type, but there’s no denying the increasing popularity of this product, particularly among first-time homebuyers. Case in point: the latest stats from the Ottawa Real Estate Board, which show sales of 2,300 properties in May, compared to 1,919 in May 2016 – an increase of 19.9 per cent. The five-year average for May sales is 1,946. “Not only was May 2017 the best May on record for unit sales, it also surpassed the record for highest unit sales in a single month ever; blowing the previous record out of the water,” says Rick Eisert, president of the Ottawa Real Estate Board. “One of the reasons for these stellar numbers can be attributed to the condo market, which has really helped strengthen the whole market over the past several months.” Condo units sold in May jumped 44.6 per cent over May 2016. Average prices in May, meanwhile, rose 7.4 per cent to $436,625, aided by a 2.3-per-cent increase in condos prices to $270,993. Talk about starting off the summer with a bang.

down into a smaller home, then you know the downsizing process can be overwhelming — especially if you’ve lived in a large house for many years. Clearing household clutter and deciding the fate of used furniture, artwork and other items can be a challenge. You want to maximize the value of your stuff by holding a contents sale, but how do you ensure you’re getting the biggest buck for your bang? “You’ll be surprised as to what people will actually buy. One person’s trash is another person’s treasure. Others will try to sell the items on their own, while others will hire a firm to assist with the process,” says Laura Convery, manager of senior services at Transition Squad, a turnkey company specializing in helping people downsize their homes. If you’re considering holding a contents sale to help lighten your load, Convery offers these five steps to downsizing success. Downsizing stuff, maximizing profit: 1. Think like a buyer. Be sure to set up your downsizing sale accordingly. What is most pleasing to the eye? Success will depend on three things: marketing to attract people, selection, and attractive prices. 2. Priced to sell. Whether it’s fine furniture, appliances or clothing, remember that these items may not be worth to others what they are worth to you. A stranger won’t pay extra for sentimental value! Remember, the goal here is downsizing. 3. Be prepared to negotiate. Negotiating prices is the foundation of every contents sale. Buyers expect it, and a lack of willingness to negotiate might frustrate them and cost you a lot of unsold items. 4. Advertise. Promote your sale in the community paper and on social media forums, and tell as many friends, family members and neighbours as possible to
spread the word. Last but not least, 40 to 50 per cent of your buyers will come from road signs, so ensure they’re large, with proper messaging and strategic placement. 5. Hand out tickets. Start an hour or so prior to the sale to allow access on a first come, first served basis. Make sure to only allow enough people in at a time to follow fire department regulations.

THE RELATIONSHIP BETWEEN
municipal government and industry has changed dramatically since the 1940s when thousands of “boys” left to fight in Europe and those who were lucky enough to survive returned home in 1945 as “men.” The marriage rate spiked as did births and the Baby Boom generation was born. Canada experienced its worst housing shortage in history and for many C10 YPNEXTHOME.CA
years, young married couples often lived with one of their parents while numerous children arrived. The federal government scrambled to find the means by which to build more housing and after several false starts, settled on creating the Canadian Mortgage and Housing Corp. (CMHC) in 1948. This new arm’s length Crown Corporation had the authority to guarantee the banks that their mortgage loans would be covered in the amount that any borrower defaulted. Since money flow had been the only factor holding back the lending required for the construction of new homes, the dam opened and Canada’s post war residential construction boom began. Since CMHC was guaranteeing the mortgages, it wanted to have
oversight and control of housing quality and so it began to establish more uniform construction standards and an inspection regime to ensure they were met. The majority of municipalities in Canada did not have adequate planning or building inspection departments, so CMHC offices that were established from coast to coast were a welcome addition. As the government scrambled to get CMHC operational, it worked closely with individuals and small construction companies that were springing up to try and meet demand. Government regulators and industry worked hand in hand to develop realistic workable standards, processes and procedures. The Second World War had been won …continued on page C12

