he Bank of Canada’s latest announcement to hold its interest rate target at one per cent does not come as a surprise. The rate has been holding at that level since September 2010, which is good news if you’re in the market for a mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t have to wait to get financing
approval on a home when you put in an offer. This is an especially good tool to have when markets are hot. Removing the “conditional on financing” clause could mean your offer is accepted first since you already have your financing in place. So when will rates rise? It’s anyone’s guess, but most experts agree it’s unlikely there will be any significant movement until mid 2014. However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders offer online pre-approvals to make the process faster and easier. Start the New Year off right by taking advantage while you still can.

he past year certainly presented some interesting times – simultaneous talk of slowdowns and soft landings in some markets, increases, upticks and value gains in others. Indeed, now more than ever, housing and economic conditions serve as reminders of how local real estate is. What’s going on in one part of the country or province or in a specific property type, may be completely different from another. On the positive side as we head into 2014 are interest rates that are still at or near historic lows, with the next Bank of Canada rate announcement to come Jan. 22. Many experts don’t expect

rates to begin rising until mid-year at least, while cautioning that Canadians should not confuse cheap money – if they qualify – with free money. The BoC continually keeps a close eye on household debt and other signposts for any warnings that we’re taking on more debt than we should. Fixed versus variable rate? Long versus short? Open versus closed? These are among the questions you may be pondering as you prepare for your next steps as a homebuyer. Your best strategy? Meet with your broker or banker to see how you can take advantage of these opportunities, without getting in over your head.

for most provincial economies in 2014 Over the past few years, we have seen a two-tiered economy in Canada, in which resource-rich Saskatchewan, Alberta and Newfoundland and Labrador outperformed the rest of the country. Led by Alberta,
most provinces can expect stronger economic growth in 2014, according to the Conference Board of Canada’s Provincial Outlook for Autumn 2013. “While many provinces have struggled in the past few years, Saskatchewan, Alberta, and Newfoundland and Labrador thrived as their primary resources were in high demand and fuelled solid economic growth,” says MarieChristine Bernard, associate director, provincial forecast. “However, the prospect of a stronger U.S. economy will now help boost exports and improve the outlook for other provinces over the next two years.” Despite the damage caused by the severe floods in June, Alberta’s economy has grown at a fast pace in 2013 and economic conditions are extremely favourable heading into 2014. Buoyed by investment in the oil sands and a very strong labour market, Alberta’s real gross domestic product (GDP) is forecast to expand by a robust 3.4 per cent in 2014. Strong gains in the primary sector, a rebound in construction, and improved job creation will help lift British Columbia’s real GDP by 2.7 per cent in 2014. Following an estimated four per cent gain in 2013, Saskatchewan’s booming economy can expect to cool next year. Weaker prices will hold back potash production increases and lower the province’s economic growth to 2.3 per cent in 2014, in line with Canada’s growth. Manitoba’s economy will expand by two per cent in 2014, fuelled by better performances in the province’s goods and services industries, along with strong job growth and gains in personal disposable income. Newfoundland and Labrador’s real GDP growth will slow from a nation-leading six per cent in 2013 to 1.8 per cent in 2014. A much smaller increase in oil production and the completion of construction work on Vale’s Long Harbour project will limit economic growth in the province. The economic outlook for Central Canada and some of the Atlantic provinces is set to improve in 2014. Stronger growth in the U.S. economy will help improve export volumes and the manufacturing sectors in many regions.

A partial recovery in exports and strong growth in the commercial and financial services will help boost Ontario’s economy. The province’s economic performance is expected to be more in line with the national average in 2014, with real GDP forecast to grow by 2.2 per cent. Mining activity in New Brunswick is expected to pick up as new metal mines come into production in 2014-15, providing a boost to the province’s economy. Overall, real GDP growth in the province is expected to be 1.6 per cent in 2014. With the new Deep Panuke offshore natural gas field set to begin production and better growth prospects in the forestry and manufacturing sectors, Nova Scotia’s economy is forecast to grow by 2.8 per cent in 2014. Prince Edward Island had some of the strongest economic growth among all the provinces in 2013. However, a decline in private investment and ongoing fiscal restraint by the provincial government, will limit growth to just 1.3 per cent in 2014.

