As you review this issue, we hope the journey toward the discovery of your new home meets your expectations. It’s important to bring a fresh perspective when shopping for a new home or new condo. Unlike a resale property, it’s an opportunity to own a new abode outfitted with the finishes and features that you want, not what the
previously owner left behind. Looking for more home options, news and advice? What type of home do you want?
Wayne Karl Senior Editor Yellow Pages NextHome Email: Wayne.Karl@ypnexthome.ca Twitter: @WayneKarl
+ get social 14 YPNEXTHOME.CA
This used to be a fairly simple question, to which most people answered: a large single-family home on a quiet street, in a great neighbourhood near all the amenities you would need. These days, however, the answer involves other, slightly more complex questions. How much can you afford? Sure, interest rates are low now, but how well could you cope with higher mortgage payments brought on by rising interest rates?
How much will it really cost? You’ll need to factor all the closing costs – lawyer fees, land transfer taxes, utilities, insurance and more –into your overall budget. Where do you want to live? This is becoming more important for a number of reasons, though influenced mostly by where you work, your desired commute and what your transportation options are. Indeed, proximity to transit is something more people are looking for in their new home location.

Advice | FUNDAMENTALLY SPEAKING
Why we need context, not just data, on foreign investors By Wayne Karl
IMAGINE A HOUSE of cards – or a
game of Jenga – where one wrong move could cause everything to come crashing down. This is the fear some have when it comes to foreign investors in Canadian real estate. The concern is that foreign buyers – those who live elsewhere but purchase properties in Canada and rent them out – are driving up home prices, particularly in hot markets such as Vancouver and Toronto. This offshore demand is leading to an artificial, unsustainable market, some believe, which could cause a crash if for any reason these owners pulled out or sold their homes en masse. “People are concerned that foreign buyers are coming in and buying too many properties and driving the prices up,” Ben Myers, senior vice-president, market research and analytics at Fortress Real Developments, told New Home & Condo Guide. Canada Mortgage and Housing Corp. is taking steps to address this “data gap,” by scheduling meetings with industry stakeholders and other measures. Prime Minister Stephen Harper also promises to get a better handle on the issue. Some of these foreign buyers are paying cash – given that Canadian properties are a relative bargain compared to prices back home for Chinese buyers, for example. This means they’re not borrowing from Canadian banks or requiring insurance from CMHC, further contributing to the dearth of data. Without such transparency, it could
fall on real estate agents and lawyers to report such transactions. The problem with this scenario, points out Don R. Campbell, well known real estate investor and author, is that “data without action or policy is just knowledge.” There is nothing currently in place preventing foreigners from purchasing Canadian real estate. “I’m a stats guy,” adds Myers. “I’d love to see the information, but I think we have a pretty good idea that residential real estate sales activity to non-domestic buyers is pretty isolated to Toronto and Vancouver. Should Canadian taxpayers in every other metro area be on the hook for the cost of collecting this info? “If we find out foreign buyers own 1.2 per cent of Canadian residential dwellings – 3.5 per cent in Toronto units and 6.1 per cent in Vancouver – then what? How much will it cost
to take the next steps? “Even if you had the proper data and the world’s best econometricians, you could never know what a home would have sold for if a foreign purchaser didn’t buy it,” says Myers. Campbell says any such data would be “incredibly inaccurate, given the many ways in which ultimate purchaser can hide who is buying.” He also points out that The Personal Information Protection and Electronic Documents Act (PIPEDA) could limit any disclosure. PIPEDA sets out ground rules for how private sector organizations may collect, use or disclose personal information in the course of commercial activities.

Advice | HOME SMARTS
In-law suites:
Purchasing a new home with rental potential By Marnie Bennett I’VE ALWAYS FOUND THE RISE AND FALL OF HOUSING TRENDS INCREDIBLY INTERESTING. Of course, staying on
top of these patterns is also a vital aspect of my career. One surging trend in the Ottawa housing market is the inlaw suite – and I believe this one has real staying power. “In-law suite” is the name most commonly given to self-contained apartments within a larger home, whether the occupants happen to be in-laws. Family custom is, however, one of the main reasons for the growing popularity of these secondary suites. While there have always been Ottawans who value multi-generational living, their number is steadily increasing as Ottawa continues to receive the most family-related immigration in Canada. For many of our newcomers, living in proximity to grandparents or extended family is the cultural norm. The other significant group interested in secondary suites are those who have realized the terrific income potential of such spaces. With its many contract workers and post-secondary students, Ottawa has no shortage of renters. While zoning by-laws make secondary suites a nono in some jurisdictions, the City of Ottawa (excepting the former Village of Rockcliffe Park) has no such restrictions, as long as by-law conditions are followed. More often than not, in-law suites are basement apartments, although they’re occasionally located on the second or third floors. They possess private entrances, bathrooms, kitchens and sometimes laundry facilities. Renovating an existing home to accommodate a separate suite can be expensive, and unforeseen
complications may arise. The beautiful thing about including a secondary suite when purchasing a new home is that you can have everything built to your specifications, rather than being limited by the existing structure. Some builders make a specialty of in-law suite homes, with a portfolio of available plans, but others are happy to alter standard plans for a fee.

A few things to consider: • Basement apartments aren’t noted for their great natural light. Invest in great lighting, making good use of pot lights. Where possible, install larger-than-typical windows. • Include a bathtub in the bathroom to appeal to as many tenants as possible. • Features such as a double driveway, soundproofing panels and separate gas and electrical meters can make everyone’s lives easier. With a thoughtfully designed suite, the income – or the inlaws – will be sure to roll in! Advice | TARION REPORT
How does your builder rank? LET’S FIND OUT! By Howard Bogach
HAVE YOU BOUGHT a new house or
condo in the past year? We want to hear from you! Every fall, Tarion sends out surveys to all new homebuyers across the province. It’s our chance to hear from you about your new home experience and your chance to have your voice heard. Let us know if your home and builder met your expectations, and how you rate your experience with the new home warranty. As a recent new-home buyer, your feedback is essential to us as we constantly look to improve the new-home buying experience in Ontario. Buying a new home is an exciting time – but having a good experience can greatly depend on your builder.
MORE ADVICE ONLINE ypnexthome.ca/news/advice
How did you find the whole process, from signing the deal to finally getting the keys? Did your new home have everything you agreed to and signed for? And if not, did your builder listen to your concerns and fix the problems? Your opinion matters to us – it not only helps determine if your builder will be recognized with a customer service award, but it also helps us make important improvements to Tarion’s services. Every year, builders that have enough responses to their surveys are
provided with individual reports that compare their results to the average (without identifying the participants, of course). We also meet with builders to help explain and analyze their scores and offer advice on improving customer service. If necessary, we also deliver customer service training to low performing builders. So, if your new home buying experience did not meet your expectations, let us know. We always want to help make the experience better for everyone. Your participation also has a direct impact on your builder’s reputation. We use the results of this survey to determine finalists and recipients of the Tarion Awards of Excellence. These are the only awards in the province that recognize builders solely on the basis of their customer service. As we say, it’s the only builder award that is earned, not won. If a builder becomes a finalist or recipient of this award, it will be placed on their official record on the Ontario Builder Directory (available at tarion. com) for everyone to see. For anyone researching a new-home builder, this is great way to find out how their customers feel about them. So, if you have taken possession of a new house or condo in the past year, keep an eye out for the Tarion survey by email or mail this month. This is your chance tell us about your home buying experience and influence whether your builder should be recognized for their customer service. And remember – your opinion matters, so please take the time to share it with us!

Building on its award-winning home design and success at Monahan Landing in Kanata, Glenview Homes will launch Tempo, a masterfully composed neighbourhood of single family homes and bungalows in Kemptville. “The timing is just right for Tempo,” says Jacob Shabinsky, managing director of Glenview Homes. “The lure of Kemptville’s natural beauty, area amenities and services, convenient location off Hwy. 416 and with new home options now available, busy professionals, families and active empty nesters will have the opportunity to “live with more for less than you’d expect.” The Glenview team offer the perfect mix of smart single-family homes and innovative bungalow designs. “Tempo has 150 detached lots many of them oversized lots ranging from 33- to 60-ft. frontages,” says Shabinsky. All homes will boast Glenview’s coveted curb appeal and architectural authenticity. “You can choose from traditional styles or classic brick, single and double car garages, two-storey designs, bungalows or bungalows with lofts – there is something for everyone.“

New mailbox fee on hold Canada Post gives new-home buyers a reprieve on $200 community mailbox payment By Marlene Eisner
IF THE THOUGHT of going outside to get your mail in the dead of winter makes you shiver – not to mention having to pay an additional fee to cover the cost of said community mailboxes – maybe this news will warm you up. According to the Canadian Home Builders’ Association (CHBA), discussions with Canada Post have resulted in a reprieve until January 2016 for new homeowners having to pay a $200 Community Mailbox (CMB) fee. “We are very pleased with this outcome — this is an important victory for CHBA and Canadian homebuyers,” says Kevin Lee, CEO, CHBA. “Very importantly, we also send kudos throughout CHBA at the local, provincial and national levels of our Association for the collective effort.” In late 2012, Canada Post announced its intention to charge new-home buyers a $200 Community Mailbox

(CMB) fee per mailbox that would be collected during the subdivision process in brand new residential and commercial developments. Upset by another additional cost when government charges and fees on new homes are already substantial and increasing, the CHBA and its members began a vigorous campaign against the initiative. It seemed to work, at least in the short-term. In July 2013, Canada Post agreed to suspend the CMB fee until Jan. 1, 2014. The one-year suspension saved the industry and newhome buyers tens of millions of dollars in 2013, which prompted the CHBA to first try and convince Canada Post to reduce the fee, and eventually, actively oppose it outright. While the reprieve is welcome news for new homebuyers, the decision is not set in stone. According to CHBA, Canada Post stated that although the fee is not a necessity right now, it could become so when the crown corporation reviews its financial position in 2019. Yet another great reason to not put off buying a new home for much longer.

IN A WIDELY CIRCULATED MEME, two friends argue about where to spend Saturday night. One wants to go downtown for the action. The other wants to go to a kid’s birthday party in Barrhaven with no alcohol, but plenty of cake! This dilemma sums up the area; it will cost $50 to take a cab and the bus will take him two hours. Yes, this is ‘Farhaven.’ Vibe Barrhaven is the family mecca of Ottawa. From the many parks and splash pads, to the abundance of family-friendly restaurants, Barrhaven is geared toward children and their families. The unofficial mode of transportation is the mini-van, sharing the road amicably with cyclists and foot traffic on local sidewalks. Meet the Neighbours Many first-time homebuyers take the drive out to Barrhaven because it’s a better value than downtown neighbourhoods. Once you move to Barrhaven, you may never
want to leave. With this one-way migration, there’s a mix of first-time homeowners, young families, families with teenage kids and empty-nesters. Retirement homes are on the rise, as the senior population want to be close to their children and grandchildren.

In the Area This is the type of neighbourhood where you can spend $6 for a latte at Starbucks or $2 for a double-double at Tim Horton’s. Either way, residents don’t judge you based on your financial situation. Restaurants tend to be average in price because they cater to the younger families. Planes, Trains & Automobiles Yes, “Farhaven” is far, but as residents say, it’s a drive you get used to. Within minutes you have access to the 416 and 417. There is also a Via Rail station on Fallowfield. Barrhaven is also only a few minutes from the Ottawa International Airport. With the new bridge connecting Strandherd to Prince of Wales, getting around the city has never been easier.

Real Estate The good? Everything you need is right at your fingertips. The bad? Most people need to make the commute to work each day since there isn’t much in terms of industry in Barrhaven. Other than the retail, restaurant, or medical businesses, all other residents need to make the drive downtown. This can make for some heavy congestion getting in and out of Barrhaven.
Lindsay has lived in the Ottawa/Gatineau area her whole life. When she’s not touring the city in search of the hottest new neighbourhoods she’s busy writing fiction and enjoying life with her husband and two dogs.
