What a difference a year makes. Last year about this time, we were hearing all about the federal government’s efforts to come up with a National Housing Strategy. For months, Minister of Families, Children and Social Development Jean-Yves Duclos consulted with provincial bodies, industry experts and everyday Canadians to devise a policy to address the myriad issues and challenges we’re facing. Now, after an Expert Roundtable in Ottawa on Oct. 5., we’re told the Strategy is weeks away. It was a daunting task, to be sure: To design a national strategy that addresses multiple and varied issues, and executes a vision that is equitable across differing economies, markets and conditions. From affordable housing to rental markets to homeownership, the challenges are complex and farreaching. It’s not just that Canadians are expecting a lot from the Strategy, the single largest commitment in Budget 2017, with investments of $11.2 billion over 10 years. It’s that we need it. What’s happened over the last year, besides all the planning, is that many of the issues have grown even more difficult and challenging.

MARNIE BENNETT When I was starting out in real estate, it was pretty common – almost expected – for retirees to sell the family house and move to a picturesque little town for some peace and quiet. Maybe they would winterize their cottage and move in year-round, or maybe they’d join the ranks of snowbirds who headed south each winter. But the prevailing idea was that, after decades of working hard and raising a family, retirees were ready to get away from it all. It never fails to amaze me how quickly times change. In recent years, the trend has begun to swing the other way. More and more often, I’m seeing retired clients who are ready to sell their suburban or rural homes and purchase something right in the heart of the city. What’s the appeal of an urban retirement? Well, there are the usual suspects: arts and entertainment, restaurants and shopping, social groups and recreation, all right at your doorstep. For baby boomers who have spent huge portions of their lives driving to and from work, ditching the car and hopping on public transit feels like freedom. Yet another big draw for some retirees is that the city brings them closer to children and grandchildren. For those who are widowed or divorced, the city often offers greater possibilities for making connections with others.

A new TD survey reveals Canadians are willing to put cents over sensibility when it comes to buying a home. Environics Research Group conducted an online survey among 2,000 homeowners, non-homeowners, homebuyers and potential buyers from July 28 to August 7, 2017. Of those who responded, 60 per cent said they would be willing to exceed their budget, with 56 per cent saying they would go over their budget by up to $50,000. “Emotions are playing too big of a role in the homebuying process and are tempting buyers to spend more than they can afford,” says Roy D’Souza, associate vice president, Real Estate Secured Lending at TD Canada Trust. “[The amount of] $50,000 might lose its stickershock compared to the overall price of a house, but it’s still a substantial amount of money that could be used to meet other financial needs. … Keeping your feelings in check is critical to making objective decisions that match your short- and long-term financial plans.” The survey also shows that 57 per cent of homebuyers say they are confident about what they can afford, yet 97 per cent admit they wished they had factored in their other financial obligations when determining how much mortgage they could really afford, with 54 per cent stating property taxes and 33 per cent including overall lifestyle expenses. “Owning a home is a lot more expensive than buyers expect,” says D’Souza. “Buyers who don’t account for these extra costs are potentially putting themselves under a lot of financial stress should their circumstances unexpectedly change.”
A helpful tool is a mortgage affordability calculator, whereby the potential buyer plugs in their financial information to help them understand how much home they can afford after monthly expenses, debt payments and savings are accounted for. For those looking to buy a home, here are more tips from TD: • Build a buffer before you buy: As much as possible, consider and plan for the unexpected by maintaining a financial buffer of at least three to six months, to help offset the impact of unforeseeable rate changes. Also, learn as much as possible about the best type of mortgage to suit your needs (for example, fixed versus variable interest rates) to ensure you’re making an informed decision that works best for you. • Be honest about your lifestyle: Don’t confuse your budget with the mortgage you qualify for. Consider what your priorities are and get honest about what you can live with, what you can live without, and how your mortgage payments and ongoing home costs will impact your quality of life. • Embrace a homeowner state of mind: From maintenance costs to various types of insurance needs, there are different expenses to factor in when determining how much you can afford. Test drive your mortgage by putting aside what you anticipate your mortgage payments and home owning costs will be each month to prove that your budget is sustainable.

