When you buy new, you don’t inherit somebody else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint. If you’ve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one: » Shop the mortgage market to see what you can afford before you start your hunt; » Obtain a lawyer who is willing to review your offer and close the deal; » Don’t be persuaded by high pressure sales tactics while you’re out shopping;
» Determine which options and upgrades you want as part of your offer and ensure your lender will finance what’s required, if needed; » To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction. Factors such as the cost of the home, neighbourhood, lot size and special features play a big role in your final decision. Determining which your new house absolutely must have, and which you could live without, should be among your first steps in the homebuying process. orget what you might have heard recently about houses in Canada being overvalued by 30 per cent (Bank of Canada) or, worse, more than 60 per cent (Deutsche Bank). In Ottawa, at least, real estate is proving to be a prized possession, indeed. This is particularly true with new homes. There’s that old adage in real estate – and the stock market – urging you to “buy low, sell high.” Who wouldn’t love to do that? But how would you ever know when “low” is, and when “high” is actually the highest? Perhaps the most realistic, if humorous, suggestion for how to look at this equation comes from Toronto-based

I love it when my clients share my passion for real estate. Lately, I’m finding that more and more of them are expressing interest in income properties and other real estate investment opportunities. They are looking to supplement their pensions and collect passive income or they are considering buying a new property from paper for equity income. These types of investments in real estate are one of my firm’s specialties for a good reason: I’m a firm believer that, when done responsibly, investing in real estate can pave the way to financial independence, and buying real estate is a smart choice – asset class diversification and wealth creation. It is a fi xed asset, you can leverage it, you can buy with other people’s money, or you can rent it, fl ip it, re-finance it or sell it for a profit. Assuming you don’t have the cash to pay for an income property outright – and few of us do – you may wonder how taking on an additional mortgage can possibly make good financial sense. There is good debt and bad debt. In simple terms, there are various ways to finance your investment.

Healthy and confident Ottawa market TO SEE MORE HOME PRICE GROWTH THIS YEAR » by WAYNE KARL Other cities in Canada may experience more spectacular home price growth, but slow and steady is the name of the game in Ottawa. Coming off a year in which prices grew an average 1.4 per cent, Ottawa is in line for an even higher clip this year, according to the latest Royal LePage House Price Survey and Market Survey Forecast. Across the country, average home prices showed modest to healthy year-over-year gains in most markets in the fourth quarter of 2014. During the quarter, the average price of a home in Canada increased between 4.5 per cent and 6.7 per cent year-over-year. Nationally, the average price of detached bungalows rose 6.7 per cent $406,218, while standard two-storey homes increased 6.0 per cent to $443,379, and standard condominiums saw a 4.5 per cent increase to $257,624. Against the backdrop of a decidedly mixed macroeconomic environment at home and abroad, Royal LePage expects home prices to increase moderately in 2015, forecasting a 2.9 per cent national increase for the year ahead. In Ottawa, a healthy and confident housing market saw moderate gains in spite of supply continuing to outstrip demand, Royal LePage says. Detached bungalows and standard two-storey homes increased 2.2 per cent year-overyear to $404,708 and 2.1 per cent to $407,440, respectively. Standard condominiums saw a slight decline in price, dropping 0.6 per cent to $258,817. For 2015, Royal LePage forecasts average home price growth of 1.8 per cent to $370,000, up from $363,600 in 2014. Th is compares to a 1.3-per-cent
increase from $358,876 for 2013. By comparison, Toronto is expected to lead Canada in home price growth at 4.5 per cent this year, while at the bottom end, Regina is forecast to decline 1.3 per cent.

That seems highly unlikely in a future characterized by low interest rates and a healthy economy, which is what we see,” says Soper.

