Toronto and Hamilton Area (GTHA) who are fortunate enough to already own homes are loving the double-digit price growth. Prospective homebuyers, on the other hand, cringe; they face barriers to entering the housing market that seem to multiply on a monthly basis. Why does this matter to homeowners or buyers in Eastern Ontario? Because, as Greater Ottawa Home Builders’ Association Executive Director John Herbert explains on page 26, it’s only a matter of time before the dynamics unfolding in the GTHA begin to impact the market in Ottawa and surrounding areas. The issue at hand? Ontario government land-use policy that, in short, restricts the supply of lowrise homes. And since demand isn’t diminishing, prices are rising – prohibitively high and fast. The home building industry in the GTHA has been speaking out on the issue for months, if not years. Other important voices recently chimed in, including the Ontario Real Estate Association and the Ontario Home Builders’ Association. The associations are urging Queen’s Park to create a housing experts task force to provide ideas for increasing housing supply in Ontario, thus alleviating the growing home affordability challenges facing Ontarians. We’ll see if the provincial government is listening.

AS A REALTOR, I can’t help but
notice the distinct decision-making processes my clients face depending on whether they’re buying a new or a resale home. The differences are striking. Clients looking at resale homes generally wait to fall in love with a specific house on a specific lot, or a specific condo in a specific building. They need to develop the ability to see past the (often unfortunate) decorating choices of previous owners, and to envision how possible renovations might make the place more suitable for their own needs. Those of you in the new home market face entirely different decisions. Your options are far greater, which is wonderful. Of course, this also means that you have more decisions to make. Rather than making the best of another family’s choices, you’re able, in essence, to create the home in which you want to live – from layout to finishes to exterior appearance. In addition, you’re able to place that home on the site of your choice, whether it’s an extra-deep lot, a cul-de-sac or a south-facing location on the eleventh floor. Shopping for both new and old homes requires creativity and vision, but new homes provide the advantage of a clean canvas from which to work. As so many television programs demonstrate, just about any older house can be transformed into a beauty with the help of some dramatic renovations – but those C10 YPNEXTHOME.CA
same shows are often honest in their depictions of the dust, headaches and unforeseen difficulties that can be encountered. There’s no doubt that the results are rewarding, but even minor renovations require patience and determination. A new home is a gift to those of us who simply don’t have the time and energy to expend on such projects, or who have children running underfoot. On occasion, I encounter clients who have been pounding the pavement for months – or even years – before finally coming to the realization that their list of “musthaves” can only be met by purchasing new. Once they’ve found the right builder, they begin to become excited by the range of possibilities and the degree of control they have over the
ultimate appearance of their home. Consider this: a choice as basic as the colour of exterior brick is an expression of your personal taste, and it will stand for a hundred years. growth in some markets, supply shortages reaching “crisis” levels and people having little choice but to drive further into the suburbs for housing options other than condos… who could blame firsttime homebuyers if they feel a little discouraged? In the GTA, the Building Industry and Land Development Association (BILD) has been speaking out on the issue for months, if not years. President and CEO Bryan Tuckey recently said the supply shortage has reached crisis levels. And more recently, mayors and other municipal leaders – notably former mayor of Mississauga Hazel McCallion – throughout in the Greater Golden Horseshoe Area have joined the chorus. Now another important voice is speaking out. “If first-time buyers, young families, newcomers to our province, are going to have any chance at homeownership, provincial and municipal governments must focus on increasing housing supply,” says Tim Hudak, CEO of the Ontario Real Estate Association. Prime Minister Justin Trudeau has promised to address homeownership affordability and other issues through the federal government’s Home Buyers’ Plan (HBP) and other tools. This has yet to happen. Hopefully, we’ll see some measures in the federal budget to be tabled on March 22, or in the National Housing Strategy, coming later this year. 16 YPNEXTHOME.CA

Thankfully, lenders are increasingly doing their part. With the new B.C. Home Owner Mortgage and Equity Partnership (B.C. HOME Partnership), created to help first-time homebuyers in the province with repayable assistance loans, BMO recently announced its own cash incentive on a national scale. It provides up to $1,000 to eligible firsttime buyers. “The introduction of this offer is
timely, considering the program the B.C. government has put into effect to assist with the costs associated with home ownership,” says Michael Bonner, senior vice-president and regional head, B.C. & Yukon Division, BMO Financial Group. “We are committed to helping our customers meet their home ownership dreams. While the provincial government’s offer is exclusive to B.C., our hope is to support all Canadians who come to us for this important milestone and investment.” Builders are also doing what they can, with first-time buyer assistance programs that afford buyers some flexibility with respect to down payment schedules. With some sources saying the chances of the Ontario government changing its land use policy is “zero,” we need a lot more of this creativity from all parties. Canada’s evolving housing market By John Herbert

WHEN IT COMES to the new housing
market in Canada, the Chinese expression that “we live in interesting times” would seem to be an apt description. Toronto and Vancouver have been the two hot spots for many years, but the vast majority of markets in the rest of the country have already corrected and are experiencing average or below average growth. Even Vancouver has finally started to cool with the recent imposition of a sales tax on international buyers. There’s almost daily speculation on the reasons behind Toronto’s continued growth, as well as concern about how it’s all going to end. Toronto’s new home market is experiencing unbridled growth for the same reason that any product or service does – decreasing supply in the face of increasing demand. Any time demand outstrips supply, prices go up. This phenomena was unfolding in Toronto for decades as its population worked its way towards critical mass and began spinning off an increasing number of local new-home buyers. A disproportionately high number of immigrants who chose to settle in the GTA further contributed to the shortage. The problem accelerated dramatically with the imposition of a greenbelt by the Government of Ontario in 2005. Creation of the greenbelt eliminated a massive amount of land that would have otherwise been used for housing but did nothing to dampen every young Canadian family’s dream of owning their own single family home. The marketplace responded in several 26 YPNEXTHOME.CA
different ways. One was for people to simply drive until they could afford a home. This is the same reaction that has occurred in every Canadian city where political action has been taken to reduce land supply. Ottawa residents have been watching this happen since the mid 1950s when a greenbelt was imposed which forced growth into suburban communities of Kanata, Orleans and Nepean. People then had to spend increasing amounts of unproductive time on longer commutes. The societal downside is that demands on transportation infrastructure have increased dramatically and resulted in ever increasing taxation. A second reaction to higher housing prices in the GTA has been an increase in highrise condo production, allowing people to continue living in proximity to their workplace. This means smaller living spaces and the loss of yards to entertain friends and family. The result has been increased demand for public transit, which requires a disproportionately high amount of taxes paid by all Ontario residents and raises questions about tax fairness. The challenges in the GTA are important because it’s only a matter of time until they impact every Canadian city in some way. The changes in Toronto are going
to be truly transformative. At some point in the near future, even the bank of mom and dad will not be enough to get young families into their own homes in Toronto. In fact, this prohibition will even extend to some forms of multi-family homes. When that happens, the rental market will be the only affordable option left for many families to put a roof over their heads and their dream of owning a home will be gone for good. Some observers have been talking about a correction in the Toronto housing market for years and nothing has happened. But recently, Douglas Porter, chief economist at Bank of Montreal, said Toronto was in a housing bubble driven by foreign wealth, coupled with record-high demand and a shortage of detached properties. There are a range of fixes the Ontario government could adopt, but it has consistently demonstrated an unwillingness or a lack of understanding about the seriousness of the problem. Whenever the Toronto housing market does hit the wall, it will be important to ask whether it was the Ontario government’s policies that created the problem in the first place. John W.
