A NEW REPORT by Fraser Institute notes that economic growth in Canada has diminished since 2003, largely due to the province’s weak manufacturing sector. The report notes that Ontario’s manufacturing problems are a result of the high costs of doing business, including for electricity, labour, income taxes and heavy regulatory burdens. MAKING SENSE OF RISING INTEREST RATES BY WAYNE KARL THE BANK OF CANADA’S decision last month to raise the target for its
overnight rate to 0.75 per cent from 0.50 – the first hike in seven years – may be cause for concern for some Canadians. But should it be? Are more increases in the offing? What does it all mean? How will it affect you? Two of the most telling comments in the statement by the Bank of Canada were, “The current outlook warrants today’s withdrawal of some of the monetary policy stimulus in the economy,” and, “Future adjustments to the target for the overnight rate will be guided by incoming data as they inform the Bank’s inflation outlook, keeping in mind continued uncertainty and financial system vulnerabilities.” …continued on page C12

“The first statement tells us that they are very much looking to further rate increases when they state they plan to ‘withdraw monetary stimulus,’ but the second statement tells us that they are still not very confident in their ability to do so,” Calum Ross, wealth planner, The Mortgage Management Group, Toronto, told NextHome. “The fact remains that while the output gap (an economic measure of the difference between the actual output of an economy and its potential output) may be closing – all three key measures that the Bank of Canada uses for inflation control are low.” The BoC is trying to strike a balance between easing Canadians off a growing dependence on low interest rates and not shocking the economy too much. While there may be future rate increases, they will likely be slow and gradual. “Low rates will be here for a long time to come,” says Ross. “Neither our government nor Canadian consumers can afford too much of an increase too fast – they are both in far too much debt.” Canada recorded a government debt equivalent to 92.30 per cent of the country’s Gross Domestic Product in 2016, compared to an average of 77.76 per cent from 1980 to 2016, he points out. “The government needs low rates almost as much as consumers. Even more so when you consider the deficits being run.”
ECONOMIC STRENGTH
And believe it or not, rising interest rates – at least in this example – are a positive sign that the economy is doing well. “Our economy is creating jobs, and if GDP growth for 2017 does indeed reach 2.8 (as per the Bank’s forecast), that’s great news.”

HOW OTHERS SEE THE HIKE With this increase in interest rates and the recent Ontario Government Fair Housing Plan, governments need to be very cautious about the cumulative impact of intervention in the housing market going forward. With both sales and prices slipping recently in the GTA, federal, provincial and municipal governments should think carefully about further measures to reduce demand for housing. Ontario realtors would like to see governments put more focus on bringing more supply into the market, specifically “missing middle” type housing such as townhomes, stacked townhomes and duplexes – and speeding up the approvals process. The best long-term solution to give growing families and millennials a shot at affordable homeownership is to increase housing supply and choice in the marketplace. – Tim Hudak, CEO of the Ontario Real Estate Association.

If the Bank of Canada indicates another raise in its key interest rate again before the end of the year, we anticipate more buyers will enter the market to take advantage of existing rates. In this case, the raise will negatively impact housing affordability moving forward, particularly in markets already struggling with affordability, such as Vancouver and Toronto. However, if the Bank of Canada doesn’t raise its key interest rate again before year-end, we don’t anticipate this hike to have a significant long-term impact on the real estate market. – Elton Ash, Regional Executive Vice-President, ReMax of Western Canada

WHO’S THE BOSS? IT MIGHT BE YOU IF YOU JOIN YOUR CONDO BOARD OF DIRECTORS

It’s a mainstay of both the evening news and cocktail party chitchat. But if you’re a condo owner, there’s one type of government that’s particularly relevant: Your condo board of directors. If you’re new to condo culture, you may not be familiar with the concept. As explained by Ontario’s Ministry of Consumer Services, a condo development is run like a small town. It has an elected board of directors – a “town council” consisting of a president, secretary, treasurer and additional directors – who make decisions on behalf of the owners. This Fall, the Ministry will be making many changes in order to ensure new protections for condo communities, these changes are definitely a step forward in improving condo corporation governance. Many of my clients are startled to learn that so many important decisions – hiring of the management company and budgeting for future repairs – are in the hands of volunteers. On the one hand, serving on the board is a lot of responsibility for untrained, unpaid personnel. On the other, who better to entrust with such