SAVING FOR A DOWN PAYMENT HOW MUCH DO YOU NEED TO SACRIFICE?
Prospective homebuyers will often have to make some lifestyle changes in order to save enough funds for a down payment. But, how much do you really need to sacrifice? Ratehub.ca, a financial product comparison website, conducted a study to see how everyday luxuries impact Millennials’ savings. The methodology: The average cost of a home in Canada was $472,247 in August 2017, according to the Canadian Real Estate Association (CREA). Mortgage Broker CanWise Financial found that Canadian homebuyers put down an average down payment of 10 per cent. Using these figures, ratehub.ca calculated that Canadian homebuyers will need to save $47,225 for a down payment. So, what do you have to give up? Millennials love the finer things in life, but the costs of these luxuries add up. For example, a specialty beverage at Starbucks costs an average of $4; takeout meals cost approximately $15; Every Uber ride you take will amount to about $16.40; brunch costs approximately $25; and nights out will set you back $65. Here is how long it would take you to save for a down payment if you were to redirect the funds you would normally spend on these luxuries.

JOHN HERBERT Certain infill builders were recently called to task by the Councillor for Ward 15 (Kitchissippi), Jeff Leiper, for their inappropriate conduct in his ward. The concerns listed were manifold but basically boiled down to a lack of respect shown by these companies towards local residents and abutting neighbours while constructing infill projects. The Councillor’s suggested solution was for the Greater Ottawa Home Builders’ Association (GOHBA) to finance an Ombudsman who would effectively police infill builders whose conduct was not up to standard. This idea quickly gained traction and moved from social to mainstream media with some speed. Clearly, these issues resonate with Ottawa residents, as does the idea that something should be done to remedy the situation. There is no doubt some substance to these concerns. Infill building in and of itself is intrusive and, by definition, you are altering the physical landscape. To do so requires heavy machinery, people to operate it, and multitudes of tradespeople to build the projects, all of whom have cars that they need to travel to the site. Because the nature of the development is infill, it is occurring in an already

built up landscape, invariably in older parts of the city, which have narrower rights-of-way and in general less space to operate. So, to actually build an infill project without impacting the neighbourhood in some fashion is next to impossible. That said, it does not excuse the conduct of certain companies who are clearly disrespectful towards the neighbourhoods in which