BUDGET 2015: NEW-HOME BUYERS ARE PAYING THEIR FAIR SHARE
One of the first orders of business for city council will be the coming city budget. Ottawa’s previous council made a commitment to limit increases in property taxes. They honoured this promise and should be applauded for their efforts to have the City live within its means. When governments do not raise taxes, they often look to fees as a way to generate revenues. Here’s a few facts for councillors to keep in mind when considering any increase to the building permit fees paid by homebuyers and homeowners. This year, new-home buyers are facing an average increase of 30 per cent in the development charge levied on every new home built in Ottawa. Anyone buying a new townhome in Kanata, Orleans or Barrhaven will now pay $18,973 in development charges. If buying a single-family home outside the Greenbelt, it means paying up to $37,304 in development charges. When building permit fees are raised, these are passed on to the new-home buyer, putting homeownership out of reach for many young families and first-time buyers.

Many Millennials are working in service industry jobs, struggling to pay off their $40,000-plus student loans. Half of Millennials live with their parents well into adulthood. Now is not the time to increase the cost of new homes for first-time buyers.

In the city of Ottawa, a councillor’s approval for a new development is required before a building permit is issued in his or her ward. While the permitting process is managed by the planning department, the process is not complete until the ward councillor has approved the plans. Changes to the zoning of land, the rules which govern what we can and cannot do with land in Ottawa, must be approved by the planning committee of city council, which is comprised of councillors. While the zoning amendment process is handled by the planning department, land and property owners need planning committee approval if they want to do something that often is in complete conformance with City of Ottawa policy. By bringing elected officials into the land use decisionmaking process, we have introduced politics into what was traditionally a planning and engineering process. Land use decisions can now be influenced by the people affected by these decisions. This is not a bad thing, but unfortunately, we find ourselves in a situation where the political considerations of a proposed plan or development often outweigh the planning considerations. BUILDING PERMIT DELAYS HAVE A REAL COST

than ever. Today, it takes two to five years to secure the approvals and permits for a plan of subdivision. Prior to the City of Ottawa amalgamation (2001) it was common for a plan of subdivision to be approved within six months. While delays may seem like a minor bother and are often treated as such by decision-makers, they are, in fact, a major problem for homeowners, builders and developers. Delays are about time, and time costs money. For homeowners and new homebuyers, permitting delays are an endless source of frustration. Delays are also driving up the cost of their new homes. For a small builder working on an urban infill project, a delay can place his or her entire business in jeopardy. For a larger builder, delays cost millions of dollars. During delays, builders must carry the cost of land, they must pay salaries and wages to their employees and they must continue to operate their businesses. All of these resources sit idle while permits are delayed. Long delays will lead to job losses for the men and women who work in home building.

Lastly, when making decisions about home building and land development, it’s important to remember that 25,000 people in the national capital region work in the home building industry. While it may be good politics to keep taxes low by increasing development charges and building fees, these decisions have a direct impact on Ottawans working in the home building industry and on our local economy. When the price of new homes goes up, sales drop. When sales drop, there is less work for people and less money being pumped into Ottawa’s economy. KEYS TO A BALANCED APPROACH
The time has come for Ottawa to adopt a balanced approach to growth and development in our neighbourhoods, our communities and in our city. Practically speaking, this means: keeping building fees at current levels, reducing delays in building permits and approvals and, considering the contribution of home building to our local economy at the planning decision-making table.

