uying a brand-new home offers an opportunity to get what you really want. It can be a dream come true and an investment for the future, but don’t forget, it’s also a legal transaction. The term “get it in writing” has never been more important, since it outlines everything your new home will have in it, on it and around it. Otherwise known as the Agreement of Purchase and Sale, the contract spells out the terms between you and your builder. Without it, if there is a misunderstanding or disagreement, it’s impossible to prove what was originally promised. Since buying a new home is much more complicated than a resale transaction, there is no set Agreement of

Purchase and Sale or standard contract. In some provinces, builders may have standard contracts prepared by the local home builders’ association or their new-home warranty program. Builders often prepare their own agreements, so these can vary from one company to another and from province to province. Before you sign a contract, review it carefully with the builder representative, and ask questions to make sure you fully understand what’s in it. Your next step is to then take it to a real estate lawyer and have it reviewed. Once it is signed, it becomes a legal document, so seeking the services of an experienced lawyer is an important step toward ensuring that your dream home becomes a reality.

nce you’ve decided to buy a new home, the excitement begins to build immediately. Where to buy? What type of home? Is now the right time? The answers to such questions will vary from person to person, depending on individual circumstances and needs. Choosing the type of home you can afford, and what finishes and design features you want, might be the easiest part of the process. A little more challenging, but nonetheless equally important, are matters such as finding a community in proximity to amenities such as shopping and schools, commuting times and transit options,

and if your new home will still be suitable in three, five or 10 years. As for the timing of your purchase, it’s natural to wonder whether now is the best time, given all the discussion about market conditions. But if your employment and finances are secure, you’re best served looking at the long term – say seven years. Where are new-home prices likely to be then? Higher or lower? And if you missed out on building equity by delaying your purchase, would you be better off? Edmonton and Calgary have always enjoyed a friendly rivalry. Right now, Edmontonians have lots to boast about. We got lucky landing Connor McDavid in the NHL draft, new NDP Premier Rachel Notley is from the capital city, and our economy is experiencing a lot less turbulence than our neighbour to the south. While all of Alberta is doing better than economists had expected after oil prices started falling a year ago, Edmonton has been a standout in the crowd. The housing market is a great example. A recent report from Royal LePage showed house prices had climbed for both single family homes and condos over the last year. Bungalows rose 4.1 per cent and condos climbed 4.4 per cent in Edmonton during a period where Calgary prices edged down. CHBA – Alberta Economist Richard Goatcher tracks construction trends for our industry and his monthly reports show a sharp split between Alberta’s two biggest cities, with home starts falling off in Calgary but showing strength in Edmonton. Edmonton builders poured foundations for more than 3,000 new single-family homes in the first half of this year. That’s up almost three per cent over last year’s strong results. Those homebuyers have recognized that the city’s long-term prospects are bright and now is a great time to invest in the homes of their dreams.

Today’s amazingly low interest rates will enable those buyers to pay down debt faster and build equity sooner. The Bank of Canada’s decision to lower interest rates again means the window of opportunity to lock in a historically low rate will be open – for at least a little bit longer. Even more impressive is the explosion of activity in the multi-family market. That side of the industry is having a banner year with starts up almost 90 per cent to more than 6,000 units. A big rush of investment in the rental market is one factor driving extraordinary activity levels. And that should send a signal to anyone who is considering buying a new home. Investors have looked at our city’s economic fundamentals and decided this is growing market will provide long-term secure returns. That confidence promises to bring even more construction to Edmonton. A recent article by ATB Financial Chief Economist Todd Hirsch noted that building permits in Edmonton are still trending up. Landlords with major holdings are also seeing opportunities in the current economy to buy up apartment blocks more cheaply now and lock in future returns. At least one is even hoping to take advantage of home buyer hesitation to retain tenants and keep money flowing in. When the folks who collect your rent are seeing positive signs in the housing market not just in Edmonton but all across Alberta, maybe it’s time to check out what your monthly payments could buy in a new home. Right now, Edmonton appears to be a little bit ahead of Calgary on the economic curve but the Stampede City will be running strong again before long. But we can all still look forward to razzing Flames fans about McDavid even when they two cities are back at even strength in the economic field. Edmonton housing market reaching a turning point? For the first time in 2015, the Realtors Association of Edmonton has recorded an increase in year-over-year reported sales for the month. Total sales in June 2015 reached 2,008, up 2.4 per cent over the 1,961 sales reported in June 2014. Of these, 1,243 were single-family sales (up 2.1 per cent over 2014), 572 were condo (up 1.6 per cent more from 2014) and 156 were duplex/rowhouses (11.4 per cent more than 2014). June sales were also up 13 per cent from figures reported in May. “We finally saw prices take the expected small dip month over month that we have been waiting to see due to lower sales and higher inventory. Prices still remain higher than the same time last year, and with sales ramping up again and inventory starting to settle, we likely won’t see our prices drop much more than this,” says Geneva Tetreault, president of the Realtors Association of Edmonton. Single-family prices were up two per cent year-over-year at $444,862 for June 2015. Condo prices continue to remain static at $255,662. Duplex/rowhouse are still popular and have seen price growth of two per cent year over year. June prices have dropped slightly from May by 1.4 per cent for single-family, 0.1 per cent for condo and 0.8 per cent for all residential. Edmonton’s housing inventory is at a healthy level, at 7,177 by the end of June 2015, down from 7,303 in May. All residential listings were up year-over-year by 7.7 per cent but down 3.6 per cent month-over-month. There is currently just over three and half months’ supply of inventory, meaning it will take 3.5 months to sell the homes currently on the market.

