hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nitty-gritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that
the price you are paying will deliver the quality you want. Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

Calling all new-home buyers! If you bought a new home in the past year, this is your chance to tell Tarion all about your homebuying experience. Every fall, Tarion sends customer satisfaction surveys across the province to most new-home buyers. We’re looking for feedback on your builder’s customer service and your experience with Tarion. The survey covers most stages of the new-home buying experience, beginning with the signing of the agreement of purchase and sale, through to construction, the pre-delivery inspection, and finally your builder’s after-sales service. You’ll also be asked about your interactions with Tarion. As a recent new-home buyer, your feedback is essential in improving the new-home buying experience for everyone in Ontario. Over the years, significant enhancements have come to fruition directly based on the feedback we receive from our annual survey. For example, results of our surveys over the past few years have showed us that homeowners who used our online warranty service, MyHome, continue to have a significantly higher level of satisfaction with Tarion than those who didn’t manage their warranty through MyHome. This kind of information helps us focus on what homeowners want, such as updating the features of MyHome to help make managing your warranty a more seamless process. Your opinion also helps us educate builders, letting them know what they are doing right, or where improvements can be made. Over the many years that Tarion has been conducting this survey, we’ve noticed a clear trend in what matters most to homeowners, based on certain attributes that are directly correlated to whether a homeowner will recommend their builder. Some examples include: the builder’s ability to deliver the home as agreed to in the Agreement of Purchase and Sale, overall customer satisfaction before move-in, the builder’s level of accessibility and the builder’s ability to complete repairs and leave the home clean and undamaged. This information helps Tarion work with builders to improve their customer service. Every year, builders that have enough responses to their surveys are provided with detailed individual builder reports comparing their results to the average (without identifying the participants, of course!). We

also meet with builders to help analyze their scores and offer advice on improving customer service, host builder clinics that include information on what matters most to homeowners and deliver customer service training to low performing builders. Survey results are also used to determine finalists and recipients of the Tarion Awards of Excellence. The Awards of Excellence are the only awards in the province that recognize builders solely on the basis of their customer service. And they are judged by the people whose opinions matter most – you. So, if you have taken possession of a new home in the past year, look for the Tarion survey arriving in your mailbox or inbox this month. This is your chance tell us about your home buying experience and influence whether your builder should be recognized for their customer service. On Oct. 27, 2014, Ottawans will go to the polls to elect their municipal government leaders. Judging by what we see and hear in the media, the leading issues facing Ottawa are weekly garbage pickup and the expansion of Ottawa’s Light Rail Transit system. While these issues are important, they don’t matter much to people if they can’t afford a home. Housing affordability is a challenge for 20 per cent of the families in Ottawa, according to “Bridging the Gap,” a new report from the Coalition of Community Health and Resource Centres of Ottawa. The report notes that: One in five Ottawa families spend 30 per cent or more of their household income on shelter related expenses, calculated by Canada Mortgage and Housing Corp. as the threshold to measure housing affordability. So, what’s causing Ottawa’s housing affordability problem? It’s the fact that our incomes are not keeping pace with the increase in the cost of homes. In the last 25 years, household incomes in Ottawa have increased by 97 per cent, yet the cost of new homes in Ottawa has increased by 185 per cent. The decisions the City makes have a significant impact on the cost of homes in Ottawa. Twenty-five years ago, newhome buyers paid little or no development charges on a new home. Today, they pay $38,000 in taxes to the City on a single-family home. The cost of land for home building in Ottawa has risen 180 per cent in the last generation. Families and residents can afford a quality of life not enjoyed elsewhere in the world. HOW TO PROMOTE HOUSING AFFORDABILITY IN OTTAWA
How do Ottawa’s soon-to-be (re)elected officials keep Ottawa affordable? By adopting a balanced approach to the cost of growth; by leading the conversation about growth and change; and by making decisions that keep housing affordable for young families and first-time homebuyers. a) Adopting a balanced approach to the cost of growth For residents and families, living within our means is about making sure our expenses don’t outstrip our incomes. For Ottawa, it’s about ensuring the City does not spend more money than it takes in from taxes, fees and transfers from the provincial and federal governments. For cities, living within our means is also about ensuring that we have the resources required to support growth. for their homes and that increasing these amounts will undermine the affordability of housing and the quality of life enjoyed by Ottawans. Officials need to understand that we have reached the point where we need to look for new funding models to support the cost of growth. b) Leading the conversation about growth and change In order to meet its growth needs, Ottawa will need to build new homes and communities in our suburbs and more homes in our existing neighbourhoods. Growth means accepting and facilitating change. Unfortunately, the public conversation is more confrontational than collaborative, more political than practical. We find ourselves in a situation where the confrontation is causing unnecessary and unforeseen delays, which are driving up the cost of growth and homes. If our city is to grow, elected leaders have a responsibility to help us move beyond high-stakes engagements at our community associations, town hall meetings and the City’s planning committee. Leaders need to lead and find new ways to bring residents, community associations and home builders together to help people understand change and facilitate growth. c) Making decisions that keep housing affordable Houses in many Ottawa neighbourhoods are becoming unaffordable. If we want Ottawans to continue to enjoy our quality of life, we have to ensure that young families and first-time buyers can afford to buy homes. Our elected officials cannot continue to rely on low interest rates as the guarantor of housing affordability in Ottawa. They need to understand and assess the impact of their decisions on housing affordability.

For some first-time homebuyers, the decision comes easily. For others, the decision requires careful consideration. You may have concerns about financial obligations, the responsibility of upkeep or being “tied down.” Or perhaps, like some of my clients, you’ve been renting for 10 years, and dread the thought of writing yet another cheque to help pay off the landlord’s mortgage – but you’re worried about biting off more than you can chew. I’d encourage the fence-sitters among you to consider two overarching questions. Firstly, how strongly do you feel about owning your own home? While it’s possible to live perfectly well while renting a good space, many of us find that homeownership is important to our sense of comfort, security, financial independence and identity. Certainly, there’s also a sense of satisfaction in watching your home equity (that is, the amount of the home that you own outright) increase with every mortgage payment. As a solid investment, a home is hard to beat: how many investments provide shelter and comfort to the investor
up until the time of sale? Finally, there’s the big payoff – ultimately, you will own your home outright, and monthly payments will be a distant memory. That’s a luxury that renters simply don’t have. This brings us to the second, more crucial question: can you afford it? Remember, your first home needn’t be a palace. Assuming that you’re steadily employed, and don’t plan to move again shortly, the purchase of a modest home or condominium is nearly always a smart move: you may even find mortgage payments surprisingly affordable when set next to your rent.