If you’re looking to buy a home in the Ottawa area, good news: conditions are in your favour. If you recently bought here, well… you may not be thrilled with the short-term market performance. But don’t worry, you’re in one of the most stable markets in Canada – void of the huge price gains seen in other areas, but also absent of wild market swings the other way. Indeed, steady as she goes is the pace in Ottawa. The Ottawa existing home market is expected to remain balanced in 2015, with price growth and slowing sales, Sandra Perez Torres, Canada Mortgage and Housing Corp.’s (CMHC) senior market analyst for Ottawa, said at the CMHC Housing Outlook Conference. Unlike other parts of Canada, such as Toronto and Vancouver, the condo sector may seem some cooling next year. Starts in this housing category will moderate in 2015, as high inventories are constraining apartment price growth. “In general, weaker employment conditions in Ottawa this year explain the drawback in housing activity,” Perez Torres told New Home & Condo Guide. Public administration jobs, which represent about 20 per cent of employment in Ottawa, continued to weaken in 2014, and most job growth in the city came in part-time jobs. In addition, “employment of the fi rst-time homebuyer age group, those 25 to 44, has declined (in 2014), and this has affected housing market activity. The slowdown in the condo market is a reflection of softer employment conditions for this age group as they are the potential buyers of this dwelling type. That said, employment of the move-up-buyer age group, those 45 to 64, has seen robust gains. Th is age group can afford the single-detached homes in both the new and resale home market. Housing starts are expected to drop by two per cent in 2015 before bouncing back in 2016. “Ottawa has seen a record number of condo apartment starts both in 2012 and 2013, so it is not surprising that builders are expected to scale back construction activity over the 2014 to 2016 period,” says Perez Torres. “Over the next two years, the condominiums that were

started between 2012 and 2014 will be coming on the market and will still need to be absorbed before more foundations are poured.” For those looking to buy a home in the Ottawa area this year, multi-family may represent a strong opportunity, CMHC says. Demand for this housing type is expected to be stronger, given that it is more affordable than singledetached homes. The price difference is approximately between $70,000 and $100,000 between each of the dwelling types, singles to condos. As for areas of the city, Perez Torres says Orleans/East Ottawa will continue to be more affordable than the city core and the western side of Ottawa.

You seem to be a designing chameleon these days with your continued successful and diverse lines of pottery, furniture, home accessories, apparel and more. Where do you draw inspiration from? J: Creativity is an audacious and magical undertaking, and I try not to think about it too much, but I always keep my mind and my eyes wide open. Describe your design philosophy in three words. J: Style, craft and joy. You’re known and loved for your use of colour. What are your favourite colour combinations? J: Lemon yellow and blue is an “always” combination for me, and I’ll never say no to a dash of prep-tastic red, white and blue. Describe your home’s aesthetic. J: Shelter Island is where my husband Simon and I built our dream home. We wanted warm, rustic modernism. It’s a little California, a little Japanese and a little Swedish. There are a lot of decorating/design rules out there. What’s one that you think people should just totally ignore? J: All of them. Don’t worry about rules: if you love it, it will work. How can homeowners bring a “wow factor” to a room? J: Start with a bold, graphic rug and you won’t look back.
In addition to being a successful author, a collaborator with companies such as Kravet, Starbucks and Lacoste, and creator of must-have home items, you’ve had great success as an interior designer. What’s next for you? J: I just finished re-envisioning the Eau Palm Beach resort in Florida – all 309 guest rooms and corridors – and I’m launching a collection with Formica Laminate this spring. I’m a restless designer, so the more I make, the more I want to make. More stores, more products, more projects!

Canadian real estate in 2015 » by WAYNE KARL By all accounts, 2014 was a good year in Canadian real estate – and in some areas a great year. Here are five things to watch in Canadian real estate in 2015. ‘OVERHEATING’ IN THE HOUSING MARKET Bank of Canada Governor Stephen Poloz spooked many Canadians in December when, in releasing the Bank’s semiannual Financial System Review, he said that house prices could be overvalued by as much as 30 per cent – 30 per cent. Only weeks previous, the chief economist for Canada’s housing agency, Canada Mortgage and Housing Corp., reassured Canadians that overheating wasn’t a serious concern.
“The housing market does have a fairly bright outlook,” Bob Dugan told New Home Guide. “We don’t see overheating as being a problem in any of the markets across Canada,” he says. “Some markets are stronger than others, particularly in western Canada.” We also sought insight and reaction from a leading mortgage broker, Calum Ross. “Respectfully, the Bank of Canada is no more qualified to talk about the specifics of the housing markets than the Canadian Real Estate Association is qualified to comment on monetary policy,” he told New Home & Condo Guide. “Saying there is a Canadian housing market is not that dissimilar from saying there is a Canadian temperature – the term itself is irrelevant.” MORTGAGE RATES In its December interest rate announcement, the Bank of Canada once again held its influential overnight target rate at one per cent – where it has sat since September 2010. Most economists don’t expect any notable rate increase in 2015, including BMO’s chief economist Douglas Porter. But if rates do begin to inch up, the impact will be interesting to watch. “The chances of a two percentage point rise in rates in any year these days is remote, and I would peg it as extremely unlikely in 2015,” Porter told New Home & Condo Guide. “We do believe that at long last rates will begin to creep higher, but we are only looking for quarter-point hike by the Bank of Canada.”

