hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that

the price you are paying will deliver the quality you want. Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

his is about the time of year, judging from the past, that often brings severe rainfall, flooding and power outages, and some homeowners learn the hard way about home insurance and new-home warranties. Indeed, you wouldn’t dream of buying a new car, TV or other big-ticket item without first inquiring about the manufacturer’s warranty. But when it comes to buying a new home, you should be even more diligent. Some people may be so excited about their purchase that they’re more interested in choosing finishes than reading the fine print of a sales agreement. Or maybe they assume all builders are created equal, and that certain things are covered, when in fact they may not be. Or it might be a lack

of awareness of just how new-home warranties work in Ontario. Tarion Warranty Corp. is a nonprofit company designed to protect the rights of new-home buyers and to regulate builders. With four main responsibilities – homeowner education, warranty enforcement, builder licensing, and identifying and prosecuting illegal building – it is, unfortunately, a necessary but extremely valuable body. It is also one you should get to know. Just like for cars or electronic devices, all manufacturers and products are not created equal. Learning about your new-home builder’s warranty – before the time when you actually may need it – is a crucial part of the homebuying process.

Sometimes, those of us in the real estate business use certain terms in conversation with our clients, forgetting that not everyone is as familiar with these terms as we are. “Masterplanned community” is a prime example. You’ve probably encountered this term a hundred times in articles, at sales centres and on billboards – but what exactly does it mean? Simply, it means that the community is being built according to a master plan. In the United States, these communities are often gated and have condominium ownership; this is rarely the case in Canada. Here are some of the things you can expect from a master-planned community:

Every aspect of the community has been planned before the spade hits the ground. Sales centres usually have large, easy-to-understand visuals of the neighbourhood plan on display, so buyers know what to expect over the coming years. That means no unwanted autobody shops or gravel pits springing up across the street.

It will be large. It’s quite common for these communities to exceed 700 acres.

It will probably include more than one type of housing. Master-planned communities often offer detached homes, semi-detached homes and townhomes, and occasionally incorporate low-rise condominiums. These housing types are usually grouped together, forming smaller communities within the larger one.

It will be aesthetically harmonious. Homes will share a common “design language” – you won’t find Cape Cod bungalows on one street and Victorian-inspired rowhomes on the next. Elements such as lampposts, park benches and entry gateposts will be carefully chosen to tie the community together visually.

It will be pedestrian-friendly. These communities typically feature walking paths winding throughout the community, as well as many neighbourhood parks.

It may be built as a collaboration between two or more builders; this enables them to buy a larger parcel of land and share developing costs. While the builders will offer their own collections of home designs, the collections will complement one another in appearance.

It will be built in phases, over quite a few years. A community on this scale can’t be built overnight.

It will likely be well-served by public transportation, shops and new schools – although this infrastructure may not be completely in place during the earliest phases. Happily, I’ve also found that homes in master-planned communities tend to be very sound financial investments. Really, you couldn’t ask for much more! Here are some recent examples of Canada’s housing valuations, from a variety of sources: Deutsche Bank: overvalued by 60 per cent Bank of Canada: overvalued by 30 per cent International Monetary Fund: overvalued by 11 per cent TD Bank: overvalued by 11 per cent Canadian housing economist Will Dunning: undervalued by nine per cent With such a wide variance in valuations, and using differing measures, who to believe, indeed? “Far too many foreign economists try to make overly simplified statements about foreign housing markets they don’t understand enough about,” Calum Ross, mortgage broker and real estate investor, told New Home & Condo Guide. “Above and beyond the traditional measures, there are a number of less tangible measures, such as the stability of social, political and economic systems at the federal, provincial and municipal level. “Canada represents one of single largest countries in the world and going from coast to coast, Canada is home to a very diverse group of people with local economics that are vastly different,” Ross says. “Saying there is a Canadian housing market is no less ridiculous than saying there is ‘Canadian temperature.’” Th ankfully, Canada Mortgage and Housing Corp. (CMHC) added some context recently in its House Price Analysis and Assessment (editor’s note: for more information, fl ip to page 56), which provided a market-by-market snapshot by Canada’s larger centres. The report attached a risk level – low, moderate or high – for the major cities,

using risk factors of overheating, acceleration in house prices, overvaluation and overbuilding. With Regina and Winnipeg, of all places, being the only major centres earning “high risk” assessments, CMHC’s report reminds everyone that housing markets must be assessed on a micro level, not wide-swathing national viewpoints. Canada’s most expensive market, Vancouver, earned a “low risk,” while Toronto, the other market often mentioned in conversations about overvaluation, was ranked as “moderate risk.” “From a pure economic theory standpoint, when interest rates are low, then real asset prices will go up,” says Ross. “Real estate is one of the most interest-rate-sensitive sectors of the global economy. When it comes to mortgages, what we know is that people have a tendency to buy payments and be less concerned with total debt. The lower interest rates and longer amortizations allow for lower payment and as long as payments stay affordable – many people won’t get caught up with the sticker shock of more expensive real estate prices.” So, who to believe, next time you see a report on Canada’s housing valuations? Well, a Canadian source such as CMHC is a good start. Otherwise, as experts stress, remember to look at your individual market for a clearer indication, not the national assessment.

