uying a brand-new home offers an opportunity to get what you really want. It can be a dream come true and an investment for the future, but don’t forget, it’s also a legal transaction. The term “get it in writing” has never been more important, since it outlines everything your new home will have in it, on it and around it. Otherwise known as the Agreement of Purchase and Sale, the contract spells out the terms between you and your builder. Without it, if there is a misunderstanding or disagreement, it’s impossible to prove what was originally promised. Since buying a new home is much more complicated than a resale transaction, there is no set Agreement of

Purchase and Sale or standard contract. In some provinces, builders may have standard contracts prepared by the local home builders’ association or their new-home warranty program. Builders often prepare their own agreements, so these can vary from one company to another and from province to province. Before you sign a contract, review it carefully with the builder representative, and ask questions to make sure you fully understand what’s in it. Your next step is to then take it to a real estate lawyer and have it reviewed. Once it is signed, it becomes a legal document, so seeking the services of an experienced lawyer is an important step toward ensuring that your dream home becomes a reality.

Ontario rules top 10 Canadian cities for investing » by WAYNE KARL If you’re like many Canadians, you may be thinking of investing in real estate. It’s been a top performing asset class for a number of years now, and a proven place to make your money work for you. We’ve put together a list of 10 top Canadian cities for investing in real estate, and one thing is clear – Ontario rules. First, let’s be clear about what type of real estate investment we’re talking about – a technique known as “buy, hold and rent.” This method involves buying a property, holding onto it and renting it out over a period of five to seven years. You benefit in three ways: » Positive cash flow, meaning investors rent it out for an amount that exceeds expenses (mortgage, taxes and other costs) » Tenants pay down your mortgage » The property value, hopefully, appreciates over time There are other investment strategies, including: Fix and flip – popular as a TV show, but rife with risk in real life Buy, reno and hold – similar to buy, hold and rent, but involves renovating the property to command a higher rental rate Pre-construction condos – you buy a condo before it’s built, and either sell your “assignment” before it’s completed, or rent the unit to a tenant Buy, hold and rent, many experts agree, is well suited to first-time investors. Among of the key things to learn about, as an investor-landlord, are vacancy rates. Canada Mortgage and Housing Corp. (CMHC) summarizes these, along with average rents, in twice-annual rental market reports. A vacancy rate between two and three per cent is considered a balanced

market, so anything below that is ideal. An increasing rate means rental supply is growing, and renters have more units from which to choose. Declining vacancy rates mean supply is tightening and your property may be in higher demand. As an investor, you’re looking to select areas where: » The vacancy rate is low and ideally tightening further » The economic fundamentals are strong » The area is desirable for renters and the building type is suitable for the local tenant profile » Tenants in the area will pay what you have to charge for rent The key things to look for are a solid and a growing local economy, stable employment conditions and minimal new apartment construction. These combine to produce a tight rental environment, which is what you want. You may think only large Canadian markets offer opportunities to buy investment property. But as you can see from the list below, that’s not necessarily the case. You’ll also notice that towns or cities in Ontario dominate the top 10 for Canada. Indeed, the Ontario economy is to pick up steam in the coming quarters, according to The Conference Board of Canada’s Provincial Outlook: Spring 2015. Overall, real gross domestic product (GDP) is forecast to expand by 2.6 per cent in 2015 and 2.3 per cent in 2016. Ontario’s Tarion Warranty Program is structured to deal with homeowner complaints in a very specific manner; in order to take advantage of the program, it’s necessary that you fi ll out the appropriate forms and meet set deadlines.

