The rewards of buying a new home are great – but getting to the finished product can be a bit of a roller coaster ride. I often suggest that my clients talk with other new home buyers for a glimpse of the emotional ups and downs of the process. I recently had a frank conversation with new-home buyer Patti Solilos, who spoke openly about her experiences and offered some practical advice. SELECTING THE LOT, MODEL AND FINISHES. What could be more fun than creating a home to suit your individual tastes? But coordinating so many details can also be overwhelming. “We took an existing plan and tweaked it,” says Solilos. “We moved the stairs, vaulted the living room ceiling and replaced a post in the basement with a steel beam. You really have to trust your builder to tell you if something won’t work well. Ours was phenomenal; they even made suggestions that made more work for them, like adding an outside door to the powder room because they knew we were installing a pool. I never would have thought of that.” Still, says Solilos, it was difficult to be confident that the final plan was perfect. “It was really challenging to sign off on the blueprint. If we hadn’t trusted our builder so much, it could have been really scary.”

As for the finishes, Solilos felt unsure. She ended up hiring an interior designer to look over her samples and paint swatches before she committed to them. Among other things, the designer pointed out that the taupe-coloured tiles the Solilos had chosen would read as pink – not exactly what Solilos had in mind. “For 150 bucks, it was so worth it!” DIGGING AND BUILDING THE FOUNDATION. To be honest, the hole itself is not much to look at. But, as the first physical step in the building process, it can feel momentous. “We arrived home from March Break, drove down the street and it was so exciting. We were like, ‘There’s our hole!’” Still, Solilos remembers feeling anxious that the foundation looked so small. “We definitely started to feel better once the framing went up.” So far, the homebuyer’s emotional journey contains uncertainty, apprehension, gratitude and relief: and this is only half the construction story! Fourty years ago, single-family homes made up 70 per cent of the residential construction activity in Ottawa. The other 30 per cent consisted of multifamily buildings, apartments and condos. Today, those numbers are reversed, with 30 per cent of residential construction activity consisting of single-family homes and 70 per cent involving apartment buildings and condos. Th is change is having a significant impact on Ottawa’s home building industry and, by extension, its traditional community-building role.

THE UNINTENDED CONSEQUENCES OF INTENSIFICATION
In 2003, the City of Ottawa introduced the intensification policy, encouraging residential growth within the Greenbelt. With intensification, the growth of the supply of land for new homes outside the Greenbelt was held in check and the city supported highrise development with speedy permitting processes and area specific development charges that are lower inside the Greenbelt than in our growth areas. Intensification has had a positive impact on Ottawa, bringing vitality and dynamism to neighbourhoods within the Greenbelt (think of Westbo and Hintonburg). However; there are unintended consequences to intensification that, if left unchecked, threaten to outweigh the positives. WITHER THE SMALL AND MEDIUM-SIZED HOME BUILDER
Twenty years ago, Ottawa’s home building industry included a healthy balance of small, medium and large-sized home builders. Prior to intensification, large land developers would sell serviced lots to small- and medium-sized builders. With intensification, large land developers stopped selling serviced lots – land for home building was too scarce. The result has been the slow decline of the small and medium-sized home builder. For consumers this has meant less choice in the Ottawa new home market. For Ottawa’s charitable sector, this has meant the loss of a committed and passionate set of donors and volunteers. THE INFILL BUILDER AND THE POLITICIZATION OF DEVELOPMENT

or triplexes, has contributed to the revitalization of neighbourhoods throughout Ottawa. Ottawa’s infi ll builders have won numerous awards and are prized for their innovative and sustainable homes. The unintended, and unfortunate, consequence of infill building has been the politicization of home building in Ottawa’s established communities. Residents upset with proposed developments in their communities turned to the media, their councillors and to Ottawa’s planning committee for assistance. Infill home builders, responding to city policy, found themselves pitted against residents and community associations. The increasing politicization of home building is the result of an intensification policy that was not accompanied by a comprehensive by-law governing infi ll development. From 2003 to late 2014, infi ll builders were caught between a new Official Plan policy that drove intensification and an outdated set zoning bylaws that did not. Th is situation led to a public backlash. In response to this backlash, the City of Ottawa adopted an infi ll zoning by-law in the fall of 2014 which has left many wondering about the future of infi ll development, especially given the imminent approval of a second infi ll bylaw that will further limit development. ENTER THE OUT-OF-TOWN HIGHRISE BUILDER
Today, 70 per cent of the residential construction activity in Ottawa involves multi-family buildings, such as apartment buildings and condos. The practical implications of this situation are twofold. For one, the home building industry’s

