Canadians taking on more debt, but relax – it’s “good debt” By Lydia McNutt

ABOUT 80 PER CENT OF CANADIANS ARE CARRYING SOME KIND OF DEBT – and given today’s low lending rate environment, it’s not surprising that the amount of debt we’re taking on is on the rise. The results of the 2015 annual debt poll released recently by BMO and conducted by Pollara show Canadians owe on average $93,000 – up from $76,140 in 2014, and $72,045 in 2013. While this sounds like a hefty number, particularly compared to just two years ago, Sal Guatieri, senior economist at BMO Capital Markets, notes that it is “good debt” – investment debt that creates value. Topping the list were home purchases, home renovations and education expenses.

“Given the angst about high debt burdens, it’s somewhat comforting to know that Canadians are generally accumulating good debt to finance investments in their homes and educations, as opposed to bad debt such as discretionary spending on vacations and entertainment,” says Guatieri.

Note he said “when,” not “if.” So, what can you do to insulate yourself from this looming threat? It comes down to common sense.

Can Canadians handle their debt? Half of Canadians (49 per cent) said buying a home was a major contributor to their debt. Thirty-four per cent said it was the main factor. Indeed, home sales have been up across the country, with the Canadian Real Estate Association recently reporting a 3.4-per-cent increase in sales in July year-over-year, marking the second-highest July sales stat on record since 2009. Activity stood 12.6 per cent above the 10-year average for July. Today’s low interest rates have prompted many who have been sitting on the sidelines to jump into home ownership, while those who weren’t able to carry a mortgage at a higher rate can now do so with the hard-to-resist rates offered by mortgage lenders today. And therein lies the potential problem. “Rapidly rising house prices in [Toronto and Vancouver] could encourage some households to take on larger mortgages than they can handle when interest rates rise,” Guatieri says.

Here are some tips: » Stress-test your mortgage against a higher rate. If you can’t afford an interest rate hike of two or three per cent, then decrease your homebuying budget. » Don’t spend the maximum you get approved for by your mortgage lender. This will be the top end of your budget. » Factor your other debts and lifestyle into your budget. You want to live in your house, not live for your house.

Making the best of a less-than-heavenly view By Marnie Bennett IF EVERY WINDOW REVEALED A VIEW OF STUNNING BEAUTY, IT WOULD MAKE MY JOB SO MUCH EASIER. But

here on earth, some vistas leave something to be desired. The good news is that I’ve been seeing more ways than ever before to address these problems. SCENARIO 1: You feel as though you’re living in a fishbowl. Or, you have a marvelous view – of a brick wall, or the legs of passersby. For both daytime privacy and obscuring undesirable views, light-filtering blinds are an increasingly popular option. This is in large part because they don’t block out natural light. A similar – though more romantic – effect can be achieved by using sheers. Both can be paired with lined curtains for nighttime privacy. If you’ve got panoramic windows, treatments like these can cost a pretty penny. Here’s an industry secret: you may be able to negotiate with your builder at the time of purchase for blinds to be included in the purchase price. Half-height plantation shutters work beautifully with tall, narrow windows, lending historical character to a room. For a smaller window, you might consider a hanging stained glass panel; even a small panel will act as a focal point, drawing attention away from an unappealing view.

Your local hardware store carries two inexpensive alternatives: privacy window film and acrylic wall glaze. Both of these give the illusion of frosted glass, and both are easily applied and removed. In many cases, applying these treatments to only the lower pane of glass will give you the privacy you require. SCENARIO 2: Your windows are too small, or too few. Small windows can be made to look larger by artfully installing blinds and curtain rods higher than necessary, with curtains extended on either side. On a blank wall that cries out for a window, try hanging a large piece of landscape art; installing a picture light above will give your evenings a lovely ambience. Have as many different sources of light as possible coming from different points in a room. This gives you options for different effects at various times of day. And large mirrors are wonderful for reflecting light from both windows and lamps. As a glass half-full kind of gal, I’ll close with this: your imperfect views are the perfect opportunity to make a terrific design statement. Electrical and plumbing fixtures, heating and air conditioning systems are warranted only in the first year, so if these aren’t working properly, take note immediately. The two-year warranty This protects against defects in materials such as windows, doors and caulking. This warranty also covers defects in electrical, plumbing and heating delivery and distribution systems and exterior cladding. Within the first two years, inspect your home regularly to ensure there is no water seeping in.

of buying a new house or condo, is that almost all new homes in Ontario come with a warranty. Your builder must stand behind the workmanship in your new home. For 40 years, Tarion has been protecting the rights of new-home buyers by administering Ontario’s mandatory new-home warranty program and regulating builders. The warranty includes delayed closing and deposit protection, as well as coverage for workmanship, plumbing, heating and cooling systems and major

structural defects. Different items are covered for varying periods, but the warranty typically starts at possession and ends up to seven years later. Here are a few tips on what to look for and when: The one-year warranty In the first year, your warranty covers defects in work and materials, ensures that it has been constructed according to the Ontario Building Code and is fit for habitation. It includes almost everything that was provided by the builder.