ince CMHC was guaranteeing the mortgages, it wanted to have oversight and control of housing quality and so it began to establish more uniform construction standards and an inspection regime to ensure they were met.
largely by government and industry working together and so it only made sense to use this same model to solve the serious housing crisis. In Ottawa one of the most famous post war residential builders was Robert Campeau, who only recently passed away. Campeau Corp. built thousands of basic, single-family homes and over the next few decades developed increasingly large, more complex communities with all of the amenities that residents could want. Bruce Firestone has described Campeau as a “charismatic, angry, ambitious Franco-phone from Sudbury.” The Ottawa mayor through much of this period was Charlotte Whitton, a flamboyant, feminist leader noted for her vicious wit and conflicts with male colleagues. Her most famous quote was, “Whatever women do they, must do twice as well as men to be thought half as good. Luckily, this is not difficult.” Campeau and Whitton were like oil and water and became famous for their constant battles. Mayor Whitton once said, “When I look at his houses, I think perhaps nuclear bombardment might not be such a terrible thing after all.” Although amusing in hindsight, this conflict signaled the beginning of the end for the public and private sectors working in harmony to create a better urban environment in Ottawa. Mayor Whitton used every government C12 YPNEXTHOME.CA
department, policy and procedure at her disposal to hamper Campeau Corp. objectives, and Campeau used all of his resources to ensure Mayor Whitton failed in future elections. If their conflict had been contained to only the personal realm, it would have been quickly forgotten, but organizations have long memories and the antagonism remained. The media enjoyed the ongoing public private conflict and used it to sell newspapers in the same way some reporters do today. As Canadian urbanization accelerated through the last quarter of the 20th century, municipal planning departments expanded rapidly and the governmentindustry partnership that had solved so many urban problems began to shift. Municipal government authority increased dramatically and industry’s declined. As the years passed, approval timelines constantly increased and developers were required to pay for the planning staff needed to approve their projects but often had little input. New policies, processes and procedures created increasing complexity and the only means of dealing with it was through constant communication. Most of the larger home builders in Ottawa will have at least one meeting at city hall every working day. It takes years to get through these processes for a single project and over that
’
period, participants are bound to learn something about one another. It then becomes natural that, over time, they might actually develop a mutual respect and become friends. You could call this regulatory capture, or you could call it what it more likely is, a necessary working relationship. Either way, it is a fact of life. At the same time, political correctness is the order of the day where perception can be more powerful than reality. New functions such as the Lobby Registry at City Hall have only contributed to the negative perception amongst some that bad things are happening and a policing function needs to be in place to make sure everyone behaves properly. Some media sources like to suggest that some city-industry relationships are too close and have at times alluded to nefarious dealings and suggested the possibility of improprieties. All of this without a single case of negative conduct ever being identified. independent and motivated women who are no longer waiting for the perfect partner before settling down: they’re taking the reins. These women come from every age bracket and all backgrounds. Some are young women just starting out, while others, with a wealth of experience behind them, are looking for a place to call their own after divorce or widowhood. Thankfully, the old-fashioned stigma around being single has gone out the window. There’s no denying that, financially, double-income purchasers have an advantage: most single women aren’t prepared to spring for a giant house complete with a giant mortgage. Savings options for buying a home By Alyssa Furtado
IF YOU WANT TO SAVE for a home in the next five years, you should avoid stocks because you could lose money. Instead, you should use no-risk options like a high-interest savings account or GICs. But what type of savings vehicle should you use? There are three different types of accounts to choose from and each has its own advantages and disadvantages. Here are your options:
RRSP An RRSP allows the money you save to grow tax-free. If you qualify as a first-time homebuyer, you’ll also be able to take advantage of the Home Buyers’ Plan (HBP). Using the HBP, you can withdraw up to $25,000 from your RRSP as long as the money was deposited more than 90 days ago. If you’re buying with a spouse or partner who’s also a first-time buyer, you can each take out $25,000 for a total of $50,000. The money you withdraw has to be taken out no later than 30 days after the closing date. You must repay what you borrowed the second year after the year you withdrew the funds. You have up to 15 years to repay that amount. For example, if you borrow $24,000 from your RRSP, you’ll need to pay $1,600 a year ($24,000 divided by 15, equals $1,600). You can pay more than the $1,600 towards your HBP in any given year and your annual payments will decrease. If you decide to pay $9,400 in the second year, then you’ll only need to pay $1,000 a year thereafter. YEAR HBP Balance Annual Repayment Amount Your Payment

The great thing about the money you withdraw from your RRSP for the HBP is it’s tax-free. However, if you can’t afford to make the annual payment, you’ll have to declare it as RRSP income on your tax return.
TFSA Like an RRSP, a TFSA also allows your money to grow taxfree. But there aren’t as many restrictions as there are with an RRSP. If you’re buying a home for the second or third time, you can still make a tax-free withdrawal from your TFSA. There aren’t any first-time homebuyer restrictions. You’re not restricted from borrowing just $25,000 because you can withdraw as much as you want from a TFSA. You also don’t have to pay the money back over a specific timeframe. In fact, you don’t have to repay the amount you took out and there aren’t any tax penalties. The other good thing about using your TFSA is you keep your RRSP intact and allow your money to compound over time so you can save more for retirement. However, you won’t get a tax refund if you save using a TFSA instead of an RRSP. If you were to get a refund, you could use that extra cash for your down payment and be able to save even more money. Non-registered account You could use a non-registered account to save for a house but this isn’t the best option because you’ll be taxed on any interest earned. The only reason you might use this type of account is if you don’t have any RRSP or TFSA contribution room, which is highly unlikely. However, you can withdraw as much money as you want from a non-registered account and you never have to pay it back. Which one to choose? RRSPs and TFSAs allow your money to grow tax-free while a non-registered account does not. A TFSA has fewer restrictions while a saving in an RRSP will provide you with tax refunds, which can increase your savings. The best option might be to use a combination of both.
