hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that
the price you are paying will deliver the quality you want. Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

f you’re currently in the market to buy a new home – and doing your due diligence and research – you’re likely hearing more and more about something called Development Charges. DCs are the fees applied by various levels of government when homes are built, to pay for new roads, transit and other infrastructure. Home building associations across the country have been speaking out – and lobbying various levels of government – on this increasingly challenging issue, since the charges in many cases are skyrocketing. These costs are transferred straight on to you, the new-home buyer – along with your associated mortgage interest. No one will argue against the need for new infrastructure, but the industry

warns that affordability is increasingly at risk with such high-rising fees. If they are allowed to rise unchecked, what will that do for the future of homeownership? And what will it do for a sector that is an important engine of economic growth? Studies are already showing there is a growing disconnect between the ambitions of GenYers and Millennials – the homebuyers of the future – and their financial realities. And more and more sources – including the latest RBC Economics Research Housing Trends and Affordability Report – warn affordability is only going to get worse. Add skyrocketing Development Charges to the equation, and – not next year but maybe in five or 10 years – we could be facing an ultimate price that none of us can afford to pay.

Whether we are talking about purchasing a TV or a luxury home, I’ve found there are two basic types of shoppers in this world. There are those of you who zero in on a salesperson, describe exactly what you’re looking for, and wait to be shown what is available. And then, there are those of you who want nothing more than to browse in peace, lining up with your purchase when ready or sneaking out unnoticed if you haven’t found what you are looking for. Now, I can understand why some of you are apprehensive when approached by a sales representative. You are afraid of the hard sell. Fair enough. But it’s important to realize that, firstly, the hard sells have pretty much gone with the wind, so there is no need to fear. Secondly, talking to the sales representative can actually yield some useful information you would otherwise miss. If you are unsure as to what you are looking for, a good sales representative can narrow your focus by answering the right questions. You may ask yourself what kind of questions should I ask? Well, in the case of new homes, think of the house in particular, but also think beyond the structure. For instance, “When will the new elementary school be opening?” Or “When will the roads be paved?” When shopping around at sales sites, consider broaching such topics as: House plans: How flexible is the builder when it comes to altering floorplans or architecture? Can you turn those two closets into one large walk-in closet? Finishes: Are samples available of the standard finishes of countertops, cabinets and flooring? Can pot lights or additional

Price: What is included in the purchase price? Are appliances included? Is the hot water tank rented or purchased? Are there additional common fees? Visits: How often and under what circumstances can you visit and inspect your home as it is being built? Timeline: What kind of move-in date can you expect? What happens in the case of construction delays? Am I protected in cases of lengthy delays? Beyond the home: Are grass and paving included? Are there plans for additional phases? What are the neighbourhood amenities? As the old adage goes, no question is a dumb question. Be sure to bring a list of questions with you, and write down the answers. After visiting a few sales sites, it’s amazing how the information can begin to blend together. A good sales representative will take the time to go through every detail and leave you feeling confident that all aspects of the home and purchase have been addressed. Home builders applaud
infrastructure investment Ontario Home Builders’ Association (OHBA) President Eric DenOuden applauds the significant transit and transportation infrastructure investments recently announced in the provincial budget. “The cost of the infrastructure investments outlined in the budget is being equitably allocated from the general tax base and through a targeted repurposing of the existing gas tax as was recommended by the Ontario Home Builders’ Association,” says DenOuden. “I’m pleased the province recognized that all Ontarians benefit from a functional transportation system, rather than unfairly targeting new neighbours and new employers to disproportionately carry the cost burden through new taxes, fees and charges.” OHBA was opposed to the proposed Metrolinx Investment Strategy, which would have made transit-oriented communities less affordable by adding an additional one per cent to the HST, adding parking taxes on new businesses and increasing development charges by 15 per cent. “New-home buyers and new businesses are already doing their fair share,” says OHBA CEO Joe Vaccaro. “The province has reported that new-home buyers and new businesses paid more than $1.8 billion in development

