For all the challenges the Alberta economy is facing in the wake of the oil slump, real estate markets in Edmonton and Calgary are outshining their prairie neighbours Regina and Saskatchewan. According to the latest Royal LePage House Price Survey, home prices in Canada showed moderate to strong year-over-year increases in most markets in the third quarter.
The Edmonton housing market continued to weather the energy downturn, showing healthy yearover-year price increases across all housing types surveyed. During the third quarter of 2015, the median price for a two-storey home increased 5.6 per cent year-over-year to $465,247, condominiums increased 4.1 per cent to $244,534, and bungalows 1.9 per cent to $370,989.

Edmonton weathering THE STORM By Jim Rivait WINTER HAS RETURNED to Edmonton, and just as each and every snowflake we’ll see in the next few months is unique, no two housing markets are identical. That’s sometimes hard to see when a blizzard of housing market news lumps together a lot of individual cities into a “national” market that seems to involve only Toronto and Vancouver. Even when the media focuses on covering Alberta housing news, it often starts and stops with Calgary. So, here is what’s happening in Edmonton, in case you’re considering a home purchase or just trying to understand our unique local market. On the construction side, we have the stats for the first 10 months of 2015. Edmonton started the year with a lot of momentum behind the multifamily sector and that has pushed housing starts way up – almost 30 per cent – to more than 14,600 homes. Construction of single-family homes has slipped about 11 per cent this year. To put that in context, it’s important to realize that last year saw the most single-family homes built since 2007. So we’re down a little when compared to a very strong year. So far this year, builders in metro Edmonton started work on more than 5,000 homes. Even in October, almost 18 months after oil prices started to fall, foundations were poured for more than 500 new homes. Canada Mortgage and Housing Corp. now forecasts we’ll finish the year with about 5,900 new singlefamily homes – almost exactly the same number as 2013 when the
Alberta economy was roaring along in high gear. Next year, CMHC expects the number of single-family homes built will slip five per cent to 5,600 – a drop of just 300 homes from 2015 totals. When Canada’s national housing agency looks ahead to 2017, it expects the totals to edge up to almost the same level as this year. To sum all this up: 2014 was an unusually busy year for single-family home construction, and now we’re back to more typical levels. Plus, our economy is getting a very positive jolt this from a near-record year in construction of multifamily homes. For Alberta, the numbers are also less dramatic than you might think – down seven per cent through October. Todd Hirsch, chief economist for ATB Financial, explained in a recent commentary why new home construction has not dropped sharply along with oil prices. “The fact that housing starts have pulled back only moderately this year reflects the fact that the market was in a healthy balance before oil prices started to drop,” Hirsch said. “Prior to previous recessions – such as 2008 and 2009 – home builders had put far too many new homes onto the market. When the downturn hit, there was a surplus of unsold homes on the market, so construction pulled back more severely.” Stability in the housing market may not make for many attention-grabbing headlines, but it should reassure homeowners and buyers about the resilience of Edmonton’s strong – and unique – economy. moderate to strong year-over-year increases in most markets in Canada in the third quarter of 2015, according to the latest Royal LePage House Price Survey. While the effects of the crude oil shock are still filtering through the economy, the country’s non-energy sectors are beginning to regain momentum as a lower Canadian dollar stimulates sharply higher exports, particularly to the U.S., supporting overall consumer confidence and the strength of Canada’s real estate markets. On a national basis, the average price of a home increased eight per cent year-over-year to $502,643 in the third quarter. Two-storey homes rose 9.9 per cent year-over-year to $615,304, bungalows 6.8 per cent to $421,757, and condominiums increased 2.7 per cent to $338,945. “Economic slowdowns in energy-
dependent markets, most notably in western Canada, have in part been offset by both renewed industrial activity in other parts of the country and the Bank of Canada’s recent interest rate cuts,” says Phil Soper, chief executive officer, Royal LePage. As was the case in recent quarters, the strong national home price increases are largely being driven by continued double-digit percentage increases in the Greater Toronto Area and Greater Vancouver. Such price increases may be good news for those who already own a home, but present growing affordability challenges for prospective homebuyers. “Access to affordable housing in our largest cities has been and will continue to be a challenge for policy makers and for prospective homeowners,” Soper told New Home Guide. “There are similar housing-

access challenges in major urban centres worldwide, from New York to Mumbai. “Despite the high cost of large city homeownership, thousands of firsttime buyers find a solution every year.” Soper says prospective buyers can consider the following compromises: Geography: moving farther from the most expensive regions and neighbourhoods of a city, or away from the city core and commute Property type: Choose a smaller property or a property with less expensive features (a smaller condo versus a detached home, for example) Financial: Take more time to save in advance before purchasing or seek more attractive financing options.

