It’s really important to me that my clients go into the homebuying process armed with information from different sources. While professionals provide invaluable advice, there’s lots to be learned from the personal experiences of others. That’s why my last column tackled the unfolding of the construction process from the home buyer’s point of view. Today, with new-home owner Patti Solilo continuing to act as our “voice of experience,” we’ll explore the final stages of construction. FRAMING. Once the wood frame goes up, you’ll have a better feel for the flow of the layout. “Still, it was pretty hard to envision each room,” Solilo says. At this point, she says, marking out where you want your electrical outlets is well worth the trouble. “For instance, we like to use a nightlight on the stairs when my husband is working the nightshift. The builder had never put an outlet there before. Deciding what we wanted before the drywall went up – that was a definite pressure.”

EXTERIOR. The roof, brick and siding, doors and windows appear next, transforming the construction site into a real home. “That was pretty exciting. We’d chosen traditional red brick instead of the greys and taupes our neighbours had gone with, so we had some anxiety that it would stick out. It was a bit stressful – brick isn’t something you’re ever going to change! Thankfully, we really liked it.” Typically, plumbing, electricity, heating and air conditioning are then roughed-in and inspected. Insulation and drywall are installed, followed by flooring, cabinets, countertops, toilets and sinks. Mechanical systems are hooked up, and then it’s time for the jewellery: paint, trim and hardware. PAVING AND LANDSCAPING. These are usually the last elements to be completed. Because the Solilos were installing a pool, they’d decided to take possession first and leave landscaping until later. “It wasn’t ideal, dealing with a dog and a toddler in a mud pit. On the other hand, it turned out to be great that we could decide what we wanted while actually living there.” For some, the construction feels never-ending. In an effort to make it easier for new-home buyers to find out about their warranty, Tarion launched a new feature on ITS website last year called “Ask Tarion.” The goal is to provide you with the information you need as easily and quickly as possible. “Ask Tarion” provides the answers to hundreds of commonly asked questions instantly. Another great part about this service is that we are able to track the questions to find out what information homebuyers are looking for. If you are a new-home buyer, you may be interested in finding out answers to our top five questions below.

HOW DO I RESEARCH A BUILDER? The Ontario Builder Directory, available on Tarion’s website, outlines a builder’s 10-year history, and includes: • The builder’s licensing status (active, expired, refused or revoked) • Contact information • Related companies and names of officers and directors • How many homes and the communities in which the builder has built • Chargeable conciliations • The dollar amount of certain claims paid by Tarion • Whether the builder was a Tarion Awards of Excellence finalist or winner • Coming soon: a notice of proposal to revoke or suspend a builder’s registration. Can’t find your builder on this directory? Beware! They may be building illegally. WHAT DOES THE NEW HOME WARRANTY COVER? The new home warranty, provided by your builder on most new homes in Ontario, includes protection for

deposits, protection against financial loss for contract homes, compensation for delays in closing or occupancy, and one-, two- and seven-year warranties for certain construction deficiencies. Warranty coverage begins on the date of possession and remains with the home no matter how many times it is sold before the warranty expires. For most condominium projects, there is a warranty that covers the shared or common element areas of the building. WHAT IS A PRE-DELIVERY INSPECTION (PDI)? The Pre-Delivery Inspection takes place before you take occupancy of your home, giving you the opportunity to view your new home before possession. Your builder will show you how to use the systems in your home, and you will be able to identify things that are damaged, missing or incomplete. This will serve as the official record of condition of your home before you move in and may be referred to afterwards for warranty purposes. WHEN AND HOW DO I MAKE A WARRANTY CLAIM TO TARION? The simplest way to make a warranty claim is by signing up for MyHome, Tarion’s online warranty portal, available at Tarion. com. Your warranty has specific timelines depending on your date of possession. A 30-Day Form may be submitted to Tarion during the first 30 days of possession. A Year-End Form may be submitted to Tarion during the last 30 days of the first year of possession. A Second-Year Form may be submitted to Tarion at any time during the second year of possession. A Major Structural Defect Form may be submitted to Tarion at any time after the second year of possession but no later than seven years from the date of possession. HOW CAN I FIND OUT IF MY ITEMS WILL BE COVERED UNDER THE STATUTORY WARRANTY? Tarion publishes the Construction Performance Guidelines on the website, which outline some of the most common deficiencies in new homes, residential condominium units and condominium common elements. These documents provide guidance to both homeowners and builders on what Tarion considers a warranted defect. Last year, Ask Tarion answered an average of 240 questions a day. he Bank of Canada’s most recent rate announcement – holding its interest rate target at 0.75 per cent – is the continuation of good news for prospective homebuyers and those otherwise in the market for a new mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A preapproval can be a win-win situation for shoppers, since it means you don’t have to wait to get financing approval on a

home when you put in an offer. This is an especially good tool to have when markets are hot. Removing the “conditional on financing” clause could mean your offer is accepted first since you already have your financing in place. So when will rates rise? It’s anyone’s guess, but most experts agree there could be at least some upward movement later this year. However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders offer online pre-approvals to make the process faster and easier. Start the spring busy season off right by taking advantage while you still can.

henever there’s a real estate slowdown or any lingering economic uncertainty, would-be buyers plunk themselves firmly on the fence to see how things unfold before jumping into the market. Indeed, there’s plenty of news these days about sluggish sales and a withering economy, thanks to the recent tailspin in the oil and gas industry. The problem for prospective new-home buyers in Ontario, those conditions largely don’t apply here. While the Ottawa region is not without its challenges, the housing market in the province is among the strongest in Canada. As for the economy, Ontario will be among the leaders in growth this year, thanks to a surge in manufacturing, among other contributors, while Alberta and other oil-dependent provinces will take a back seat.

So, if you’re considering buying a home, your finances and employment are solid and you’re pre-approved for a mortgage, there’s really no reason to wait. At least, don’t let indecision cause you to delay, for doing so will likely only cost you more. Why? A few reasons. First, it’s now officially spring (and thank heavens for that) – the official beginning of busy season in real estate. Second, proposed changes from the Ontario government are almost certain to result in higher Development Charges for new homes in the coming months. And third, mortgage interest rates are staying put for now, but could well begin to rise later this year. That fence may seem comfortable for now, but in the long run could cost you in terms of lost opportunities.