Details of the process are outlined in The Homeowner Information Package, provided by Tarion to all new home buyers. As much as I urge my clients to become familiar with this guide, the truth is that amid the flurry of your home search, purchase and move, it can be a lot of information to digest. Here are some major points to remember: • There are one-year, two-year and seven-year warranties that apply to various aspects of your home. • If you discover a problem with your home within the fi rst year of living there, you have two opportunities to fi le a warranty form. The 30-Day Form must be fi led within 30 days of taking possession, while the Year-End Form must be fi led within the last 30 days of the fi rst year. Naturally, it’s in your best interest to submit a report sooner rather than later, so I recommend paying particular attention to construction details during your fi rst couple of weeks of occupancy. As well, some homeowners who missed the chance to hire a home inspector during the PDI may choose to do so prior to the end of the year for an added sense of security. What will the Bank of Canada’s rate cut mean FOR THE ECONOMY, HOUSING AND YOU? » by ALYSSA RICHARD

On July 15, the Bank of Canada (BoC) announced it would cut the target for the overnight lending rate to 0.50 per cent from 0.75 per cent. This was just the second such rate cut since 2010, with the BoC most recently reducing the rate from one per cent to 0.75 per cent margin in January. January’s rate cut came as a surprise to many, but this most recent move had been anticipated in the weeks leading up to the announcement. Lower oil prices have led the Canadian economy into a slump, prompting debates over whether we are in a recession. That argument has mostly come down to the definition of the word – a recession is technically defined as two consecutive quarters of negative GDP growth. The BoC was careful not to use the R word in its announcement, but acknowledged the economy is underperforming and an interest rate cut was necessary to “help return the economy to full capacity and inflation sustainably to target.” The rate cut has mixed effects, however. Last month, BoC Governor Stephen Poloz compared January’s rate cut to “life-saving surgery,” noting that the positive benefits outweighed any side effects such as increased levels of consumer debt. Since mortgage rates are closely tied to the BoC’s overnight rate, the housing market will also be affected. In Toronto and Vancouver where prices have been skyrocketing, rate cuts are only making the situation worse, putting ownership further out of reach for first-time homebuyers. Prior to the announcement, it was unclear whether a rate cut would, in fact,

be another cup of coffee for an already overstimulated housing market. But in the hours following the announcement, it became clear that homebuyers were eager to take advantage of lower mortgage rates. Traffic to ratehub.ca surged 300 per cent as Canadians searched for better mortgage deals in the hours following the announcement. Mortgage brokerage Butler Mortgage lowered its five-year variable mortgage rate by 0.10 per cent almost immediately, to 1.88 from 1.99 per cent. The drop translates to $1,320 savings in mortgage payments over a five-year term. TD was the first of the major banks to lower their prime rate, cutting it by 0.10 per cent the day as the BoC announcement. Within a day, many banks had lowered their prime rate by 0.15 to 2.70 per cent. Some remain unconvinced the cut will do enough for the average Canadian to save any money, or stimulate the economy. Others worry the impact on the Toronto and Vancouver housing markets would increase disparity between those hot markets and the rest of the country, where real estate has been relatively stable. So what does BoC’s latest announcement mean for you? If you have a variable rate mortgage, you can expect to save a few dollars a month when your interest rate drops. Interest rates on other variable rate loans (such as lines of credit) are also likely to drop, freeing up some cash. If you’re shopping for a house, your overall affordability will likely increase due to lower mortgage rates, but you may find that higher house prices quickly negate any advantage you might have had. We’ll have the summer to find out what effect the cut has on the housing market and the economy as a whole. The next rate announcement is Sept. 9.

Low interest rates affecting sales, says CREA Canadian home sale levels remain strong this summer, with only a slight decrease in the rate from May to June 2015. Markets in Greater Vancouver and Greater Toronto are shown to distort the national home price average, with prices there being the highest in the country. The national home sales rate declined by 0.8 per cent from May to June 2015 according to recent statistics from the Canadian Real Estate Association (CREA). But, the market shows no signs of slowing down with May and June sale levels being the highest in more than five years. Sale levels in June saw an increase in a number of markets such as Hamilton-Burlington and the Durham region in the GTA. Those increases were balanced out by a fall in sales within Ottawa and Montreal. CREA president Pauline Aunger said in a press release that low interest rates are an important factor in increasing home sales in the summer months. Yet, she said some regions benefit more from low interest rates than others. “All real estate is local, with trends affected by a combination of local and national factors,” she said. A strong demand for housing in the GTA combined with a lack of listings contributes to an increase in home prices, says Gregory Klump, CREA’s chief economist. CREA’s recently released statistics also showed that the MLS Home Price Index (HPI) rose 5.4 per cent year-over-year in June. Statistics also showed a national sale price increase of 9.6 per cent ($453,560) on a year-over-year basis in June. With the exclusion of Greater Vancouver and Greater Toronto, the increase appears much more modest at a growth of 3.1 per cent. “Low interest rates are helping sales activity set new records in and around the Greater Toronto Area, which is boosting national sales activity,” Klump says. Sales levels (not seasonally adjusted) for June rose year-over-year, up 11 per cent higher over June 2014, and 14 per cent higher than the 10-year average for June. For two-thirds of all local markets, sales levels (not seasonally adjusted) were up on a year-over-year basis. The Canadian Housing Market remains balanced overall, with a sales-to-new listing ratio between 40 and 60 per cent, and prices hovering just above and below the average level. Half of all local markets were within this range in June.

One-third of local markets surpassed a 60-per-cent mark, which included areas like British Columbia and the GTA. On average, there CREA reports 5.6 months of inventory nationally by the end of June, which remained stagnant from previous readings in May 2015, and the lowest seen in three years. What kind of properties are seeing the largest gains in price? Two-storey single family homes come out on top, with the highest year-over-year gains of 7.6 per cent. Other single-family homes saw a 4.4-per-cent increase, followed closely by townhouse/row units which saw gains of four per cent. Apartment sales saw a small increase of 2.6 per cent. Both Greater Toronto and Greater Vancouver saw high year-over-year price gains at 8.9 per cent and 10.3 per cent, respectively. Markets such as Fraser Valley, Victoria and Vancouver Island saw smaller year-over-year gains of four per cent. A slow-down is seen in Calgary, with a year-over-year increase of 0.48 per cent in June. Indicating the smallest gains in almost four years, Calgary’s rates correlate with a full year of rates decreasing. By comparison, Saskatoon and Ottawa’s rates remained steady year-over-year while Greater Montreal saw a slight rise. Regina and Greater Moncton saw prices fall at three percent and two per cent.

Two-thirds of Canadians fear an interest rate hike With the Bank of Canada’s recent move to lower its benchmark interest rate, higher lending rates and ballooning debt may be the furthest thing from many Canadians’ minds. But as they say, what goes down must come up. Indeed, when rates do rise, the majority of Canadians fear they’ll feel the strain. According to BMO’s Annual Debt Report released recently, almost two-thirds of Canadians carrying debt (64 per cent) would be stressed if interest rates rose two percentage points. One-quarter (25 per cent) would be “very stressed.” Despite the distress, Canadians remain optimistic about the pace at which they can pay off their debt, and almost half plan to increase their debt in the coming year. Cottage decor often comes down to celebrating the basic essentials, such as beautiful plates, vintage servingware, and stunning pots and pans

Whether or not you can find the time for a true cottage getaway this summer, a sense of relaxed living can be infused into your home through the power of decor. To get the best of lake-side living, even in your urban abode, here’s my guide to the essential details of cottage-inspired decor: LET WOOD REIGN: Naturally, wood is one of the first materials you think of when you think “cottage” – but you must know how to use it right. » To create a feeling of consistency, run wood floors continuously throughout, even into the kitchen. It can survive the occasional spill if you treat it properly. Embrace wood with visible graining, such as Mir Hardwood’s Reclaimed Parquet collection (which mixes woods for rich character). » For those who prefer a hard surface, consider an inset tile “mat” for the kitchen, entry, or other wet areas – it keeps the floor flush (and there’s no sisal rug to try to wash the mud or red wine out of). » Plank walls give the textural look of a cottage cabin interior, but unless you live directly on the water, you may find this much wood a bit overwhelming. Paint it out a white or pale colour to maintain an airy, relaxed vibe, or go for a deep espresso stain and break up the wood with white accents such as art and drapery.