The seven-year warranty Finally, the seven-year warranty covers your home from major structural defects. This includes the failure of a load-bearing portion of your home. Look for major cracks in the foundation or exterior cladding, interior separation of drywall between ceilings, walls and floors or movement in the basement floor. Once you move in, inspect your home’s condition regularly. If there are issues that fall under the warranty, your builder is responsible for fixing a defect. If they don’t, Tarion will step in. If you are a new-home owner, sign up for Tarion’s online warranty service called MyHome at tarion.com. It’s the easiest way to keep on top of all your warranty deadlines.

First-time buyers may get an important

boost in Federal Election 2015 By Wayne Karl FIRST-TIME HOMEBUYERS – particularly those in Canada’s most expensive markets – you have a powerful friend in your corner: Prime Minister Stephen Harper. Seeking re-election in the upcoming federal election on Oct. 19, Harper is proposing a few changes to help make your homeownership dreams come true. “For many Canadians, owning a home is their most important investment and the achievement of a key life goal,” Harper says. “We want to help more Canadian families purchase their first dream home.” A re-elected Harper government will try to do this by making improvements to the Home Buyers’ Plan. Under the HBP, aspiring homeowners can make tax-free withdrawals from their Registered Retirement Savings Plans (RRSP) to finance the purchase or new construction of their first home. In 2009, Harper raised the withdrawal limit to $25,000 from $20,000. Now he is proposing to increased it further, to $35,000. This is music to the ears, of course, of those in the industry – home builders, realtors and mortgage lenders – whose official governing bodies all issued statements supporting Harper’s plan. It should also be welcomed news to you. Housing costs are rising (which is a good thing, once you own a home, as it’s an indication of market health). But saving and otherwise obtaining the funds to take that important

first homebuying step are becoming increasingly difficult. This is where the HBP and other initiatives, as noted in Alyssa Richard’s mortgage column on page 16, prove their value. A re-elected Harper government also plans to: • Collect data on foreign buyer activity in Canada’s housing market and, as necessary, take action in coordination with provinces to curb foreign speculation in Canada’s residential real estate market. • Maintain the enhancement to Tax-Free Savings Accounts so Canadians can save and invest more of their hard-earned money tax-free. • Establish a new permanent Home Renovation Tax Credit for substantial home renovation expenses between $1,000 and $5,000, so young homeowners can renovate and upgrade their homes. Over the next six weeks or so as we edge toward election date, we may hear other campaign promises aimed at addressing these and other important issues related to homeownership. Whether you’re a first-time buyer or an existing homeowner looking for your next home, take note of these potential opportunities to help you realize your homebuying plans.

Savings options for buying a home By Alyssa Richard

IF YOU WANT TO SAVE FOR A HOME IN THE NEXT FIVE YEARS, YOU SHOULD AVOID STOCKS BECAUSE YOU COULD LOSE MONEY. Instead, you should use no-risk

options like a high-interest savings account or GICs. But what type of savings vehicle should you use? There are three different types of accounts to choose from and each has its own advantages and disadvantages. Here are your options: RRSP An RRSP allows the money you save to grow tax-free. If you qualify as a first-time homebuyer, you’ll also be able to take advantage of the Home Buyers’ Plan (HBP). Using the HBP, you can withdraw up to $25,000 from your RRSP as long as the money was deposited more than 90 days ago. If you’re buying with a spouse or partner who’s also a first-time buyer, you can each take out $25,000 for a total of $50,000. The money you withdraw has to be taken out no later than 30 days after the closing date. You must repay what you borrowed the second year after the year you withdrew the funds. You have up to 15 years to repay that amount. For example, if you borrow $24,000 from your RRSP, you’ll need to pay $1,600 a year ($24,000 divided by 15, equals $1,600). You can pay more than the $1,600 towards your HBP in any given year and your annual payments will decrease. If you decide to pay $9,400 in the second year, then you’ll only need to pay $1,000 a year thereafter. YEAR HBP Balance Annual Repayment Amount Your Payment

The great thing about the money you withdraw from your RRSP for the HBP is it’s tax-free. However, if you can’t afford to make the annual payment, you’ll have to declare it as RRSP income on your tax return.

