Buying a home is a very personal decision – be it to move out, move up or move elsewhere entirely. Indeed, according to a new survey from Canada Mortgage and Housing Corp., there are three main motivators for Canadians to purchase a home: To stop paying rent; to improve accessibility; and as an investment. Makes sense, right? What’s somewhat surprising – but also perfectly understandable – is the extent to which recent policy changes are affecting Canadians’ homebuying plans. Fifty per cent of prospective first-time homebuyers, and 65 per cent of current homeowners, say the mortgage rule changes that took effect Jan. 1 would cause them to delay their home purchase. And for those observers who believe fast-rising home prices are never a bad thing? Seventy-six per cent of first-time buyers say they would delay their purchase because of high prices. Even existing homeowners, at 63 per cent, are spooked by the value escalation. The good news for homebuyers in Ottawa is that home prices are still reasonable and affordable, relative to other Canadian markets. With spring around the corner, now might be the time to put your homebuying motivation to action.

MARNIE BENNETT Shopping for a new condominium is an exciting process. But, as with all substantial purchases, there are important considerations to be weighed before making your final decision. With this column, I hope to give you a framework for making a wise and informed purchase. Firstly, if you don’t need to move into a new home immediately, you should know that there are significant advantages to buying your condo during a development’s planning stages. In order for a builder to receive construction financing, that builder typically needs to show that 65 - 75 per cent of the suites have been sold. To reach this goal, it’s in the builder’s best interest to offer better prices earlier on in the sales process. Buying early can result in substantial savings, and offers the greatest equity growth potential. It also allows you a much wider selection of floor plans and locations within the building. Consider where you want to live. While the most important factor influencing price in real estate is location, this doesn’t mean that the priciest section of town is necessarily the best for your personal lifestyle. Consider proximity to your workplace, and to the kinds of amenities you feel are important, whether that means shopping, restaurants, greenspace or recreational centres. Once you’ve zeroed in on a particular condominium development, it’s equally important

to consider the location of the unit itself within that development. Examine proximity to the elevator, street noise levels and the quality of the view; often, the higher the floor, the higher the price. This raises the question: how much do you want to pay? Your personal budget may not allow you to buy the penthouse of your dreams; again, weigh what’s most important to you. Some factors to consider when selecting your suite include functionality of the layout; exposure to natural light; ceiling heights; and access to a balcony or other outdoor space. A development’s curb appeal will affect both your enjoyment of your home and its resale value. The same applies to density; the fewer people sharing your development’s facilities, the better. All condos are not created equal. What’s behind the walls – mechanical systems, for example – is just as important as those things you can see, though admittedly more difficult for a homebuyer to judge. That’s why choosing a builder with a good reputation is crucial. Research builders by asking your Realtor for information; by visiting previous developments; by speaking with current owners; and by researching the equity growth

of their homes as compared to others. Be sure to check the builder’s Tarion Warranty Corp. rating. Tarion is a government regulated organization which licenses all new home builders in Ontario, and provides safeguards to all new home purchasers. Finally, make sure that the builder has a strong customer service team with extended hours. There’s no denying that buying a home is an emotional process. Just be sure not to let your heart rule your head. COULD LEAVE SOME BUYERS OUT IN THE COLD Members of the Ottawa Real Estate Board sold 712 residential properties in January through the Board’s Multiple Listing Service System, compared with 664 in January 2017, an increase of 7.2 per cent. The five-year average for January sales is 638. “While January is typically the month we see the lowest number of listings come onto the market, the numbers for this month are very low,” says Rick Eisert, 2017 President of the Ottawa Real Estate Board. “The five-year average for new listings in January is 1,396 for residential and 500 for condominiums. January 2018’s listings were at 994 and 406 respectively.” “We saw this trend throughout 2017, and the result is our resale market is being challenged by decreasing supply in both the residential and condo markets. Furthermore, as the supply continues to be reduced, it will tend to put an upward pressure on prices. This is simple supply and demand economics,” he adds. The average sale price of a residential-class property sold in January in the Ottawa area was $427,487, an increase of 8.8 per cent over January 2017. The average sale price for a condominium-class property was $263,744, a decrease of 8.6 per cent from January 2017. January’s sales included 173 in the condominium property class and 539 in the residential property class. “Sales in the residential property class this month were on par with January 2017 with a minor decrease of 1.1 per cent. Unit sales in the condo market, however,

have seen an increase of 45 per cent from 119 units sold in January 2017 to 173 units in January 2018,” Eisert says. “The most active price point in the residential market is the $300,000 to $449,999 range, accounting for 47.5 per cent of the market. While the most active price point in the condo market, between $150,000 and $249,999, accounts for 55 per cent of the market,” states Eisert. “There is a marked increase in the number of

condo units sold in the lower end of the market specifically. This is likely due to the attractive lower price point and the fact that the demand is there.” “For homeowners thinking of selling, this is a good time to get your property on the market before spring,” Eisert advises. “Since inventory is currently low, sellers will certainly get attention because selection for buyers in some areas, in particular, is quite limited.”

