Perhaps you need only to change your definition of “home” to get into the market. While a detached home is the traditional choice for many, highrise and lowrise suites, lofts and townhomes have become a prime choice among first-time buyers and empty nesters in the market for new place to call home. How do you build better suburbs? When it comes to Ottawa, the answer lies in the right mix of leadership, collaboration and compromise. Healthy doses of all three are behind Ottawa’s Building Better and Smarter Suburbs initiative. Sparked by the leadership of Ottawa City Councillor Jan Harder, other suburban Councillors, city planners, home builders, school boards representatives and community groups are working together to design and build better and smarter suburbs. Suburban wards are the fastest growing and most diverse communities acting as the frontlines of the changing face of Ottawa. Residents from these communities were concerned about the design and livability of their neighbourhoods, their parks and their streets. These concerns often focused on the paucity of trees, the explosion of on-street parking and the impact these were having on the quality of life in their communities. In response to the concerns from community residents about the design of our suburbs, suburban councillors worked with Ottawa’s planning and growth management department to launch the Building Better Suburbs initiative. HOW DID WE GET HERE?

Over the last 15 years, Ottawa’s new suburban communities have been changing. They’ve been getting more compact or dense – lot sizes have been shrinking while the size of the homes has not. Th is trend is the result of two forces coming together and building on one another. The City of Ottawa’s intensification policy mandated an increase in the housing density of our suburbs. In conjunction with this, the home building industry moved towards building more compact communities in response to rapidly rising land prices. With

intensification, land prices have increased by more than 75 per cent since 2003 and the density of Ottawa’s suburbs has increased by 20 per cent. At the same time as lot sizes were getting smaller, homebuyers did not change their preference for home sizes. The result is big homes and townhomes on smaller lots with less lot left over for driveways, sidewalks and trees. The challenge facing Ottawa’s builders has been to accommodate the competing space demands of trees, utilities, sidewalks, driveways, parks on smaller and smaller parcels of land. Our building rules and regulations specify setbacks, or space allowances, for trees, sidewalks, utilities and sidewalks. Home builders have made it work, but, in some instances, the result has been suburbs with few trees in front of homes, cars parked on roads and across sidewalks and less land for parks. Here’s a case in point. Many of Ottawa’s suburbs are built on clay soil. In times of extreme drought, there is a risk that trees planted in clay soil will absorb the surrounding groundwater. Th is may cause the surrounding soil to shrink and the building’s foundations to shift or crack. When a home’s foundations shift or crack, the


homeowner will look to their builder and the city for help and legal recourse. To reduce its liability in the communities with clay soil, the City created a regulation prohibiting tree planting within the public road allowances on each lot. When you add this rule to the smaller lot sizes and a building code that prohibits tree planting within seven metres of a house, the result is communities with few trees on boulevards or front lawns. WORKING TOGETHER TO BUILD A MORE LIVABLE OTTAWA

On May 28, 2014, Ottawa’s City Council approved the Building Better and Smarter Suburbs Vision and Principles to guide the work of all city departments and provide flexible options for improving community design and livability. Since then, home builders, city planning staff, schools, community residents, utility providers and suburban councillors have collaborated on a set of guidelines that will lead to better and smarter suburbs. What can we expect from these new guidelines? For residents of Ottawa’s new suburbs, the results will be tree-lined

streets, an increase in public spaces and more cars parked in driveways instead of on the street. For home builders, it means a harmonized set of rules governing the development of our suburbs, making it easier to respond to the needs of the 5,000 families buying new homes in Ottawa each year. It also means happier customers. For our elected officials, it means constituents satisfied in the knowledge that their councilors are actively working in response to their issues, demonstrating the kind of leadership required in the age of the social license to operate. For the City of Ottawa, it means a new model of collaboration where communities come together under the leadership of our councillors and the support of the city’s planning department and staff. Ottawa’s Building Better Smarter Suburbs initiative is a progressive approach to community building. Ottawa’s home builders hope that this is the start of a more collaborative approach to development and growth management under councillor Harder’s recent leadership of the city’s powerful planning committee.

At first, you were afraid to put away the winter gear because it was impossible to believe that unrelenting, snow-filled season was really over. But as spring slowly slides into place, you’re finding spring jackets and raincoats being layered on hangers atop winter jackets. The hall closet is bursting at the seams trying to contain the collection of everything from mitts and snow boots to umbrellas to Wellies. It’s time for the seasonal switch-up. Make some space for your spring and summer, and don’t give Jack Frost another thought. MAKE ROOM FOR SPRING. It’s that wonderful time of year again when we can put away the winter gear and lighten the load. Although there’s never enough storage space, there are creative ways to better utilize existing spaces when storing out-of-season items. Try adding another shelf above the existing one in all the closets, and purchase under-the-bed organizers. If your bed is not high enough, you can get a bed riser to lift it. Consider creating a document on your computer that serves as an index to outline where you’ve stored what. When winter arrives again, you won’t have to rely on your memory to find what you need. HOW LONG HAVE YOU BEEN PUTTING OFF THAT RUMMAGE SALE? Have you been saving items for years with the intention of selling them, but never seem to get around to it? Pull out your calendar today and book a definite date to have your sale this spring. Blocking the time now increases the likelihood of following through with it later. Another option is to forgo the big sell-off entirely and donate these items instead. It takes several days to orchestrate a successful sale, so determine whether the money you’ll make is worth the time and energy it will take. After all, you can always get more money but you can never replace lost time. JUMP-START YOUR SPRING CLEANING WITH BABY STEPS. If you don’t know where to begin when it comes to springcleaning your home, start small. Pick just one room. Moving