CARDEL HOMES GREAT CANADIAN LEMONADE STANDEMONIUM

Helping Ottawa put the squeeze on cancer

Lemonade stands will be popping up around the city on Saturday, June 6 in support of the Cardel Homes Great Canadian Lemonade Standemonium. Presented by Palladium Insurance, the third annual Lemonade Standemonium gets the community involved in a fundraiser for the Ottawa Regional Cancer Foundation. This popular event helps kids put the squeeze on cancer. Cardel Homes is excited to be part of this event once again. As Tanya Buckley, vice-president for Cardel Homes, stated, “We want to be engaged so we are working closely with the team at ORCF in shaping, marketing and supporting the event.” As a bonus, Cardel Homes is donating $50 for every lemonade stand that is registered. Cardel Homes has been a staple in the Ottawa area since 1973, and through the years has developed a strong relationship with the Ottawa Regional Cancer Foundation (ORCF). The Cardel Homes’ team is excited to show their support of the Lemonade Standemonium. This type of event is of particular interest to Cardel because it is a grassroots project that directly involves, and affects, the community. Cardel Homes is all about building communities and supporting this event directly relates to their vision of community involvement. “We want to engage our staff, our trade partners and the home building industry at large so we’ll be matching funds contributed to our very own Cardel Homes Lemonade stand,” says Buckley. Over the last two years, more than 600 kids have hosted stands and helped to raise more than $119,000 for the Ottawa Regional Cancer Foundation. Those funds have been put to work for cancer research and cancer coaching. This year, coordinators are expecting to turn out to be even higher. According to Linda Eagen, Ottawa Regional Cancer Foundation president and CEO, “The third annual Cardel Homes Great Canadian Lemonade Standemonium is shaping up to be bigger and better than ever.” Stands are expected to cover neighbourhoods such as Orleans, Barrhaven, Kanata, Metcalfe, Carp, Stittsville, Calabogie, Renfrew and Kemptville. Fundraising starts online, where each child participant has their own personalized headquarters to track their progress and accept donations. It’s one of the most popular summer-fun to-dos for kids – hosting a lemonade stand! And, on Saturday, June 6th, the Ottawa Regional Cancer Foundation is sparking a lemonade stand movement and hosting the 3rd annual Cardel Homes Great Canadian Lemonade Standemonium presented by Palladium Insurance. Sarah Bickford and her three kids – Olivia (11), Gwen (9) and Elliot (5) – have already begun to recruit their team members for the Lemon Bursts stand. This year they are going bigger than ever, enlisting the help of 12 families and involving more than 27 kids. They will all be volunteering at multiple stands in their Nepean neighbourhood and out front of Fresco’s on Elgin Street. “I know how hard the struggle with cancer is,” explains Sarah, who was diagnosed with Hodgkins Lymphoma in 2007 when her youngest child was just 18 months old at the time. “As a family we wanted to do something to give back – and this is something that we could all do together. It’s really great and the kids love it, and the response they we get is so incredible. People are so generous.” Over the last two years of the campaign, more than 600 kids have hosted hundreds of stands and helped to raise close to $120,000 in support of the Ottawa Regional Cancer Foundation.

Team Ronick/Team Kang has been one of the top fundraising stands each year, led by 10-year-old Ronick Kang his little sister Maeya. They host their stand in honour of their grandma, Balwinder, who was diagnosed with cancer two years ago. “I was really sad and I wanted to help her,” explains Ronick. “I found out about the campaign online and it just grew from there.” Ronick says the key to his success is finding the right stand location – one with a lot of foot traffic. This year their stand will once again be located close to the Starbucks, near the corner of Terry Fox Drive. Ronick and Maeya have ambitious plans for their stand – and have already got their parents and aunts on board the project. “We are going to paint homemade signs, have music at our stand and bake chocolate chip cookies to sell too!”

lock in a long-term mortgage Canada’s continuing low interest rate environment has Canadians thinking now is the time to lock in a long-term mortgage. A new poll from CIBC reveals the majority of Canadians, 74 per cent, would opt for a medium or long-term mortgage if they were to acquire, refinance or renew a mortgage today. Twenty-seven per cent think now is the time to look beyond the traditional five-year fi xed mortgage for a term of up to 10 years. “Canadians are recognizing that today’s historically low rates won’t last forever and some are looking for ways to bring

predictability to their finances over the long term,” says Barry Gollom, vice-president, mortgages and lending at CIBC. “Most Canadians tend to opt for a fi xed rate over five years when choosing a mortgage today. With more than one in four Canadians now saying they would choose a longer term of seven or 10 years, we may be seeing the start of a shift to longer terms.”


Having a medium or longer term fixed rate can act as a measure of stability and protection –

BENEFITS OF A LONG-TERM MORTGAGE Locking in to a fixed rate, medium or long-term mortgage can reduce the stress that can come with following interest rates. “If interest rates rise in the next year or two, homeowners with shorter term mortgages or variable rate mortgages could see their payments move higher,” Gollom says. “Having a medium or longer term fixed rate can act as a measure of stability and protection – especially for those who have recently bought their first home.” The prospect of rising rates may not be something Canadians have to worry too much about in the near term. During its interest rate announcement on April 15, the Bank of Canada announced it was going to hold its overnight lending rate at 0.75 per cent for another six weeks – and depending on the picture our future economy paints, it could be for a lot longer than that. (BoC latest announcement was scheduled for May 27.) “The overnight rate has only been sitting at 0.75 per cent for a little less than three months now, after Governor Stephen Poloz finally decided to cut it down from the one per cent it had held steady at for nearly 4.5 years,” says Alyssa Richard, founder and CEO of RateHub. ca. “That decision was made in January, in an attempt to shield highly indebted Canadians from the negative impacts of

the significant drop in oil prices (and job losses that occurred as a result).” CIBC says the shift to longer term, fixed rate mortgages signals growing interest by Canadians to gain greater control and certainty over their largest financial obligation. With a consistent and predictable mortgage payment at today’s low rates guaranteed for many years, Canadians may have the opportunity to pay down their mortgage faster and minimize interest costs, which will help to keep them on track for their broader financial goals. “Finding an expert who can crunch the numbers on a variety of mortgage options while factoring in your other debts, your savings goals and your personal risk tolerance is an extremely important part of the evaluation process,” says Gollom.
