Now that we know Doug Ford is the new leader of the Ontario PC Party, and a challenger to Premier Kathleen Wynne, we have an idea of what to expect. Ford has a track record of fighting for lower taxes on homeownership, and has taken a strong stand against the second land transfer tax in Toronto. Provincial government policy and its effect on land supply and housing costs is not only a major issue facing builders – and therefore buyers – it is almost certain to increasingly become a hot-button topic leading up to this election. We need to know more from Ford. Indeed, from all candidates. Over the next three months, we need to ask pointed questions of all three major parties: • What do you plan to do about the housing affordability issue in Ontario? • How will you address the growing affordability crisis in markets such as Toronto? • How will you work with municipalities and developers to tackle these issues? These are fair questions already on the minds of many Ontarians, and with barely three months to go to June 7, they’re expecting meaningful answers.

MARNIE BENNETT Over the years, I’ve worked with clients whose ease with numbers would make your head spin – from accountants to engineers. But, in my experience, such “mathletes” are far outnumbered by those of us who face financial calculations with apprehension. Thank heaven for mortgage specialists. Whether you opt to go through a broker or your financial institution, a good specialist will guide you through the intricacies of choosing a mortgage with patience and know-how. Remember that mortgage pre-approval is the way to go. This means visiting your specialist before shopping for a home, and obtaining a realistic budget to work from. Pre-approval also speeds up the purchasing process once you’ve found your perfect home. In comparison with the early 1980s, when mortgage rates surpassed 20 per cent, today’s rates – which tend to hover below four per cent – seem astonishingly low. But substantial savings can still be found by choosing certain mortgage features over others. Here are some of the most basic options you’ll encounter: Term Length: A term is a set length of time, typically ranging from one to ten years, in which a certain mortgage rate applies. At the term’s end, you’ll renew your mortgage for another term. The shorter the term, the lower the interest rate; however, by choosing a longer term, you’re insuring

yourself against the possibility of skyrocketing mortgage rates in the future. Fixed rates, variable rates and capped rates: A fixed interest rate remains the same throughout the term, while a variable rate rises and falls along with prime rate. While the second option means accepting some unpredictability, it may yield greater savings than a fixed rate. A capped rate is a type of variable rate that cannot exceed a set upper limit. If interest rates are low but you’re facing a longer closing date, you may choose to be locked into a capped rate, which will apply once your mortgage payments begin. Frequency of payments: Most lenders offer weekly, bi-weekly, semi-monthly or monthly payments. While, at first glance, the difference between bi-weekly payments (every other week) and semi-monthly (twice a month) may seem unimportant, it works out to two more payments per year. Ultimately, those extra
installments could take a couple of years off the life of your mortgage. Of course, there are many more mortgage features that your specialist can introduce to you. When it comes to ensuring a successful move, timing is everything. Careful planning and forethought helps “everything” happen efficiently. As soon as you decide to move, start your thinking process, explore your options and take action. The first question is are you moving yourself, or will you hire movers? Book the moving company or truck at least a month ahead, if not more. Late spring, early summer and early fall are the most popular times of the year for moves. If you wait too long to book, you may have trouble getting someone during those seasons. June 30 is the busiest moving day of the year! Next, are you going to pack or take advantage of professional packing services? If you are thinking DIY, start collecting/ buying boxes and packing material. Professional movers usually sell standard-size boxes that are sturdy and easy to stack, as well as paper that can protect your items without leaving newsprint behind. Finally, which of your belongings do you want/need to move? Why not purge all of those unnecessary items you don’t need? The less “stuff” you move, the easier and less expensive the

›› De-clutter, pitch, give away, donate to charity — whatever — but pare down your goods. ›› Obtain change-of-address cards from the post office. ›› Notify magazines, insurance companies, banks, credit card companies, schools and employers of your change of address. ›› If you are moving to a new home or condo that includes appliances, ask for the owner’s manuals ahead of time. TWO TO ONE WEEK IN ADVANCE…
›› Make a “survival closet” of items you will need to clean the place once furniture is moved (such as broom, dustpan and cleansers). ›› Either start packing or make sure your mover begins. Label boxes as you pack with the contents and which room each will go into at your new digs. MAKING IT COUNT IS 2018 ONTARIO’S TURN FOR A ‘HOUSING ELECTION’?