clockwise, remove anything that doesn’t belong in that room and place it in a “move elsewhere” box to deliver to the room it should live in. Designate this room as a “no-clutter zone” so you will always have a sanctuary to escape to, regardless of what the rest of the house looks like. HAVE YOU STORED YOUR PARKA? If you’ve been putting off the task of storing your winter coats because you don’t have an extra closet, there’s a solution. A sturdy, rolling garment rack makes an ideal spot to store winter coats during the summer. Be sure to dry-clean all items before storing, even if they look clean. Body oils and not-yet-visible food stains attract moths – especially on wool coats. Cover the clothes with a clean, cotton bed sheet or use a zippered canvas wardrobe cover specifically designed for this purpose to keep your clothes dust-free. If you don’t have room for a garment rack, store seasonal items in large garment bags, suitcases or under-bed storage bins.

Politics. It’s a mainstay of both the evening news and cocktail party chitchat. But if you’re a condo owner, there’s one type of government that’s particularly relevant: your condo board of directors. If you’re new to condo culture, you may not be familiar with the concept. As explained by Ontario’s Ministry of Consumer Services, a condo development is run like a small town. It has an elected board of directors – a “town council” consisting of a president, secretary, treasurer and additional directors – who make decisions on behalf of the owners. Many of my clients are startled to learn that so many important decisions – hiring of the management company

and budgeting for future repairs – are in the hands of volunteers. On the one hand, serving on the board is a lot of responsibility for untrained, unpaid personnel. On the other, who better to entrust with such decisions? Elected condo owners have the most at stake and, in theory, should have the best interests of all owners at heart. What I find exciting about this system is that condo owners have the opportunity to make their voices heard in a very real way. If you own a unit, you’re a member of the condo corporation; this means you get a vote on any decisions made at the annual general meeting (AGM) or other owners meetings. Even better, if you take a special interest in the issues affecting your home, you can run for election on your condo board. In communities where the level of involvement is low, you may find a director position landing on your lap without even trying. Now, I know some owners are hesitant to make the time commitment necessary. As a director, you’ll attend the AGM and monthly board meetings, plus any owners meetings or special committee meetings that arise. In addition, directors can experience frustration when there’s dissension among members; as with any organization, things don’t always run smoothly. Without a doubt, it’s a trade-off: your time and energy in exchange for greater control over your home and investment. At the very least, I urge you to attend your AGM to find out what’s going on around you. Once you’re tuned in, you may be surprised to find out how much you care about the issues. Mortgage costs about to rise for some Canadians » by LYDIA MCNUTT

If you’re planning to buy a home this year with less than 10 per cent down, you can also plan for higher mortgage costs as of June 1, 2015. Canada Mortgage and Housing Corp. (CMHC) and Genworth Canada have announced that they are raising their mortgage insurance premiums by 15 per cent. CMHC increased its target capital requirements in mid-2014. The move isn’t expected to have a big impact on homebuyers’ pocketbooks or Canada’s housing markets, CMHC says. The higher premium would amount to an additional $5 per month for the typical borrower with a 95-per-cent loan-to-value ratio on a mortgage of $252,530. However, in Canada’s pricier markets, those monthly mortgage costs will inevitably be higher. In addition, the looming rise in mortgage costs could also signal a busierthan-normal spring real estate market, as homebuyers try to beat the clock on the May 31 deadline. The increase in mortgage insurance premiums reflects concerns that Canadians are overextending their budgets by taking on more home than they can afford, leaving them in a tight spot when interest rates rise or at the slightest economic turn.

Experts advise that homebuyers plan ahead, save their money and put down as much as possible, to avoid taking out a high-ratio mortgage. Homebuyers unable to save up this often hefty amount can still buy a home with a down payment of less than 20 per cent, but federally regulated lenders require mortgage loan insurance, which covers them in case of payment default. The lender is responsible for the premiums and passes those costs on to the homebuyer in the form of a lump-sum payment, or more commonly, higher monthly payments. CMHC is Canada’s largest insurer of residential mortgages. Existing mortgages, high-ratio mortgages with more than a 10-percent down payment, and mortgages on multi-unit properties will not be affected by the premium increase.