“The reality of what we are seeing in the market is that the slight hesitation from buyers that came with the drop in oil prices is lessening. Edmonton has not been hit nearly as bad as what many predicted, and buyers are becoming more confident that our market won’t plummet. Th is renewed confidence coupled with low mortgage rates and a healthy selection means that people are realizing that this is still a good time to buy.”

Single-family homes too 46 days to sell, up from 43 in May. Condominiums were averaging 52 days compared to 49 in May. Duplexes/ rowhouses took an average of 50 days to sell.

On Wednesday, July 15, the Bank of Canada (BoC) announced it would cut the target for the overnight lending rate by 0.25 per cent to 0.50 per cent. This was just the second such rate cut since 2010, with the BoC most recently cutting rates by a 0.25 per cent margin this January. January’s rate cut came as a surprise to many, but this most recent move had been anticipated in the weeks leading up to the announcement. Lower oil prices have led the Canadian economy into a slump, prompting debates over whether we are in a recession. That argument has mostly come down to the definition of the word – a recession is technically defined as two consecutive quarters of negative GDP growth. The BoC was careful not to use the R word in its announcement, but acknowledged the economy is underperforming and an interest rate cut was necessary to “help return the economy to full capacity and inflation sustainably to target.” The rate cut has mixed effects, however. Last month, BoC Governor Stephen Poloz compared January’s rate cut to “life-saving surgery,” noting that the positive benefits outweighed any side effects such as increased levels of consumer debt. Since mortgage rates are closely tied to the BoC’s overnight rate, the housing market will also be affected. In Toronto and Vancouver where prices have been skyrocketing, rate cuts are only making the situation worse, putting ownership further out of reach for first-time homebuyers. Mortgage brokerage Butler Mortgage lowered its five-year variable mortgage rate by 0.10 per cent almost immediately, to 1.88 from 1.99 per cent. The drop translates to $1,320 savings in mortgage payments over a five-year term. TD was the first of the major banks to lower their prime rate, cutting it by 0.10 per cent the day as the BoC announcement. Within a day, many banks had lowered their prime rate by 0.15 to 2.70 per cent. Some remain unconvinced the cut will do enough for the average Canadian to save any money, or stimulate the economy. Others worry the impact on the Toronto and Vancouver housing markets would increase disparity between those hot markets and the rest of the country, where real estate has been relatively stable. So what does BoC’s latest announcement mean for you? If you have a variable rate mortgage, you can expect to save a few dollars a month when your interest rate drops. Interest rates on other variable rate loans (such as lines of credit) are also likely to drop, freeing up some cash. If you’re shopping for a house, your overall affordability will likely increase due to lower mortgage rates, but you may find that higher house prices quickly negate any advantage you might have had. Experts agree it is never a good idea to make yourself house-poor, and it is a very common mistake, particularly of first-time buyers, to buy more home than you can really afford. Meeting with a mortgage broker or your banker will help determine your full financial picture, assessing everything from your credit rating to your down payment. Experts also suggest you “stress-test” your plan to see how well you could cope with higher mortgage payments brought on by rising interest rates.

statements about foreign housing markets they don’t understand enough about,” Calum Ross, mortgage broker and real estate investor, told New Home Guide. “Above and beyond the traditional measures, there are a number of less tangible measures, such as the stability of social, political and economic systems at the federal, provincial and municipal level. “Canada represents one of single largest countries in the world and going from coast to coast, Canada is home to a very diverse group of people with local economics that are vastly different,” Ross says. “Saying there is a Canadian housing market is no less ridiculous than saying there is ‘Canadian temperature.’” Thankfully, Canada Mortgage and Housing Corp. (CMHC) added some context recently in its House Price Analysis and Assessment (editor’s note: for more information, flip to page 56), which provided a market-by-market snapshot by Canada’s larger centres. The report attached a risk level – low, moderate or high – for the major cities, using risk factors of overheating, acceleration in house prices, overvaluation and overbuilding. With Regina and Winnipeg, of all places, being the only major centres earning “high risk” assessments, CMHC’s

viewpoints. Canada’s most expensive market, Vancouver, earned a “low risk,” while Toronto, the other market often mentioned in conversations about overvaluation, was ranked as “moderate risk.” “From a pure economic theory standpoint, when interest rates are low, then real asset prices will go up,” says Ross. “Real estate is one of the most interest-rate-sensitive sectors of the global economy. When it comes to mortgages, what we know is that people have a tendency to buy payments and be less concerned with total debt. The lower interest rates and longer amortizations allow for lower payment and as long as payments stay affordable – many people won’t get caught up with the sticker shock of more expensive real estate prices.” So, who to believe, next time you see a report on Canada’s housing valuations? Well, a Canadian source such as CMHC is a good start. Otherwise, as experts stress, remember to look at your individual market for a clearer indication, not the national assessment.

