Smaller households, smaller homes Canadian households are shrinking, according to Statistics Canada data. Seven decades ago, the average household consisted of 4.3 people; by 2011, the average size had dropped to 2.5 people per household. While the majority of Canadian homes over the last century were built to support larger families, nowadays one or two people make up the majority of households. This is why condominium living have become increasingly popular.
The impact of smaller families on the Canadian housing market has been significant, spurring a dramatic change in the types of homes and apartments being constructed. The introduction of townhomes, lofts and condominiums is effectively servicing smaller families and singles who need homes and nearby amenities. While larger homes are still a need for some, the next time you see another crane in the air keep this new demographic dynamic in mind.

First-time homebuyers: 3 steps required to get into the market By Alyssa Richard

PURCHASING A HOME will be one of the biggest investments you’ll ever make. If you’re just starting to look, there are a few steps you’ll need to take before you can buy a home.
Determine how much you can afford First, you have to determine what you can afford. Your affordability is based on your household income, your current monthly debt payments and the costs associated with owning a home (such as property taxes, heating costs, and condo fees). A lender will also look at two ratios to figure out how large your mortgage can be. The first is called the gross debt service ratio. Your monthly housing costs for (principal and interest, taxes, and heating costs) shouldn’t be more than 32 per cent of your gross income. The second is called the total debt service ratio, which includes your housing costs as well as any loan expenses (such as credit card and line of credit payments, and car loans or leases). This ratio shouldn’t be higher than 40 per cent of your gross income.
You also have to come up with enough money to make a down payment. You’ll need to have a minimum of five per cent. If you’re able to come up with a down payment of 20 per cent or more, you won’t need mortgage loan insurance. And you should also have money saved for closing costs, which could be between 1.5 and four per cent of the purchase price of your property. Dip into savings Once you’ve determined how much you’ll need, you’ll have to find a source for your down payment and closing costs, one of which can be your RRSP. Under the Home Buyers’ Plan, you can withdraw up to $25,000 from your RRSP on a tax-free basis as long as the funds have been in the plan for more than 90 days. If you’re purchasing a property with a partner who’s also a first-time buyer, you’ll each be able with withdraw $25,000. Keep in mind that the money has to be paid back starting the second year after you make the withdrawal and
you have up to 15 years to repay the amount. If you don’t make an annual payment, you’ll have to declare it as taxable income on your tax return for that year. If your RRSPs or other savings aren’t enough, your family may be able to help you. In fact, an April 2015 BMO survey found 42 per cent of first-time buyers expect their parents or relatives to help pay for their first home. Shop for a mortgage It can pay to shop around. If you and your partner go with the first mortgage rate you find, you could end up paying a lot more. Let’s assume the following: you plan on buying a $500,000 home with a $400,000 mortgage, your amortization period will be 25 years, and you have a five-year fixed rate of 3.5 per cent. That means your total mortgage payment will be $1,997 a month. But if you do a little research, you could save some money. If you’re able to get a mortgage with a fiveyear fixed rate of 2.5 per cent, your payments will be $1,792, a difference of $205 a month or $2,460 a year. That’s why you should look for the best mortgage rates. You need to be ready financially before you’re able to purchase a property. Knowing what steps are involved to become a first-time homebuyer will allow you to start your search for buying a home.

SAM Awards Building to impress in Ottawa The SAM Awards celebrates the Greater Ottawa Home Builders’ Association’s (GOBHA) best in sales and marketing innovation. figure for the average house price in Canada, $451,000, that would amount to $22,500. To put down 20 per cent and thus avoid high-ratio mortgage insurance, you’d have to save $90,200. Ouch. Oh, it gets better – er, worse. In Toronto, 20 per cent of the average price would be $130,000; in Vancouver, $181,000. 3. PLEAD WITH THE BANK OF MOM AND DAD If your parents are baby boomers who have had the good fortune of building equity over the years as they paid down their mortgage while the value of their property multiplied, well… they may be in a position to help. And many buyers are hitting up the bank of mom and dad. In the last two years, 28 per cent of first-time buyers asked the bank of mom and dad to help finance their purchase; from 2010 to 2014, only 17 per cent did.
4. BECOME TECH SAVVY Mortgage consumers are becoming very tech savvy. In Canada Mortgage and Housing Corp.’s 2015 Mortgage Consumer Survey, 78 per cent of respondents researched online, with 70 per cent using an mortgage calculator to help determine their payments. And social media is playing a more important role – 20 per cent used sites such as Facebook to learn more, 17 per cent used a mobile device, and of those, 22 per cent used a mortgage related app. And all of these figures are growing. 5. BEFRIEND A BROKER OR BANKER Like many things in life, it’s all about relationships. And whether you use broker or a banker to secure a mortgage, you’ll likely come to value the relationship. In the same CMHC survey, consumer loyalty strengthened the longer people stayed with their lender. But since
we’re talking about money, people are willing to switch lenders to get a better rate and save – a fact which is much more prevalent for bankers than brokers. And because brokers are able to offer products from multiple lenders, as opposed to bankers which offer only the products of their own institution, the market share held by brokers is growing notably, particularly among repeat buyers. 6. RESEARCH, RESEARCH, RESEARCH These days, with prices rising as they are and uncertainty in some markets, thorough research is an absolute must. Everything from your target area, desired housing type, builder or realtor, finances, how much you can afford, who you borrow from and the structure of your mortgage – take your time. Take months. Don’t rush anything. Anything.

After the family home Great spaces for aging gracefully By Marnie Bennett
YOU MAY BE familiar with the term “aging in place,” which refers to the appealing idea of staying in your own home as you get older, as opposed to entering a retirement home. While our futures don’t always unfold the way we’d planned, I do encourage my downsizing clients to consider homes that are the most likely to gracefully accommodate them in their elder years. For instance, a flight of stairs may not present a problem to an ablebodied couple in their 60s. A decade later, they may be wishing they’d chosen differently. Highrise and lowrise condominiums with elevator service are by far the most popular housing choice among my clients who move to the city after retirement. Freedom from upkeep is a huge selling feature, while safety and recreational amenities also play key roles. But there are certainly other options out there. Many of my baby boomer clients love to garden, play outside with grandchildren and

entertain friends outdoors. They’re simply not prepared to sacrifice a private lot. Some communities offer condo ownership of semi- or fully-detached bungalows, taking the burden of yard maintenance and snow removal from your shoulders. Alternately, freehold owners may hire yard help when it’s needed. In addition to their lack of stairs and bright main floor laundry rooms, today’s bungalows can easily be built with features that make them more accessible to people with mobility issues. Most builders are happy to widen doors and hallways, substitute lever door handles and add sleek-looking handrails in bathtubs and showers. You’ll also want to weigh the benefits of living in an adult lifestyle community versus a more diverse
neighbourhood. Some baby boomers thrive in a community of peers who share similar interests, finding their social lives completely reinvigorated. Others prefer to be surrounded by families of all ages, in neighbourhoods where Halloween brings dozens of miniature princesses and superheroes to the door. For a small percentage of downsizers, an in-law suite is the answer. When grown children have a larger home, and are able to provide parents with the type of surroundings – and relationships – they desire, both parties can benefit financially and emotionally. Whatever path you choose, take it from me: once you have a plan for the future, it’s easier to live in the moment. Canada needs a federal ministry of urban affairs By John Herbert
THE RECENT UNVEILING of the Trudeau cabinet was met with much fanfare and for good reason. In addition to the historic commitment to gender equality, Prime Minister Trudeau demonstrated a willingness to put the right people in the right positions and signal some key policy direction with his choices. Which leaves me wondering. What about cities? In a country as vast as Canada, with so many wide open spaces and such beautiful countryside, it is sometimes hard to remember that more than 80 per cent of our population resides in urban areas. So where is the representation in cabinet?

From housing to transit to infrastructure, cities are the heart of Canadian growth, innovation and life, yet there is not a single representative around the cabinet table speaking on behalf of Canada’s urban population. It wasn’t always this way, in fact, nearly 45 years ago another prime minister named Trudeau was the first to recognize that urban issues increasingly belonged at the centre of Canadian debate. In 1971, Pierre Trudeau created the Ministry of State for Urban Affairs, which for the first time brought the concerns of Canada’s cities to the cabinet table. If urban affairs were significant enough to warrant attention in the 70s when the percentage of city dwellers was closer to 75 per cent surely four decades and a radical transformation of our economy later it is an even higher priority. Cities are overwhelmingly where Canadians choose to live, work and play. They are where the vast majority of infrastructure dollars are spent, and where our economy’s most significant innovation and growth will