2016 housing market outlook By Wayne Karl ATTENTION HOMEOWNERS and prospective homebuyers: the housing market outlook is okay now, but there is a lot of uncertainty in the economy. Make your decisions carefully. This doesn’t necessarily mean consumers should “take cover,” but the overriding message at Canada Mortgage and Housing Corp.’s kick-off Housing Market Outlook Conference series in Toronto on Nov. 3 was that the housing industry – realtors, builders, developers, and of course buyers and sellers – should certainly “take note.” In language not usually used by CMHC at its outlook conferences, terms such as “overvaluation” were common, including the situation unfolding in Toronto, Canada’s largest housing market. CMHC issued similar warnings in late October, when it released its latest Housing Market Assessment, which highlighted that as of October, 11 of the 15 Canadian centres it monitors show at least moderate evidence of overvaluation, up from eight in August. Five of Canada’s largest markets are showing moderate to strong evidence of overvaluation. “We don’t want to put out the warning of overvaluation when it’s too late, when the market is bound for a strong correction,” says Bob Dugan, chief economist, CMHC. “We want to get that message out early. We want to get the information out to potential homebuyers, lenders, builders, to give them the tools to make better decisions.” 52 YPNEXTHOME.CA
Looking at the national picture, where there is modest evidence of overvaluation, CMHC says: » Mortgage rates will begin to rise gradually in late 2016. » Canada’s economy is expected to continue to attract a high level of immigrants. The level of net migration will remain above its historical average and help support Canada’s housing market. » Income is expected to increase modestly as economic conditions in Canada improve. Income growth will remain supportive of housing demand over the forecast horizon. “However, there is a lot of uncertainty in the economy,” says Dugan. Downside risks to the national outlook include: » Future path of oil prices remains the most significant domestic risk that could limit growth through decreasing exports » Broader slowdown in China’s economic growth will negatively affect the Canadian economy through weaker demand for exports » Household debt levels remaining elevated represent a vulnerability that could amplify an economic shock Under these conditions, CMHC forecasts that GDP growth could range between 1.4 and 2.3 per cent next year, and 1.7 and 2.8 per cent in 2017. Home price growth is expected to slow; the average MLS price will grow to $443,300 in 2016 from $437,700 this year, and to $449,600 in 2017. Economic developments that can serve to dissipate some of the overvaluation include rising disposable incomes, job and income growth and increasing migration. “The other way it can dissipate is if house price growth slows, allowing fundamentals to catch up,” says Dugan. “These are some of the ways in which these overvaluations can be resolved.”

We shoot, we score! New arenas boost real estate values By Wayne Karl

GREAT NEWS, SPORTS FANS. The common belief that
new arenas and sports stadiums are slam-dunk wins for their billionaire owners and millionaire players, but big fat goose eggs for the local economy… Well, that could be dead wrong. A new report not only suggests the opposite, but says such projects actually boost surrounding real estate values. The one key proviso is that tax increases to help foot the bill can’t be part of the plan. The Impact of Stadium Construction on Real Estate Values, from the Real Estate Investment Network (REIN), explores the affects – positive and negative – new arenas, such as Rogers Place in the new Ice District in Edmonton, have on real estate values.

Highlights of the report include: • An arena’s positive impact on housing values can be felt most within a five-km radius and has the largest effect when appealing architecture, community plazas, park landscapes, retail, commercial and entertainment spaces, and the stadium’s construction itself are incorporated into its design. • A negative effect on property values is felt when the costs of a proposed stadium necessitates the increase of property taxes. • Homes in neighbourhoods close to new stadiums, on average, have premiums ranging between three and 15 per cent, depending on the different types of housing, parking options and the distance from the facility. • Housing values increase on average 1.75 per cent for each 10 per cent decrease in distance from a stadium, with the positive price increase being highest for homes closest to the stadiums and decreasing gradually outwards within the five-km radius. When a stadium is located outside the downtown core, and is not connected to any other economic development activities or urban redevelopment program, residential properties around the facility will still see a positive increase in value. However, this increase will not be as dramatic as those that are built in, or with nearby accessibility, to the Central Business District. While proximity to the stadium usually results in the largest price increases, the regular presence of fans may lead to a constant source of noise, incivilities, traffic

congestion and a scarcity of parking. These are all factors with the potential to create a price depreciating effect. The conclusions are somewhat surprising, given previous perceptions that such projects yield little real economic boost, and that a city’s health depends mostly on its economic fundamentals and infrastructure. “The presence and subsequent impact on the value of infrastructure is quite unrelated to the economic fundamentals, which reign as having the most impact on real estate values in the short, medium and long term,” said Melanie Reuter, REIN’s director of research. The findings regarding arenas can be likened to the impact of transportation improvements such as LRT stations, she adds. “Think of the infrastructure findings (transportation and arenas) as a micro effect, compared to broader and deeper fundamentals. So, once you choose a place to invest based on strong fundamentals, give yourself an additional lift by investing around an arena or an LRT station.” In Canada, while hockey may be the number one sport, a project’s positive impact on real estate values is unrelated to the type of sport – or even whether a team is a winner. “Surprisingly, type of sport and whether a team is winning or losing has little impact on the results,” Reuter says. More important factors are proximity to downtown (positive), ample parking (poorly planned or non-existent parking can have a negative impact on values) and integration with the surrounding community. Incorporating mixed and constant uses – think bars, offices, shops, outdoor spaces – was also key, as was access to good transit. “Equally important is nearness to the arena,” says Reuter. “Properties within walking distance (one kilometre) saw the biggest price jumps, and the impact diminished the farther out one went, until there was no impact past four kilometres.” Edmonton’s Rogers Place, future home of the NHL’s Oilers currently under construction and scheduled to open for the 201617 season, is a good example of a pro-sports facility with spinoff benefits to the local economy. It is being constructed in the heart of downtown Edmonton, has well laid-out urban design plans, and excellent links to public transportation, REIN says. By creating an entertainment district around the arena, hundreds of local amenities will be available for neighbouring residents. 58 YPNEXTHOME.CA

The list of planned projects for the Ice District is “staggering,” REIN says, with $2.5 billion in downtown development directly connected to Rogers Place. What to do when you hire a contractor Many experienced and reliable contractors work in your community – highly skilled professionals who do business the right way. Access to major freeways makes getting around the rest of the city easy enough, but expect a longer commute to downtown or anywhere north of the river.
Real estate Although the newer homes are still priced comparably to nearby neighbourhoods, starter homes are no longer as affordable as they used to be. First-time homebuyers are renting out suites in their homes and this benefits the renters market.
