames. Hunt down large mirrors to add to the living and bedroom and buy inexpensive, brightly coloured vases and bowls in electric orange, lime green and candy apple red for unexpected hits of colour. Remember, when it comes to accessories, bigger is better, less is more! 10. WALL ART / WALLPAPER. Add a wall tattoo or wall paper to your small space, it can be subtle or bold, it could be opaque, shiny or a shade darker than your paint. For wallpapers, there are literally millions of variables, I challenge you to head to your local paint or wallpaper store to have a look. I guarantee you will be amazed at the variety available to you. Afraid of a commitment to wallpaper? MANY CANADIANS LOOKING TO LOCK IN
a long-term mortgage
Canada’s continuing low interest rate environment has Canadians thinking now is the time to lock in a longterm mortgage. A new poll from CIBC reveals the majority of Canadians, 74 per cent, would opt for a medium or long-term mortgage if they were to acquire, refinance or renew a mortgage today. Twenty-seven per cent think now is the time to look beyond the traditional five-year fixed mortgage for a term of up to 10 years. “Canadians are recognizing that today’s historically low rates won’t last forever and some are looking for ways to bring predictability to their finances over the long term,” says Barry Gollom, vice-president, mortgages and lending at CIBC. “Most Canadians tend to opt for a fixed rate over five years when choosing a mortgage today. With more than one in four Canadians now saying they would choose a longer term of seven or 10 years, we may be seeing the start of a shift to longer terms.”

BENEFITS OF A LONG-TERM MORTGAGE
Locking in to a fixed rate, medium or long-term mortgage can reduce the stress that can come with following interest rates. “If interest rates rise in the next year or two, homeowners with shorter term mortgages or variable rate mortgages could see their payments move higher,” Gollom says. “Having a medium or longer term fixed rate can act as a measure of stability and protection – especially for those who have recently bought their first home.” The prospect of rising rates may not be something Canadians have to worry too much about in the near term. During its interest rate announcement on May 27, the Bank of Canada announced it was going to hold its overnight lending rate at 0.75 per cent. “The overnight rate has only been sitting at 0.75 per cent for a little less than three months now, after Governor Stephen Poloz finally decided to cut it down from the one per cent it had held steady at for nearly 4.5 years,” says Alyssa Richard, founder and CEO of RateHub.ca. “That decision was made in January, in an attempt to shield highly indebted Canadians from the negative impacts of the significant drop in oil prices (and job losses that have occurred as a result).” CIBC says the shift to longer term, fixed rate mortgages signals growing interest by Canadians to gain greater control and certainty over their largest financial obligation. With a consistent and predictable mortgage payment at today’s low rates guaranteed for many years, Canadians may have the opportunity to pay down their mortgage faster and minimize interest costs, which will help to keep them on track for their broader financial goals. “Finding an expert who can crunch the numbers on a variety of mortgage options while factoring in your other debts, your savings goals and your personal risk tolerance is an extremely important part of the evaluation process,” says Gollom. Canadians have been sitting, very comfortably, in an ultra-low mortgage interest rate environment for years now, and just when we thought rates couldn’t go any lower, they did, as the Bank of Canada dropped its key lending rate to 0.75 per cent, and the big banks followed suit. At the latest rate announcement earlier this week, that rate stayed put. Twenty years ago, the rate for a fi xed-rate five-year mortgage was 10.75 per cent. Back in 1981, it was 20.25 per cent! (source: RateHub.ca) Today’s numbers in the two-per-cent range are hard to believe, and they’re changing how Canadians handle their debt load. Canadians are doing everything they can to make the most of these low lending rates, according to the 2015 Mortgage Consumer Survey by conducted Canada Mortgage and Housing Corp. (CMHC).
SURVEY SAYS… According to CMHC, 60 per cent of mortgage renewers did so before their mortgage term expired, and 55 per cent of them did it to avoid a rise in rates in the future. Furthermore, mortgage renewers reported taking action to pay off their mortgage sooner. Forty-nine per cent set their mortgage payment set higher than the minimum required, while 32 per cent made either lump-sum payments, increased their regular payment, or both. GOING BROKER: CMHC also investigated the share of mortgage consumers who used the services of a mortgage broker. The survey found that broker market share is on the rise, having increased from 32 per cent in 2012 to 42 per cent in 2015. Almost twice as many homebuyers (both fi rst-time and repeat) used a broker (49 per cent), versus existing homeowners who were refinancing a mortgage (24 per cent). THE LOYALTY PROGRAM: When it comes to loyalty, fi rst-time homebuyers were fl ighty than their repeat-buyer counterparts. Renewers were more likely to stay with their current lender (86 per cent) whereas only 47 per cent of fi rst-timers stuck with the financial institution they deal with regularly. Interest rates were the main reason for consumers to jump ship to another lender, at 63 per cent.

