he Bank of Canada’s recent announcement to hold its interest rate target at one per cent does not come as a surprise. The rate has been holding at that level since September 2010, which is good news if you’re in the market for a mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t have to wait to get financing
approval on a home when you put in an offer. This is an especially good tool to have when markets are hot. Removing the “conditional on financing” clause could mean your offer is accepted first since you already have your financing in place. So when will rates rise? It’s anyone’s guess, but most experts agree it’s unlikely there will be any significant movement until mid 2014 at least. However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders offer online pre-approvals to make the process faster and easier. Start the spring season off right by taking advantage while you still can.

Fairer weather and stillfavourable mortgage rates should point to the sales pace continuing in the coming weeks and months. Need proof? factors – including land availability and affordability – is restricting supply of single-detached homes, in particular, at the moment. You may be surprised at just how quickly new lowrise developments are snapped up by homebuyers. We’re also betting you’ll be impressed by how new-home builders in the Ottawa area are responding to such challenges, by offering more variety of home options. Gone are the days when the main choices were simply lowrise and highrise. Today’s buyers want variety – townhomes, semis, singles, freehold and condominium ownership – and developers are delivering in spades.

Bank of Canada maintains overnight rate target at one per cent The Bank of Canada has once again maintained its target for the overnight rate at one per cent. The bank rate is correspondingly 1.25 per cent and the deposit rate is 0.75 per cent. Both total CPI and core inflation in Canada are still expected to follow roughly the path outlined in the January Monetary Policy Report, although recent readings were slightly higher than expected. Excess supply in the economy and competition in the retail sector will likely keep inflation well below the two-per-cent target this year. The global economy is evolving largely as anticipated, with growth expected to strengthen in 2014 and 2015. The United States is still expected to lead the acceleration in advanced economies, although recent data have been softer, largely owing to weather effects. Volatility in global financial markets has increased somewhat, reflecting buoyant market conditions in most advanced economies and increased risk differentiation among emerging markets. More recently, tensions in Ukraine have added to geopolitical uncertainty. In Canada, economic growth in the fourth quarter of 2013 was slightly stronger than the Bank anticipated, and upward revisions earlier in the year further raised the level of GDP. The Bank still expects underlying growth of around 2.5 per cent in 2014, with the current quarter likely to be softer. Exports have been a little stronger than previously thought but continue to under-perform, and overall business investment has yet to pick up. Meanwhile, recent data support the Bank’s expectation of a soft landing in the housing market and stabilizing debt-to-income ratios for households. On the whole, the fundamental drivers of growth and inflation in Canada continue to strengthen gradually, as anticipated. With inflation expected to be well below target for some time, the downside risks to inflation remain important. At the same time, the risks associated with elevated household imbalances have not materially changed. The Bank judges that the balance of risks remains within the zone for which the current stance of monetary policy is appropriate and

When it comes to moving, a little homework ahead of time can save a lot of headaches later on. Face it – your “stuff” is important to you, and you want movers who treat your furnishings and accessories that way. Some items such as toasters and even sofas can be replaced if they are damaged, but other things such as family photos and heirlooms are irreplaceable. At first, you’re afraid to put away winter gear because it is hard to believe that unrelenting, snow-filled season is coming to an end. But as spring slowly slides into place, and you’re finding spring jackets and raincoats being layered on hangers atop winter jackets. The hall closet is bursting at the seams trying to contain the collection of everything from mitts and snow boots to umbrellas and Wellies. It’s time for the seasonal switch-up. Make some space for your spring and summer, and don’t give Jack Frost another thought. Make room for spring. It’s that wonderful time of year again when we can put away the winter gear and lighten the load. Although there’s never enough storage, there are creative ways to better utilize existing spaces when storing out-of-season items. Here are some ideas to consider: add another shelf above the existing one in all the closets, and purchase under-thebed organizers. If your bed is not high enough, you can get a bed riser to lift it. Consider creating a document on your computer that serves as an index to outline where you’ve stored what. When winter arrives, you won’t have to rely on your memory to find what you need.

