National housing starts trended upward slightly in October but remained strong, according to Canada Mortgage and Housing Corp. (CMHC). “The trend in housing starts essentially held steady in October following a decrease in September,” says Bob Dugan, CMHC’s chief economist. National housing starts trended upward slightly with 216,770 units, compared to 215,153 units in September. This measured a six-month moving average of the monthly seasonally adjusted annual rates (SAAR) of housing starts. The trend measure is used as a complement to the monthly SAAR of housing starts to

account for considerable swings in monthly estimates and obtain a more complete picture of Canada's housing market. The standalone monthly SAAR of housing starts for all areas in Canada was 222,771 units in October, up from 219,293 units last month. The SAAR of urban starts increased by 2.5 per cent to 205,935 units, multiple urban starts increased by 12.5 per cent to 149,593 units and single-detached urban starts decreased by 17.1 per cent to 56,342 units. In Ottawa, lowrise housing starts trended higher in October supported by improved employment and earnings this year. This increase was just
enough to offset the effect of the sharp decline in apartment starts. Housing starts in October were 27 per cent higher than their level in 2016. The rise in starts so far this year was mostly driven by a doubling in apartment starts following three years of declining highrise construction in the CMA as the number of completed and unsold condominiums has trended down considerably since peaking in mid-2016. Depending on your personal circumstances, you may consider consulting with the following: Mortgage specialist: Ideally, you will have met with a mortgage broker or mortgage specialist from your bank or lending institution prior to beginning your home hunt. Understanding how much money you have to work with is an excellent first step to narrowing your search, and obtaining a preapproved mortgage can save both time and grief in the long run. Realtor: While it’s possible to purchase a new home without the assistance of a realtor, there are several benefits – and no drawbacks – to having a real estate

It’s something home builders in the province have been asking for for years, and finally, the Ontario government delivered. The province recently announced immediate steps to streamline the approvals process for new housing developments, intended to bring more housing to market sooner and address a growing affordability issue. Ontario released a 14-point action plan that includes recommendations for better aligning infrastructure and land use planning, supporting forward-looking zoning, providing additional guidance for municipalities implementing provincial land use policies, and creating a task force to determine how best to advance electronic permitting in Ontario. But is the action enough? It’s a legitimate question not just for homebuyers, but also the economy at large. Indeed, the housing industry employs almost 200,000 people in the province and contributes more than $14 billion to Ontario’s economy. JANETTE EWEN’S TIPS FOR TREE DECORATING 1. PICK A LOCATION. Choose a low-traffic area away from fireplaces and heaters and secure your tree in place. Try placing your tree in a planter box for a more modern look or add a tree skirt for a traditional feel. 2. PRUNE TO PREP. If you’re using a live tree, study it from a distance. Prune any small growths that jut out from the top and bottom of the branches. 3. FLUFF TO PERFECTION. With a faux tree, fluff and shape the branches to hide the trunk and make the tree look fuller. Be sure to check the branches from different angles to spot any neglected areas. Wear gloves to protect your hands. 4. ILLUMINATE. When selecting lights, choose a strand colour that matches your tree so the wire will be easily hidden. Start at the base of the tree and work your way up, wrapping lights around every branch from trunk to tip and back. 5. ADD GARLAND. Start at the top of the tree and slowly increase the amount of garland between each row, as you work your way down. Plan to use two strands of garland for every vertical foot. 6. PICK A THEME. Stay true to your personal style by decorating your tree to reflect the style of your home. Ornaments don’t have to match perfectly to look flawless – just remember to repeat and have fun with it. 7. PREP THE AREA. Place towels or blankets under the tree to protect fragile items in case any accidents occur. Hang antique or delicate ornaments near the top of the tree, where they will be less likely to get knocked off. 8. SHOWCASE YOUR FAVORITES. Start by placing ornaments with sentimental value in prime positions and follow up with more dominant pieces to establish a rhythm. Next, hang large ornaments, spacing them evenly around the tree and fill in with any medium- and small-size decorations. 9. EVALUATE. Always take a step back when decorating to see which areas need filling. Hang a few ornaments closer to the trunk to create depth and interest and don’t forget the back of the tree. Finish dressing your tree by adding any specialty items, such as clip-on ornaments, faux flowers or icicles.
10. PLACE YOUR TOPPER. Whether it’s an angel, a star or an oversized bow, remember to use a topper that complements the profile of your Christmas tree. For a tree with a traditional full silhouette, opt for a more brilliant topper such as a star or an angel. For narrow or slim trees, try an elongated topper to enhance its slender form.

NEW MORTGAGE RULES: HOW WILL THEY AFFECT YOU?
ALYSSA FURTADO Canada’s banking regulator – the Office of the Superintendent of Financial Institutions (OSFI) – introduced new mortgage rules, which requires a stress test for borrowers with uninsured mortgages. As of Jan. 1, 2018, consumers who get uninsured mortgages – those with a down payment of 20 per cent or more – will have to qualify at a new minimum qualifying rate, which is the greater of the Bank of Canada’s five-year benchmark rate (currently 4.89 per cent) or 200 basis points higher than their actual mortgage rate. In October 2016, the federal government introduced a similar stress test for all insured mortgages – those with a down payment of less than 20 per cent. Before those rules were introduced, only insured mortgages with a fixed-rate term of less than five years as well as those with variable rates were subject to a stress test. The stress test is designed to help prove borrowers can withstand a hike in mortgage rates. However, federally regulated financial institutions aren’t expected to “re-apply the qualification rate assessment to existing borrowers that are renewing mortgages.” “Those of us working in the mortgage industry question if now is an appropriate time to 26 NextHome.ca
introduce more regulation which will cool markets across the country further,” says James Laird, co-founder of ratehub.ca and president of CanWise Financial. “We have yet to see the full impact of regulation added over the last 12 months, combined with rising interest rates,” he says. “A more prudent approach would be to let these new variables work their way through the real estate markets and decide if further tightening is required.”

For new homebuyers, the changes will affect the amount they can afford. Here are a couple of examples of how the changes will have an impact on affordability assuming monthly property taxes of $400 and monthly heating costs of $150:
1. BANK OF CANADA FIVE-YEAR BENCHMARK QUALIFYING RATE
Using a mortgage affordability calculator, a family with an annual income of $100,000 that qualifies for a five-year fixed mortgage at 2.83 per cent with a 25-year amortization and a 20 per cent down payment can currently afford a home worth $726,939. But under the new rules, they’ll need to qualify at the Bank of Canada’s five-year benchmark rate, which is currently 4.89 per cent. As a result, they’ll only be able to afford a home worth $570,970. That’s a $155,969 difference. 2. 200 BASIS POINTS ABOVE THE CONTRACTUAL RATE
Using a mortgage qualifier calculator, a family with an annual income of $100,000 that gets a five-year fixed mortgage at 3.09 per cent with a 25-year amortization and a 20 per cent down payment can afford to spend $706,692 on a home. But under the new rules, they’ll have to qualify for their mortgage at 5.09 per cent – 200 basis points above the contractual rate. As a result, they’ll only be able to afford a home costing $559,896. That’s a difference of $146,796.