statements about foreign housing markets they don’t understand enough about,” Calum Ross, mortgage broker and real estate investor, told New Home Guide. “Above and beyond the traditional measures, there are a number of less tangible measures, such as the stability of social, political and economic systems at the federal, provincial and municipal level. “Canada represents one of single largest countries in the world and going from coast to coast, Canada is home to a very diverse group of people with local economics that are vastly different,” Ross says. “Saying there is a Canadian housing market is no less ridiculous than saying there is ‘Canadian temperature.’” Thankfully, Canada Mortgage and Housing Corp. (CMHC) added some context recently in its House Price Analysis and Assessment (editor’s note: for more information, flip to page 56), which provided a market-by-market snapshot by Canada’s larger centres. The report attached a risk level – low, moderate or high – for the major cities, using risk factors of overheating, acceleration in house prices, overvaluation and overbuilding. With Regina and Winnipeg, of all places, being the only major centres earning “high risk” assessments, CMHC’s
viewpoints. Canada’s most expensive market, Vancouver, earned a “low risk,” while Toronto, the other market often mentioned in conversations about overvaluation, was ranked as “moderate risk.” “From a pure economic theory standpoint, when interest rates are low, then real asset prices will go up,” says Ross. “Real estate is one of the most interest-rate-sensitive sectors of the global economy. When it comes to mortgages, what we know is that people have a tendency to buy payments and be less concerned with total debt. The lower interest rates and longer amortizations allow for lower payment and as long as payments stay affordable – many people won’t get caught up with the sticker shock of more expensive real estate prices.” So, who to believe, next time you see a report on Canada’s housing valuations? Well, a Canadian source such as CMHC is a good start. Otherwise, as experts stress, remember to look at your individual market for a clearer indication, not the national assessment.

Many people faced with moving their residence think that packing is easy – a few boxes from the grocery or liquor store, some newspaper, a roll of tape and voila! In fact, if you value your “stuff” and want it to arrive at your destination in good shape, packing involves much more consideration. This is especially true if you tend to be a bit disorganized at the best of times. Even if you pride yourself on being a stickler for details, you may benefit from a few tips on efficient packing. The number-one thing to remember is to start packing several weeks ahead of your move-out/more-in date. Done well, this process is amazingly time consuming, and packing in a hurry is usually counterproductive. Take your time to think everything through, and start with the items that are not critical
to unpack right away. Avoid the overwhelming nature of leaving things to the last minute. Get some decent packing materials. Make sure boxes are sturdy so they will not collapse under the strain. Consider buying boxes from your mover. Rather than using newsprint, which tends to smudge everything it touches, purchase proper all-white newsprint packing paper. At the other end, you can smooth it out for reuse, or save it for the kids for drawing and painting. This paper is substantial and will protect your items while keeping them clean. The last thing you need at your destination residence is to have to wash dishes before arranging them in your cupboards. And speaking of dishes, did you know that packing them on their edges rather than flat can help to prevent breakage? Professional movers usually sell packing materials including boxes that are sized to stack neatly. This saves a lot of headaches on moving day. One of the biggest mistakes do-it-yourselfer movers make is to over-pack. If you have ever tried to lift a huge carton filled with books, you know exactly what I mean. At Two Men and a Truck Canada, we have a simple rule of thumb: the heavier the item, the smaller the box. Another great tip is to wrap small items like knickknacks in coloured tissue paper before surrounding them with packing paper so that you don’t accidentally throw them out when unpacking. Trust me, it’s easy to do with little things. Over-packing also applies to cramming too much into one box. Remember that as carefully as you pack them, items can shift in transit. If packing is not your thing, your mover will give you an estimate to do the packing for you. Leaving it up to the professionals takes a lot of the worry out of packing. You might want to let your children pack their own toys and games, so they feel important in the move and are assured that their items are coming with them. Be sure to take legal documents, medical records, expensive jewelry and any other pertinent papers and possessions with you personally. Keep in mind that a professional moving company cannot transport hazardous materials such as flammables. Think carefully before you decide to move these potentially dangerous items. Be sure to label boxes on the top and on the sides to make it easier for whoever is distributing the cartons in your new home. Pack an essentials box of things you will need as soon as you move in and label it accordingly. When it comes to moving a lot of items, a little common sense goes a long way.
