he Bank of Canada’s recent announcement to hold its interest rate target at one per cent does not come as a surprise. The rate has been holding at that level since September 2010, which is good news if you’re in the market for a mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since
it means you don’t have to wait to get financing, and can be an especially good tool to when markets are hot. Removing the “conditional on financing” clause could mean your offer is accepted first since you already have your financing in place. When will rates rise? It’s anyone’s guess, but most experts agree it’s unlikely there will be any significant movement this year. However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders offer online pre-approvals to make the process faster and easier. Take advantage while you still can.

CIBC seems to think both; Canadians are spending a lot more on home renovations and summer vacations this year. “With mortgage rates remaining relatively stable and at historic lows for the last few years, some Canadians may not be as focused on paying down their mortgages as when interest rates are higher,” says Barry Gollom, vicepresident at CIBC. While balancing your mortgage against other financial goals, CIBC advises homeowners to increase payment amounts, accelerate payment frequency and make pre- or lump-sum payments whenever possible.

Ontarians among tops in Canada
IN TERMS OF PAYING DOWN THEIR MORTGAGES FASTER A new CIBC poll finds there has been a significant decrease in the number of Canadians using today’s low interest rates as an opportunity to accelerate repayment of their mortgages. Ontario residents, however, are among the tops in the country at taking actions to pay down their mortgages faster. While more than half of Canadians with mortgages (55 per cent) are taking one or more actions to pay their mortgages down sooner, a similar poll last year found that more than two-thirds (68 per cent) were taking steps to accelerate their repayments. The poll also finds Canadians with mortgages saying, on average, that they will be 58 years of age before they become mortgage-free. KEY FINDINGS OF THE POLL INCLUDE:
» 5 5 per cent of Canadians with mortgages are taking one or more actions to repay their mortgage faster, down from 68 per cent in a similar poll last year » A mong those taking some action: • 3 2 per cent accelerated their payment frequency (down from 42 per cent in 2013) • 2 8 per cent increased their payment amount (compared to 30 per cent last year) • 1 8 per cent made a prepayment / lump sum payment (15 per cent in 2013) » 5 8 is the average age that Canadians with mortgages expect to be mortgage-free, a small increase from age 57 in last year’s poll “A mortgage is the largest debt most Canadians will take on in their lifetime, and being mortgage-free is an important goal for many,” says Barry Gollom, vice-president, secured lending and product policy, CIBC. “With current low interest rates, this may be an opportune time to make progress against your mortgage – even a few small changes can make a big difference in the length of time it takes to pay off your mortgage and the amount you pay in interest charges.” Recent research from CIBC shows that Canadians are spending more this year on other items such as home renovations (up 30 per cent from a year ago), and summer vacations (up 20 per cent from last year). “With mortgage rates remaining relatively stable and at historic lows for the last few years, some Canadians may not be as focused on paying down their mortgages as when interest rates are higher,” says Gollom. “Generally, paying off debt as quickly as possible is a smart decision, but you do need to ensure you’re not focusing on your mortgage at the expense of your other financial plans, or by increasing debt elsewhere.” Paying off your mortgage sooner can result in significant savings, which can have a large impact when applied to your other financial goals. Here are some specific examples to show how the savings can add up, using a mortgage of $250,000 (the Canadian average), with a 4.99-per-cent interest rate and a 25-year amortization, and regular monthly payments of $1,453: » I ncrease payment amount: Taking the regular monthly payment amount and topping it up by $147 per month would save you four years and $34,362 in interest on your mortgage. »A ccelerate payment frequency: Most Canadians are paid every two weeks; aligning your mortgage payments with your pay deposit and making accelerated bi-weekly payments of $726 would result in saving four years off the life of your mortgage, and a reduction of $30,970 in interest charges. Combining this with increased payments as above (an extra $74 bi-weekly) would together save you seven years and $57,182. »M ake pre-payments/lump sum payments: Not a lot of families have a few thousand “extra” dollars lying around, but even using your annual tax refund towards your mortgage can make a difference. The average Canadian tax refund is $1,600 – applying that amount to your mortgage each year would reduce the amortization by four years and save you $33,103 in interest. Using all three of these strategies in combination would shave nine years off the life of your mortgage, and result in total savings of $73,785. “Employing one or more of these strategies does take some planning and discipline,” says Gollom. “If becoming mortgage-free sooner is something you want to achieve, it’s important to look at your mortgage as part of your overall financial picture, and to balance your mortgage payment plan against your other goals.” AVERAGE AGE CANADIANS EXPECT TO BE MORTGAGE-FREE, BY REGION:

Right on track with what the busiest moving season in Canada, my own family is packing up and moving out. Over the past couple of months, I have experienced all that comes with the home selling and buying process, and now I find myself at the peak of all the excitement. I’ll admit that I haven’t changed homes very many times in my life. I can count my moves on one hand. And after going through the process of packing, clearing and cleaning a whole house worth of stuff – or “junk,” as my husband affectionately calls it – I can honestly say that moving officially tops my “mosthated things to do” list. The fact that my husband and I opted for a do-it-yourself move doesn’t help matters. What also complicates things is the fact that my sale and purchase close on the same day. So, between running to my lawyer’s office, renting vans – yes, plural – packing up the last of our “junk,” moving out and moving in, it’ll be a hectic day to say the least. I must say, my husband and I are on track with it all, but I can certainly see why many choose to go with a pro rather than taking the DIY route. Sure, doing it yourself gives you some control – of your stuff, your timing and your costs. Unless you’ve made errors in judgement, in which case, all that goes out the window. You’ve “eyeballed” your house and its contents, and you’ve chosen a truck that “should be big enough.” But halfway through loading it, you realize you’ve packed only a quarter of your stuff and now your options are to rent a second truck, run about 20 loads of boxes to Mom and Dad’s place, or get rid of a lot of stuff. It’s not a decision you want to make at the last minute, which is when the realization that you’re not properly

You probably already suspect this, but random guesswork really isn’t the best method of choosing a builder. (Just remember how long it’s taken you to find the right hairdresser.) So, how can you go about ensuring that you’re putting your eggs in the right basket? First of all, you can narrow down your options fairly quickly by looking at your list of must-haves. Publications such as New Home & Condo Guide are terrific for zeroing in on possible builders according to neighbourhood, housing type and budget. Some builders specialize in features you may be looking for, such as wide lots, Green technology or R-2000 construction. The Internet is another excellent tool for finding builders to meet your requirements. But making the shortlist is the easy part. When it comes to actual research, the most important piece of advice I give my clients is this: don’t be afraid to be nosy! In your day-to-day conversations with friends, acquaintances and co-workers, dig around. You may not realize it, but you have a network of important contacts at your disposal – even if no one in your immediate circle has had recent experience with a builder, they all know someone who does. When you speak with a builder’s sales representative, work from a list of prepared questions: for instance, how open is the builder to adapting their plans to suit your personal needs? What is the builder’s rating for after-sales service with the Tarion warranty program? Ask for references from previous clients.

When you tour a model home, inspect every nook and cranny: if the model can’t withstand the closest scrutiny, you can be fairly sure that your home won’t, either. If there are no models, request a tour of a customer’s home. As wonderful as the plans may look on paper, you need solid evidence of good workmanship. Talk to people in your prospective neighbourhood. If you’re too shy to knock on doors, stop and chat with people on the street. You’ll find that most people are glad to share their stories, whether they love their builder to bits or encountered issues. Be sure to speak with more than one owner. And remember: whatever may have happened to the cat, there are some situations where curiosity pays! While at ratehub.ca we’re in the business of comparing mortgage rates, we know there’s more to consider than simply how the interest rate will affect your mortgage payment. Throughout the year, big banks and even smaller lenders will offer incredible promotional rates to bring in new clients, but many of those offers come with serious restrictions and penalties. Before you jump at the chance to snag the lowest rate, read the fine print in your agreement to see if your new mortgage product comes with any of the following:

» LOW PREPAYMENT PRIVILEGES. Most products give mortgage holders the option to increase their monthly mortgage payment amount once per year and/or make lumpsum payments throughout the year. While many lenders offer 20 per cent/20 per cent prepayment privileges (meaning you could increase your payment by 20 per cent each year and/or make a lump-sum payment of 20 per cent of your original mortgage), some promotional rates only offer 10 per cent/10 per cent. If your goal is to become mortgage debtfree fast, this may not be the right product for you. » COLLATER AL CHARGE. If the lowest rate ends up being for a collateral mortgage, you’ll want to carefully consider how taking one on could affect your finances in the future. Collateral mortgages are readvanceable mortgage products that allow you to borrow money from your home at anytime, without having to refinance (and pay the legal fees to do so). Sounds great, right? Unfortunately, they also lock you into staying with that particular lender, even when your mortgage comes up for renewal. To get out of a collateral mortgage, you would need to hire a real estate lawyer (and pay legal fees). » C LOSED MORTGAGE. While most mortgages in Canada are closed, some mortgage products’ restrictions are tougher than others. For example, the 1.99 per cent fixed-rate mortgage product Investors Group offered a couple months ago didn’t allow borrowers to prepay, negotiate or refinance their mortgage throughout the three-year term. The only way to break your mortgage in that agreement was to sell your home. Again, if you are someone who wants to pay down your mortgage debt fast or may need to borrow from your home in the future, this may not be the best product for you. Of course, if your mortgage product comes with the lowest rate on the market and has few restrictions, you should jump at the chance to get it! But if you have any concerns about what’s included in the mortgage agreement, don’t be scared to shop around and find the right mortgage for you – even if it doesn’t come with the absolute lowest rate.

Job market becoming increasingly stable: CIBC REPORT
Job stability in Canada, which was projected to be a thing of the past, is stronger than it ever has been with those holding a job with the same employer for five years or longer sitting at a record high, finds a new report from CIBC World Markets. The CIBC report found that there is a near-record high 60 per cent chance that Canadians with stay with an employer after completing their first year on the job with the retention rate hitting nearly 95 per cent for those having five or more years at a company. “This stable and boring job market is the complete opposite of what was envisioned not too long ago,” says CIBC Deputy Chief Economist Benjamin Tal, who coauthored the report with CIBC economist, Nick Exarhos. “The job market of the ‘new economy’ was supposed to permanently alter employeremployee relationships and workers were seen as becoming increasingly disposable, with the implication that job stability would tumble.” But Tal says the opposite is happening, driven by the changing needs of employers in the country that has seen vacancy rates rise without a corresponding decrease in unemployment. “Rising survival rates between years of employment and increased stability makes sense in a world where there is a low supply of newly unemployed – and presumably still qualified – individuals. The situation today keeps employers motivated to keep workers they have. At the same time, a large overhang of long-term unemployed reduces the motivation of lower skill employees to branch out.” Looking closer at the unemployed in Canada shows a diverging pattern between those with in-demand skills and those without. The share of those unemployed for roughly three months or less has been approaching cycle and all-time lows recently. On the other hand, the number of those who have been unemployed for 27 weeks and longer remains at elevated levels. The authors conclude that this means the sticky unemployment rate of the past couple of years is largely due to stagnation in long-term unemployment as opposed to an increase in the number of newly unemployed. “The abnormal relationship between recent vacancy rates and unemployment suggests that large swaths of those unemployed are not what employers are seeking,” says Tal. “A discontinuity between the types of workers desired and those that are available in the ranks of the unemployed would explain how a growing number of unfilled vacancies could co-exist with a higher level of

unemployed – and potentially unemployable – individuals.” And for those individuals who have been unemployed for longer stretches, the trend of people staying in their jobs longer makes it even more difficult to find a vacancy they are qualified to fill. He notes that, unlike past recoveries, this one has also seen stronger pay increases amongst higher paid professions relative to others. Canadians with higher levels of relevant education and training – who are unlikely to be those stuck in unemployment – have more bargaining power than those who are engaged in less remunerative professions. These changes are taking place at the same time that an aging Canadian workforce has driven a decrease in the country’s labour market participation rate. Canadians 55 and over have seen their share of the country’s working age population climb nearly four per cent since 2008, with those 25 to 54 falling by roughly 2.5 per cent over the same time. An overall aging population has driven this change but this understates a deeper deterioration as working Canadians 55 and over are rapidly reducing their level of jobmarket engagement. Since 2007, the number of older self-employed individuals has risen much faster than in any other age group, seeing their share in total self-employment rise strongly. Tal notes that Canadians have to go a little higher these days to climb over the employment bar with an aging population shrinking the workforce coupled with a growing skills mismatch. “But the current environment also suggests that once that higher bar is cleared, a career featuring higher stability lies ahead.”