Make some space for your spring and summer, and don’t give Jack Frost another thought How long have you been putting off that rummage sale? Have you been saving items for years with the intention of selling them, but never seem to get around to it? Pull out your calendar today and book a definite date to have your sale this spring. Blocking the time now increases the likelihood of following through with it later. Another option is to forgo the big sell-off entirely and donate these items instead. It takes several days to orchestrate a successful sale, so determine whether the money you’ll make is worth the time and energy it will take. After all, you can always get more money but you can never replace lost time. Jump-start your spring cleaning with baby steps. If you don’t know where to begin when it comes to spring-cleaning your home, start small. Pick just one room. Moving clockwise, remove anything that doesn’t belong in that room and place it in a “move elsewhere” box to deliver to the room it should live in. Pull out anything that doesn’t give you joy or value and place it in a “give away” box. Toss or recycle any papers and garbage that are left over. Designate this room as a “no-clutter zone” so you will always have a sanctuary to escape to, regardless of what your other rooms look like. Have you stored your winter coats yet? If you’ve been putting off the task of storing your winter coats because you don’t have an extra closet, there’s a solution. A sturdy, rolling garment rack makes an ideal spot to store winter coats during the summer. Be sure to dry-clean all items before storing, even if they look clean. Body oils and not-yet-visible food stains attract moths – especially on wool coats. Cover the clothes with a clean, cotton bed sheet or use a zippered canvas wardrobe cover specifically designed for this purpose to keep your clothes dust-free. If you don’t have room for a garment rack, store seasonal items in large garment bags, suitcases or under-bed storage bins.

At the risk of sounding like a smart aleck – why the heck not? Yes, if you’re in a higher tax bracket you will pay more taxes than someone who earns less. But, surely you don’t want to switch places with someone in a lower tax bracket who earns less income? And, if you plan your overall financial situation with a tax accountant who truly understands real estate, it may be possible to save some taxes for you and family. This is particularly true for the business owner, doctor or other professional who can incorporate their business, or a family with a lower income taxpayer, such as a spouse, parent or child, with whom you can income split. A common misconception is that the taxes are so high, that earning the extra income is hardly worth the effort. I’m not trying to argue that taxes are too low on investment income from real

The alternative, I’d suggest, is that you either put your hard earned money under your mattress or make the decision to “invest” in something that loses money and thus generates a tax deduction, or requires a government subsidy to make the investment attractive. Ultimately, if you invest, whether in real estate, some stock-based investment, hulahoop factories, or whatever turns your crank, you’re going to pay taxes if you make money. So, you’re simply deciding what makes the most sense to invest in. Don’t be scared to make money just because of taxes. You should worry about the investments and consider the advice of your investment advisor. Let your tax accountant help you mitigate the taxes.

What if your co-purchaser doesn’t qualify as first-time homebuyer? » by alyssa richard

If you’re a first-tome homebuyer, you should be aware that there are credit and rebate programs available to you. Depending on where you live, there may be both federal and provincial programs that can help you enter the market and put money back in your pocket. Here’s a look at the programs you may be eligible for, and how they change if you and your co-purchaser don’t both qualify as first-time homebuyers. Federal programs The first program is the First-Time Home Buyers’ Plan (HBP), which allows eligible Canadians to withdraw up to $25,000 from their RRSP tax-free for a down payment. If only one of you is a first-time homebuyer, you can still withdraw this amount, so long as you have not lived in a home owned by the other buyer within the past four years. If both qualify as first-time homebuyers, you can withdraw a combined $50,000. There is also the First-Time Home Buyers’ Tax Credit (HBTC). So long as you can show $5,000 in eligible expenditures (including your land transfer tax), you will receive a $750 rebate with your next income tax return. In order to qualify, however, neither you nor your co-purchaser can have lived in a home that one of you owned in the past four years. Provincial programs In Ontario, qualified buyers may be eligible for the Ontario Land Transfer Tax Refund for First-Time Homebuyers, up to a maximum of $2,000. If one of you has owned a home before, the other can still claim half ($1,000).

In Toronto, qualified first-time buyers are also eligible for a rebate of the Toronto Land Transfer Tax, up to a maximum of $3,725. Again, if one of you has owned a home before, the other can still claim half of this refund ($1,862.50). Elsewhere in the country, both purchasers have to be first-time homebuyers in order to qualify for any provincial programs. Homebuyers in British Columbia and Prince Edward Island can face a hefty property transfer tax. Unfortunately, neither you nor your co-purchaser can claim a rebate of it, if one of you is not a qualified first-time homebuyer. In Saskatchewan, the First-Time Homebuyers’ Tax Credit provides a tax credit of up to $1,100 to first-time homebuyers, so long as neither you nor your co-purchaser have owned and lived in another home in the past four years. Finally, the Nova Scotia First-Time Home Buyers Rebate helps buyers get back 18.75 per cent – to a maximum of $3,000 – of the provincial portion of the HST on new homes. To claim the rebate, neither of you can have owned a home in Canada in the last five years.