agree, disagree and compromise until they’ve found the home that clicks for both of them. When the right decision has been made, both parties breathe a huge sigh of relief . . . for about two weeks. Then it’s time for round two: whose stuff do you keep? Just a couple of generations ago, it was common for newlyweds to move straight from their parents’ homes into their own. That meant they needed everything, from teaspoons to a bedroom suite. Couples collected their belongings together, virtually from scratch. Today, this scenario is rare. While singles may not own their own homes – though many do – nearly all have rented their own places and amassed a good deal of furniture, appliances and other items along the way. And it’s human nature to become attached to our possessions. In some cases, one partner owns the obviously superior dining table. In others, when both partners love their belongings, there’s real potential for hurt feelings. My first rule of merging households: be respectful. You don’t have to pretend to like the framed poster of dogs playing poker, but express your feelings as diplomatically as possible. Accept that compromise is necessary on both sides. If you want to confiscate his decorative swords, you may have to surrender the dried flowers. You may be surprised to find that combining your styles can work, if your pieces are good and the scale is right; pick up any

thousands of dollars of personal financial research dollars have been poured into making the case and giving the final decisive pearl of wisdom to consumers. Here is some wisdom that will work in any set of market conditions, and perhaps most importantly, will help you determine the best choice for your own personal risk tolerance and financial circumstances. Anyone who suggests you should go with either a fixed or variable rate mortgage without knowing your long term goals, the longer term picture of your cash flow and your own individual risk tolerance, is a financial professional you should be very wary of. I have more than seven years of post-secondary education, I have worked directly in the global treasury operations of one of Canada’s big five banks, and I can assure you – anyone who pretends to know what is going to happen with long term interest rates is either delusional or has a grossly exaggerated opinion of themselves. At any given time, Canada’s capital markets represent about three per cent or less of global capital markets and our economy is heavily reliant on exports to our key trading partners. For Canadian mortgage consumers, no matter how closely we watch our own economy, we will always be subject to changes in our capital markets (debt and equity markets) as a result of shocks to the global system and particularly shocks to our key trading partner – the United States of America. What this means to the fixed versus variable decision is this: at any given time, there is a set spread between the difference in the discounted five-year fixed rate (the most popular long-term mortgage product) and the discounted variable rate product. This spread can increase or decrease in response to movements in the overnight lending rate set by the Bank of Canada and the Government of Canada bond market. This difference in rate represents the premium that mortgage consumers have to pay for the peace of mind that a longer term fixed mortgage offers. Conversely, the difference in savings for going variable represents the reward for taking on the extra risk of not locking in your rate and protecting yourself against future potential rate movements. In reality, the only thing a longer term fixed mortgage gives you is a guarantee against your rate and subsequently your payment moving for a longer period. In fact, it is essentially an insurance premium against interest rate risk, and like all insurance premiums, they change and are more or less valuable to different market participants.

The difference between this longer term fixed rate and the variable rates, rise and fall in different market conditions. Traditionally, the difference between short and long-term rates is highest when inflation is high – at some of these points in time, the difference was more than two per cent. When inflation is extraordinarily low, the difference in these two rates has been as low as less than 0.5 per cent. Regardless of the difference in the two rates, the relative cost-benefit analysis really comes down to your own tolerance for risk and how much you ultimately pay (cost) for that piece of mind, or stand to gain (save) from taking the extra risk. Only you can ultimately gauge that decision, but if you want to do the math, it is fairly simple – just multiply the mortgage balance you have or were considering taking between the difference in the fixed versus variable. For example – if you have a $100,000 mortgage and the difference between a competitive fixed rate mortgage and a variable rate mortgage is one per cent, then the additional premium per year for that peace of mind is $1,000 or $100,0000 x (the difference in interest rates). If this cost seems reasonable, you are likely psychologically suited for a longer term fixed mortgage. If it seems expensive, you are more likely a candidate for a variable rate mortgage. One final caveat: there is no amount of financial gain that ever warrants putting yourself under financial duress. When it comes to mortgage or financial decisions, the wise consumer does not take on more risk than they can financially handle. The implication – if you can’t afford an upswing in rates then going variable is not a sound decision in any economy.