Canadians have been sitting, very comfortably, in an ultra-low mortgage interest rate environment for years now. Just when we thought rates couldn’t go any lower, they did, as the Bank of Canada dropped its key lending rate to 0.75 per cent in January, and the big banks followed suit. At the BoC’s latest rate announcement on May 27, that rate stayed put. Twenty years ago, the lending rate for a five-year, fixed-rate mortgage was 10.75 per cent. Back in 1981, it was 20.25 per cent, according to ratehub.ca. Today’s numbers in the two-per-cent range are hard to believe, and they’re changing how Canadians handle their debt load. Canadians are doing everything they can to make the most of these low lending rates, according to the 2015 Mortgage Consumer Survey by conducted Canada Mortgage and Housing Corp. (CMHC). SURVEY SAYS…

According to CMHC, 60 per cent of mortgage renewers did so before their mortgage term expired, and 55 per cent of them did it to avoid a rise in rates in the future. Canadians choose the cottage over city getaway Âť by OLIVIA BOWDEN

Canadians may be looking to trade in those plane tickets for a long weekend up north, according to a new survey from ReMax. When given the option, Canadians choose the cottage. The 2015 ReMax Recreational Property Report showed almost 68 per cent of Canadians were in favour of spending their weekend at the cottage or cabin, as opposed to a big-city getaway. Canadians were also willing to make sacrifices to afford their dream recreational property, with 21 per cent responding they would downsize their current home to afford a second one. Recreational property markets across Canada are seeing the benefit of the low Canadian dollar, which is motivating Canadians to keep their spending within the country. Some Canadians are also following a trend of selling their U.S. recreational properties, which may have increased in value since the 2008 recession. recreational property markets year-over-year including an increase in sales. Markets such as Muskoka, Whistler, Peterborough and The Kawarthas, Haliburton and Wasaga all saw a rise in median market prices, with Peterborough and The Kawarthas experiencing a 27.9-per-cent increase. The explanation for these increases is a hike in sales in the upper-end of the market, with GTA buyers looking to less developed areas such as Stony Lake and Clear Lake instead of Muskoka. Looking to the east and west coasts of the country, the low price of oil has had some effect on markets where many purchasers are oil industry employees. However, some Newfoundland waterfront properties outside of St. John’s are seeing steady sales giving the market a fair start. According to ReMax, the buying market for recreational properties this season has begun strong and is expected to continue into the summer due to low interest rates and high demand.

Moving into a new space can be a fantastic experience, as you can start your design dream from scratch! That being said, it is sometimes difficult not to have a space that truly reflects who you are and your personality. Additionally, with the cost of moving into and purchasing a new home or condo, it may be difficult to completely outfit your entire home. Since the average person spends 25 years sleeping throughout their life, the master bedroom is where you will spend the most time in your new home. When you love your bedroom, you will sleep more peacefully, and generally be happier. Therefore, the master bedroom should be where you invest your first dollars in your new home. When decorating your new digs, start with the colour. All builders have different rules pertaining to the paint they use in the house before handing it over. If given the opportunity, have the painters paint with the colour and paint you would like to keep. If you are forced to choose between several shades of “builder beige” prior to moving in, make sure painting the bedroom takes priority. To choose a colour, first decide what type of feeling you want the room to have. If you want to be dramatic, pick a bold, deep colour. If you are looking for a “peaceful getaway,” pick a

calming blue or green. Next is the bed. It is so very important to invest in a good mattress. A continuously restless sleep can lead to so many negative detrimental side effects. Once this has been taken care of, is it time to tend to the bedding. Everyone has different needs when they are sleeping, some people like to be cool and others are always cold. Make sure you purchase sheets, duvets and comforters that will keep you comfortable while you sleep. Now it is time for style. Depending on the budget, the bedding can be purchased or custom made from materials specifically picked to complement the paint and feeling of the room. This also gives a new homeowner a chance to purchase fabric for the window treatments.

Window treatments are another place that needs special treatment, especially in a new space. A good deep sleep often depends a dark room. Lack of light will send a signal to the brain to shut off and go to sleep. You can achieve this by using blackout blinds or shutters and then layering these with coordinating fabric that complements both the bedding and the wall colour in a style that suits the feel of the room. To finish off the new space, add artwork and accessories. This is where you will have an opportunity to inject personality into your new space. Look at accessories as the vehicle to really convey the feeling of the space. No matter what theme you are going for, accessories will carrying this feeling and create continuity throughout the space. Once your new space is finished, take the time to soak it all in and enjoy every minute of it.
