MOST AVERAGE PROSPECTIVE HOMEBUYERS, if there is such a thing, still have their sights set on the typical homebuying dream – a single-detached home, on a decent size lot, in a nice neighbourhood in a good part of town. Well, if you’ve been active in your search for a new home, you likely know how increasingly difficult such a goal is becoming. Indeed, for many, it’s time to adjust your homebuying sights. As Greater Ottawa Home Builders’ Association Executive Director John Herbert discusses on page 26, for a variety of reasons, lowrise multi-family homes (semis, townhomes and condos) are an increasingly important part of sustainable growth. In fact, they’re essential. But these different housing types do not necessarily mean any reduction in lifestyle, convenience or value. I’D LOVE IT IF EVERY ONE of my columns could be about the rosy side of homeownership. But the reality is that a fair number of my clients will, at one point or another, face the unhappy prospect of divorce. In my role as realtor, there are several ways I can help them get through this painful time. While a lawyer is the go-to expert on legal matters, I like to make sure that my clients have taken stock of their financial resources and weighed every option before deciding whether to sell or to stay. Unless you’ve got a pre-nuptial agreement, the value of your home will be equally split between you and your partner. While one partner sometimes refinances the existing mortgage, most of my divorcing clients agree to sell the matrimonial home and find individual residences. It can be tempting to install that For Sale sign right away, but taking the time to find a realtor who is responsive to your needs will ultimately lessen your stress level. The right realtor will provide valuable insights on choosing a next home, given your change in circumstances. When the breakup is particularly angry or awkward, your realtor should feel comfortable mediating between you and your ex-partner during the selling process. It’s a fact that buyers will pick up on subtle signs of a house divided; either they’ll be turned off altogether, or they’ll treat it as an invitation for rock-bottom bids. AS MUNICIPAL LEADERS work to implement Stage 1 of the LRT project, we sense widespread optimism for Ottawa’s future. With Stage 2, and potentially Stage 3, our communities will connect from Parliament Hill to the suburbs. The LRT project will connect us all socially, physically and environmentally, but as it unfolds, we need to consider the financial impacts if we do not plan appropriately. The LRT system is not the Field of Dreams; there is no guarantee that simply building it will ensure enough users to support it. Who will bear the burden to cover the operational cost shortfall if ridership is underwhelming? Will the provincial government subsidize operational shortfalls? Can the existing lowrise housing stock in suburban communities generate enough ridership to avoid subsidies? If not, will taxes increase for all residents? One way for the LRT to succeed is to support planning policies that include intensification around future LRT stations and transit corridors. As existing communities revitalize with infill developments around transit corridors, we will use less infrastructure and fewer resources, and residents will be more likely to use public transit. One focus for development along these corridors is properties that are zoned R4. R4 residential zoned properties contemplate lowrise, wood-framed developments, typically three or four stories. Many planners and urbanites call this the “missing middle” or gentle density. If planned properly, 26 YPNEXTHOME.CA
this zone creates a strong urban edge for communities, serving, through its allowable built form, as a transition between the transportation corridors and the existing low density detached homes within each adjacent community. If designed properly, buildings will have a direct relationship to the street, helping to frame safe and useable public spaces. The R4 residential zoning by-law is currently being reviewed by the City of Ottawa, and the planning department should be commended for its initiative to discuss modernizing this outdated by-law for many reasons: 1) R4 zoned properties are more affordable to build, therefore helping housing affordability. 2) they are more sustainable to build, aligning with energy and environmental initiatives. 3) they are more density efficient per acre; therefore creating economic benefits to our city. 4) they allow creative forms of infill development, therefore providing new choice in housing for growing families and empty nesters alike. Housing affordability: A typical R4 zoned 50-ft. wide lot could be developed for one single-family home or a lowrise apartment. You can imagine how a lowrise apartment will be much more affordable on a per door basis. The efficiency of sharing land costs, municipal approvals, servicing infrastructure, public transportation and shared building elements equate to enormous cost savings for each residential dwelling. As we create affordable urban apartments, more first-time homebuyers have a chance to own their first property. We should invest in these efficient multi-unit building forms that take advantage of their location to public transportation. Sustainability: The same lowrise apartment on a typical 50-ft. lot is also more sustainable. The building science efficiency of sharing party walls, floors and fewer windows
means we need less heating in the winter and less cooling in the summer. Existing infrastructure can service multiple dwellings instead of one without additional costs on our infrastructure. In addition, these residents would use the LRT, reducing car dependency. If we truly want to make environmental change at a macro level, we should support greater density in proximity to public transportation and where our existing infrastructure can support more residents. Economic benefit – development charges (DCs) and taxes: A lowrise apartment can also generate tremendous financial opportunities for the city. The DC for one singlefamily home close to the LRT is $22,857. The same 50-ft. lot with an eight unit lowrise apartment would generate $107,648 in DCs. This creates greater revenue for the City and increases DC yield efficiency by 470 per cent. Such an infill project will also achieve a greater net density per lot and create additional tax revenue. This additional revenue could be better utilized to support the LRT or other affordable housing options. As an educated, thriving and passionate city, we need to implement these principles of smart development.
