Ottawa, your housing market is already fair

IT’S NOT EVERY DAY that the mayor of a large Canadian city hosts a meeting with the federal and provincial ministers of finance – to discuss housing. But that’s exactly what happened in Toronto recently, when John Tory met with Bill Morneau and Charles Sousa to examine issues mostly in and around the Greater Toronto Area (GTA). A couple days later, the province announced the Ontario Fair Housing Plan. In what might more accurately be described as the GTA Fair Housing Plan, the initiative comprises 16 measures designed to stabilize the real estate market while protecting homeowners’ investments. That’s the product of skyrocketing prices, a dearth of supply of lowrise homes and other issues in the GTA. Meanwhile, in Ottawa, steady as she goes continues to be the story. According to the Royal LePage House Price Survey, home prices here grew 5.6 per cent in the first quarter this year versus the same period in 2016. That may not be spectacular growth, but given the serious affordability challenges in Toronto, it seems the Ottawa market is already more than fair.

Priced from the low $400’s, these extraordinary homes are well within the reach of people

sure where to begin? Maybe it’s your first home, or it’s been a while and you’re ready to move up to a larger property. Here are six home-buying hacks to help you prepare. 1 | GET WITH THE PROGRAMS There are various government programs available to help you buy a home: » Home Buyers’ Plan (HBP): The HBP allows first-time buyers to withdraw up to $25,000 from their RRSP to put toward a down payment on a home. You have up to 15 years to repay the funds. Prime Minister Justin Trudeau has promised to modernize the program to allow Canadians to dip into their RRSPs to buy a home more than once, including when impacted by life changes such as job relocation, death of a spouse or marital breakdown. » First-Time Home Buyers’ Tax Credit (HBTC): Eligible first-time buyers can apply for the HBTC to help offset the costs associated with purchasing a home, such as legal fees, disbursements and land transfer taxes. The credit can provide up to $750 in federal tax relief. For more on these programs, visit cra.gc.ca 2 | EXPLORE YOUR OPTIONS Firsttime buyers can purchase a home with as little as five per cent of the purchase price as a down payment – as long as the property is less than C10 YPNEXTHOME.CA

$500,000. Anything higher than that, and the minimum down payment for the portion of the price higher than $500,000 is 10 per cent. So, assuming your price range is at that threshold, you’ll need to come up with at least $25,000. At that purchase price, depending on the market you’re in, this could mean you’d then be looking at a condo or townhome, instead of a detached home. 3 | VISIT THE BANK OF MOM AND DAD If your parents are baby boomers who have had the good fortune of building equity over the years as they paid down their mortgage while the value of their property multiplied, well… they may be in a position to help. Any many buyers are hitting up the bank of mom and dad. In the last two years, 28 per cent of first-time buyers hit the bank of mom and dad to help finance their purchase; from 2010 to 2014, only 17 per cent did. 4 | BECOME TECH SAVVY Mortgage consumers are becoming very tech savvy. In Canada Mortgage and Housing Corp.’s 2015 Mortgage Consumer Survey, 78 per cent of respondents researched online, with 70 per cent using an mortgage

