Yes, drywall – that ubiquitous but mostly unseen panel of calcium sulfate dihydrate used to make interior walls and ceilings – is about to add a significant chunk to new home costs. How? You can thank a party completely unrelated to the home building industry – Canada Border Services Agency (CBSA). As our story on page 76 discusses, CBSA in September arbitrarily slapped huge levies on drywall coming into Canada from the U.S. Duties ranging from 105 to 276 per cent were imposed immediately, delivering “detrimental effects” on Canadian businesses and economies. Just how detrimental? With

drywall producers announcing price increases as high as 50 per cent, builders can no longer absorb the tariff; buyers could be looking at home price increases of $10,000 or more – all within the last month. “We are urging the government to do what it can to alleviate this extraordinary burden on the industry, especially for those already with contracts in place, and on new homebuyers,” Canadian Home Builders’ Association CEO Kevin Lee told New Home Guide. Drywall may be a small part of what goes into a home, but with numbers this large, it’s the last thing we need.

WHEN YOU’RE SHOPPING FOR A NEW HOME, it helps to understand what’s happening in the local housing market. The city of Edmonton’s Growth Monitoring Report provides an annual snapshot of the housing choices of the capital’s residents. The 114-page report is packed with nuggets of information that may come as a surprise. For example, despite massive media focus on garage suites, only 29 permits were granted in 2015. That’s one garage suite for every 120 new single-family homes built within city limits. Here are 10 more facts about residential development in Edmonton and the neighbourhoods that are attracting the most new-home buyers.

1. Homebuyers are overwhelmingly heading for areas outside of the Henday, with 82 per cent of new single- and multi-family homes being built in developing neighbourhoods.

4. In 2015, developing neighbourhoods grew by 10,503 units. Single- and semi-detached homes remain the most popular choice, with 46 per cent of the market, followed by apartment suites (35 per cent) and row housing (19 per cent). 5. The Chappelle Area was the growth champion – gaining 994 homes. Together with Walker (857 units) and Allard (556 units), these three neighbourhoods grew more than all the core and established neighbourhoods combined. 6. Over the last five years, a total of 11 new neighbourhoods have added more than 1,000 singleand multi-family homes. The top five choices: • Windermere – 2,892 • Walker – 2,473 • Summerside – 2,443 • Chappelle Area – 2,197 • Laurel – 1,949

2. The City of Edmonton attracted 78 per cent of the region’s home starts – up sharply from the 10-year average of 67 per cent. A big surge in construction downtown helped lift the capital city’s share of the metro market.

7. Rounding out the list of most popular neighbourhoods are: McConachie, Callahan, Allard, Ambleside, The Hamptons and Secord.

3. New neighbourhoods gained nearly 25,000 people – that’s 10 times the number in older areas of Edmonton.

8. All of this activity adds up to a huge direct investment for residential construction – more than $19 billion in the last decade

and $3.2 billion just last year. That’s almost double the value of non-residential construction permits granted by the city. 9. The big driver of housing construction is the city’s remarkable growth during the last decade – an extra 165,535 people. There were 91,508 housing starts over the same period to accommodate all those new Edmontonians. 10.The flood of people coming to Edmonton has given the region the youngest age profile of Canada’s big metro areas. And the city is expected to grow by another 484,000 to 593,000 people by the year 2044, so we’ll be building a lot more new homes in the coming decades. WHAT TYPE OF HOME should you

buy? This question used to be a lot easier to answer. First-time buyers would often prefer a townhome or semi. Downsizers might also like something smaller, such as a condo. Move-up buyers quite likely would go for their “forever” home. The answer has always depended on buyers’ situations and preferences – everything from the amount of down payment to where you work to whether you have kids. But increasingly, people’s decisions are being influenced by factors beyond personal choice. Government policy and the impact on prices is shaping the housing landscape like never before. Of course, most of us would love a large house on an expansive property on a quiet cul-de-sac in the best neighbourhood. But that’s looking less and less likely – at least as a first choice – for many buyers. All of this puts increasing focus on buyers’ decision-making. Where do you want to live? This question is becoming more important, influenced primarily by where you work, how much of a commute you want and what your transportation options are. Indeed, proximity to mass transit is something more and more people 50

are looking for in their new home location. It may not be as simple as choosing to live in the city, suburbs or small town. What type of home do you want? Single-family detached, semidetached, townhome or duplex? While you may have a strong preference for one or the other, your realistic options might be determined by a combination of where you want to live, and, most importantly, how much you can afford. It may not be as simple as selecting the type of home you were really hoping for. How much can you afford? Experts agree it is never a good idea to make yourself house-poor, and it is a very common mistake, particularly of first-time buyers, to buy more home than you can really afford. Meeting with a mortgage broker or your banker will help determine your full financial picture,

assessing everything from your credit rating to how much you have saved for a down payment. And with tougher mortgage rules recently taking effect, buyers should “stress-test” their plans – seeing how well you could cope with higher mortgage payments brought on by rising interest rates. Some many questions, so many choices. The good news is, home builders today are in sync with customer preferences for location and amenities, and with market realities with regard to pricing and needs for energy efficiency, so your options for new-home product have never been better. ‘Fall’ into your organizing groove By Hellen Buttigieg

WITH THE KIDS BACK at school, fall is the perfect time to de-clutter and get your home organized before the snow hits the ground.

What’s in your freezer? An organized freezer allows you to find and use what you have, prevents waste and saves you money. Freeze sauces, meats and berries in zipper freezer bags and use permanent marker to write the contents and date directly on the bags. Use sturdy, flat-bottomed freezer baskets to store the floppy freezer bags. Organize by category (frozen vegetables in one basket, sauces in another). Place new foods at the back of the freezer and use the oldest food first. Store your seasonal clothing Before storing them, ensure that they have been cleaned. Even if items appear clean after wearing, body oils can cause stains that set over a few months and may attract moths.

Never store clothing in plastic bags for extended periods (even those that come from the dry-cleaners); they trap moisture and encourage mildew. Use cotton garment bags instead. Avoid storing clothes in cardboard boxes as acids in the cardboard can cause fabrics to yellow and the glue between the layers can attract insects. Use lidded plastic storage containers instead. Tuck some cedar blocks or shavings inside (it’s less toxic than moth balls). Always store the clothes in a cool, dry, dark and wellventilated area. Maximize bathroom storage space Place items you use daily within easy reach, like on the countertop, in the top drawer or in a hanging organizer in the shower area. Store items used once or twice a week in the next most-accessible place, like the middle drawer or under the sink. Stash items used only once or

twice a month in the back of the cupboard or in labeled boxes. For shared bathrooms, avoid turf wars by giving each person their own shower tote, which can be stored in the person’s bedroom when not in use. How do you file your paperwork? Some experts suggest placing new paper behind previous ones (filing to the back) because it’s faster and easier to drop papers in the file that way. On the other hand, when you are looking for papers inside your files, you are more likely to need the most current ones, so you could access them faster if you filed them at the front. This just goes to show that organizing is not one size fits all; you need to find the systems that work best for you.

Exorbitant duty on drywall hurts business, homebuyers: CHBA PROVISIONAL DUTIES on gypsum board

(drywall) recently announced by the Canada Border Services Agency (CBSA) represent punitively high additional costs for business and homebuyers, according to the Canadian Home Builders’ Association (CHBA). CBSA invoked the Special Import Measures Act on Sept. 6, making a preliminary determination of alleged dumping with respect to certain gypsum board originating from the United States to western and northern Canada. Unfortunately, the ensuing duties, effective immediately, will have far reaching detrimental effects on struggling Canadian businesses and economies, CHBA says. “The scope of the anti-dumping investigation only considers the domestic market for drywall producers, not the impact on the rest of the industry and end-users,” says Kevin Lee, chief executive officer, CHBA. “There was not sufficient attention paid to the unintended downstream effects of this decision or the implications for the public interest. “These extremely high duties ranging from 105.2 to 276.5 per cent, on about half of the drywall sold in western Canada, will severely affect the businesses of drywall contractors, builders and renovators, who will face losses on contracts already in place for the months ahead. At a time when our governments are seeking to avoid further housing price increases, this duty will send both house prices and affordability further in the wrong direction.” “Supply shortages and higher costs for drywall are the last thing we need in the already vulnerable Alberta market,” adds Carol Oxtoby, a developer in Calgary. “We should be concerned that smaller companies may be forced into bankruptcy, as existing contracts may force them to fully absorb cost increases. businesses and damages affordability for homebuyers is a major step in the wrong direction. Worst of all, the impacts of higher prices and shortages will be felt severely in Fort McMurray, affecting the rebuild there so important after the fires.” “You already have a high-priced housing market in Greater Vancouver and the lower mainland,” says Nathan Stone, a builder in the BC Fraser Valley. “No one can afford further increases to construction costs. This increase will have a negative impact on new-home buyers and homeowners’ renovation projects. Many of our drywall companies are at serious risk with contracts already in place.” Although the duty is on imports to Canada’s western provinces, this issue will also be felt across Canada. “This is quickly becoming a national issue,” says Bob Finnigan, national president of the CHBA and a builder in Toronto. “We are already seeing ripple effects on price and warnings of supply restrictions in Ontario, as uncertainty about the supply of

drywall grows and Ontario plants potentially start to have to supplying the western markets. As we try to keep house prices contained in the GTA, increases in drywall prices and potential shortages will only make matters worse.” The CBSA decision on this came with an immediate imposition of the duties. While the process is ongoing and final determination is still months away, the negative impacts on industry and consumers of the duty are already being felt. “While we respect the process, suffering companies cannot wait (until January) to see the final decision on this,” says Lee. “Even if duties are reduced or eliminated in the end of the review process, or if we have to request a hearing into the public interest because the duties are upheld – the damage to industry will be done. In the meantime, efforts to reduce house prices and protect affordability, as well as those to support the economy as it seeks to recover, are being undermined severely.”

Millennials set on finding their perfect ‘YOLOcation,’ despite steep city home prices

MILLENNIALS ARE APPLYING the “you only live once” philosophy to their homebuying approach with nearly half of surveyed Millennials who commute (48 per cent) saying they are likely to spend more money on a home in order to live closer to work, compared to only 34 per cent of Canadians as a whole, according to a new survey from TD. Most Millennials are “sorrynotsorry” about compromising their housing hopes when it comes to purchasing a new home. For example, an overwhelming majority of those surveyed, 80 per cent, said that commute time is paramount when buying a home. With location 82 YPNEXTHOME.CA

driving their decision in increasingly expensive urban housing markets, Millennials, many of whom are first time homebuyers, may need to yield, proceed with caution and ensure they understand their complete financial picture. “While living close to work has many benefits, purchasing a home in expensive urban cities can come at a price,” says Pat Giles, associate vicepresident, real estate secured lending at TD. “Finding your dream location means striking a balance among affordability, your non-negotiables and your financial future.” A city’s magnet of social activities and entertainment make it a mecca

for life-loving Millennials and they are stretching their dollars to shorten commute times. While commuting a long distance to work each day may be less desirable to Millennials, sometimes going out of the city by 45 minutes to one hour – an average commute time for many Canadians, according to the TD survey – could mean long term savings on a home, and a stronger financial future.

Firm foundation: Take the time to build up a significant down payment. With a down payment of at least 20 per cent, buyers can also save on mortgage insurance premiums upfront. Consider setting up a savings account to regularly put aside money, which will not only help you save for your ideal home, but will also help you prepare for other costs such as lawyer’s fees and moving costs.