The 2015 federal election, you may recall, was much ado about housing. An improved Home Buyers’ Plan, better data collection on foreign buyer activity, more affordable housing and the creation of a National Housing Strategy were tops among the agenda items. Three years later, eventual winner of that “housing election,” Justin Trudeau has addressed many of these issues. As Ontario prepares for its own election on June 7, housing is quickly emerging as a hot topic. “It’s no secret that many young Ontarians and first-time buyers are feeling squeezed by the rising cost of homeownership,” says OREA CEO Tim Hudak. “This year, governments have focused on chasing buyers out of the market with policies like making mortgages tougher to get and new taxes. If the government wants to make meaningful change for Ontario homebuyers, they need to instead focus on more effective policies, like tax relief and increased housing supply.” Indeed, research from the OREA shows Ontario homeowners and aspiring homeowners could well make housing a huge election issue. In a recent survey, a majority of them said if a provincial party promised to help homeowners improve their home’s energy efficiency and make homeownership more affordable 16 NextHome.ca
for young people, it would have the biggest positive impact on voting for that party. Home builders and developers are also speaking up on the topic. “There have been some valiant efforts to address the housing supply issue and rising prices. Any one course of action is not enough, and we need to tackle the issue from many different angles,” Paul Golini Jr, executive vice-president, Industry Relations, Empire Communities, told NextHome in an interview for an upcoming feature. “However, there is a glaring issue that’s obvious to us on the development side: Development timelines of new projects. Due diligence, revisions and community consultations are all necessary parts of the approval system. They ensure we build well-planned projects that serve the community, but when new homes and condos take five to 10 years to be approved, it’s time to acknowledge there’s an issue with the system. Inventory is being left for years ‘in the process’ and isn’t being delivered to market. As a
result, the supply issue worsens. “The province, municipalities and developers need to get on the same page and work together to tackle housing and infrastructure issues. We can’t afford to be on opposite sides, we have to make use of public-private partnerships to find ways that benefit homeowners, renters and the economy.” You can bank on hearing more about these issues from voices on all sides in the coming months. The connection between the church and the residential building is energized by a “Starry Night” wall – a seemingly random arrangement of windows and backlit boxes that provides a stunning backdrop, while flooding the interior spaces with natural light. Its design is a testament to the unique attention to detail and passion for beauty that exemplifies St. Charles Market. Old and new blend seamlessly together at St. Charles Market. Coloured glass will identify the lobby, townhomes and ground-
floor commercial spaces to complement the stained-glass windows of the church. The facade of the new building will be terracotta, a contemporary interpretation of the church brick. Steel balcony railings will feature cut-outs that echo the rosette window patterns that grace the original neoclassical structure. This same rosette pattern is the logo for a series of unique character objects designed for St. Charles residents and created by local mastercraftsmen. A MARKET PAUSE? SURVEY SHOWS BUYERS MAY POSTPONE HOME PURCHASE PLANS

Prospective home buyers are entering 2018 confident and eager to purchase, but rising interest rates and home prices could postpone those plans, according to a new survey by Canada Mortgage and Housing Corp. (CMHC). The first-ever 2018 Prospective Home Buyers Survey compares the intentions, attitudes, and awareness of housing expectations, readiness to buy, affordability and impact of changes to the housing industry among three segments of people: First-time buyers, previous owners and current owners. While the majority of the survey’s 2,507 respondents agree homeownership is a good longterm financial investment, 76 per cent of first-time buyers, 73 per cent of previous owners and 63 per cent of current owners say they would delay their purchase due to steep increases in home prices. Interestingly, it’s not concerns about interest rate increases or stricter mortgage regulations motivating first-timers and previous owners to buy – the desire to stop renting is cited by those groups as one of the top three drivers to purchase a home. The survey was conducted 26 NextHome.ca
among prospective buyers who plan to purchase a home within the next two years, yet only onethird of respondents say they’ve prepared a detailed budget, six months to a year before a home purchase. When it comes to home prices and affordability, the majority of those surveyed agree they have a good understanding of how much mortgage they can afford. Unsurprisingly, current owners were the most confident at 83 per cent, followed by previous owners at 79 per cent and firsttime buyers at 69 per cent. In a similar vein, only 66 per cent of first-time buyers say they have a good understanding of the full cost of homeownership (including mortgage payments, property taxes, condo fees, utility and maintenance costs) compared to 85 per cent of current owners and 79 per cent of previous owners. All three groups agreed they will take extra steps to pay down their mortgage as soon as possible. While the majority of prospective homebuyers are confident in their ability to find a suitable home they can afford, that level of confidence is markedly higher among current owners (83 per cent) than first-time buyers (68 per cent). Despite being confident about affordability, only 36 per cent of first-time buyers surveyed were aware of the federal government’s mortgage qualification rule changes made in 2016, compared to a little more than half of current

owners and previous owners. Among those not previously aware of the mortgage qualification rule changes, 20 per cent of first-time buyers say this change will affect their decision to purchase in some way, compared to 14 per cent of current owners. Given their relative unfamiliarity with mortgage qualification rules, it’s unsurprising the vast majority of buyers from all three groups – including 80 per cent of first-time buyers – plan to consult a mortgage broker before purchasing a home.