There’s an old rule in business: what is not in writing was never said. Although some agreements may need just a handshake, others that involve a multitude of variables require a contract so that all the parties understand what is expected of them. This is particularly true when you hire professional movers. You’re obviously the “who,” but we also need to know exactly “what,” “where” and “when” in order to transport your items to your new place. Within those general categories, there can be many details, and finding out about them on moving day is counterproductive. Think ahead. The first thing to do is find a reputable mover. You can check online with the Better Business Bureau or the Canadian Association of Movers, and of course, find out who friends and family members have used. Select a company that has a tried-and-true track record. Then ask questions, and remember that the movers should be asking you a lot of questions as well to determine exactly what the move will entail. When we meet customers to arrange their move, we need to know about everything they expect to take so we can prepare and accurate an estimate as possible. In many ways, estimating is a science. Computers help, but the results are only

as good as the information we input. Telling us on moving day that you forgot you want to take the shed in the backyard can hold things up for hours. It will also add to your costs. And speaking of costs, we need to know well ahead of time if you want us to provide the service of packing. Deciding this two days before the move likely won’t work. In addition, if we have quoted only on moving and not on packing, a new contract will have to be drawn up with a higher price. If you do the packing yourself, read the contract as to whether or how much your items are covered, should damages occur. We also have to know whether you have anything other than Point A to Point B in mind for moving day. If you forgot to tell us that your dining room set has to be dropped off somewhere else first, it’s like the meter running in a taxicab. You will pay more for unexpected side trips. Plus, unless we know in advance, we may pack the dining set in an awkward place for unloading partway to your destination. Again, this will cost you time and money – two things that are precious commodities on moving day. It is our responsibility as professional movers to ask the right questions, but until we develop ESP, we need to rely on you to explain what you need from us. A contract protects you as much as the movers, but only if you read it, understand it and abide by it. Congratulations Boomers, today’s Millennials are doing all the right things. They’ve graduated from university or college. They are paying off their student loans. They work hard and are building lives. They save their money. Yet, they can’t afford to buy a home (at least not without your help). So, why can’t our kids afford new homes in Ottawa, and what can you do about it?
available for housing. This intensification is driving up the cost of land and therefore the cost of new homes.
FAMILY INCOMES AREN’T KEEPING UP In 1989, the average price of a new single-family home was $155,000. Today, the average price is $440,000. That’s a 185-per-cent increase in the price of a new single-family home in Ottawa over the last 25 years. To get a better sense of what this means, let’s compare the increase in new home prices to the increase in our family incomes. Twenty five years ago, Ottawa’s median family income was $49,995, today it’s $97,010 – a 97-per-cent increase. During that time, the cost of new homes has risen by 185 per cent. Put another way, families in Ottawa today are earning twice as much as they did 25 years ago, but the cost of a new home is three times what it was back then. When it comes to the price of new homes, boomers had it much easier than Millennials.
Homebuilders require permits and licences to build homes. The challenge for today’s new homebuyer is that the number of permits required from various levels of government is adding years to the building process. In 1989, it used to take two years for a builder to go from an application for subdivision approval to sales of homes in a new area. Twenty-five years later, it takes five years to go from subdivision application to the sale of new homes. During those three extra years, the homebuilder is required to finance the cost of the land and carry on their business. Homebuilders have no choice but to pass these costs on to new-home buyers.
CITY OF OTTAWA DECISIONS ARE INCREASING THE COST OF NEW HOMES While it’s hard for the City of Ottawa acting alone to increase our incomes, there are three things that it can do to help Millennials afford new homes. 1. Reduce the tax burden on new-home buyers Each new-home buyer pays a tax of more than $30,000 in the suburbs outside of Ottawa’s Greenbelt. This includes the suburbs of Orleans, Kanata and Barrhaven, where most of Ottawa’s new tract housing is being built. As of Oct. 1, 2014, this tax will rise to about $38,000. These Development Charges cover the cost of the infrastructure needed to support the home (such as roads, sewers, police and fire services). Boomers buying a new home in 1989 in Ottawa-Carleton paid no or minimal development charges. 2. Expand the supply of land available for new homes Insufficient land supply adds $25,000 to the cost of a new home. Twenty-five years ago in Ottawa, land was selling for $80,000 per acre, today the figure is $225,000 per acre – a 180-per-cent increase. The supply of land for housing in Ottawa is controlled by the City of Ottawa. In 2009, the City decided to promote growth inside the Greenbelt, by limiting the supply of new land