Money trumps love when it comes to 2014 New Year’s resolutions: BMO More than one-third of Canadians making New Year’s resolutions for 2014 resolved to improve their personal finances, according to a new study from the BMO Wealth Institute.
Resolutions related to personal finances, at 36 per cent, ranked second only to health and fitness, at 51 per cent – and ahead of resolutions related to love life or the workplace. “It’s encouraging to see that so many Canadians making financial issues a priority,” says Chris Buttigieg, senior manager, wealth planning strategy, BMO Financial Group. “Planning is essential to achieving your goals. If your New Year’s resolution is to lose weight, you will need to follow a plan that includes an exercise schedule and a diet regimen. Similarly, developing a financial plan is only the first step, the second and most crucial step is to implement the strategies recommended in the plan, and finally review the progress of the financial plan at least on an annual basis. Following these steps will increase the chances of reaching your financial goals.” A financial plan helps people work towards their short and long-term goals, such as the purchase of a new home, saving for a child’s education or investing for retirement. It provides a roadmap that outlines the path from where they are today to where they want to be in the future. At BMO, the process begins with a financial professional reviewing a person’s finances – including assets, liabilities, income, spending habits and investments – then building a personalized plan that takes these items and risk tolerance into account and fits with the rest of his/her life. The survey found that 59 per cent of Canadians currently have a financial plan (down from 64 per cent in 2012). Of those who have a financial plan: • Eighty-two per cent reported that their financial plan has helped them achieve their goals. • Sixty-nine per cent wished they would have created one earlier. • Ninety-three per cent review their financial plan at least once a year.

When asked to identify the reason why they do not have a financial plan, the top reasons cited by Canadians included: • Do not have enough money to warrant a financial plan (37 per cent). • Never thought of doing a financial plan (29 per cent). • Do not know how to start the process (28 per cent). • Not sure what a financial plan involves (19 per cent). “Having a financial plan is not contingent on your income or how much you have in investments,” says Buttigieg. “A financial plan can benefit anyone who has goals which require funding and is seeking a roadmap to help achieve them.”

When you purchase a new home or condominium, your builder is required by Tarion to conduct a PDI with you on or before the day you take possession. The PDI is more than just a first look around, it’s your opportunity to view your home in its entirety, learn about how to properly maintain it and take stock of anything that may be damaged, incomplete, missing or not working properly. You may be excited to show your new home to your friends and family, but this isn’t the time. The PDI is an important part of taking possession of your new home and deserves your full attention. If you are not able to attend yourself, you can ask someone you trust to be there on your behalf. During the inspection, you should carefully examine your home both inside and out. Outside, check things like the quality of brickwork and siding, whether window screens have been installed, and the appearance of the driveway and landscaping. Your builder’s representative is responsible for making notes of any areas of concern on a PDI form. Review the form carefully to make sure it’s complete. This will become the official record of the condition of your home before you moved in. In case of a disagreement between you and your builder over whether any damage occurred before or after you took possession, Tarion will refer to the notes on your PDI form. The builder is required to provide you with a copy of the completed PDI, but you may want to take your own notes as well. Feel free to take pictures of any damaged or incomplete items. If necessary, those photos can be submitted to Tarion at a later date. You should take your time looking over your new home. As a general rule of thumb, a PDI may take about an hour for every 1,000 sq. ft. of home being inspected. We’ve heard from buyers who said the condition of the home made it impossible to accurately assess any defects. Sometimes there is still too much construction dust and debris or even weather factors that prevent you from getting a good look. If this happens, make sure to note the items that could not be inspected on the PDI form.

Use the PDI as an opportunity to ask questions and learn about how your home functions. Your builder will show you how to operate your home’s systems, like heating, electrical, air conditioning and plumbing and provide you with operating manuals. Buyers sometimes hire a professional home inspector to accompany them during the PDI. While you are welcome to bring along a trusted companion or professional, I encourage buyers to really think about the purpose of the PDI, which is to form a record of the state of your home before you take possession. You might want to consider waiting for the 30-day or year-end warranty period to hire a home inspector. You’ll have much more time to get to know your home and its systems and will have a better indication of any potential problems that your home inspector can look into. If you do hire a home inspector, I recommend you find one who is certified in conducting new construction inspections. The new-home buyer section on tarion.com has a number of resources to help you prepare for your PDI including a PDI checklist and a guide to getting ready for the PDI. You’ll also find the Homeowner Information Package, or HIP, which your builder will provide on or before your inspection date. I always recommend buyers read the HIP before their PDI. Being informed and well prepared is the best way to start your homeownership experience!

Mortgage interest rates, still at historical lows and expected to remain so well into this year and maybe 2015, represent a window of opportunity for those looking to buy a home. The mortgage industry is ultra-competitive, lenders often introduce new products and otherwise there are plenty of options for borrowers. If you could lock in at a low rate over 10 years, for example, that gives you the comfort of knowing what your mortgage payments will be over that period, while over that time you can also take advantage of any pre-payment and lump-sum payment options to pay down your mortgage. Another appeal of this scenario is that, as we often point out, experts advise you take a long-term view of your home purchase. For example, there has been some talk recently about cooling prices and softening sales. But even if that were to happen in your market and housing type, ask yourself: in 10 years, is a home you buy today likely to be worth more or less? If you need an answer to this question, just take a look back at prices 10 years ago. Of course, there are no guarantees, but if you’re in the homebuying mode anyway, today’s low rate environment makes a pretty compelling reason to act sooner than later to take advantage of these opportunities. Low rates notwithstanding, the banks, financial firms, brokers and other experts still advise homebuyers to practice smart borrowing – everything from putting down a larger down payment to taking advantage of pre-payment options and even “stress-testing” your mortgage at a higher rate to ensure your finances can accommodate rate fluctuations or other unforeseen circumstances. The mortgage market is a complex beast, and as a prospective homebuyer, these are not lessons you’re going to learn overnight – nor do you likely want to. You’re focused on saving a down payment, getting your finances in order, searching