focus has moved away from lowrise wood frame construction to highrise reinforced concrete construction. The second change has been the entrance of the out-of-town highrise developer into the Ottawa market. Ottawa’s home building industry is comprised of thousands of suppliers and tradespeople. When an industry changes, these changes have an impact on the people who work in it and the companies that service it. The change from wood-frame lowrise construction to highrise concrete construction is driving many established suppliers and tradespeople out of the home building industry. The focus of highrise building has brought many out-of-town developers into the Ottawa market. Unlike Ottawa’s highrise builders (Claridge, Richcraft and Minto, for instance) these out-of-town developers have little attachment to Ottawa and most of the time simply pack up and leave when the job is done. They also don’t participate in the home building association or give back to the community the way our local builders always have. HOPE ON THE HORIZON
Despite challenges facing Ottawa’s home building community, there is hope for Ottawa’s home builders in the form of the Ontario Government’s recent approval of six-storey wood frame technology. Under the previous building code, wood frame structures could only go as high as four storeys. Allowing builders to use six-storey wood frame technology will create new opportunities for wood frame tradesmen and suppliers, promote innovate design and create more affordable housing options in the city’s inner core. The other hope is that a new City Council and the city’s planning department will begin to appreciate the unintended consequences of its policies and work more closely with Ottawa’s homebuilding industry to restore balance to home building in Ottawa.

SPEND THE EXTRA MONEY TO GET PREMIUM PAINT IN THE COLOURS YOU WANT Most of us are more than familiar with the term, “builder beige.” It is the dreaded colour we are left with after buying a new home. As new homeowners, you are given a sheet of colours, from white to beige, to choose for your new walls. If you are lucky, you may be able to choose different colours for the bedrooms. These colours may be different, but they are still basically shades of white. Some builders are known to give their buyers the opportunity to supply their own paint or even painters. If you’re given this chance, take it! This will allow you to choose high quality paint in the colours that will complement your furniture, fabrics and decor right from the start.

USE FLOOR PLANNER APPS TO PLAN YOUR SPACE BEFORE YOU MOVE IN In this age of technical living, there are many tools available to use to your advantage. There are multiple apps out there, where you can input the dimensions of your space and the sizes of your furniture and then place them in your room exploring the configuration that makes the most sense. You are also able to easily move, shift or delete these items to suit your preference, and what fits your family’s lifestyle. The great advantage of this process is printing them off to have when you move in. This will eliminate a lot of confusion on moving day as you can direct movers to where each item is to be placed.

BREATHE EASY IN YOUR NEW HOME Purchase and run air purifiers prior to moving in and during the first six months to a year of occupancy. A new home is wonderful and beautiful, but it often takes a while for the dust to settle. This will ensure you are not breathing in drywall dust or the potential toxins from paint, glues and building materials. Remember to buy lots of furnace filters. A new-built home should have the furnace filter changed more often than an older home. There will be a lot of dust in your ducts that you don’t want clogging up your brand new furnace. GET THE UPGRADES WHILE YOU CAN When buying a new home, it can be both a wonderful and stressful undertaking. When faced with the task of picking what
options you want upgraded, it can seem like you are slowly watching your bank account dwindle. That being said, the best time to upgrade is before you move in! Depending on the builder, it can be more cost effective to get the upgrades you want while your house is still in the building process than it is to try to implement certain things after you have moved in. KNOW YOUR WARRANTY Different builders have different warranties. Make sure you read your warranty thoroughly and know what you are entitled to. During the first year of living in your home, it will adjust and settle and as it does this, there may be structural or superficial imperfections. Know what your builder will be responsible for and how long. And remember to finally enjoy your new home once you are in it.