Target Corp.’s 2013 expansion into Canada – and subsequent retrenching this year – represent an important exercise in economic and community development. The U.S. retail giant announced in 2011 it was moving north with a $1.8-billion acquisition of up to 200 Zellers store leases, with most of the initial openings coming from renovating existing Zellers locations. While the expansion may not have gone quite as planned, with Canadian consumers not exactly enthralled with Target’s product offerings and pricing strategy, there’s no question the move will continue to have a significant impact on the Canadian retail landscape – particularly as the company builds greenfield outlets in new locations. Wal-Mart also recently announced plans to spend $500 million completing 35 supercentre projects over the next year. The U.S. retailer says it will spend more than $376 million to build, expand, relocate or remodel stores, as well as invest additional funds on operational improvements. For homeowners and prospective homebuyers, this is all good news – and a very good reason to pay attention. Such major retail developments are a significant influence on land development and housing. When the likes of Target, Walmart, Costco and other major players set up shop, particularly in a new location, it’s a good sign an area could be on the upswing. Like proximity to mass transit, schools and other amenities, being close to shopping is a major attraction for builders and, of course, prospective homebuyers. These features are among the key determining factors to enjoying your home while you live there, as well as for potential resale value in the future. Large retailers and commercial ventures don’t just pop up in the middle of nowhere or in declining neighbourhoods. These companies make careful, long-range and well plannedout decisions in lockstep with municipalities and developers, based on hard data, research and demographic information. This is why major retail expansion is good news: it’s an indicator the economy continues to strengthen; and, for those looking to buy a home, it’s a sign to look out for new or

expanding neighbourhoods and solid buying opportunities. Such retail developments, combined with the associated employment gains and economic and infrastructure improvements, point to new and expanding homebuying options. If they see a bright future for your prospective neighborhood, chances are it will make a sound buying decision for you.

All warranties come with limitations and rules, and your new home’s warranty is no exception. The purpose of the warranty is to provide homeowners with protection against defective workmanship and materials. But if you make significant changes to your home through renovations or repairs, you may be forfeiting your warranty rights. The scenario usually goes something like this: A homeowner notices an issue with his new home and submits a statutory warranty form. Not wanting to wait the 120-day builder repair period, the homeowner completes the repairs. However, any alterations, deletions or additions made by the homeowner are excluded from your warranty, and Tarion cannot cover such defects. In addition to performing their own renovations or repairs, there are a few ways homeowners can forfeit their warranty rights, such as failing to properly maintain their home and not submitting their forms on time. These are the most common ways to jeopardize your warranty rights.

Owning a new home comes with a responsibility to manage and maintain it. By conducting regular and proper maintenance, you will help to ensure that your statutory warranty rights are protected. Most homeowners can’t wait to put their mark on their new home by decorating and renovating. Before making any renovations to a new home, read your Agreement of Purchase and Sale. Builders often include a clause that states you should not finish your basement within the first two years of possession – when you should be watching for foundation cracks or water leaks. If there is water penetration, unless the builder finished the basement, they’re not responsible for the damage. Health and safety concerns can cause panic in any homeowner. This can include issues with heating, plumbing, electricity and your water supply. Homeowners often feel they must take matters into their own hands if the situation is urgent. This could involve calling a plumber or electrician to get an immediate repair. However, you may forfeit your warranty if you hire a contractor to fix a system that is under warranty. Once the repair is complete, your builder may not be able to assess if the issue was caused by a defect in construction or installation – both warrantable. Both your builder and Tarion have emergency contact information and procedures in place to handle these situations, and Tarion has technical representatives available. So, before you attempt to fix the issue yourself, contact your builder’s emergency number and then Tarion. Only if you cannot reach your builder or Tarion should the emergency condition be corrected. Homeowners should obtain a detailed written report of the problem, and an invoice that sets out the repair methods used by the contractor, as soon as possible after completing the repair. SWO towns top investment spots IN ONTARIO
Towns in Southwestern Ontario dominate the top spots of best places in the province to invest in real estate, according to a new report from the Real Estate Investment Network (REIN). Some of the GTA’s hottest new home and condo communities also made the list, including Brampton, Vaughan, Durham Region and Toronto – but tying for top spot were Kitchener and Cambridge. The report, entitled Top Ontario Investment Towns 2014, analyzes the current and future prospects for real estate investment opportunities in Ontario, and identifies the top regions that will outperform others in the province over the next five years. REIN’s findings are based on in-depth research, analysis of the latest statistics, economic and social trends, and on-the-ground reports from REIN’s research staff and members, along with reports and statistics from organizations such as Canada Mortgage and Housing Corp. (CMHC), Statistics Canada, Multiple Listing Service (MLS), Canadian Home Builders’ Association, city and regional real estate boards and local economic development offices.