system is that condo owners have the opportunity to make their voices heard in a very real way. If you own a unit, you’re a member of the condo corporation; this means you get a vote on any decisions made at the annual general meeting (AGM) or other owners meetings. Even better, if you take a special interest in the issues affecting your home, you can run for election on your condo board. In communities where the level of involvement is low, you may find a director position landing on your lap without even trying. Now, I know some owners are hesitant to make the time
commitment necessary. As a director, you’ll attend the AGM and monthly board meetings, plus any owners meetings or special committee meetings that arise. In addition, directors can experience frustration when there’s dissension among members; as with any organization, things don’t always run smoothly. Without a doubt, it’s a trade-off; your time and energy in exchange for greater control over your home and investment. At the very least, I urge you to attend your AGM to find out what’s going on around you. Once you’re tuned in, you may be surprised to find out how much you care about the issues. THE DRIVERS OF SUBURBAN GROWTH DESPITE MANY YEARS of warnings about the perils of suburban living, the message still doesn’t appear to JOHN be getting through. Smart Growth HERBERT proponents and a number of city planners have been consistent in their message: Suburban living is not only expensive in terms of infrastructure and creating congestion, it is also unhealthy in terms of the car-dependent lifestyle it encourages. Yet the lure of suburban living continues. This can be seen in the construction numbers. Three major Canadian cities – Toronto, Vancouver and Montreal – show significant suburban growth according to new census figures. In fact, in Ottawa, the vast majority of projected growth will continue to occur outside the Greenbelt in new suburban communities With all this in mind, city planners must be wondering what they are doing wrong. While intensification has been implemented and positive results achieved, the overall trend to the suburbs has not been slowed, let alone stopped. It appears that restricting suburban growth was never a realistic goal in the first place, even if it was the goal. What is fueling the lure of the suburbs? Two constituencies are of interest: Young Millennial families and immigrants. It’s certainly possible that the former group would like to locate in a city’s central area, but they are unable to do so because of cost. While not for everyone, a detached house with a garden for once they have children is still what 18 NextHome.ca | Aug 5-Sept 2, 2017
the majority of Millennials aspire to. Such properties are particularly expensive in the city centre, so these young families are compelled to look further afield to realize their real estate dreams. So,it is primarily affordability that is driving young Millennial families to live in the suburbs. The second constituency, immigrants, is more complex. Immigrants are interesting because you have to look at where they come from and what it is that makes Canada an attractive destination in the first place. Most immigrants are from source countries with far higher densities than Canada. Many are from environments where they’ve lived cheek by jowl in high density, often high rise projects with their neighbours. Part of the appeal in moving to Canada is the space that it offers and the opportunity
to own a ground oriented home. The rapid growth of areas such as Brampton suggest that immigrants themselves are now by-passing the traditional inner-city cultural enclaves as their entry point and are moving straight to the suburbs upon arrival. With respect to Canada’s immigrant population, it appears that one of the most important factors that Canadian planners have missed is the cultural demand immigrants have for ground-oriented living space. Given that immigrants make up much of the population growth in Canada, this trend needs to be acknowledged. After enough
development in already builtup areas and along arterial main streets is one logical solution to the issue. But the tension between city policies and homebuyers’ desires is palpable. There are, however, some potential solutions to mitigate the issue. City planners tend to talk in terms of providing a variety of housing forms to meet all needs. This is the idea that a variety of above grade family-oriented

Rapid transit can also stimulate economic local economic development, ideally allowing residents to work in proximity to where they live. Developers and builders will continue to build where the market and municipal policy takes them. Through its joint Building Better and Smarter

critical mass is attained, a selfperpetuating ethnic enclave is created, attracting new immigrants immediately with the promise of community networking and jobs. It is conceivable that the traditional inner city cultural enclaves are in the process of being replaced with suburban models, and we could see significant communities become the primary destination for specific ethnic groups. So where does all of this leave municipal planning’s drive towards intensification? The general policy direction will undoubtedly continue. City planners are not wrong that unnecessary suburban growth is undesirable. The prescription – to focus

This investment vehicle provides plenty of peace of mind. The guarantee the name refers to doesn’t mean you’ll definitely make a lot of money. It guarantees you definitely won’t lose money, which is a promise you can’t get from most other investments. GICs let you lock in a certain sum (a minimum investment of $500 or $1,000 is typical) for a specific period of time, usually one to five years. The longer you keep money in the GIC, the higher the interest rate is and the more interest you’re likely to earn. This makes GICs an excellent option for people looking to grow their savings over

An RRSP is a type of account that holds a variety of investments, such as GICs. RRSPs have three advantages. First, everything you contribute to your RRSP is tax deductible. If you’re purchasing your first home with a partner or spouse, you can withdraw as much as $25,000 from each of your accounts for a total of $50,000 to put toward your home. But there’s a catch: The Home Buyers’ Plan essentially works as a loan to yourself, so you must contribute at least one-fifteenth of the amount in your RRSP over a 15-year period or the money withdrawn will be taxed.