emerge in the future. Unfortunately, the Ministry of State for Urban Affairs was disbanded in 1979, due partially to jurisdictional conflicts with the provinces. As cities are within provincial jurisdiction, managing them from a national perspective is tricky. However, much like healthcare, there is tremendous value to having a Canada-wide strategy and benchmarks in place to help the engines of our growth succeed. The lack of a coordinated strategy for Canada’s cities is putting us in a situation where some of the county’s most critical issues are being discussed without a national vision. Housing affordability, social housing, infrastructure investment, transit, digital infrastructure are all issues that are crucial to the future growth of Canada yet are often left to underfunded cities that must seek one-time funding from the two senior levels of government. Cabinet level recognition of urban affairs made a brief comeback under the Paul Martin government with the introduction of the Minister of State for Infrastructure and Communities, but died again once the Harper government came into power. During the election campaign,
the NDP proposed a return of urban affairs to cabinet, however the Liberals decided to go in a different direction. It’s unfortunate, because although the Liberal government will feature many voices from urban centres across Canada, the behind-the-scenes depth and clout of a full cabinet portfolio would provide the kind of urgency this file requires. It was encouraging to see the Liberals and Conservatives make infrastructure funding a priority during the federal election. The Liberals $10 billion injection into infrastructure will provide Canada with the kind of kick start it needs to tackle the tremendous deficit in our cities as long as it is focused on “hard” infrastructure. Too often in the past, governments have financed “soft” infrastructure projects such as community centres for purely political purposes. What we need now is investment in the “moving parts” that make cities efficient such as sewer, water and roadway capacity. Such funding shouldn’t be a one-off decision made to tackle a crisis, it should be an ongoing commitment. Addressing this disparity requires a coordinated effort on the part of the federal government along with the provinces with input from cities. The new Liberal government is just getting started, and clearly it has many pressing priorities, but the lack of focus on urban issues combined with a commitment to invest $10 billion in infrastructure is a real concern. If the interests of Canada’s cities are a priority for Prime Minster Trudeau and his government, perhaps he should take a page from his father’s playbook and bring urban issues back to the cabinet table. Only through federal leadership can Canadian cities continue to lead the world in quality of life, power our growth and remain the envy of the world.

Score one for the industry lobby By Wayne Karl YOU CAN’T SAY it never pays to speak up. Following an “unprecedented” meeting in late November, where experts from the new and resale sectors gathered to warn that government fees and taxes are among the reasons affordability is becoming a “serious issue” in the GTA, December began with some good news for homebuyers and the real estate industry in Ontario.
In this example, the parties were focused on the Toronto market, but the issues being discussed are very much provincial. Indeed, our GOHBA Report columnist John Herbert has written about them in New Home & Condo Guide on a number of occasions. At that meeting, Toronto Real Estate Board President Mark McLean warned that the provincial government was considering allowing Ontario
municipalities to begin to charge their own Land Transfer Tax. This would further make it more difficult for people to afford homes, at a time when prices are already rising significantly. But within days, some good news came when Municipal Affairs Minister Ted McMeekin announced the 444 municipalities across Ontario would not be given the power to impose their own LTT. The Ontario Real Estate Association and other industry groups had long been lobbying that another tax – adding to higher costs – would hurt home sales and the economy. But another matter – the larger, more complicated issue of DCs, used by about 200 Ontario municipalities – is still up for discussion. Again, using the Toronto example, government fees and taxes amount to 20 per cent of the cost of a new home – with Development Charges (DCs) rising between 143 and 357 per cent since 2004. On Dec. 3, the province passed The Smart Growth for Our Communities Act, 2015, which reforms the Development Charges Act and the Planning Act, to “give residents a greater say in how their communities grow, and provide municipalities with more opportunities to fund community services such as transit and recycling.” To the home building industry, however, this still sounds worrisome, and more lobbying may be required. “New neighbours ultimately pay every new tax generated by government,” Ontario Home Builder’s Association CEO Joe Vaccaro told New Home & Condo Guide. “If municipalities believe that transit is the priority project, they have a responsibility to be accountable, transparent and fair in how they determine the entire tax bill that falls on the back of new-home buyers and businesses. This cannot be a piling on of higher taxes to pay for municipalities’ infrastructure programs.”

Housing Design Awards Modern beauty at Ottawa Housing Design Awards Gala AT THIS YEAR’S 32nd Annual Housing
Design Awards held at the Shaw Centre, many of Ottawa’s companies were recognized, including builders, architects and designers. Judges awarded trophies based on innovation, excellence and variety of design. The awards ceremony is held each year by the Greater Ottawa Home Builders’ Association (GOHBA) and presented by Postmedia. Judges felt that Ottawa designers provided a balance between modern and traditional styles. With a mix of veterans and newbies, this year’s gala showcased Ottawa’s best of the best. For the first time in the gala’s history, there was no one winner
who stole the show. Christopher Simmonds and Barry Hobin, veterans at the Design Awards, tied for most awards won with five apiece. Here is a highlight of some of the winners. Custom Builder of the Year: RND Construction, a custom home builder in the city, took home the Custom Builder of the year award. RND is not only a custom home builder, but they aim to create energy-efficient and environmentally friendly homes. RND strives to develop homes that are integrated into the existing communities, so as to
leave as little carbon footprint as possible. Clearly, these goals were recognized by the judges. People’s Choice Award: This year, the public was able to vote online for their favourite builder. Greenmark Builders Inc., a custom home builder in Ottawa for the last six years, took home this prestigious award for its 2,800-sq.-ft. home that is a touch more conservative and traditional than the other modern homes in the running. It would seem that the public is leaning more toward the formal, traditional homes after years of modernistic-style. …continued on page 28