10 THINGS

A MOVER CANNOT DO FOR YOU

CHUCK RESNICK When you hire a moving company, it is important to understand what services the firm can and cannot provide. At Two Men and a Truck Canada, we pride ourselves on accommodating our clients in every possible way. But there are some requests that pose problems. Here are 10 common issues that most movers won’t or are forbidden by law to do:

• Move hazardous materials, containers of fuel and gaspowered items such as lawn mowers that are not emptied of fuel. This is in accordance with the Health and Safety Act and Hazard Materials Act. The law prohibits us from transporting these types of goods. • Move live plants. Many movers, including our company, have their own guidelines about this. Securing plants takes a level of special treatment that we are not prepared to offer. If customers need advice on how to move plants, we can help them find companies that are equipped to do so. In our experience, most customers move plants themselves. • Moving animals. Moving animals takes special care, and movers are not willing to take responsibility for pets during a move. You are

best to arrange for them to be somewhere else on moving day and then ease them into their new surroundings yourself. • Move personal valuables. It makes sense that small valuables such as jewelry, stocks, bonds and cash are items you want to transport yourself. • Stop the clock because there is a change on your end. We get paid from the time we leave our facility until the time we return. If you change the parameters of your contract or something unexpected happens on your end to cause a delay, the move continues on as planned, but will likely extend longer than your estimate. • Move items larger than we have the ability to do. When we see items that are too big and bulky for us to handle, we will let you know. Upright pianos, for example, are incredibly heavy and usually require heavy-duty dollies and a truck with a lift gate. We can definitely help you with any size of piano. Massive walls can also present challenges. We can help you find the right firm to move those specialty items, if required. • Provide insurance coverage for items of extraordinary value. Provincial Conditions of Carriage requires movers to insure items at least 60 cents per pound. If our coverage does not include antiques or works of art, we can arrange it through our insurer, as long as these items are itemized upfront. Your tenants insurance

policy may also have a rider for goods in transit. • Rearrange your furniture. Something people ask us to rearrange their furniture at their destination, which adds to the time estimated for your move. We are happy to provide you with this service. • Install major appliances. We are neither plumbers not electricians. If you require installation of your major appliances, arrange to have those professionals help you during your moving week. • Load pre-packed boxes and items into a U-Haul or pod. We do not do “load-only” moves. If someone else is driving the vehicle and the goods are not under our control, we can’t take responsibility for the condition of the goods at their final destination. All of the above help ensure that your possessions arrive at the other end in one piece, with the safety of you, your family and the movers in mind. And that’s our job!

HOW TO AVOID A MOVING HORROR STORY

When buying a home, you will likely consult with a team of trusted professionals — a mortgage broker, a lawyer, perhaps a realtor or builder sales associate and maybe a home inspector. Then, assuming you move ahead with your purchase, you will likely need a mover. People often don’t consider a mover as an important member of their team of professionals. However, given the critical role they perform – taking possession, at least temporarily, of all your worldly goods and moving them without loss or damage – it’s a function not to be taken for granted. Not doing your due diligence can invite untold problems. Case in point: The following example admittedly doesn’t involve a new-home move, but the experience is all too common. So is the lesson learned – unfortunately, the hard way. I recently contracted a “professional” moving company to carry out a last-minute move of five furniture pieces on behalf of my son, a university student. After calling several firms, I selected a local moving company, explaining that drop-off would be about 100 kilometres away. We agreed on price ($350) and time (9 a.m.), and all details were confirmed in a “contract” exchanged via email. The crew was on time the next 26 NextHome.ca

morning, but almost immediately began talking about a higher rate – $360. Not a huge difference, but it immediately raised my suspicions. I’ll spare you all the gory details, but it’s important to share the lowlights of what happened next: • The company I originally contracted the job to was inexplicably unavailable to actually do the move the next morning, and apparently passed it off to another firm. • My original contact, who was easily available the night before, suddenly was nowhere to be found. • Once the truck was loaded, the fee increased to $450. • Upon arrival at the destination, the movers said the fee was $500. “It’s taking longer than we thought, and the furniture is heavier.” • “Sure,” I said, “right after I call the police.” With that, the sordid tale ended. The job was not complete and we were left to move the furniture indoors, becoming the victims of one of the top 10 scams monitored by the Better Business Bureau (BBB). “I could write a thesis on this,” John Levi, president of the Canadian Association of Movers (CAM) told me. CAM offers the following tips on how to avoid being scammed by unscrupulous movers: • Find reputable movers through the CAM, BBB or provincial government consumer protection agencies

• Ask three movers for estimates in writing • Get the terms and conditions in writing • Ensure your goods will be protected for loss or damage • Read customer reviews on movers’ websites and other forums “Consumers have recourse with their provincial government’s consumer affairs department and with the Better Business Bureau,” says Levi. “Both of these avenues are fraught with difficulties and often take many months to come to some form of resolution – satisfactory or otherwise. And often, the mover simply out-waits the consumer. “It’s far simpler and more effective to engage a reputable mover in advance rather than trying to fix a bad situation after the fact.” My example, though painful and infuriating, is minor compared to other common horror stories involving similarly unsuspecting clients.