5 | BEFRIEND A BROKER OR BANKER Like many things in life, it’s all about relationships. And whether you use broker or a banker to secure a mortgage, you’ll likely come to value the relationship. In the same CMHC survey, consumer loyalty strengthened the longer people stayed with their lender. But since we’re talking about money, people are willing to switch lenders to get a better rate and save – a fact which is much more prevalent for bankers than brokers. And because brokers are able to offer products from multiple lenders, as opposed to bankers which offer only the products of their own institution, the market share held by brokers is growing notably, particularly among repeat buyers. 6 | RESEARCH, RESEARCH, RESEARCH These days, with prices rising as they are and uncertainty in some markets, thorough research is an absolute must. Everything from your target area, desired housing type, builder or realtor, finances, how much you can afford, who you borrow from and the structure of your mortgage – take your time. Take months. surroundings affect our moods. Just as the colour of our walls can soothe or agitate us, so can the panorama from our windows. The view from your windows is closely tied to the issue of location, but is sometimes surprisingly at odds with it. Consider this: one condo may offer an amazing location in terms of access to parks and amenities – coupled with a view of a parking lot. Another may be out-of-the-way and surrounded by warehouses – but, as the tallest building around, offers sunset views that will take your breath away. To some extent, a great view depends on personal taste. But most of us understand the appeal of greenery and blue water, twinkling city lights, architectural landmarks and unimpeded vistas. Few of us want to wake up in the morning, open the drapes and gaze directly into a blank wall, a highway, a busy sidewalk or another person’s window. The reality is, one building will often offer views of both types. Even in a riverside condo, it’s virtually impossible for everyone to look out over the river. Depending on the view, prices in the same building can vary by tens of thousands of dollars. If you’ve already been condo shopping, you’ll know that units increase in price as the floors rise higher. Chalk it up to the view. Typically, buyers of new condos purchase their homes before they’re constructed. When you can’t tour your particular unit before purchasing, you may have trouble C14 YPNEXTHOME.CA

imagining the view, or you may forget to consider it altogether. My advice? Examine both the builder’s 3D models and the physical building site, up close and from a distance, to help you envision the view. Look into plans for undeveloped land nearby to see how your view may change over the years. Consider your unit’s orientation – which rooms will get sunlight at what times of day? Then, weigh what matters most to you against what makes the most investment sense, taking into account that a unit with a good view will nearly always get you a better return. If you decide your money is better spent on square footage, or if an unimpressive view is all you can

afford, there are always ways to make the most of what you’ve got. And in my next column, I’ll let you know how to do just that! Mortgage broker or bank... Which is best for you?

Here are a few things you should know if you’re unsure whether to go with a bank or a mortgage broker to fund your purchase.

Pros Most Canadians already have an ongoing relationship with a bank, so going to that institution for a mortgage seems like an obvious choice. Banks often provide special deals to existing customers. So, if your chequing account, credit card, investments and mortgage are all with the same bank, you may receive a discount on some or all of your fees. Banks generally provide face time with their specialists, which many borrowers find comforting.

Pros Brokers have established relationships with lenders and are knowledgeable about the market and what special discounts are available. They will shop around for you and ensure you get the lowest possible rate you can qualify for. Whereas banks typically require you to arrange a meeting with a loan officer, mortgage brokers tend to be available through a variety of means, including phone and email. They are easy to communicate with and often provide faster response times. Brokers negotiate with the lenders on your behalf, saving you valuable time and stress.

FOR MANY CANADIANS, their first stop while shopping for a mortgage is their local bank branch. More than half of Canadian homeowners – 56 per cent to be precise – who currently have a mortgage went to a bank, according to the fall 2016 report from Mortgage Professionals Canada. However, consumers should be aware that they have other options. Mortgage brokers – who captured a 33 per cent share of the mortgage market – can prove to be a helpful resource when it comes to comparison shopping for the best mortgage rates. (The remainder of the mortgage market was made up of credit unions at seven per cent, life insurance companies at two per cent, and other sources at two per cent, according to the report.) Cons You can choose only from the bank’s portfolio of products, meaning your options are limited and your chances of getting the lowest rate are diminished. There’s less flexibility offered in terms of qualifying for the loan. If your credit rating is subpar, you may not qualify for a mortgage from one of the big banks. Individuals who are self-employed may also have a hard time qualifying.

Cons Face-to-face availability differs from one broker to the next. So, if this is something that you require, you’ll want to ask if they can meet in person. Because many first-time buyers are unlikely to have an existing relationship with a broker, it may take some time to find one who’s right for you.

When it comes to getting a mortgage, going with a broker – rather than directly to a bank – is the best choice, as it will allow you to get the best possible rate on the market and save you money over the long run.
