MARNIE BENNETT

If you’re reading NextHome, chances are you have the intention of finding the perfect home for you and your family; a place to live happily and put down roots. Whether you’re new to the market or an experienced homeowner, that’s a worthwhile goal. Now, I’d like to help you look at that goal from a slightly different perspective: Your home is likely the largest financial investment you’ll ever make. When the time comes to move on, the increased value of your home will yield money you can put in the bank – or, better yet, towards your next real estate investment. Thinking of real estate with an eye to its future worth can help you to make important decisions during the new home search. It may encourage you to purchase a home in an up-andcoming part of town rather than a well-established area, with the knowledge that property values will rise as the neighbourhood is gentrified. It may mean looking into the zoning for nearby undeveloped land to ensure that your home won’t wind up next to an industrial park, bringing property values down. Helping your investment stand the test of time may mean choosing a neutral kitchen backsplash rather than a trendier option. It may even mean selecting design features that you personally don’t consider important; just

because you favour showers over baths, for instance, doesn’t mean it’s a good idea to skip the bathtub in your master en-suite. Ten years down the road, that missing bathtub may be a deal-breaker for many prospective purchasers. Once you’re settled, it’s important to keep the value of your investment high. That means proper upkeep and getting feedback from your real estate agent before undertaking any renovations. Landscaping is a terrific, cost-effective way to add value to your home – a sapling costs very little, but in time it will grow to be a beautiful, irreplaceable asset. Real estate is one of the few investments you can enjoy from beginning to end. While stocks and bonds put your assets out of reach until you decide to cash

them in, a home is a tangible investment that surrounds your family with comfort every day. NATIONAL HOUSING STRATEGY BEGINS TO ADDRESS HOUSING NEED IN CANADA by WAYNE KARL

SPOTLIGHT ON

CONDOS

After more than a year of consultations with everyday Canadians, experts, stakeholders, think tanks and provinces and municipalities, the federal government recently unveiled Canada’s first ever National Housing Strategy. Billed as the tool that will help reduce homelessness and improve the availability and quality of housing for Canadians in need, the 10-year, $40-billion plan aims to: • Reduce chronic homelessness by 50 per cent • Remove more than 530,000 households from housing need • Create four times as many new housing units as built under federal programs from 2005 to 2015

C8    NextHome.ca C8

• Repair three times as many existing housing units as repaired under federal programs from 2005 to 2015, and • Protect an additional 385,000 households from losing an affordable place to live. “Everyone deserves a safe and affordable place to call home,” Prime Minister Justin Trudeau said in announcing the Strategy. INVESTMENT UNDER THE PLAN INCLUDES:

• $15.9 billion for a new National Housing Co-Investment Fund • $8.6 billion for a new Canada Community Housing Initiative in partnership with provinces and territories, and $500

million through a new Federal Community Housing Initiative • $4 billion for a new Canada Housing Benefit launching in 2020 in partnership with provinces and territories, and • $2.2 billion to reduce homelessness “The National Housing Strategy will create a new generation of housing in Canada,” says JeanYves Duclos, Minister of Families, Children and Social Development and Minister Responsible for Canada Mortgage and Housing Corporation. “It will promote diverse communities and will build housing that is sustainable, accessible, mixed-income and mixed-use that will be located

income communities. Inclusive communities can promote inclusiveness and greater housing affordability, as well as fairer treatment of newcomers to housing. “The $2,500 per year housing allowance is interesting in that it demonstrates the federal government is aware of how even those who already have housing are struggling on a monthly basis to keep it,” John Herbert, executive director of the Greater Ottawa Home Builders’ Association, told NextHome. “It should also allow many families who cannot currently afford accommodation to do so going forward. “We’ll have to wait for more details on how the rest of the money is being targeted before we know how effective it might be.” One area where the Strategy comes up short is the issues of housing supply and affordability. “While the Strategy acknowledges the social value of home ownership, and the key role of market housing in meeting the housing needs of Canadians, it does not address issues of supply and affordability,” according to the Building Industry and Land

Development Association (BILD). These issues are top of mind with Canadians, especially younger families and those working hard to achieve a middle-class life. BILD has maintained that a complete National Housing Strategy must address the full “housing continuum” – from social housing and housing assistance measures, to market rental and ownership housing. “Otherwise, deteriorating affordability will simply increase demand for social housing and other types of assistance.” Real estate expert, author and educator Don Campbell says that while the Strategy sounds promising initially, the proof will be in future legislation. “As with many of the recent provincial and federal government announcements, the reality, versus the marketing, will be hidden in the legislation,” he told NextHome. “The ideas and policies, although based in problem solving, aren’t often implemented towards the stated goal. It is difficult to see how much more ‘affordable’ rent will become, even with the proposed $200 federal rental subsidy, if policies, like those (recently) legislated in Ontario and being discussed in BC, reduce supply right as demographic demand is increasing. “We should all be prepared for a flurry of announcements and headlines over the coming months as more details are brought to the forefront,” Campbell adds. “But, once again, the true story will come out in the piece of legislation.”

