he Bank of Canada’s most recent rate announcement – holding its interest rate target at 0.75 per cent – is the continuation of good news for prospective homebuyers and those otherwise in the market for a new mortgage. There are many excellent mortgage products available from banks and brokers that will suit your individual needs, and could well be lower than posted bank rates, which are currently hovering around three per cent for a variable rate. With a pre-approval in hand, you’re protected if rates rise; if they go down, you’ll likely get an even lower rate. A pre-approval can be a win-win situation for shoppers, since it means you don’t
have to wait to get financing approval on a home when you put in an offer. Th is is an especially good tool to have when markets are hot. Removing the “conditional on financing” clause could mean your offer is accepted fi rst since you already have your financing in place. So when will rates rise? It’s anyone’s guess, but most experts agree there could be some movement later this year. (BoC’s next rate announcement is July 15.) However, we can’t assume that will be the case, and you shouldn’t wait too long to get pre-approved for a mortgage. It can take a few days. Many lenders offer online pre-approvals to make the process faster and easier. Take advantage while you still can.

hen buying or selling a home, it’s important to know the current conditions of your market. Is it a buyers’ or sellers’ market? Knowing the difference could help you time, plan and execute your transaction. And, of course, there’s a third possibility – a balanced market – and that’s where most major Canadian centres sit, according to the Conference Board of Canada. In the organization’s June 2015 Metro Resale Snapshot, a rising sales-to-listings ratio between April and May in 18 areas indicated

broad market tightening. Balanced conditions prevailed in 16 markets, while seven were in a buyers’ state and five favoured sellers. Eleven areas enjoyed at least a five-percent increase. Despite stronger sales, listings rose in only 14 markets between April and May, and in 17 areas from May 2014. The monthly increases were invariably small; only five areas had a gain of at least five per cent. Markets in Eastern Ontario – Ottawa, Gatineau and Kingston – are either buyers’ or balanced markets, which is great news for buyers.

It’s a fact that new homes and condos are not perfect. The home building process is the work of craftsmanship, where many tradespeople collaborate to bring your new home to life. This is why it isn’t uncommon for a new home to have some imperfections. While an imperfection in a new home is no cause for concern, a defect in construction is something your builder should repair. All new homes in Ontario come with a warranty that lasts seven years from the date of the first possession, guaranteed by Tarion. The warranty was created to ensure homeowners receive a new home that is constructed in a workmanlike manner, is free from defects in material, is fit for habitation and is constructed in accordance with the Ontario Building Code. Let’s have a look at the most common issues that homeowners are concerned about, and whether they are considered defects that fall within the new home warranty coverage. FLOORING
One of the most common concerns raised by homeowners is issues with flooring. Homeowners mention uneven finishes, visible gaps between boards, scratches, crowning or cupping (creating an uneven floor). Hardwood floor problems can arise from defects in material or poor installation. Often, however, deficiencies can be traced back to moisture content. Builders can avoid such problems by acclimatizing the wood and ensuring that the subfloor is not wet before installation. excessive or insufficient humidity levels in the home. Maintaining a proper interior climate is essential to the health of your hardwood floor. If your new home includes hardwood flooring, I encourage you to speak to your builder and visit Tarion’s website to view our videos on how to control the moisture levels in your home. If you notice any flooring deficiencies or damage during your Pre-Delivery Inspection (also known as the PDI), note them in the PDI Form. If deficiencies become apparent later, contact your builder as soon as possible. It is also a good idea to keep photographic records with date and time stamps if you start to see damage on your floors after you move into your new home. INTERIOR FINISHING
New-home owners commonly complain about paint – streaks and brush marks, poor quality paint, poor workmanship and drips and splatters. Generally, paint is covered under the one-year warranty. Where paint finish is specified, exposed surfaces are to be properly painted. Doors are another common issue with new-home owners. The most common complaints include doors that are inadequately installed, sticking or improperly finished. Defects in doors and improper installations are covered under the one-year warranty. MANAGING INTERIOR CLIMATE CONTROL
Controlling a home’s moisture level is an essential part of keeping your new home healthy. Today’s energy-efficient homes are built tightly to seal out the cold weather in winter and keep in the air conditioning in summer. However, lack of proper ventilation or humidity control by the homeowner can lead to damage that would not be covered by the statutory warranty. The good news is that as a homeowner, you can follow some simple steps to keep your interior climate healthy. At your PDI, it is a good idea to ask your builder how to maintain proper moisture levels in your home. As a general rule, the healthy range is 30 to 50 per cent. I’d love it if every one of my columns could be about the rosy side of homeownership. But the reality is that a fair number of my clients will, at one point or another, face the unhappy prospect of divorce. In my role as realtor, there are several ways I can help them get through this painful time. While a lawyer is the go-to expert on legal matters, I like to make sure that my clients have taken stock of their fi nancial resources and weighed every option before deciding whether to sell or to stay. Unless you’ve got a pre-nuptial agreement, the value of your home will be equally split between you and your partner. While one partner sometimes refi nances the existing mortgage, most of my divorcing clients agree to sell the matrimonial home and fi nd individual residences. It can be tempting to install that For Sale sign right away, but taking the time to find a realtor who is responsive to your needs will ultimately lessen your stress level. The right realtor will provide valuable insights on choosing a next home, given your change in circumstances. When the breakup is particularly angry or awkward, your realtor should feel comfortable mediating between you and your ex-partner during the selling process. And finally, a great realtor will guide you to a skilled professional stager. Staging your home for sale is always important, but never
more so than when you’re selling because of divorce. It’s a fact that buyers will pick up on subtle signs of a house divided; either they’ll be turned off altogether, or they’ll treat it as an invitation for rock-bottom bids. With that in mind, do your best to reveal nothing about your estrangement. There’s no need to hang a giant wedding photo above the bed – but do maintain the bedroom as though it’s a shared space. If possible, clothing from both partners should hang in the closets; if one partner is using a spare bedroom, it should appear to be a welcoming space for guests. Naturally, legal papers should always be kept in a safe, secure place. As your surroundings become more neutral, and your emotionally-loaded personal items are boxed up, you’ll find it easier to begin planning for the next stage of your life. Today, it takes five to seven years for a typical plan of subdivision approval to move through the City of Ottawa. It used to take two to three years. Increasing delays for permits and approvals have negative impacts for homebuyers, the 25,000 people working in Ottawa’s home building industry and the city’s taxpayers. The City of Ottawa Planning Department recently introduced a Client Relationship Leader pilot project, in an attempt to reduce the

