measures designed to stabilize the real estate market while protecting homeowners’ investments, actually fair? Or foul? Or is it a fail, even? The short answer is that the plan is all that and more, depending on what part of the housing market you’re in. Homebuyers, in the short term, will likely see the plan as fair, if it has the desired cooling effect and causes price growth – particularly in scorching markets such as Toronto – to slow. Similarly, homeowners won’t mind it, as long as it doesn’t cause a drop in prices. Sellers may call a foul, as the plan may slow buying activity in the short term. As John Herbert, executive director of the Greater Ottawa Homebuilders’ Association, explains on page 26, where the plan fails is the absence of measures – short of promises to spend more time on them – to solve long-term supply issues.

AFTER YEARS OF RUNNING at a deficit, the Ontario government recently tabled a balanced budget – the province’s first since the 2008-09 global recession. The 2017 Ontario Budget: A Stronger, Healthier Ontario, includes significant investments in health care and education, while also taking steps to address housing affordability. And who or what does the province have to thank for this progress – besides, in its own words, a strong economy and responsible fiscal management? Try the booming housing market of the last several years. Indeed, rapid price escalation and high sales volumes have generated billions of additional HST and Land Transfer Tax revenues to the provincial government. Add to this, the spinoff revenues from the construction of new homes and 336,000 jobs supported by the housing sector. “Last year, the Ontario government collected more through the Land Transfer Tax than the Gasoline Tax,” says Joe Vaccaro, CEO of the Ontario Home Builders’ Association. “The LTT alone provided $637 million in additional taxes to Ontario’s bottom line. The billions of new unexpected housing taxes from Ontario’s homebuyers helped deliver a balanced budget and are projected to increase and help balance future budgets. The province is clearly benefiting from this hot housing market.” Whether future unexpected taxes from housing really do continue to increase and help balance future C12 YPNEXTHOME.CA
budgets remains to be seen. This is for two reasons. First, Ontario’s introduction of the Fair Housing Plan on April 20 seems to have caused an immediate chill in the market. Anecdotal evidence suggests buyers have already been spooked, unsure whether now is the time to buy, or to wait, expecting that prices may drop. The second reason is that, despite that the Fair Housing Plan included a new non-resident speculation tax of 15 per cent on the price of homes in the Greater Golden Horseshoe and other measures, some observers suggest the plan and the budget don’t do enough – or soon enough – to address the issue of new home supply. “(The) budget clearly shows that the province has the ability to lower housing taxes,” says Vaccaro. “While new-home buyers helped to balance this budget, the reality is that
they need government action to improve housing affordability and housing supply. It is time to update the HST on new housing to match new market realities, and provide new-home buyers with some HST tax savings.” If builders’ ability to build continues to be severely limited, so too will the resulting benefits – almost 200,000 people employed in the GTA alone, earning more than $11 billion in wages. Those are numbers, and facts, that benefit Ontario’s books now, but we can’t assume they will be there in the future. IF EVERY WINDOW revealed a view of stunning beauty, it would make my job so much easier. But here on earth, some vistas leave something to be desired. The good news is that I’ve been seeing more ways than ever before to address these problems.
SCENARIO 1: You feel as though you’re living in a fishbowl. SCENARIO 2: You have a marvelous view – of a brick wall, or the legs of passersby. For both daytime privacy and obscuring undesirable views, lightfiltering blinds are an increasingly popular option. This is in large part because they don’t block out natural light. A similar – though more romantic – effect can be achieved by using sheers. Both can be paired with lined curtains for nighttime privacy. If you’ve got panoramic windows, treatments like these can cost a pretty penny. Here’s an industry secret: You may be able to negotiate with your builder at the time of purchase for blinds to be included in the purchase price. Half-height plantation shutters work beautifully with tall, narrow windows, lending historical character to a room. For a smaller window, you might consider a hanging stained glass panel; even a small panel will act as a focal point, drawing attention away from an unattractive view. Your local hardware store carries two inexpensive alternatives: Privacy C14 YPNEXTHOME.CA
window film and acrylic wall glaze. Both of these give the illusion of frosted glass, and both are easily applied and removed. In many cases, applying these treatments to only the lower pane of glass will give you the privacy you require.

Small windows can be made to look larger by artfully installing blinds and curtain rods higher than necessary, with curtains extended on either side. On a blank wall that cries out for a window, try hanging a large piece of landscape art; installing a picture light above will give your evenings a lovely ambience. Have as many different sources of light as possible coming from different points in a room. This gives you options for different effects

A failed housing plan for Ontario By John Herbert

THE HOME BUILDING industry across Canada has been heavily focused on influencing government policy affecting housing affordability for the past five years. The Canadian Home Builders’ Association’s annual housing advocacy day on Parliament Hill on March 7 included members from across Canada holding more than 75 meetings with MPs. Some informative documentation was created to help educate public officials on how serious the problem had become, and measures that could be taken to deal with it. Unfortunately, the Ontario budget on April 27 offered little to address mainstream market challenges, and provided only new financing programs to deal with social housing issues. On March 20, the Ontario Home Builders’ Association held its housing advocacy day at Queen’s Park, where dozens of meetings were held and again the focus was on housing affordability. On April 20, the premier announced a 16-point program of measures to deal with the GTA’s housing challenges. For professionals in the housing industry, it was a rather disappointing effort that will have little if any positive impact on Toronto’s housing problems. Much was made of a 26 YPNEXTHOME.CA
15-per-cent tax on foreign buyers who were referred to as “non-resident speculators” even though this group represents only a tiny fraction of homebuyers in the GTA. The real seeds of Toronto’s housing problems were sown in 2006 when the Ontario government introduced its residential growth plan. This plan removed thousands of hectares of future housing lands from the market and reinforced a policy of intensification. The policy appeared to be based on the assumption that urban apartment dwellers would abandon the Canadian dream of eventually owning a ground oriented home and willingly decide, in mass, to permanently occupy highrise apartments because the government would provide transit systems to support it. The government’s Fair Housing Plan completely misses the target
because it does little to address the real problem, which is a supply shortage. Even though Premier Kathleen Wynne refuses to acknowledge that this is the biggest part of the problem, it is a fact that was most recently covered by a report from the Centre for Urban Research and Land Development at Ryerson University in Toronto. That document noted that at the end of March 2017, there were only 932 new lowrise homes – including just 233 detached houses – available for buyers in builders’ inventories, compared with 17,854 in March 2007, and 1,001 in February of this year. At the same time, builders sold a monthly record 5,675 condo units in the GTA in March, up 38 per cent from 4,106 units in March last year. Including condo units, there were 10,153 new homes available for sale in builders’ inventories at the end of March, a 50-per-cent decline from 21,006 units in March 2016.
The only gesture the government offered to deal with the fundamental supply problem was to offer up some small parcels of surplus land. But even this failed to acknowledge other serious problems with the supply chain, such as outdated zoning and approval processes that can take six to eight years to show results. Instead of taking responsibility for the problem and dealing with it in a meaningful way, the government adopted a tactic of misdirection and offered up rent controls across the province. This has little to do with solving the housing affordability issue but plays on the general public’s historically negative perception of builders and landlords as somehow being responsible for the problem. This approach has been used by provincial and municipal governments in the past, however, there is some evidence that recent
media coverage of the GTA’s housing affordability problems has helped the general public to understand that is not accurate. Builders must keep housing prices as low as possible so they will have the future buyers they require to remain in business. It is all three levels of government that have driven taxes on a new home from three to 25 per cent, and benefit from continuous revenue increases as housing prices escalate. Government has no incentive to lower housing prices, and is the only participant to benefit from pricing increases. Consider Land Transfer Tax (LTT) alone, where revenue was $1.8 billion in 2014-15, $2.2 billion in 2015-16, projected at $2.7 billion in 2016-17 and $3.1 billion in 201718. Residential construction is the biggest industry in Canada, and the tax revenue funds much of our quality of life, particularly when it
comes to sectors such as health care and education. Any decrease in these revenues would have serious negative political implications. Rent controls are politically popular among a narrow range of constituents because they provide short-term relief. Unfortunately, they also cause medium- and long-term damage because builders stop developing new projects, causing a decline in rental supply. There are untold risks associated with developing highrise projects, and builders will naturally take whatever approach appears to offer the best return on investment. In an environment where condominium prices are increasing at 20 to 30 per cent per year, builders will stop developing new rental projects that would be subject to rent controls, and instead focus on developing condos that could be offered in the open market. Even this market will decline under rent controls because condo investors will stop purchasing units to offer for rent, since they will no longer be able to cover basic carrying costs. A second negative impact of rent controls is a decline in facility maintenance. As landlords are no longer able to generate the revenue required to renovate and upgrade existing structures, they enter a state of decline. Over time, this generates many other conflicts between landlords and tenants. Without a business community to develop new rental apartment structures, investors to purchase and rent units or owners to properly maintain them, it is only a matter of time until the rental market goes into decline and clients suffer. The Ontario government’s housing strategy has failed to implement any meaningful measures that could help in dealing with the GTA’s housing affordability problems, while needlessly harming the rental market across the province. Wynne should begin preparing for single-digit popularity numbers.
