Buying made easy Three simple steps to success

hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that the price you are paying will deliver the quality you want.

Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

Canada to benefit from a strengthening U.S. economy in 2014 RBC Economics After another year of mediocre growth, Canada’s economy is expected to perk up in 2014, supported by a pick-up in exports and strengthening business investment, according to the latest Economic and Financial Market Outlook from RBC Economics. RBC is forecasting real GDP growth of 1.7 per cent for 2013, 2.6 per cent in 2014 and 2.7 per cent in 2015.

“The U.S.’s slow and subpar recovery has no doubt played a part in the underperformance of Canadian exports through 2013,” says Craig Wright, senior vice-president and chief economist, RBC. “Looking ahead to 2014, we anticipate that stronger growth south of the border will translate to increased demand for Canadian exports, especially as the expansion fans out and business investment accelerates. This expected uptick in both exports and business investment is a critical component of our outlook for Canada’s economy.” The report indicates that strong exports relative to imports in 2014 will result in trade contributing more than it has in a decade to Canada’s annual growth rate. RBC anticipates that this will cause a rebound in investment activity particularly in the manufacturing and mining and oil and gas sectors. Extra support to external trade will come from a weakening Canadian dollar over the course of next year, says RBC. The softer currency reflects a leveling off in commodity prices alongside a generally firmer tone for the U.S. dollar. RBC also assumes that neither the Bank of Canada nor the Fed is likely to adjust the overnight policy rate in 2014, meaning short-term interest rate spreads will hold steady. Longer-term yields on government bonds, however, are likely to rise in line with the gradual, upward shift in U.S. treasury yields; RBC indicates that the pace of increase will be gradual enough to ensure that the economy doesn’t falter and that the Canadian housing market stabilizes.

Canada’s labour market has been resilient with 148,000 jobs created so far in 2013 and the unemployment rate falling to a cycle low of 6.9 per cent, RBC says. This increase in employment has driven up wages by close to 2.0 per cent on average so far this year while inflation has only increased at an average 0.9 per cent pace. As labour markets tighten further, wage pressures are expected to have a greater upward impact on inflation through the forecast moving it closer to the Bank of Canada’s 2.0 per cent target rate. RBC notes that real wage gains will continue to fuel consumer spending going forward. “Rising incomes and improving household balance sheets will be the key factors supporting consumer spending which we expect to grow by 2.5 per cent in 2014, up from 2.2 per cent this year,” adds Wright. On the provincial front, RBC says that an improvement in underperforming provincial economies will be reflected in Canada’s real GDP growth rising in 2014. The country will continue to see the west out-performing the east with the dividing line shifting slightly east to the OntarioQuebec border.

Tips to find the money to begin investing today With the RSP deadline just weeks away, Scotiabank’s Annual Investment Poll found that three in 10 (31 per cent) Canadians plan to contribute to their RSP this year, a decrease from 39 per cent in both 2012 and 2011. Three-quarters of Canadians (74 per cent) who hold

RSPs, and have thought about contributing more, cite lack of affordability as the top reason for not contributing more often (84 per cent in 2012). The study also found that among Canadians who hold an RSP, 40 per cent have withdrawn funds from their RSP, up four per cent from 2012 (36 per cent). Again this year, the top reason for taking money out of RSPs is to take advantage of the Home Buyers’ Plan to buy/build a first home (16 per cent vs. 15 per cent in 2012), followed by covering day-to-day living expenses (eight per cent vs. five per cent in 2012) and paying down debt (eight per cent vs. six per cent in 2012). “With the new year underway and the RSP contribution deadline less than two months away, we want to encourage Canadians to meet with a financial advisor,” says Mike Henry, senior vice-president of retail payments, deposits and lending at Scotiabank. “RSPs continue to be an important and tax-effective way to maximize retirement savings. If affordability is an issue, a financial advisor can help identify ways to make that all-important contribution, big or small, as well as develop a financial plan to help achieve retirement goals.”

new attitude » by Hellen buttigieg Everyone has a list of things they’d like to accomplish, and a new year is the perfect time for a fresh start. Getting organized is a major resolution, and not an easy one to keep. It’s even difficult to figure out where to start on the road to becoming organized. Start by trying out some of these organizational tactics: Keep your New Year’s resolutions. If you’ve resolved to get organized in 2014 but are already feeling discouraged, detach from the results and focus on the process. We often fail to reach our goals simply because they

were unrealistic in the first place. If it took 10 years for your clutter to accumulate, you can’t expect yourself to clear it all in a few days. The key is to do only what you can, but do it consistently. Just 15 minutes a day spent organizing will add up to seven hours a month and 84 hours a year! Commit to 15 minutes every day and make organizing part of your daily life rather than dwelling on how much more there is to do. Tackle quick tasks now. Adopt a “do it now” policy for anything that can be done in less than five minutes. For example, when a form needs to be filled out or a cheque has to be mailed, resist putting it off until the due date – do it now. This ensures that it won’t be forgotten or misplaced and frees up the mental energy that unfinished business consumes. Time-saving ways to shop. Pressed for time? Rather than wasting time running back and forth to the store, consider shopping online. The time and gas savings usually offset the cost of shipping. Some sites offer free delivery when you spend a minimum

