Buying made easy

Three simple steps to success

S

hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that the price you are paying will deliver the quality you want. Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

By calendar if not by temperature, this time of year signals change and opportunity

T

he cover date of this issue is March 23 – a couple weeks into Daylight Savings Time and a few days after the official start of spring – and Mother Nature has already teased us with a sign of warmer things to come. Indeed, spring is always busy season in the housing market, and this year, despite some recent “cooling” in some areas and housing types, should be no different. Fair weather and still-favourable mortgage rates should point to the sales pace continuing in the coming weeks and months. Need proof? Take advantage of the nicer weather and get out there and visit some new-home sales centres and model homes. A combination of factors – including land availability and affordability – is restricting supply of single-detached homes, in particular, at the moment. You may be surprised at just how quickly new lowrise developments are snapped up by homebuyers. We’re also betting you’ll be impressed by how new-home builders in Eastern Ontario are responding to such challenges, by offering more variety of home options. Gone are the days when the main choices were simply lowrise and highrise. Today’s buyers want variety – townhomes, semis, singles, freehold and condominium ownership – and developers are delivering in spades.

The importance of transportation infrastructure by John W. Herbert Suburban growth, land costs and fuel prices are inextricably linked and their interplay over the next two decades could be a significant factor in determining the physical form that prevails in the suburban housing market. There are many variables in considering what might happen and how, but by extrapolating recent events we can develop a general roadmap. One simple fact is that as gasoline prices increase, commuting from the suburbs becomes more expensive. It also becomes more time consuming because municipal governments are generally spending more money on various forms of mass transportation systems and less on new roadways. Some pundits felt that this could cause a decrease in the value of suburban housing by making it less appealing but this was based on the faulty assumption that there was a choice. The fact is that there is no choice for the vast majority of young couples with children who simply cannot afford to purchase a similar ground oriented home in the inner city. Even in suburban locations, housing affordability and choice are rapidly disappearing in Canadian cities as governments undertake massive social engineering programs such as intensification. By restricting the supply of new suburban land the price of housing has increased dramatically and this fact has only been masked by ongoing low interest rates. In 1972, most Canadian cities were producing housing in the range of 65 per cent single-family and 35 per cent multi-family. Today that ratio has reversed where only 35 per cent of the population can afford single-family homes. Given the fact that the most affordable family oriented housing remains in the suburbs in the form of townhouses and stacked townhouses, the evidence suggests that suburban dwellers will stay put and change their transportation habits to deal with increased costs. The big question then becomes, how will their habits change? Some of the options could involve switching to public transportation; car pooling; two-car families could trade one vehicle in for a very small fuel efficient special use commute car; purchase an electric vehicle; purchase a natural gas vehicle; commute during off peak hours. The point is that the biggest change in the future will be multiple commute solutions rather than only the personal automobile of the past. It becomes even more complicated when considering personal lifestyles because there may be several days a week when an individual won’t need an automobile during the day and could use a public system and other days could drive their car to run errands along the way. The primary benefit of multiple transportation solutions is a more efficient use of existing transportation infrastructure. The use of fewer and smaller cars combined with better busing spread over a longer morning and afternoon peak rush period will allow the existing network to perform adequately for a longer period of time without new capital investments. The major risk in this scenario is that government and residents alike will become accustomed to relatively low tax increases that do not include funding for new roadway construction while disproportionately high development charges are levied against new homebuyers to try and make up the difference. Whether they are widenings or new roadways, construction involves many years of lead time to acquire the rightof-ways, undertake environmental assessments, produce the engineering drawings, tender the work finally build the project. If elected officials allow themselves to be manipulated by special interest groups into delaying necessary roadway construction it will have a serious negative impact on Ottawa’s ability to compete nationally and internationally in the economic development sphere. The best possible solution to the suburban/transportation dilemma is to tackle the root cause of the problem and eliminate the need to commute. Historically Canada’s zoning practices have separated the workplaces from the living places. This made sense in past centuries when heavy industry was pumping out noxious fumes of every type but it makes little sense today, especially in Ottawa’s white collar world. If we look at the Kanata North Business Park as an example, there is no reason why office, residential and all other ancillary uses such as schools cannot be horizontally integrated in future. Vertical integration described as mixed use is being promoted in the inner city area but this is not a realistic solut ion for you ng fa m i l ies. Transportation infrastructure of every type represents one of the biggest expenses we face in the medium and long term future and one meaningful solution is the horizontal integration of all land uses and a complete rethink of historical zoning practices.