It’s already 2014, and time to take fresh inspiration from the new trends the year will bring. Although it never pays to cling to trends too closely, they can be a great source of ideas that will add a little life when you find your space suffering from the wintertime blahs. Here’s my suggestion of five furniture trends to watch, that you can count on sticking around longer than a year. Miniature vs Oversized Small space aficionados know that “condo-sized” furniture is no new invention. I’ve often said “go big or go home!” – or maybe “go big and go home!” – but lately people are also going the opposite route, and choosing a size extra small. Rather than compromising on versions of favourite furnishings shrunk slightly to fit into a compact floor plan, choose statement pieces - big or small - that will bring full satisfaction.

How to do it » For the ultimate seating plan, fit in the largest sofa you can (for when one or two people are lounging comfortably) and add European-sized compact seats as side chairs to fit in the maximum number of guests during get-togethers. » Miniature chairs in particular are a trend - even beyond the usual 18-in. seat. Petite accent chairs (child sized or even smaller) are charming conversation pieces nestled up to a coffee table, and can be used as occasional side tables when you need to rest a book or beverage. Rugs Over the past few seasons, we’ve really seen the return of the area rug, and now the magic carpet has officially landed. In a condo space with hard floors, area rugs of all shapes and sizes are an excellent way to bring warmth, colour, and a feeling of home, even in the most modernist schemes – they look excellent paired with traditional furnishings or contrasted against sleek minimal forms. The timeless Persian rug especially brings a heritage appeal, although contemporary rugs come in endless patterns and prints to suit any taste. How to do it » For a living area, choose a rug large enough to tuck under furniture legs. Add a runner (a skinny rectangle) in a kitchen or hallway, or a large rug to any room for the feeling of carpeting (leaving approximately a 12-in. border around the room). » The inky tones in classic traditional rugs are neutral enough to blend into most schemes. For an already neutral space, consider this an opportunity to add some colour – you can roll the rug away or move it to a new room between seasons for a little change up.
Tufting Button-tufting is a style invented for practical reasons: the buttons which hold a fabric to its backing (on a chair, headboard – anything upholstered) help keep stuffing in place by creating square or diamond shaped pockets. The traditional look has lasted through centuries, and for 2014 it will be popular for modern settings as well. The geometric forms created by tufting can enrich the look of even the most streamlined sofa, and can be achieved without buttons for a more subtle quilted effect. How to do it » A tufted leather sofa is a must-have investment piece, for a look that speaks to luxury but is also practical – the material will hold up to wear and be easy to maintain. It can also dress a cabinet front for a private club appeal – check out the Brick 69 storage unit available via Quasi Modo. Origami People have been developing a fascination with facets, and this love of all things angular is leading to a rise in the ancient art of Origami as an inspiration for complex bent forms in various areas of design. Like with tufting, the angles break up a material for visual interest and allow light to catch the item in different ways, adding the subtle drama that contemporary spaces were missing in years past. How to do it » Table bases are an easily overlooked detail that can benefit from a more fun form. I recently found this chunky golden nugget of a side table to make a simple statement in a client’s home – order yours from boutiques like L’Atelier.

» Origami also makes for great art, brought to a large scale and in new materials, like the simple but intriguing Fold sculpture I recently spied at Avenue Road Plastic For the most future-forward look, it’s hard to beat the appeal of plastic. With people once again celebrating colour, the vivid tones of translucent materials like acrylic and polycarbonate will be the ultimate source of a hue infusion. Semi-transparent materials work best grouped together (so their colours overlap and intermingle) or near a light source that will shine through and spread the colour love around. How to do it » For a quick addition, a few floating shelves (such as the Shellfish series by Kartell, available through Elte) can brighten up a wall – you might not even want to bother finding anything to put on them. » To really make a synthetic statement, try a transparent coffee table or nightstand. A piece like this visually floats to keep an airy look while adding a shock of colour that defines a furniture grouping.

Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.)
If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home. Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.