If you’re like most of my condo-buying clients, your home search is centred around location, suite layout and building amenities. These are the physical aspects of your home, and they’re incredibly important. But there are also intangible aspects, such as rules and regulations, which may affect the way you actually live in your condo. The vast majority of these rules are reasonable; however, they do vary from condo to condo. They can be found in the Condo Declaration, and it’s well worth your while to read them as part of your home-hunting research. (While rules can be added or eliminated by the condo board, owners are given a vote on important issues, and can demand meetings to review other changes.) Depending on your lifestyle, you may be passionate or indifferent about any of the following issues, each of which is often regulated by condo rules: Smoking Smoke-free condominiums are a relatively new
development, but they have indeed made their Ottawa debut. These condos ban smoking even in the privacy of your own suite, so that the highest air quality is maintained.
Rentals Some Ottawa condominiums have restrictions on short-term rentals (that is, leases of less than a year). One condo complex recently made the news for disallowing renters who don’t constitute a family. While sometimes controversial,
such rules are meant to ensure that all residents have a vested interest in maintaining a well-kept building with a pleasant atmosphere. Pets Some condos ban all types of
pets, while others embrace them. Some place restrictions only on certain types of animals.
Barbecues While Ottawa has no bylaws pertaining to natural gas-line barbecues on balconies, some condos do restrict them due to safety concerns. Parking Condos may restrict parking
for commercial and/or oversized vehicles.
Plug-ins for electric cars
This issue caught my eye back in January, when an Ottawa condo made headlines for deciding that a resident with an electric car should pay for his own electricity, and for installation of a meter. At the other end of the spectrum, some “Green” condos provide plug-in stations for this very purpose. While rules and regulations may not be the stuff your condo dreams are made of, I’m happy to report that there are condo rules to suit every demographic. What type of home should you buy? Whether you’re a first-time buyer, moving up to a larger home or downsizing to a smaller one, the answer to this question is a very individual one. It short, it really depends on your situation – everything from the amount of your down payment to where you work to whether you have kids to other personal circumstances. Of course, most of us would love a large house on an expansive property on a quiet cul-de-sac in the best neighbourhood. But that’s not always possible. For your own enjoyment while you live in your home as well as for future resale potential, proximity to transportation, shopping, schools and other amenities is among the key determinants that affect the your property’s appeal, and ultimately its value. After all, those are the qualities potential buyers look for when searching for a home; the more of them your house has when you go to sell, the more it will be attractive to a greater number of people. While experts suggest you take a long-term view when buying a home, it’s also important to not look too far down the road. Let’s be honest, your first home may not be your dream home, and your needs and desires are bound to change throughout the various stages of home ownership. You might not be able to afford the home of your dreams right off the bat, but once you’re in the market, it’s easier to move up. So, while the answer to the question – What type of home should you buy? – is specific to circumstances, there are also some common guidelines you can follow. How much can you afford? Experts agree it is never a good idea to make yourself house-poor, and it is a very common mistake, particularly of first-time buyers, to buy more home than you can really afford. Meeting with a mortgage broker or your banker will help determine your full financial picture, assessing everything from your credit rating to how much you have saved for a down payment. And with tougher mortgage rules recently taking effect, buyers should “stress-test” their plans – seeing how well you could cope with higher mortgage payments brought on by rising interest rates. How much will it really cost? Another common homebuyer mistake is not being prepared for all the closing costs involved: lawyer fees, land transfer taxes, utilities, insurance, and home inspection and appraisal

fees and insurance. All of these costs add up, and ultimately should factor into your overall home-shopping budget. Where do you want to live? This question is becoming more important for a number of reasons, though influenced primarily by where you work, how much of a commute you want and whether your transportation options include mass transit or only driving. Indeed, especially with gas prices on the rise, proximity to mass transit is something more and more people are looking for in their new home location. It may not be as simple as choosing to live in the city, suburbs or small town. What type of home do you want? Once you have determined your options for cost and location, you can then assess what types of homes are available in your price range and desired neighbourhood: Single-family detached, semi-detached, townhome or duplex? Some many questions, so many choices. The good news is, home builders today are in sync with customer preferences for location and amenities, and with market realities with regard to pricing and needs for energy efficiency, so your options for new-home product have never been better.