Many people faced with moving their residence think that packing is easy – a few boxes from the grocery or liquor store, some newspaper, a roll of tape and voila! In fact, if you value your “stuff” and want it to arrive at your destination in good shape, packing involves much more consideration. This is especially true if you tend to be a bit disorganized at the best of times. Even if you pride yourself on being a stickler for details, you may benefit from a few tips on efficient packing. The number-one thing to remember is to start packing several weeks ahead of your move-out/more-in date. Done well, this process is amazingly time consuming, and packing in a hurry is usually counterproductive. Take your time to think everything through, and start with the items that are not critical

to unpack right away. Avoid the overwhelming nature of leaving things to the last minute. Get some decent packing materials. Make sure boxes are sturdy so they will not collapse under the strain. Consider buying boxes from your mover. Rather than using newsprint, which tends to smudge everything it touches, purchase proper all-white newsprint packing paper. At the other end, you can smooth it out for reuse, or save it for the kids for drawing and painting. This paper is substantial and will protect your items while keeping them clean. The last thing you need at your destination residence is to have to wash dishes before arranging them in your cupboards. And speaking of dishes, did you know that packing them on their edges rather than flat can help to prevent breakage? Professional movers usually sell packing materials including boxes that are sized to stack neatly. This saves a lot of headaches on moving day. One of the biggest mistakes do-it-yourselfer movers make is to over-pack. If you have ever tried to lift a huge carton filled with books, you know exactly what I mean. At Two Men and a Truck Canada, we have a simple rule of thumb: the heavier the item, the smaller the box. Another great tip is to wrap small items like knickknacks in coloured tissue paper before surrounding them with packing paper so that you don’t accidentally throw them out when unpacking. Trust me, it’s easy to do with little things. Over-packing also applies to cramming too much into one box. Remember that as carefully as you pack them, items can shift in transit. If packing is not your thing, your mover will give you an estimate to do the packing for you. Leaving it up to the professionals takes a lot of the worry out of packing. You might want to let your children pack their own toys and games, so they feel important in the move and are assured that their items are coming with them. Be sure to take legal documents, medical records, expensive jewelry and any other pertinent papers and possessions with you personally. Keep in mind that a professional moving company cannot transport hazardous materials such as flammables. Think carefully before you decide to move these potentially dangerous items. Be sure to label boxes on the top and on the sides to make it easier for whoever is distributing the cartons in your new home. Pack an essentials box of things you will need as soon as you move in and label it accordingly. When it comes to moving a lot of items, a little common sense goes a long way.

Trying to get through life without a budget is like trying to drive a car with no steering wheel. You can lurch your way along, jamming on the breaks every time a threat looms, or you can put the pedal to the metal, but the whole time you’re careening down the road you’ll be worrying about what you’re going to hit. And if you’ve got any passengers, there will be some mess to clean up when you finally reach your destination. Anyone I know who lives on a budget couldn’t get by without it. And it seems it’s only the people who refuse to make a plan who end up bellying aching about getting to the end of the money before they get to the end of the month.

If you were building a house, you wouldn’t dream of using an architect who declared, “Relax. I’ve done this before. I promise I’ll put everything in the right place.” No. You’d insist on seeing some drawings. And here’s why you should, as the architect of your financial house, draw up a budget. Whether paper-based or electronic, the discipline of managing your budget will help to keep you organized. Annual bills, like car insurance, won’t surprise you, sending shock waves


If you’ve decided to take control of your financial future, congratulations. Create a budget that balances and you’ve taken the first step to making your money work for you. through your cash flow. And unexpected expenses, which have a category in a spending plan, won’t throw you for a loop. A spending plan is made up of two parts: income and expenses. Income is the money that comes in: your salary, commission, dividends or interest income, alimony, child support, pension, or disability income. It doesn’t include money you think you might get. So, if your bonus is not guaranteed, don’t include it in your budget. Keep it in reserve to boost your RRSP or take you to the sunshine next winter. Expenses are the items you have to pay for monthly. (Divide annual bills, such as insurance, by 12 to come up with a monthly amount.) The best way to figure out your expenses is to look at what you’ve been spending. Collect your bank statements, credit card bills, and whatever other records you have of where your money went over the past year. Put each bill in an appropriate category — i.e., utilities, food, clothing, childcare, gifts — total the figures for each category and divide by 12. That’s

your monthly average. Add the categories together. That’s what you’ve been spending. Now, for all you toads out there who can’t gather together two months’ worth of paperwork, never mind a year’s worth, here’s the other way to make a budget: You can use the nifty Gail’s Guide to Building a Budget along with the even niftier Gail’s Interactive Budget Worksheet (gailvazoxlade.com). If you think you can keep flying by the seat of your pants forever, good luck with that. If you’ve decided to take control of your financial future, congratulations.
