Smaller households, smaller homes Canadian households are shrinking, according to Statistics Canada data. Seven decades ago, the average household consisted of 4.3 people; by 2011, the average size had dropped to 2.5 people per household. While the majority of Canadian homes over the last century were built to support larger families, nowadays one or two people make up the majority of households. This is why condominium living have become increasingly popular.

The impact of smaller families on the Canadian housing market has been significant, spurring a dramatic change in the types of homes and apartments being constructed. The introduction of townhomes, lofts and condominiums is effectively servicing smaller families and singles who need homes and nearby amenities. While larger homes are still a need for some, the next time you see another crane in the air keep this new demographic dynamic in mind.

The great rate advantage for homebuyers By Jim Rivait SOMETIMES, NO NEWS IS GOOD NEWS.

Interest rates don’t make news these days because the Bank of Canada has kept levels at near-records for months. That’s very good news for every Edmontonian with a mortgage or considering buying a home. Major financial institutions are offering five-year mortgages with fixed rates less than three per cent. That looks like a steal of a deal, compared to times when rates on the same term topped 15 per cent. Despite regular rumblings in the media about how higher interest rates could be just around the corner, most analysts don’t see any changes coming until the middle of 2017, and then any increases will be modest compared to historic standards. Even that possibility seems more remote with the Bank of Canada’s announcement on Dec. 8 that it is open to the possibility of lowering interest rates even more to stimulate the economy. This gives homebuyers an enormous opportunity to pay down debt and build their own net worth at a pace that would make previous generations green with envy. Mortgage rates are an especially important consideration for first-time homebuyers because debt levels are at their highest levels right after the purchase. Locking in low rates also takes a lot of the guesswork out of a budget because a major portion of the monthly expenses is set for a significant time period.

Low interest rates are one factor helping to sustain Edmonton’s resilient housing market even with lower oil prices. Construction of single-family homes has dipped from last year’s levels but it is important to keep in mind that 2014 was one of the strongest in Edmonton’s history and the highest total in seven years. Metro Edmonton is on track to finish this year with close to 6,000 new single-family homes under construction – which equals or betters the totals over most of the last six years. Each of those homes represents an investment decision by an Edmonton family that looked at the own financial prospects and opportunities in today’s less heated housing market. The advantages of new homes have also never been clearer. Carbon taxes coming to Alberta starting in 2017 will raise energy costs for all energy consumers – and that includes higher costs for home heating, hot water and electricity. Each generation of homes is more energy efficient thanks to building codes that continually push up standards. Besides lowering greenhouse gas emissions and fighting climate change, the energy efficiency of new homes will pay off for years to come through lower bills for natural gas and electricity. Window of opportunity Mortgage rates remain at historical lows, so take advantage while you can – but carefully By Wayne Karl THIS YEAR WAS a notable one in the mortgage world: The Bank of Canada dropped its influential overnight target rate – not once, but twice. In its latest announcement on Dec. 2, the BoC held the rate at 0.50 per cent – where it had been since July after dropping it from 0.75, where it had been since January 2015 when the Bank dropped it from one per cent. Just a bunch of numbers, right? Perhaps, but some experts are now saying rates won’t begin to inch up from these historical lows until mid-2017. This means an extended window of opportunity for those looking for a home. If you could lock in at a low rate over 10 years, for example, that gives you the comfort of knowing what your mortgage payments will be over that period, while over that time you can also take advantage of any pre-payment and lump-sum payment options to pay down your mortgage. Another appeal of this scenario is that, as we often point out, experts advise you take a longterm view of your home purchase. For example, some markets have recently experienced cooling prices and softening sales. But even if that were to happen in your market and housing type, ask yourself: in 10 years, is a home you buy today likely to be worth more or less? If you need an answer to this question, just take a look back at prices 10 years ago. Of course, there are no guarantees, but if you’re in the homebuying mode anyway, today’s low rate environment makes a pretty

compelling reason to act sooner than later to take advantage of these opportunities. Low rates notwithstanding, the banks, financial firms, brokers and other experts still advise homebuyers to practice smart borrowing. Experts stress that even as rates remain low, buyers should explore everything from putting down a larger down payment to taking advantage of pre-payment options to “stresstesting” your mortgage at a higher rate to ensure your finances can

accommodate rate fluctuations or other unforeseen circumstances. One day, the mortgage landscape will change. And if you’re among those homeowners who have been somewhat spoiled by continuing low rates, you could be could be in for an unpleasant surprise. Take advantage of today’s low rates while you can, but also spend the time necessary to find a broker or banker you trust, who knows their business, and who can help you explore what options might be best for you. Alberta and Edmonton economies and housing markets to improve next year AFTER A CHALLENGING 2015, the

Alberta and Edmonton economies – and housing markets – can look forward to better times beginning next year and into 2017. “Lower oil prices have had an impact on Alberta’s economy this year, affecting capital investment, energy exports and consumer spending, and in turn, the province’s housing starts,” says Lai Sing Louie, CMHC’s regional economist for the Prairie and Territories region. “New construction declined by about 20 per cent in 2015. However, oil prices are forecast to rise next year and in 2017 as US crude oil production declines. This will help Alberta’s economy return to growth in 2016 and 2017.” In Edmonton, strength in the multi-family sector will push total housing starts to 16,400 units in 2015. What to do when you hire a contractor Many experienced and reliable contractors work in your community – highly skilled professionals who do business the right way. Unfortunately not all contractors play by the same rules. Some cut corners to offer lower prices. They promise you a “good deal” as long as nothing is written down and you pay in cash. PURCHASING A HOME will be one of the biggest investments you’ll ever make. If you’re just starting to look, there are a few steps you’ll need to take before you can buy a home.