From April 4 to 6, 2014, Ottawa’s home builders will be in the Havencrest community of Barrhaven, building a two-storey, 1,800-sq.-ft. house. Given the scope of what we are about to accomplish, we thought it fitting to call it the Blitz Build. number of people who hide stuff from their partners. They go shopping, bring home a bag of stuff, and rip off the tags – because, of course, their partners are morons and won’t recognize a new outfit when they see it. One woman shoved her new purchases in the laundry hamper first thing. Another kept her new purchases in the trunk of her car until she could slide ‘em into the house. Many people lie about what they’ve paid for an item because if it’s a good enough deal they can slip it past their buddy. And then there are all the folks who hook up only to find their partner is a financial disaster. If you can’t be open about what you’re buying, that should tell you something. If you think your partner is going to object to your spending, hey, listen up! And if you’re planning to mate and you haven’t sat down to talk about your money, you’re a fool, plain and simple.
2 Not having a budget It isn’t going to come
as a surprise to you that I think every couple should have a budget. Whenever you combine two lives, two ways of looking at things, two spending profiles into one, you need to have a plan to ensure both bodies are on the same page about where the money should be going. Having come up with a budget you both agree to, it’s easy to decide what to buy and when. You simply ask each other, “Where does this fit in the budget?” If it doesn’t then you work together to make room, cutting a little of her golfing and his beer with the boys to come up with the cash to make the purchase. Working together – with a plan – beats the bejezus out of flying solo blind and bumping into each other. A budget can be a relationship-saver when one of you is a spender and the other is a saver, since by having a plan you can address both your needs. It’s particularly important

when you are both spenders heading to the brink of bankruptcy. Knowing where you stand financially means you can make informed decision about your spending without a huge debt hangover.
3 Putting One Guy in Charge It’s not unusual for one
person to assume the nitty-gritty of daily finances. It often falls to one partner to pay the bills, check the insurance coverage, decide on how to invest the retirement savings, figure out how much to put away for education savings, negotiate with lenders, pay the taxes… the list is virtually endless. Often it’s because one partner is more inclined toward these tasks. The problem is that when one person is excluded, or totally abdicates responsibility, it means the other can mess things up with no monitoring or grow resentful at always having to do the detail. It’s important for each partner to not only to feel involved in the big financial decisions but also understand the day-to-day details. Taking turns managing the chequebook, and having regular conversations so that both of you are clear about what’s going on, means you’re both in the know and working to the same ends. It also means that one person doesn’t have to deal with all the pressure, while the other merrily laughs off the stress and frustration with, “You’re managing the money, so this is your problem to deal with.”
4 Denying the Debt
Regardless of who has the debt, the impact on the family unit will be significant. If you can’t be debt-free when you get hooked up, the very least you should have is a plan for how you’ll get that debt paid off. Never sign for each other’s debt. When you do, you assume responsibilities that may choke you to death. If your buddy needs help paying off the debt, you can do that without putting your name on the paperwork. “But he won’t be able to get a car if I don’t help him,” I’ve heard. Then he shouldn’t have a car. “But she’ll pay an outrageous amount of interest.” Then she shouldn’t take the loan. “We’re partners in everything.” Maybe that’s how you feel now, but how will you feel when (s)he doesn’t pull her/his weight on the debt repayment, and you’re on the hook for his or her past self-indulgence? As for blowing your brains out on a big wedding when you’re walking around with a ton of debt, give your heads a shake! Wedding mania and exotic honeymoons are wonderful, providing you have the money to pay for it.
5 Sweating the small stuff If you’re going to spend your
relationship getting your britches in a knot over every little thing, you’re going to be miserable. You have to figure out which battles are worth fighting, and when negotiation makes more sense. If the small stuff adds up to big problems it’s usually because you don’t have a budget and aren’t on the same page when it comes to your priorities. It’s not unusual for couples to spend $30 a month here, $25 a month there, $60 on this, $97 a month on that, and when it’s all added up, it’s a whopping amount of money. If you’re tracking your expenses, it’s easy to decide what has to go and when to stop shopping. One of the ways some couples deal with the Money Of My Own issue is to allot each partner a weekly or monthly “allowance” that can be used for any that body desires. Since the allowance is part of the budget, the plan stays in place while the individuals have some personal freedom when it comes to how they’ll spend their personal money. Once you have a slush fund you can each spend as you wish without questions or recriminations, you can then agree that on purchases above a certain amount you’ll consult with each other before buying.
6 Failing to plan for emergencies While no one likes to
think about bad things happening, the fact is that bad things do happen to good people. If you don’t have a stash of cash at the ready to deal with whatever life throws your way, you won’t have the means to cope. One of the big upsides of joining up is that you’re able to act as a safety net for each other through life’s storms. But that doesn’t happen magically. And often one overestimates their partner’s ability to take over the entire financial burden should one partner lose a job, someone become ill, or suffer some other disaster. It takes a plan. And part of that plan includes creating a pretty hefty emergency fund. Another part includes reducing your risks in whatever ways possible. Every couple should have enough money available to cover six months’ worth of living expenses. And each partner should make it a priority to get adequate insurance coverage. Communication and negotiation are the keys to dealing with money issues. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies.