near transit, work and public services.” Though details on some of the inclusions are still to come, the home building industry is generally positive about the Strategy. “With regards to the Canada Housing Benefit, CHBA has long recommended such a measure to help low-income Canadians participate in the wider housing market,” says Kevin Lee, chief executive officer of CHBA. “The vast majority of Canadians in core housing need have an income problem, not a housing problem. This Benefit can provide them support and choice, rather than tying them to specific housing units.” CHBA had also recommended the introduction of a “portable” housing benefit that would support low-income individuals directly, rather than subsidize buildings. Data released by Statistics Canada recently confirms that more than 836,000 households need income support based on their rent-to-income ratio. This means that more than three-quarters of households designated as in “housing need” live in adequate housing, but can’t afford it. CHBA says it was also pleased to see the federal government commit to a new public engagement campaign to encourage inclusive communities. A national “NIMBY to YIMBY” campaign (Not-In-My-Back-Yard to Yes-In-My-Back-Yard) has also been a CHBA recommendation to support the development of complete mixed-use, mixed-

ON THE RISE IN OTTAWA

Driven by demand from the multiunit segment, Canadian housing starts trended upward in November 2017 to 226,270 units, compared to 216,642 in October, according to the Canada Mortgage and Housing Corp. (CMHC). This trend measure is a six-month moving average of the monthly seasonally adjusted annual rates (SAAR) of housing starts. “The trend in housing starts reached its highest level in almost 10 years this November, reflecting a second consecutive increase in multiple starts,” says Bob Dugan, CMHC’s chief economist. “This largely reflects construction of multiple units in Toronto, where evidence of overbuilding is low

C10    NextHome.ca C10

due to the decreasing inventory of completed and unabsorbed multiple units and strong demand.” Ottawa builders started 948 homes in November, significantly higher than the 367 homes started at the same time last year. Singledetached homes were up 10 per cent from last year, with 194 homes in November 2017 compared to 177 homes last year at this time. Housing starts for multi-family dwellings saw the greatest gain, with 754 starts in November 2017 compared to 190 last November. CMHC uses the trend measure as a complement to the monthly SAAR of housing starts to account for considerable swings in monthly estimates and obtain a more

complete picture of Canada’s housing market. In some situations, analyzing only SAAR data can be misleading, as they are largely driven by the multi-unit segment of the market, which can vary significantly from one month to the next. The standalone monthly SAAR of housing starts for all areas in Canada was 252,184 units in November, up from 222,695 units in October. The SAAR of urban starts increased by 14.4 per cent in November to 235,412 units. Multiple urban starts increased by 16.9 per cent to 175,016 units in November. Single-detached urban starts increased by 7.5 per cent, to 60,396 units.

Yet, our technology upgrades don’t end there. We’ve digitized our processes, making it possible for consumers and builders to upload and manage their documentation online. This not only makes things more streamlined, but has also helped us reduce our environmental footprint. In addition, we’re piloting artificial intelligence tools to improve our scheduling and inspections. Despite all this technology, the human touch is still important. If someone has a problem with their home, they want to talk to someone who understands. When we purchase a new home, we expect it to be safe, functional and protected by a new-home warranty if anything goes wrong. In December, the Ontario legislature passed the Strengthening Protection for Ontario Consumers Act, 2017, which enables the establishment of two administrative authorities – one to administer and the other to regulate new-home builders and vendors. This change represents an exciting next step that will see the functions currently delivered by Tarion, delivered by two separate organizations, and will strengthen consumer protection in the new home industry. We are pleased to support the Ontario government on the smooth transition and delivery of its plan, and look forward to taking advantage of the opportunities that will benefit consumers and the industry. If it were in a sports landscape, 2017’s home price growth stats would make for career years: 23 per cent in Niagara, 22 per cent in Kitchener-Waterloo, 21 per cent in Brampton, and even nine per cent in Ottawa... Indeed, these are all-star numbers by any measure. Notice a commonality among these top performers? They’re all in Ontario. And you have to go pretty far down the list – that is, ReMax’s 2018 Housing Market Outlook – before you find a market outside the province. This trend may change slightly in 2018, however, as ReMax and even Canada Mortgage and Housing Corp. are calling for more muted home price growth. The forecast for Ottawa is 3.5 per cent this year, ReMax says. “Ottawa experienced an active housing market in 2017, characterized by an influx of move-over buyers from the Greater Toronto Area who cashed in on their built-up home equity in favour of affordability in the Ottawa region,” Christopher Alexander, executive vice-president at ReMax, told NextHome. “Overall, homebuyers will remain optimistic in 2018 as the housing market comes into balance and thanks to a now strong local economy and continued investment in infrastructure.” For prospective first-time homebuyers, these conditions represent a welcome pause, and opportunity.