permitting and approval times for major home building projects. The program assigns a representative to a project, who is tasked with supporting the project as it moves through the permitting and approvals process. It is regrettable that the Client Relationship Leader pilot project has come under criticism for providing an unfair advantage to builders and developers. Critics are concerned that the program will diminish the voice of interested citizens and community groups in Ottawa’s land use planning and development processes. THE CHALLENGE OF NAVIGATING THE PERMITTING AND APPROVALS PROCESS
The delays facing home building projects are due to the increase in the amount of regulation and the complexity of the regulatory process. Combined, these have added four years to a typical home building project involving a plan of subdivision, which allows for the division of a large tract of land into smaller pieces that can be sold separately. There are numerous permits and approvals required before a plan of subdivision is issued. Responding to these requirements involves conducting studies, consultations with the community and the submission of plans to more than 25 city and provincial departments and agencies for review and approval. As the process continues, additional

In support of this process, home builders must bring together teams of consultants with expertise in planning, the environment, building, infrastructure, government and other fields. Once a builder has completed the required studies and plans, they are submitted to the Planning Department, which circulates them to the appropriate branch or department within the city bureaucracy. Herein, lies the major regulatory challenge for builders. Each department and branch has its own set of questions and comments about the proposed plans and studies, requiring ongoing communications between the builder and the Planning Department. Shepherding the plans through and across different divisions and agencies within the city is a labour-intensive, time consuming, costly process. Ottawans working in the public service can appreciate the challenge of moving “files” through the system. Effective public servants are those who understand how to move projects along where support, permissions and approvals are required from other units within a department and even across departments. This is the challenge facing home builders when it comes to moving planning approvals, across the entire City of Ottawa administration. For smaller builders working on residential infill projects, delays in permitting and approvals can quickly turn a project into a money losing venture. Delays in an infill projects are threatening the livelihood of this sector that has sprung up in response to our city’s intensification policy. DELAYS IMPACT EVERYONE
Delays in permitting and approval matter because the impact affects us all – homebuyers, people and families working in the building industry, and Ottawa taxpayers. For homebuyers, delays mean that move-in dates can change. Those of us who are fortunate to have bought a home understand the stress that comes with financing, closing dates, buying and selling at the same time and moving. The last thing a new-home buyer needs is uncertainty around move-in dates.
Delays in permitting and approvals can also lead to higher new home prices. When you add four years onto a project, resources and capital are left idle during this time. Home builders are required to carry the cost of the land for that time, and these costs must be passed on to buyers. For the 25,000 people who work in Ottawa’s home building industry, delays in permits and approvals mean less work, layoffs and pay cuts. Because of our lengthy winters, Ottawa has a short construction period. When we can build, we need to have the permits in place so that people can work. Ottawa’s economy suffers when building project approvals are delayed. Home building is one of the largest employers in Ottawa, contributing $1.5 billion per year in wages to the local economy. Delays mean less building activity, and less building activity means fewer people working and less money coming into our communities. Speedier approvals and less red tape are one way our municipal government can contribute to Ottawa’s economic development. IT’S ABOUT CITY BUILDING
There are many opportunities for residents and community associations to provide input on planning related decisionmaking. Ottawa’s Official Plan and Community Design Plans are built on citizen and community input. Applications for zoning changes require a public notice and a public commenting period. Before a building permit is issued, project proponents are required to participate in a 12-step development application review process that includes multiple opportunities for public input on the proposed plan. None of these processes or time periods are impacted or changed by the Client Relationship Leader pilot project. Delays in permitting and approvals have been a source of increasing concern for Ottawa’s home building industry. These concerns started to emerge as a result of the 2001 amalgamation that created the City of Ottawa. The Client Relationship Leader pilot project should be heralded as an innovation with the potential to save taxpayer money, foster needed economic development and help new-home buyers.

When you’re buying your fi rst home, you are sure to be fi lled with many important questions. How much can you afford? How much will it all cost? Where do you really want to live, and can you afford the area? And, finally, what type of home do you want? The answers are very individual: it really depends on your situation – from the amount of your down payment to where you work to whether you have kids to other personal circumstances. For your enjoyment while you live in your home, as well as for future resale potential, proximity to transportation, shopping, schools and other amenities is among the key determinants that affect your property’s appeal, and ultimately its value. After all, those are the qualities potential buyers look for when searching for a home; the more of them your house has when you go to sell, the more it will be attractive to a greater number of people. While experts suggest you take a long-term view when buying a home, it’s also important to not look too far down the road. Let’s be honest, your fi rst home may not be your dream home, and your needs and desires are sure to change throughout the various stages of homeownership. So, while the answers to the above questions are specific to circumstances, there are also some common guidelines you can follow.
When you’re buying your first home, you are sure to be filled with many important questions.

How much can you afford? Experts agree
it is never a good idea to make yourself house-poor, and it is a very common mistake, particularly of first-time buyers, to buy more home than you can really afford. Meeting with a mortgage broker or your banker will help determine your full financial picture, assessing everything from your credit rating to your down payment. Experts also suggest you “stress-test” your plan to see how well you could cope with higher mortgage payments brought on by rising interest rates.

How much will it really cost? Another common homebuyer mistake is not being prepared for all the closing costs involved: lawyer fees, land transfer taxes, utilities, insurance, and home inspection and appraisal fees and insurance. All of these costs add up, and ultimately should factor into your overall home-shopping budget.

Where do you want to live? This question
is becoming more important for a number of reasons, though influenced primarily by where you work, how much of a commute you want and whether your transportation options include mass transit or driving only. It may not be as simple as choosing to live in the city, suburbs or a small town.

What type of home do you want? Once
you have determined your options for cost and location, you can then assess what types of homes are available in your price range and desired neighbourhood: Singlefamily detached, semi-detached, townhome, duplex or condo?

Canadians expect to pay $60K in mortgage interest It’s a scary question many homeowners are afraid to answer: how much will your mortgage interest total over the lifetime of your mortgage? Well, wonder no more – a recent poll from BMO Bank of Montreal has the answer: $60,000. But that’s the average for Canada overall. Some will pay more, some less. › While the average amount Canadians expect to pay in mortgage interest is $57,938, the figure rises to its highest in Canada for residents in BC at $95,891. Homeowners in Atlantic Canada expect to pay the least, at $35,454 › Canadians expect an increase in interest rates over the next five years (60 per cent), with 48 per cent expecting a small increase and 12 per cent a large increase › Most Canadian mortgage holders (67 per cent) currently hold a fixed rate mortgage, sheltering them against any potential upswings “It’s quite telling of the extended low-rate environment that a sizeable percentage of respondents do not expect interest rates to go up in the next five years,” says Sal Guatieri, senior economist, BMO Capital Markets. “Hopefully, many have not been lulled into thinking that rates will never go up, as they could be tempted into taking on too much debt.” It’s not surprising that British Columbians are paying the most mortgage interest, as house prices in that province are the highest in the country, he says. The average was $623,000 in April, compared with $437,000 nationwide and $456,000 in Ontario. “In any interest rate environment, it’s important that Canadians stress-test their mortgage against a higher rate to ensure they can afford it over the long term,” says Martin Nel, vice-president of personal lending and investment products, BMO Bank of Montreal.
AVERAGE AGE OF MORTGAGE FREEDOM INCHES HIGHER
On average, Canadians expect to become mortgage-free by the age of 59 – up from 58 in the last two years. One-third (31 per cent) expect still to be making mortgage payments on their 65th birthday. “Considering a shorter amortization of 25 years or less can help Canadians save thousands of dollars in interest rate costs over the life of the mortgage; this improves long-term affordability, while ensuring Canadians pay down their mortgage faster and begin building equity in their home sooner,” says Nel. TIPS TO BECOME MORTGAGE-FREE FASTER
Think carefully about fixed versus variable: While variable rate mortgages have been a winning strategy over the long term, fixed rate mortgages (currently near historic lows) come with the peace of mind of being insulated against rate increases. Stress-test your mortgage: Gauging the stability of your mortgage by stress testing it against a higher interest rate can help establish a plan to ensure long term affordability. Toe-kicks:
KICK IT UP A NOTCH! » by YANIC SIMARD
The humble toe-kick is an important design component that usually keeps a low profile, but that doesn’t mean it should go overlooked! Here are my top tips for harnessing the full potential of your cabinets’ toe-kicks, to provide functional storage and make a beautiful statement without taking up an inch of extra space.
STORAGE
» Raising a cabinet off the ground by a
few inches (usually three to four) is important for giving your feet space to tuck into when working at the counter, but this “kick” space under the cabinet can then be a wasted opportunity for storage. Upgrading to a toe-kick drawer takes this empty space and turns it into a shallow compartment perfect for storing baking sheets, pans, or other relatively flat items.
» Other items perfect for storing in a toe-kick drawer: paperwork you need to save but not access often (such as appliance instructions and warranties), a folding stepladder, seasonal dishware, a bathroom scale, art supplies or hidden valuables. » Toe-kick spaces are also an excellent place to store pet food dishes: between meal times the food is stored away to curb overeating, and then simply rolls back out (in a perfect low-to-the-ground position) with minimal effort. Plus, the drawer will catch food spills, saving mess from hitting the floor. » For a seamless look, use a minimalist pull that sits on top of the drawer face which won’t be seen, but will be easy to grab. Or, choose a drawer with a kick-to-open function that pops open with a push from your foot.

» You may not have much room to add furniture in your kitchen, but you can create
a warm, furniture-inspired look from clean, modern cabinetry by redressing your toe-kicks. Adding legs (or decorative panels that simulate legs) to the base of your lower cabinets creates the look of a more traditional furniture style, for an overall “transitional” effect that feels contemporary but not minimalist. » To enhance this effect, try painting the backs of the toe-kicks a darker shade first, so that the inset recedes and appears much deeper. This also works with simple modern cabinets to emphasize the “floating” look, especially when contrasting black toe-kicks against white cabinetry for a twist on a timeless colour pairing. » Mirror and stainless steel are other ways to visually deepen your toe-kick so the cabinets appear to float. Mirror will extend the look of a beautiful flooring material, while stainless steel will pick up on matching appliances while creating a subtle reflectiveness of its own, for a sleek modern detail. » Alternately, you can let your kickspace become a fun feature by painting it a bright, bold hue you would never use in a bigger area. Try a cool blue-green hue to complement warm wood floors, drawing the eye down and creating just the right amount of drama. LIGHTING AND HEATING
» A compact kitchen should always be well lit, both for practical use when prepping meals, and to keep the space feeling comfortable and open. Adding lighting strips or pucks under the toe-kick produces a modern, ethereal glow that balances light coming directly downward from pot lights, and creates a hip lounge vibe. » Choose remote-controlled colour-change LEDs, allowing you to add a little cool colour for cocktail hour, then set it back to white light for day-to-day use. » Looking to add additional built-in cabinets, or a banquet seat in your breakfast nook? Re-routing an in-the-way heat vent to exit through a kick space in the base of the new unit allows heat to enter the room uninterrupted, while hiding the exhaust port for a cleaner look.
BATHROOMS
» Toe-kicks can be multifunctional beyond the kitchen, too. In a bathroom, a toe-kick space can be used to store a roll out platform which acts as a step up for children (or other shorter users), allowing more comfortable access to the sink – perfect for condo spaces with one or few washrooms. » Some bathrooms come equipped with floating vanities, but this still provides a great opportunity for storage space. Baskets tucked underneath are a great spot to store additional toilet rolls or towels (so you know you’ll never run out), or a small stool which you can pull out when you want to rest a book or drink during a relaxing soak. » Adding a simple floating shelf under a wall-hung vanity is another way to increase storage, keeping items up off the potentially wet floor but instantly reachable when needed. » Like with kitchen cabinets, adding legs to the base of a floating cabinet is an easy way to customize the look, for a dressed up feel without replacing the unit.