Calgary, Toronto and Vancouver – which have seen significant price gains in the last few years – are among the markets most vulnerable, he says. BoC’s next rate announcement was scheduled for Jan. 21. OIL AND GAS Canadians are loving the cheap gas at the pumps these days – freeing up coin for us to spend on other consumer goods – but falling oil prices could cause a farther reaching economic shake-up. Is it a short-term blip or a more prolonged development that could lead to dramatic change? TD Economics, for one, forecasts downgrades in economic growth in the oil-rich economies of Alberta, Newfoundland and Labrador and Saskatchewan. In its latest Provincial Economic Forecast in December, TD said real GDP growth in Alberta is expected to fall from its recent trend rate of more than four per cent to 2.3 per cent over the 2015-16 period. Accordingly, after topping the 2014 growth charts by a wide margin, Alberta is expected to trail Ontario (2.5 per cent) and BC (2.4 per cent), where activity is expected to gain a step relative to 2014. A prolonged oil and gas slump could also affect the real estate markets in Alberta – but experts say any slowdown will only bring the province more in line with growth in the rest of Canada. MATTAMY HOMES’ ACQUISITION OF MONARCH CORPORATION “Buy land, they’re not making it any more.” This famous Mark Twain quote rings true in the recent announcement by Mattamy Homes that it is acquiring Monarch Corporation. It’s huge news in the home building industry, but it’s also interesting from a general business and consumer news perspective. Why? First, it’s a success story: a Canadian company buying the Canadian division of U.S. builder, in this case Taylor Morrison Home Corp., which builds homes in Arizona, California, Colorado, Florida and Texas. Mattamy builds homes in the
Greater Toronto Area, Ottawa, Calgary and Edmonton. Second, the motivation for the deal: land. Land availability and rapidly rising acquisition costs are a growing issue for builders – and therefore buyers. A run-up in land prices in Ontario in the last few years, for example, is one of the reasons Taylor Morrison decided to sell Monarch. By acquiring Monarch, Mattamy quickly gains Monarch’s existing land tracts, most of which have been approved for development. Mattamy, primarily a lowrise builder, also gains an immediate foothold in the fast-growing highrise market. TORONTO, SPECIFICALLY MAYOR JOHN TORY As if being mayor of Canada’s largest city isn’t difficult enough – some say it’s the toughest job in Canadian politics, certainly at the municipal level – Rob Ford drew a lot of negative, unwanted attention TO’s way. On the one hand, Mayor John Tory can’t help but present the city and the mayor’s office in a brighter light. On the other, his predecessor left him with quite a mess. Among Tory’s challenges: uniting a previously divided council, improving relations with the provincial and federal governments, and – the big one – transit. If Tory has his way, by the time his first term is up in four years, construction of his SmartTrack transit system will be well underway. Toronto’s real estate market, meanwhile, is expected to continue humming along, though affordability is becoming a growing concern.

determining the floorplan and flow of the space. After the homeowners fell in love with the floorplan, it was time to create a design they would fall in love with, too. We brought in a mix of chrome and brass, which really balanced out the entire look, while also adding the edge and sophistication. For a hint of exotic, a natural cowhide rug hugs the floor, while extremely textural horse sculptures linger in the background near the retro looking walnut lamp. But the element that we all felt really brought life to the room was this amazing art piece by world photographer Tony Koukos.