But make sure the site is secure before entering credit card information (look for the padlock in the browser window). Keep rooms tidy in less than two minutes. Items that don’t belong in a room are the main contributors to visual clutter. Get into the habit of removing “move elsewhere items” when you leave the room, and placing them on their way to where they do belong. You’ll be amazed at how effective this technique can be in keeping rooms tidy with minimal effort. Tidy doesn’t mean perfect. Organizing is not necessarily about how it looks, it’s about how it works. If you are not naturally neat, avoid storing everything behind closed doors. Not only can it make you feel ill at ease, it may also be virtually impossible for you to maintain that kind of system. Choose furniture pieces that provide visible storage instead, like a coffee table with shelves underneath. Keep the system low maintenance. If you never seem to get around to hanging your clothes on hangers, place some open bins in your closet. Purging for “fraidy-cats.” If you keep every paper that enters your home because you’re afraid you might need it someday, here’s a way to ease the fear. Designate a temporary holding tank, a box or bin for papers you don’t need, which you’ll dump once a month. Knowing that these papers won’t be tossed immediately and will be there “just in case” lessens the anxiety of letting them go. Store your sheets in sets in the linen closet. For each set, fold the flat sheet, the fitted sheet and one pillowcase. Place the set inside the remaining pillowcase. These tidy packages stack nicely on the shelves and make changing the sheets quick and easy. Fabric softener sheets tucked into the linen closet will keep bedding smelling fresh.

Don’t buy the doom and gloom:

I can’t imagine a more suitable quote to sum up recent media coverage of the Canadian condo market. Story after story perpetuates the negative message that the market can’t be sustained. Frankly, these pieces are grossly distorting the facts, and misleading the public in the process. To help set the record straight, I wanted to share the gist of Canada Mortgage and Housing Corp.’s 2013 annual report. Spoiler alert: it’s good news. The condo market has certainly grown quickly. Between 1981 and 2011, the growth rate for owner-occupied condos in Canada outstripped that of other homes by more than nine times. By 2011, we had a total of 1.61 million occupied condos, with most new construction occurring in urban centres. While past numbers are solid, how can we be sure the trend will hold? Let’s consider who’s buying condos. Quick answer: all kinds of people. To distill the numbers, in 2011, 29 per cent of condo owners were seniors, while nearly one-fifth were under 35. Close to half of condo owner-occupiers lived alone, while more than a quarter were couples without children. Are these demographic groups likely to grow? Fascinatingly, CMHC found that people living alone – let’s call them solo

dwellers – are expected to become the most common household type by the 2020s. In another growing trend, couples with children account for fewer households than ever. For many seniors, young singles and urban couples, condos’ affordability, security and worry-free lifestyle makes them a natural choice. (At the same time, in large urban centres, more growing families are turning to condo living, à la Manhattan.) But what about all those empty highrise suites we keep hearing about? Let’s add some perspective. According to a December report from BMO Capital Markets senior economist Sal Guatieri, “The number of newly built, unoccupied condos is not high when normalized for population growth.” CMHC points out that current condo construction rates are in keeping with rising numbers of one-member households, immigration and a general shift towards more compact dwellings. In other words, condos aren’t going anywhere. Where condominiums are concerned, Ottawa is still in its infancy. With such tremendous potential for growth, purchasing a condo in this city is still among the best investments around. Nothing is certain but death and taxes, as several famous authors have waxed in various forms. Canadians, however, seem to have a curious way of preparing for the inevitable, at least on the latter subject. While the deadline for contributing to Registered Retirement Savings Plans (RRSP) for the 2013 tax year is March 3, and for filing a return April 30, many Canadians still take it right down to the wire – especially on the first point. Indeed, as many experts suggest, the best tax planning should begin during the year – not approaching such deadlines. But, like death, perhaps Canadians don’t like to think about taxes, viewing them as an equally unsavoury topic. How else would you explain that, looking at the bigger picture, we are seemingly short-sighted: personal finance and taxes are not subjects that are taught to any depth in our public education system. David Chilton lamented this fact in his 1989 best seller, The Wealthy Barber. Almost 25 years later, the challenge still exists – for Canadians of every age. Consider, for example: • A new poll from CIBC shows that Canadians’ top financial priority in 2014 is paying down debt – the fourth consecutive year it has topped the list. Retirement planning, however, is dropping: in 2011, it was ranked a priority by 13 per cent of Canadians; for 2014, just seven per cent. Perhaps there is something to all those warnings from the federal finance ministry for Canadians to watch their personal debt loads, even in these days of still historically low interest rates. Or is it that Canadians include their mortgage in “paying down debt,” and thus building equity relieves some of the pressure to max out their RRSP contributions? • Interestingly, another new poll, this one from RBC, suggests the opposite: 52 per cent of Canadians are focusing on increasing their retirement savings, and 48 per cent on debt reduction. Also notable is a significant jump in RRSP ownership among 35 to 54 year olds – to 62 per cent from 52 per cent last year. According to RBC, “Canadians are more comfortable with how they are managing their debt, and this is allowing them to focus more strongly on retirement savings this year.”