ON HGTV’S BROTHER VS. BROTHER, THE PROPERTY BROTHERS JONATHAN AND DREW SCOTT FIX POORLY USED STORAGE WITH SOME CREATIVE CLOSET CUSTOMIZATION by ELISA KROVBLIT KEAY

Jonathan and Drew Scott are widely recognized as The Property Brothers, the hit HGTV show now in its sixth season. Their other show, Brother vs. Brother, now five seasons in, has proven to be just as entertaining. The Scott’s combined realtor and renovator skills, personalities and real estate savvy make for some spectacular TV. In one episode of Brother vs. Brother, Drew and Scott waged the Beachfront Battle, and though both properties were beautiful, The Galveston Beach House was a solid win for Drew. Even the closets were gorgeous! While the Scott brothers aren’t likely to pay you a visit, you can share in the secret to customized closets and bring the beauty, organization and function into your own home. In Beachfront Battle, Drew used modularclosets.com to transform the closets in the Galveston Beach House. No mere crossbar and top shelf, the spaces featured on Brother vs. Brother showcased how to maximize storage in these basic closets. There are many options for customizing a closet and maximizing 20 NextHome.ca

BEFORE

functional storage. These range from do-it-yourself solutions that can be bought off the rack at a local hardware store, to fully custom-built spaces that cater to a homeowner’s every need. In today’s new home and condo market, where real estate is at a premium and storage is slim, it makes sense to get the most mileage out of any storage space. There are seemingly endless choices when it comes to custom closets. Zev Lapides, director of online sales at modularclosets. com, says, “Choosing closet parts is like anything else. The more you add, the more it will cost, but the more you will enjoy your closet.” One of the benefits of a wellorganized closet is that it reduces the demand for furnishings. In a small bedroom, this can mean the difference between comfortable and cramped. Eliminate the need for a highboy dresser and a chest of drawers, and now you’ve got ample floorspace for a roomier, more minimalist feel without sacrificing storage. “Many people opt for a wellequipped closet instead of

AFTER

furniture,” says Lapides. “This gives you the ability to keep the bedroom clean and neat, leaving all your clothes in a closed closet.” And if you’re sharing closet space with a significant other, Lapides says, “We usually try to keep his and hers separate. It makes it much easier to keep organized and neat.” You already know who the neat one is in your relationship, so imagine what a well-organized closet may mean for you. With inspiration from the gorgeous examples on Brother vs. Brother, some smart closet design and a few functional and fashionable accessories, you, too, can have an organization transformation in your closets. ADVICE | MORTGAGE INTEL

WHAT TO CONSIDER BEFORE BUYING AN

INVESTMENT PROPERTY ALYSSA FURTADO

An income property can be a good way to make money, especially in retirement. However, there are things you need to consider before taking the plunge. Here are the advantages and disadvantages of buying an investment property: ADVANTAGES You can use leverage: If you have

equity in your home, you can use it to help finance the purchase of another property. In a low-interest rate environment, mortgage rates are lower as are the costs of buying an income property. You’ll build up more equity when you earn rental income to pay down the mortgage. In the future, you could use that additional equity to buy another property or properties but you should ensure you can make larger mortgage payments when rates increase. You can earn additional income regularly: As long as you have a

tenant, you’ll earn monthly income on a regular basis. The more investment properties you have, the more you could potentially earn. You don’t often get regular income from other types of investments. You get tax deductions: While you’ll earn rental income, you’ll also be able to deduct any expenses. Advertising, insurance, 26 NextHome.ca

maintenance and repairs, property taxes and legal fees are just a few of the expenses that are deductible. It’s best to consult with your accountant to find out what costs you can deduct.

As long as you have a tenant, you’ll earn monthly income... You don’t often get regular income from other types of investments.

DISADVANTAGES

You may need additional

financing: If you want to buy a

multi-unit property and intend to live in it, you’ll need a down payment of between five and 10 per cent, depending on the total number of units in the property. But when you purchase a property you don’t plan to live in, you need a down payment of at least 20 per cent. Also, some lenders won’t recognize 100 per cent of the potential rental income you might expect to earn; some may consider just 50 per cent, while other lenders might consider 80 per cent. So, you could be forced to make a bigger down payment to qualify for a mortgage. You might not always have a tenant: Ideally, you’ll earn enough

rental income to cover your annual costs. However, you’ll still need to make mortgage payments without a tenant. You should be prepared for the worst and have an emergency fund for the times you don’t have a renter. Your property isn’t a liquid investment: If you own stocks or

bonds, you can buy and sell them quite quickly. However, it can take a long time between listing your property for sale and the closing date. This might be a problem if you need the money right away. You have additional responsibilities: Being a landlord

can be a difficult job. You’re responsible for any maintenance and repairs, and there are also some headaches you have to deal with, such as a tenant that damages your property or misses a rent payment. The alternative is to hire a property manager who can take care of those problems but at a cost to you. While an investment property provides additional income, be aware of the pros and cons before you decide to make a purchase. Alyssa Furtado is founder and CEO of RateHub.ca, a website that compares mortgage rates, credit cards, highinterest savings accounts, chequing accounts, and insurance with the goal to empower Canadians to search smarter and save money.