TFSA Like an RRSP, a TFSA also allows your money to grow taxfree. But there aren’t as many restrictions as there are with an RRSP. If you’re buying a home for the second or third time, you can still make a tax-free withdrawal from your TFSA. There aren’t any first-time homebuyer restrictions. You’re not restricted from borrowing just $25,000 because you can withdraw as much as you want from a TFSA. You also don’t have to pay the money back over a specific timeframe. In fact, you don’t have to repay the amount you took out and there aren’t any tax penalties. The other good thing about using your TFSA is you keep your RRSP intact and allow your money to compound over time so you can save more for retirement. However, you won’t get a tax refund if you save using a TFSA instead of an RRSP. If you were to get a refund, you could use that extra cash for your down payment and be able to save even more money. Non-registered account You could use a non-registered account to save for a house but this isn’t the best option because you’ll be taxed on any interest earned. The only reason you might use this type of account is if you don’t have any RRSP or TFSA contribution room, which is highly unlikely. However, you can withdraw as much money as you want from a non-registered account and you never have to pay it back. Which one to choose? RRSPs and TFSAs allow your money to grow tax-free while a non-registered account does not. A TFSA has fewer restrictions while a saving in an RRSP will provide you with tax refunds, which can increase your savings. The best option might be to use a combination of both.

Cottage decor often comes down to celebrating the basic essentials, such as beautiful plates, vintage servingware, and stunning pots and pans

WHETHER OR NOT YOU CAN FIND THE TIME FOR A TRUE COTTAGE GETAWAY THIS SUMMER, a sense of relaxed

living can be infused into your home through the power of decor. To get the best of lake-side living, even in your urban abode, here’s my guide to the essential details of cottageinspired decor: Let wood reign: Naturally, wood is one of the first materials you think of when you think “cottage” – but you must know how to use it right. » To create a feeling of consistency, run wood floors continuously throughout, even into the kitchen. It can survive the occasional spill if you treat it properly. Embrace wood with visible graining, such as Mir Hardwood’s Reclaimed Parquet collection (which mixes woods for rich character). » For those who prefer a hard surface, consider an inset tile “mat” for the kitchen, entry, or other wet areas – it keeps the floor flush (and there’s no sisal rug to try to wash the mud or red wine out of). » Plank walls give the textural look of a cottage cabin interior, but unless you live directly on the water, you may find this much wood a bit overwhelming. Paint it out a white or pale colour to maintain an airy, relaxed vibe, or go for a deep espresso stain and break up the wood with white accents such as art and drapery.

Timeless tile: Subway tile is a versatile classic that can appear either modern or traditional, depending on the details. » The most popular form of contemporary subway tile is crisp white porcelain, but you don’t have to go so minimal. Consider a tile with a more organic surface shape and subtle, uneven colouring, to bring in some traditional warmth, or choose a style with a bevelled edge for a sleek touch of class. » A cottage-inspired kitchen is also a great place to play with the colour of your tile grout. The geometric patterns of subway tile (or any other shape) can be highlighted with dark, contrast grout, or you could even choose one with a colour infused to add a playful accent. Focus on faucets: Even in the most humble cottage, a slight hit of sparkle usually appears in the form of an eye-catching kitchen faucet. » Whether your goal is a transitional or traditional style, a “bridge” faucet (which sits above the counter on two widespread arms rather than one in the centre) adds an uncommon graceful touch. » If you find yourself often filling large pots (for soups or pastas, for example), a wall-mounted faucet placed over the stove is extremely practical, and makes the fixture even more of a standout feature.

Cottage colours: It’s hard to imagine a cottage-inspired colour scheme without the calming essence of a clean, fresh white. » For an earthy, Zen atmosphere, pair white with off-white neutrals (greys, beiges, or both) and let texture and materials become the focus – it recalls the simple beauty of sandy shores and pebbled paths without feeling too stark. » For a livelier nautical vibe, blue can’t be beat as a cottage-inspired favourite. In general, a cottage interior tends to choose a limited palette and stick to it, so pick one hue to repeat in smaller or larger doses from room to room (and if you want a little extra punch in a key area, try small hits of red for spice).