• And just to muddy the waters even further: according to the BMO Financial Group RRSP study, many Canadians are getting a head start on saving for retirement this year. More than one-third (35 per cent) of Canadians reported that they have already contributed to an RRSP before the March 3, 2014 deadline. This is up five per cent from this time last year. Three different financial institutions, three different takes on personal finance. Are we saving too little? Spending too much? Or, Goldilocks, is everything just right? Indeed, the answers depend on your own circumstances and personal situation. But here are some general tips from these and other sources: • Meet with a financial advisor to devise your strategy, including plans to buy a home, reduce debt and save for retirement. • Contribute to RRSPs regularly, even if smaller amounts throughout the year to avoid having to come up with a large lump sum at deadline time. • Manage and budget your spending, to better control where and how you spend and identify opportunities to save. • Remember that your finances are connected. Making progress on one aspect of your goals can lead to an opportunity to improve in others. Taxes are indeed certain, so planning to minimize what you pay, while maximizing your assets and developing the discipline to do both, is a sound strategy.

Today’s new homes are the most maintenance free in history, but Ottawa winters can be harsh, so a little attention is still important to maximize efficiency and avoid expensive problems. The most obvious threat from

Ottawa winters can be extreme snow conditions – such as those being experienced this year – since they can cause a range of complications. Homeowners should perform some very simple inspections to ensure that issues don’t arise. Ice-damming is a problem that can occur at any time, but is most common during thawing conditions in late winter when roofs are covered with a thick layer of snow and daytime temperatures begin to rise above zero. The snow acts as an insulation blanket that traps warm air in the attic that has risen up through the ceiling insulation. Eventually, the attic temperature rises to the point where the layer of snow resting on the shingles begins to melt. Water runs down the roof until it reaches the area just beyond the home’s exterior wall. At this point, the roof temperature is much colder and the water freezes. As the process continues, a thick layer of ice is formed that finally “dams” the water from flowing down the roof and it begins to pool and back up under the shingles. As the water is forced further up under the shingles, it begins to penetrate the roof decking through nail holes and other small openings and drips down onto the ceiling insulation. In extreme cases, there is enough water to penetrate the ceiling drywall and cause considerable damage. This process can be dramatically accelerated if the roof vents become covered with snow. The purpose of roof vents in winter is to allow the warm air that rises up through the ceiling insulation to escape before the process of ice damning can begin. Roof systems are designed so that cold fresh air can rise up through the soffits, blend with any warm air in the attic and escape through the roof vents. Ideally, the attic temperature should be the same as the outside air temperature, but this is seldom the case. Homeowners should visually check their roof to make sure all the roof vents, including plumbing stacks, are open and not covered with snow. If they’re not open, the snow should be removed as soon as possible. Homeowners who have experienced ice-damming in the past should consider removing any snow from the lowest three feet of the roof. While checking the roof vents, it would also be worthwhile to quickly assess a few other important issues that could cause problems – for example, basement window wells that are full of snow to the point where the window is no longer visible. Under these conditions, a fast melt, heavy or freezing rain may expose the windows to extremes they were not de-

signed for, and they will begin to leak. In some cases, it is worth removing the snow from window wells. Most homes in Ottawa built over the last 20 years are equipped with a gas-fired forced-air heating system. These furnaces are provided with a fresh air intake that goes directly from outside to a point in proximity to the furnace that allows it to operate efficiently and safely. Because of the high volume of cold air that can come through the intake during winter months, homeowners who do not understand the role of these intakes have plugged them in order to reduce heating costs. This creates a very dangerous situation, so anyone who may have recently occupied an existing home should be sure to inspect the furnace intake and ensure there is an unimpeded flow of fresh air to the furnace. In older homes, the furnaces were typically vented through the roof. New natural gas and hi-efficiency furnaces, appliances and air handling equipment are now commonly vented out the side of the building not very far off the ground. In most winters, this isn’t an issue, but under certain wind and snow conditions, the depth of snow can completely block the vents and prevent appliances from operating. Similarly, fireplaces are no longer always vented above the roof. Gas fireplaces can have vents within 16 in. of the ground if the unit is located in a basement, and even a ground floor fireplace may be vented close to the ground. They say “an ounce of prevention is worth a pound of cure.” It’s well worthwhile for homeowners to take 10 minutes to conduct these inspections, particularly in the case of extreme snowfalls. It could save you thousands of dollars in damages and service calls.