experience, lucky for us, the For Sale sign turned to Sold quicker than expected. Now, those worries about selling our home have shifted to buying one and meeting everything on our must-have list – budget and timing included. In a casual chat with a real estate agent about our plan – selling our home first, then buying – he advised me and my husband to take the reverse route and buy first. “It’s a sellers’ market,” he said. “Selling won’t be the problem, it’s buying that you should be more concerned with.” Well, the agent was right on one count – our house sold in a matter of days. But buying before selling? While the idea of taking our time to house hunt, pack and move appealed to us (my husband are I are both meticulous planners; we had our whole wedding timed, right down to the minute!), the possibility of paying two mortgages simultaneously, or settling for less than list price on our home in the interest of a quick sale, were certainly not in the plan. Ultimately, our comfort level dictated that selling before buying was the way to go. We now know exactly how much equity we have to put toward our new house, and we won’t get stuck paying two mortgages. To us, this peace of mind is worth the risk of possible bidding wars and being beaten out by a bigger, better offer. In fact, we almost expect that scenario. After all, it is a sellers’ market, right? While it’s a good idea to pay attention to the headlines and all the advice offered – professional and otherwise – take it with a grain of salt. You can never really predict what will happen in the real estate market, though many may try. Experts guess at where the market is going based on trends and historic data. And while the picture may look a certain way from a national, provincial or city-wide perspective, what happens from one street to the next, from one price range to the next, can differ dramatically. Your guess as to what the housing market holds in your specific circumstances is as good as anyone’s. Is it a buyers’ or sellers’ market? Will prices rise or drop in the next few weeks while we search for the best home and the best deal? What will happen to mortgage interest rates in the short term? Should we buy now, or wait until the feverish,
spring-time frenzy blows over? Rather than losing sleep worrying about things you can’t predict or control, think about your own circumstances and plan your future based on your personal facts. Take an honest look at your financial situation. Review your assets and debts, including mortgage (current and expected payments), car loans, lines of credit, student loans and other bills. Are you secure in your job? Are you planning to grow your family? Will you be taking parental leave from work, and if so, can you afford to pay all your bills on your now-decreased income? Once you figure out what your reality is and where your comfort level lies, you’ll be better equipped to make a decision without being bombarded by the latest headlines. The key message? Buy when you’re ready for the market, not when the market is ready for you.

It’s unlikely that the first home you buy will be the one you stay in forever. At some point, you’ll want to sell and buy a new home – either to upsize, downsize or move to a new location. And when you find yourself in that situation, there’s a good chance you’ll be relying on the equity from your existing home to help you purchase your next one. Unfortunately, you could get stuck in a situation where the closing date for your new home is before the closing date of the home you’re selling, which leaves your down payment tied up in equity. Mortgage brokers estimate that 20 to 30 per cent of Canadian homeowners find themselves in this situation; if you’re one of them, bridge financing is the tool that can help you out of it. How does a bridge loan work? Well, let’s say the closing date for the home you’re buying is 40 days before the closing
To qualify for a bridge loan, all you need is a copy of the Sale Agreement from your existing home and the Purchase Agreement for your new home. 32 New home & Condo guide eastern Ontario | may 31 - Jun 14, 2014
date for the home you’re selling. A bridge loan is simply a loan for the amount of equity you want to take from your existing home that covers you for those 40 days. Bridge loans are automatically repaid when your sale goes through and your equity is put against the mortgage on your new home. Because bridge financing is so common, all of the big banks offer it to their mortgage customers. (Note that some smaller lenders and credit unions do not.) Most lenders are comfortable lending up to $200,000 for as many as 120 days. If you require a larger loan or an extended period of time, you may need to hire a real estate lawyer, which makes the financing process more expensive, as legal fees will be involved. Of course, as much as a bridge loan is meant to help you out with your home purchase, it is still subject to interest – often at a rate similar to an open mortgage or a personal line of credit (such as Prime plus two or three per cent). The interest rate may seem high, but remember it’s only charged for a short period of time, before the equity from your first home will be available to repay the loan. Your lender may also charge a flat administration fee in the range of $200 to $500. To qualify for a bridge loan, all you need is a copy of the Sale Agreement from your existing home and the Purchase Agreement for your new home. Oh, and firm closing dates on both properties – without them, you may need to get a bridge loan from a private lender, who will charge you a much higher interest rate than what one of the big banks would. Every year, Tarion recognizes builders that have been selected by Ontario’s new-home buyers as leaders in customer service through the Tarion Awards of Excellence. These are the only awards in Ontario that recognize home builders solely based on homeowners’ satisfaction with their customer service delivery. In today’s competitive home building industry, attention to detail has become essential. And this extends past the construction phase into a superior experience after taking possession of a new home. Providing first-in-class after-sales service is what truly resonates with homeowners for years after the sale is complete. The 2014 Tarion Awards of Excellence finalists and recipients demonstrate excellence in customer service, as determined by the most important judges of all: their customers. This year’s awards and finalists were based on a comprehensive survey sent to more than 46,000 Ontario homeowners who took possession of a new home between Oct. 1, 2012 and Sept. 30, 2013. 6,400 responses, representing 14 per cent of consumers who bought a new home in Ontario during that time, which are enough responses to provide statistical accuracy. Homeowners were asked questions from every stage of the homeowner-builder relationship beginning with the signing of the agreement of purchase and sale, through construction, the pre-delivery inspection and finally their after-sales service. To be eligible for the awards, builders must have had a minimum of five possessions and must have received a specific number of completed questionnaires depending on the category for which they are being considered. I presented the awards at a luncheon in April, joined by the Deputy Minister of the Ministry of Consumer Services, Giles Gherson, who offered his congratulations to the 2014 Tarion Awards of Excellence recipients for their excellent representation of Ontario’s new home building industry. Along with members of Tarion’s Board of Directors, Deputy Minister Gherson and I presented the 2014 Tarion Awards of Excellence to:
