When you buy new, you don’t inherit somebody else’s worn carpeting, personal taste in kitchen appliances or paint colour preferences. You get a fresh, clean space that’s waiting for your personal imprint. If you’ve always fantasized about buying a brand new home, here are a few tips that can help you make the process a pleasant one: ›› Shop the mortgage market to see what you can afford before you start your hunt; ›› Obtain a lawyer who is willing to review your offer and close the deal;

›› Don’t be persuaded by high pressure sales tactics while you’re out shopping; ›› Determine which options and upgrades you want as part of your offer and ensure your lender will finance what’s required, if needed; ›› To save money, consider which upgrades you could purchase and install yourself after the sale closes. Some upgrades such as rough-ins and wiring inside the walls are easier to do before construction. Factors such as the cost of the home, neighbourhood, lot size and special features play a big role in your final decision. Determining which features your new house absolutely must have, and which features you could live without, should be among your first steps in the home-buying process. The answers to such questions will vary from person to person, depending on individual circumstances and needs. Choosing the type of home you can afford, and what finishes and design features you want, might be the easiest part of the process. A little more challenging, but nonetheless equally important, are matters such as finding a community in proximity to amenities such as shopping and schools, commuting times and transit

options, and if your new home will still be suitable in three, five or 10 years. As for the timing of your purchase, it’s natural to wonder whether now is the best time, given all the discussion about market conditions. But if your employment and finances are secure, you’re best served looking at the long term – say seven years. Where are new-home prices likely to be then? Higher or lower? And if you missed out on building equity by delaying your purchase, would you be better off? BANK OF CANADA MAINTAINS

overnight rate target at one per cent The Bank of Canada has once again announced that it is maintaining its target for the overnight rate at one per cent. The Bank Rate is correspondingly 1.25 per cent and the deposit rate is 0.75 per cent. Inflation is close to the two-per-cent target and is evolving as the Bank anticipated in its July Monetary Policy Report (MPR). Recent data reinforce the Bank’s view that the earlier pickup in inflation was attributable to the temporary effects of higher energy prices, exchange rate pass-through, and other sector-specific factors rather than to any change in domestic economic fundamentals. The global economy is performing largely as expected. The recovery in Europe appears to be faltering as the situation in Ukraine weighs on confidence. In the United States, a solid recovery seems to be back on track, with business investment now making a significant contribution to growth. Global financial conditions remain very stimulative and longer-term bond yields have eased even further. In Canada, stronger growth in the second quarter has brought GDP to almost exactly the level the Bank had

projected in July’s MPR. Canadian exports surged in the second quarter after a weak winter, supported notably by stronger U.S. investment spending and the past depreciation of the Canadian dollar. While an increasing number of export sectors appear to be turning the corner toward recovery, this pickup will need to be sustained before it will translate into higher business investment and hiring. Meanwhile, activity in the housing market has been stronger than anticipated. The Bank still expects excess capacity in the economy to be absorbed during the next two years. Overall, the risks to the outlook for inflation remain roughly balanced, while the risks associated with household imbalances have not diminished. The balance of these risks is still within the zone for which the current stance of monetary policy is appropriate and therefore the target for the overnight rate remains at one per cent. The Bank remains neutral with respect to the next change to the policy rate: its timing and direction will depend on how new information influences the outlook and assessment of risks. The next scheduled date for announcing the overnight rate target is Oct. 22.

Every six weeks, you may notice news headlines along the lines of “Bank of Canada holds key interest rate at one per cent.” The articles often discuss the overnight lending rate, how the economy has shaped the central bank’s decision to either change it or not change it, and how the monetary policy has been updated. It’s a lot of information packed into one article, so don’t feel bad if some of it goes over your head at first. However, if you have a mortgage – particularly a variable rate mortgage – you may want to add a calendar reminder for each of these announcements. Why? Well, because if the overnight lending rate goes up, so could your monthly mortgage payment.

To explain how this works, let’s start with some background information. The overnight lending rate is the interest rate at which banks borrow and lend money to one another, to cover the transactions they make each day. Changes to this interest rate can directly result in changes to other interest rates, such as for consumer loans and – you guessed it – mortgages; this is because each bank’s prime rate is attached to the overnight lending rate. So, as an example, if the overnight lending rate goes up by 0.50 per cent, your bank’s prime rate will also go up by 0.50 per cent. And if you have a variable rate mortgage, which is attached to prime rate, your mortgage rate and payment will follow suit. Let’s assume you bought a home for $400,000, put down 10 per cent and amortized your mortgage loan over 25 years. If your bank gave you a five-year variable rate mortgage of prime-minus 0.50 per cent (currently that would be 2.50 per cent), your monthly mortgage payment would be $1,651. If, at any time during that five-year term, the overnight lending rate went up by one per cent, your bank’s prime rate – and therefore your mortgage rate – would also go up by one per cent (so you’d be up to 3.50 per cent). At that rate, your monthly mortgage payment would be $1,841, which is an additional $190 per month or $2,280 per year you’d need to find in your budget to pay for. As of this month, the overnight lending rate has sat at one per cent for four years straight, and economists predict it will remain unchanged until at least mid-2015, so you may not need to worry about this for a while. However, the one thing you should be aware of is that interest rates will undoubtedly go up, not down – so you may want to pay attention to what the Bank of Canada says in its announcements, and prepare your budget for what’s to come.

When hiring a professional mover, one expects to have your possessions packed and/or transported safely. It is a common expectation, also shared by your movers. However, sometimes movers may be unable to take some of your belongings onto their truck. Ontario’s Health and Safety Act and Hazardous Materials Act, for example, prohibit movers from transporting propane canisters or gasoline cans unless they are empty of fuel, as well as paints, solvents or any hazardous materials. It is important for consumers to understand what can and cannot be moved before the day arrives.

Movers also establish their own guidelines. At Two Men and a Truck – Canada, it is challenging for us to secure plants on our trucks, and we prefer not to move valuables such as jewelry, stocks, bonds, cash, for example. Common sense dictates that these are items you would want to take yourself. If you have items of extraordinary value such as paintings, sculptures and antiques, let your mover know ahead of time. The issue here is insurance, and the basic package your mover offers may not cover these exceptional goods. Although we don’t offer additional insurance to cover these at our company, we can arrange for it. You can also check with your own insurance company about covering these special items; your homeowner’s policy may have a rider for goods in transit. If it does, there’s no need to reinvent the wheel. It is still critical to know and understand how much insurance your moving company carries. Ontario’s Conditions of Carriage, part of The Highway Act, requires movers to insure at least 60 cents per pound at a bare minimum. At Two Men and a Truck – Canada, we insure items up to $250,000, which is far higher than the minimum. We also offer replacement cost with a $250 deductible. Extremely large and tough to move items such as pianos, pool tables and massive wall units are a challenge. We do move them every day. We use a piano board that makes it easier to move a baby grand, but it is much harder to move an upright piano, which takes muscle power, heavy-duty dollies and a truck with a lift gate. Another “rule” to be aware of, if you live in an apartment building or condominium, is arranging with your superintendent or property manager to reserve the elevator for the time of your move. Right up front, you should determine how this process works. Let your mover know where the loading/unloading zone is, or whether they will have to walk items through the lobby to get to the elevator? The more your mover knows, the more accurate their estimate will be. No one likes moving day surprises, including your mover. Communication is key. So, once we all know where we stand, we can work together for a successful move.

Amid all the ongoing talk of mortgage rates, market conditions, high levels of household debt and economic uncertainty, good news comes from RBC Economics Research’s latest Housing Trends and Affordability report. Housing in Canada became more affordable in the second quarter of 2014, thanks in large part to a decline in mortgage rates. “It was more affordable to own a home in virtually all provincial and major local markets across Canada in Q2, and in the face of solid price gains no less,” says Craig Wright, senior vice-president and chief economist, RBC. “We had anticipated a rebound in activity from earlier this year when the harsher than normal winter weather took hold, but the biggest drop in fixed mortgage rates in almost four years and resulting improvement in affordability also gave the Canadian housing market a boost of extra energy.” The way RBC’s affordability measures work is, the higher the measure, the more difficult it is to afford a home. For example, an affordability measure of 50 per cent means that homeownership costs, including mortgage payments, utilities and property taxes, take up 50 per cent of a typical household’s pre-tax income. A decline in the measure represents an improvement in affordability.

For the Ontario market, 
 homeownership affordability eased by 0.2 percentage points for detached bungalows (to 44.7 per cent), and by 0.1 per cent for both two-storey homes (50.9 per cent), and condominiums (29.3 per cent) in the second quarter of 2014. Homebuyers don’t appear to be overly concerned by the fact that affordability remained somewhat stretched for single-family homes, RBC says. Lower rates were the main factor contributing to marginal declines in affordability measures for Ontario. For Ottawa, specifically, affordability improved in all three housing categories: falling 0.4 per cent for bungalows (meaning it became more affordable) to 36 per cent; 0.5 per cent in two-storey homes to 37.6 per cent; and down 0.6 per cent in condominiums to 24.1 per cent.

I’ve watched the evolution of the housing market over the past 25 years with great interest. It’s been quite a ride, to say the least. Over the past seven years alone, there’s been a staggering five-fold increase in the percentage of Canada’s new home market share for condo sales. In Ottawa, the condo market share represents nearly 18 per cent of all homes sold. Why the massive shift? There are a number of explanations. Firstly, for many city-dwelling first-time buyers, it’s become the only realistic financial option. Next, even among those Generation Y purchasers with thicker wallets, the hipness factor of condo living goes a long way: to a childless 30-year-old, an urban loft has more appeal than a fourbedroom home with a lawn to mow. Additionally, as the baby boomers become empty nesters, there’s a growing segment of the population looking to downsize from large family homes. Both younger and older purchasers appreciate the worry-free aspect of condo ownership: maintenance and security issues are kept to a minimum, allowing what we like to call the “lockand-leave lifestyle.” While the word “condominium” often conjures an image of a highrise tower, it’s actually a legal definition that refers to the method of ownership, not the type of building. In purchasing a condominium, you own the interior space of your home outright. Other elements of the building, such as hallways, elevators, recreational facilities and outside grounds, are known as “common elements.” These are jointly owned by you and all the other homeowners in your condominium community. Your balcony or terrace, and sometimes your parking spot, are known as “exclusive use” common elements. This means that, while their upkeep is not your responsibility, they are intended for your use only. While condo owners are mercifully free from such concerns as pruning shrubs and vacuuming the swimming pool, they do pay for such maintenance through a monthly charge known as a maintenance fees, or condo fees. These fees also covers the costs of management, administration and insurance for common element areas, and often cover the cost of utilities. In many cases, a condominium “reserve fund” will cover the replacement cost of items such as a broken furnace; as many of us know, those living in typical freehold homes aren’t so lucky. Maintenance fees can vary substantially between condominiums, depending on both the square footage of your unit and the level of the building’s amenities. For instance, a highrise condo with a swimming pool and gym will have higher fees than a townhome condominium with minimal

groundskeeping. Keep in mind that having such amenities at your doorstep may save you the cost of a fitness club membership. You may be able to entertain in a huge party room, or watch movies with friends in a multi-media lounge – pastimes that would likely be beyond your reach outside of the condominium paradigm. While condo living isn’t for everybody, an increasing number of people are discovering its benefits. It comes down to weighing what’s important to you. Buying and building a house is one of the biggest investments most people will make, so be sure to research the builder first before you sign on the dotted line. Did you know that every licensed builder in Ontario is searchable in the Ontario Builder Directory, available at tarion.com? This comprehensive directory provides a 10-year history for all registered builders, as well as those who are no longer registered to build homes. If your builder is not listed in this directory, it may be because they did not pass the technical test based on the Ontario Building Code regulations or provide the financial securities mandated to build homes in Ontario – and they are building illegally. Illegal building is occurring in this province and it has led to substandard homes and potential liability issues for homebuyers. There are two types of illegal building, according to the Ontario Home Warranties Plan Act. The first is when a builder who is not licensed by Tarion builds or sells a new home. The second is when a builder sells a new home without having enrolled it with Tarion. Even licensed builders can be charged with this type of illegal building if they don’t enroll a home in Tarion’s warranty program.

When examining illegally-built houses, investigators often find that many components haven’t been built to meet the requirement of the Ontario Building Code. This can mean that buyers are left living in substandard conditions, without assistance from the builder or knowledge of the warranty protection they are entitled to. As a result, it is possible to miss out on warranty coverage because claims are filed too late. So how can you protect yourself from purchasing an illegally built home? Before entering into any type of purchase agreement, research your builder on the Ontario Builder Directory. The next step is to ask around. You may want to walk around neighbourhoods where the builder has built and inquire about these homeowners’ experiences. Speaking to other homeowners will give you a good indication of whether the builder stands behind his construction and is attentive to customers over the long term. You can also ask for references in online communities and social media platforms. There are a number of active home-related sites where experiences are shared about everything from decor selections to construction delays and the after-sales customer service. Don’t be swayed by builders who claim that they have a special exemption or that you don’t need a warranty backed by Tarion because they are offering their own. Being licensed and providing a Tarion warranty isn’t optional – it’s the law.

We’ve all heard of buyer’s remorse. Maybe it’s that canary yellow convertible that caught your eye at the dealership when you were there only to get an oil change. Maybe it’s that Florida timeshare that tempted you in the dead of winter. Maybe it’s, dare I say, the home you just purchased. When it comes to buying a home, feeling a little anxious and questioning whether you’ve made the right decision is normal. Having just bought a new house – our second – my husband and I have been swept up in a whirlwind of excitement, anxiety and stress bordering on distress. First of all, our new home is more expensive. Second, it’s further away. Third, it’s a new community. (Well, not new new, but new to us.) While we were well aware of these factors when we bought the house –

and we still consider it worth the trade-off – we can’t help but feel pangs of fear as we prepare for the big move. My husband is the worrier between the two of us, but admittedly, I am very reactive. When the world around me panics, I’m not far behind. So, I too have suffered some sleepless nights. How can you curb those “I wish I never...” and “What if...” thoughts? Here are three ways to stop buyer’s remorse dead in its tracks: STOP LOOKING You’ve had your eyes glued to the real estate listings for months. Now that you’ve purchased a home, it’s tough to go cold turkey. Trust me – if you keep looking, you’ll find something in a more convenient location, or at a cheaper price, or better in some way. Why are you torturing yourself? If you were happy with your decision to buy when you made it, then stop shopping for the bigger, better deal. STOP LISTENING You’ve made your buying decision

based on your needs and wants. You were confident with your purchase... until Uncle Joe tsk-tsked and dug up that newspaper article he’s been saving for you about a drop in house prices in the coming months. But does anyone really know for certain what will happen in the future? By sitting on the fence and waiting for “perfect market conditions,” you could miss out on some really great opportunities. Don’t be overcome by analysis paralysis. If the timing is right for you, go for it. STOP WORRYING You’ve done your homework, haven’t you? You’ve scoped out a variety of locations with a close look at the amenities, home types and their prices. You’ve set a budget. You’ve been pre-approved at a great mortgage interest rate and terms. You’ve saved a down payment and closing costs are covered. You’ve got your team of professionals: realtor, home inspector, lawyer. What more could you have done? Buying a new home – especially for the first time – is certainly stressful, but ask yourself if your fears are founded on facts, or just a common case of cold feet? If you’ve done your research, then it’s most likely the latter and you’ll get over it.

Younger homebuyers don’t want to max out on their mortgage

Today’s Gen X Canadians overwhelmingly consider themselves “House-Plus” buyers who want enough flexibility in the budget to afford things like travel after paying their monthly mortgage. Only one in seven (14 per cent) Gen X Canadians consider themselves “House-All” buyers who go to the higher end of what they can comfortably afford when it comes to their mortgage, leaving less room for discretionary spending. But, according to a recent TD survey, Gen Xers are fairly evenly split between those who see themselves living in their current home forever (42 per cent) and those who see it as a stepping stone to a different property (45 per cent). “More than two thirds of Gen X Canadians have told us they don’t want their entire budget allocated to mortgage payments,” says Nupi Zubair, associate vice-president, retail products, at TD. “It’s possible to own a home and not feel handcuffed to the mortgage, but it does require careful saving and planning before signing on the dotted line. Keep in mind, though, a shorter amortization period and making payments weekly, rather than monthly, can increase overall monthly payments but lower the overall costs of the mortgage. It really comes down to the buyer’s priorities. Zubair says that, in addition to the sale price of the home, Gen X Canadians need to factor in other costs of homeownership – such as taxes, maintenance, closing costs and insurance – and set a budget for all of the discretionary things they want to do. “One way to have more disposable income every month is to make a larger down payment up front, which ultimately reduces the size of the mortgage and monthly payments,” Zubair says. “Keep in mind, though, a shorter amortization period and making payments weekly, rather than monthly, can increase overall monthly payments but lower the overall costs of the mortgage. It really comes down to the buyer’s priorities.” The TD survey found sale price is the most important factor for Gen X Canadians buying a home, followed closely by location and the future appreciation of the home. This was particularly true for those who consider themselves “House-Plus” homebuyers, but even “House-All” buyers put sale price at the top of their list, too. Access to public transit and proximity to schools were much lower on the priority list for all categories of Gen X Canadians, including those who planned to stay in their home forever.

ZUBAIR OFFERS THE FOLLOWING TIPS TO HELP YOUNGER HOMEBU YERS: 1. S AVE FOR A DOWN PAYMENT. The easiest way

for buyers to do this is to set up a regular automatic savings plan and add to it any special monetary gifts or bonuses received. First-time buyers can also take advantage of the RSP Home Buyers’ Plan to build a bigger down payment. 2. SET A BUDGET. Start by listing all sources of income, including any potential help from family. Then list all non-discretionary expenses, such as food, utilities, insurance and car or student loan. What’s left will be the amount available for mortgage payments (replacing current living expenses), savings and any discretionary spending buyers may want to account for. 3. B U Y THE HOUSE THAT FITS THE BUDGET.

The mortgage should be realistic based on the available budget. If it’s not enough for the desired home, consider holding off and save for a larger down payment, or look for a less expensive property. The alternative to waiting is finding ways to cut back on allocated discretionary spending money each month. 4. A SK FOR ADVICE. Buying a home is one of the most important investment decisions Canadians will make, so take the time to talk to an experienced professional. Work with a mortgage specialist and financial advisor in tandem to help develop a strategy to save for a down payment and, after closing, help maximize available funds for discretionary spending and future financial goals, such as retirement or a renovation down the road.