Determine how much you can afford First, you have to determine what you can afford. Your affordability is based on your household income, your current monthly debt payments and the costs associated with owning a home (such as property taxes, heating costs, and condo fees). A lender will also look at two ratios to figure out how large your mortgage can be. The first is called the gross debt service ratio. Your monthly housing costs for (principal and interest, taxes, and heating costs) shouldn’t be more than 32 per cent of your gross income. The second is called the total debt service ratio, which includes your housing costs as well as any loan expenses (such as credit card and line of credit payments, and car loans or leases). This ratio shouldn’t be higher than 40 per cent of your gross income.

You also have to come up with enough money to make a down payment. You’ll need to have a minimum of five per cent. If you’re able to come up with a down payment of 20 per cent or more, you won’t need mortgage loan insurance. And you should also have money saved for closing costs, which could be between 1.5 and four per cent of the purchase price of your property. Dip into savings Once you’ve determined how much you’ll need, you’ll have to find a source for your down payment and closing costs, one of which can be your RRSP. Under the Home Buyers’ Plan, you can withdraw up to $25,000 from your RRSP on a tax-free basis as long as the funds have been in the plan for more than 90 days. If you’re purchasing a property with a partner who’s also a first-time buyer, you’ll each be able with withdraw $25,000. Keep in mind that the money has to be paid back starting the second year after you make the withdrawal and

you have up to 15 years to repay the amount. If you don’t make an annual payment, you’ll have to declare it as taxable income on your tax return for that year. If your RRSPs or other savings aren’t enough, your family may be able to help you. In fact, an April 2015 BMO survey found 42 per cent of first-time buyers expect their parents or relatives to help pay for their first home. Shop for a mortgage It can pay to shop around. If you and your partner go with the first mortgage rate you find, you could end up paying a lot more. Let’s assume the following: you plan on buying a $500,000 home with a $400,000 mortgage, your amortization period will be 25 years, and you have a five-year fixed rate of 3.5 per cent. That means your total mortgage payment will be $1,997 a month. But if you do a little research, you could save some money. If you’re able to get a mortgage with a fiveyear fixed rate of 2.5 per cent, your payments will be $1,792, a difference of $205 a month or $2,460 a year. That’s why you should look for the best mortgage rates. You need to be ready financially before you’re able to purchase a property. Effective Feb. 15, 2016, the minimum down payment for new insured mortgages will increase from five per cent to 10 per cent for the portion of the house price above $500,000. The five-per-cent minimum down payment for properties up to $500,000 remains unchanged. The move represents a graduated approach to increasing the down payment requirement proportionally to the cost of a home. Canadians who already hold mortgages will not be affected by this announcement. The government continuously monitors the housing market and is committed to implementing policy measures that maintain a healthy, competitive and stable housing market. Higher homeowner equity plays a key role in maintaining a stable and secure housing market. “The government’s role in housing is to set and maintain a framework that is equitable, stable and sustainable,”

The magnificent homes on generous lots appealed to everyone when Highlands was first developed in 1910, though only the privileged could afford them. Passing time made this neighbourhood affordable for people from all areas of life and they’ve come together as a community. Vibe The residential streets of Highlands are quiet, either lined with mature trees or opening up to the North Saskatchewan River valley. The 112th Ave, dubbed The Avenue, is a hub of activity home to restaurants, cafes, boutiques and annual street festivals. A very busy community league organizes a community garden, recreational programs and events on a regular basis. Meet the neighbours Highlands is a tight community. Residents enjoy spending time together

and they look out for one another. Middle aged married couples, with children at home or grown, make up much of the population although there is a healthy mix of young professionals and seniors. Long time residents are joined by new neighbours as they consistently flock from other parts of the city to call Highlands home. In the area Highlands’ proximity to downtown Edmonton provides quick access to most amenities and business services. There are several schools in and near Highlands for students from kindergarten to grade 12 as well as the Concordia University College of Alberta. Recreational facilities, churches, and a branch of the Edmonton Public Library are all in the neighbourhood. Planes, trains & automobiles Wayne Gretzky Drive runs passes Highlands, offering commuters southbound passage to other parts of the city or the Yellowhead freeway

in the north. City buses go through Highlands offering direct routes to north Edmonton neighbourhoods, West Edmonton Mall and downtown. From there a transfer to another bus or the LRT will take travellers to anywhere in the city. Real estate Many homes along or near Ada Boulevard are extravagant, with matching price tags and residents who enjoy a high-end lifestyle. Areas near 118th Avenue have a shady reputation that sometimes spills over into northern Highlands. On the positive side, this diversity of housing and costs offers a wide range of options for residents.