they are operating. If anything, this physical environment should demand more care and thought as to how the project can be executed, while minimizing the impact on the local community. In some cases that is not happening and the net result is to bring the entire industry into disrepute. Given that GOHBA represents about 400 industry companies, it clearly behooves the organization to become part of the solution to this problem. However, there are a few facts that are worth noting before focusing on potential solutions. The most important
fact is that not all builders are born equal. There are two very separate groups involved in infill development with the problem players being entrepreneurs whose primary focus is to maximize profit at the expense of all other considerations. These operators are not part of any professional associations and do not need to concern themselves with their company’s reputation. Companies such as this usually build projects on their own account and then sell them on the open market to unsuspecting buyers. We know anecdotally that these buyers often suffer even more pain following occupancy than surrounding residents did during construction because the same dynamics prevail. The second group are professional builders who are often lifetime or second generation builders and as a result are deeply concerned about maintaining a positive, long term company reputation. They invest a great deal of time, energy and money to build and protect a reputation because it is their life. They often live with their families in the neighbourhoods in which they work and are part of the fabric of the community. They are usually members of the GOHBA which is a voluntary association for which they pay a significant annual membership fee. Through the GOHBA they receive continuous information such as changes to city bylaws and provincial building
codes, new materials, components and technology. GOHBA is the voice of residential construction activity in Ottawa and, as such, has a vested interest in the industry being seen in the most positive light possible. Consequently, disrespectful behavior by a handful of independent entrepreneurs is as unacceptable to this organization, as it is to Councillor Leiper and the countless residents who have expressed their concerns in both the social and mainstream media. So there clearly is a problem and GOHBA has as much of a stake in being part of the solution as do elected representatives, community groups, and all others involved in this process. What then is the solution? To a certain degree, these problems are perennial. They occur across all municipalities in Ontario and likely all municipal jurisdictions across the continent. Anywhere in inner city locations where construction
is occurring, conflict between the builder and local residents is going to arise. The issue then is how to separate and deal with the legitimate but annoying construction related activity by professional builders from the irresponsible and unnecessary actions of unprofessional business entities. The solution likely rests in a multi-pronged approach. One initiative could be to establish a two tier approval process where professional, responsible builders are rewarded for their conduct and irresponsible companies are penalized. These ‘rewards’ could take the form of speedier approvals, less financially onerous requirements, and reduced oversight with the opposite approach used for companies that have proven themselves to be unreliable. Because this is not a new issue, some initiatives have already been taken to try and deal with the problems. One of
these was the development of guidelines for building in mature neighbourhoods that were put together by the City in 2016 and widely distributed by the GOHBA. City officials took the time to attend GOHBA Urban Infill Council meetings to discuss the guidelines, identify the most common complaints, and suggest alternative approaches that might assist. These guidelines are still available and can be found on GOHBA’s website – gohba.ca. Unfortunately, GOHBA lacks the financial capacity and regulatory authority to act as an Ombudsman and could only sanction members who are not the primary problem builders in this matter. HOW TO IMPROVE THE ODDS OF GETTING A MORTGAGE

Getting a mortgage is a pretty straightforward process, but did you know there are ways to improve the odds of getting one? Ask yourself: “How much mortgage can I afford?” Just because you’re approved for a certain amount, doesn’t mean you should use all of the money available to you. The last thing you want is to be house poor. You should create a budget with expected carrying costs as well as any other expenses that may come up including vacations, retirement savings and having kids. With all that in mind, you can feel comfortable with your numbers. To ensure you get the mortgage that you need, you should do the following: MAKE A LARGE DOWN PAYMENT
With a larger down payment, you won’t need to borrow as much from the bank. Since the bank doesn’t have to lend you as much, there’s a much better chance of you getting that mortgage. Any down payment of more than 20 per cent means you won’t have to buy mortgage default insurance. IMPROVE YOUR CREDIT SCORE
Having a good credit score is one of the biggest factors when determining if you can get a
mortgage. Your credit score is a number between 300 and 900, and most large lenders want your score to be at least 650. If yours is below that, take the following steps before applying for a mortgage: Pay your bills on time: This is one of the major factors that determines your credit score. Lenders want to see that you have a history of paying your bills on

time. If you miss two payments in a row, your score will drop dramatically. As long as you make the minimum payment listed on your credit card statement, your credit score will remain in good standing. Of course, you’ll end up paying high interest charges, so it’s not a habit to get into. Pay down debt: Lenders also look at how much debt you’re currently holding. If you have a car loan and you’ve maxed out your
line of credit, those things could work against you. While having some debt is fine, use a mortgage affordability calculator to see how that debt affects the amount you’ll be approved for when applying for a loan. Don’t apply for additional credit: There’s nothing wrong with having multiple credit cards, but you don’t want to be applying for them right before you get a mortgage. Lenders will see that you’ve put in these applications and wonder why you suddenly need access to so much credit. Even if you have a legitimate reason, you don’t want to give lenders a reason to decline your mortgage application. THE BOTTOM LINE
Applying for a mortgage is easy, but you’ll want to take a few steps to improve the odds of getting approved. Quite often it comes down to your credit score and debt load, which are easy to improve. Take the steps now so you won’t have any issues later when you’re ready to apply for a mortgage.