Consider a tile with a more organic surface shape and subtle, uneven colouring, to bring in some traditional warmth, or choose a style with a bevelled edge for a sleek touch of class. » A cottage-inspired kitchen is also a great place to play with the colour of your tile grout. The geometric patterns of subway tile (or any other shape) can be highlighted with dark, contrast grout, or you could even choose one with a colour infused to add a playful accent. FOCUS ON FAUCETS: Even in the most humble cottage, a slight hit of sparkle usually appears in the form of an eye-catching kitchen faucet. » Whether your goal is a transitional or traditional style, a “bridge” faucet (which sits above the counter on two widespread arms rather than one in the centre) adds an uncommon graceful touch. » If you find yourself often filling large pots (for soups or pastas, for example), a wall-mounted faucet placed over the stove is extremely practical, and makes the fixture even more of a standout feature. COTTAGE COLOURS: It’s hard to imagine a cottage-inspired colour scheme without the calming essence of a clean, fresh white. » For an earthy, Zen atmosphere, pair white with off-white neutrals (greys, beiges, or both) and let texture and materials become the focus – it recalls the simple beauty of sandy shores and pebbled paths without feeling too stark. » For a livelier nautical vibe, blue can’t be beat as a cottage-inspired favourite. In general, a cottage interior tends to choose a limited palette and stick to it, so pick one hue to repeat in smaller or larger doses from room to room (and if you want a little extra punch in a key area, try small hits of red for spice).

Moving into a new space can be a fantastic experience, as you can start your design dream from scratch! That being said, it is sometimes difficult not to have a space that truly reflects who you are and your personality. Additionally, with the cost of moving into and purchasing a new home or condo, it may be difficult to completely outfit your entire home. Since the average person spends 25 years sleeping throughout their life, the master bedroom is where you will spend the most time in your new home. When you love your bedroom, you will sleep more peacefully, and generally be happier. Therefore, the master bedroom should be where you invest your first dollars in your new home. When decorating your new digs, start with the colour. All builders have different rules pertaining to the paint

they use in the house before handing it over. If given the opportunity, have the painters paint with the colour and paint you would like to keep. If you are forced to choose between several shades of “builder beige” prior to moving in, make sure painting the bedroom takes priority. To choose a colour, first decide what type of feeling you want the room to have. If you want to be dramatic, pick a bold, deep colour. If you are looking for a “peaceful getaway,” pick a calming blue or green. Next is the bed. It is so very important to invest in a good mattress. A continuously restless sleep can lead to so many negative detrimental side effects. Once this has been taken care of, is it time to tend to the bedding. Everyone has different needs when they are sleeping, some people like to be cool and others are always cold. Make sure you purchase sheets, duvets and comforters that will keep you comfortable while you sleep. Now it is time for style. Depending on the budget, the bedding can be purchased or custom made from materials specifically picked to complement the paint and feeling of the room. This also gives a new homeowner a chance to purchase fabric for the window treatments. Window treatments are another place that needs special

treatment, especially in a new space. A good deep sleep often depends a dark room. Lack of light will send a signal to the brain to shut off and go to sleep. You can achieve this by using blackout blinds or shutters and then layering these with coordinating fabric that complements both the bedding and the wall colour in a style that suits the feel of the room. To finish off the new space, add artwork and accessories. This is where you will have an opportunity to inject personality into your new space. Look at accessories as the vehicle to really convey the feeling of the space. No matter what theme you are going for, accessories will carrying this feeling and create continuity throughout the space. Once your new space is finished, take the time to soak it all in and enjoy every minute of it.
