NO ONE COULD FAULT YOU if you’re a prospective homebuyer, and the recent developments in the Ontario housing market have you a little concerned. Runaway price growth in some markets; government warnings about overheating and overvaluation; scarce supply of new lowrise homes; and overall market reaction to the recent unveiling of Ontario’s Fair Housing Plan. It all adds up to something we haven’t seen in Ontario for years – uncertainty. However, there are indeed some certainties in this equation. One, Eastern Ontario remains a popular destination – meaning housing demand is not going to decline any time soon. Two, supply of new lowrise homes, for other complex reasons, is not going to significantly increase any time soon. And that adds up to three – new home inventories, released at prices that are likely not going to become cheaper, will continue to be snapped up in a heartbeat.

Ontario’s new home warranty continues to evolve By Howard Bogach

FOR MORE THAN 40 YEARS,
Ontarians have bought new homes with the comfort of knowing that important protections are in place. To build homes, all builders must be registered and demonstrate that they have a number of important competencies. They are also held accountable for their work by providing a mandatory warranty on each and every home they build. The principle behind these regulations is simple: New-home buyers should have a certain level of protection for such a significant investment. Not only are our homes likely the largest purchase we make in our lifetimes, but they are also where we build families and dreams. Since it was first created in 1976, Tarion has evolved and strengthened these protections. In March, the Ontario government announced plans to further evolve both the warranty administration and builder regulation by creating two new Designated Administrative Authorities (DAAs) to separate the building regulator function and the warranty function. While there are structural changes coming, the principle of consumer protection that lies behind the province’s new home warranty remains unchanged. It is also important to stress that these changes will take time. For now, it is business as usual at Tarion. The changes to come are part of a long evolution of consumer protection that began in 1976, when the warranty and builder registration became mandatory. Before then, there was little protection for new-home buyers. There were reports across the province of so-called “builders” accepting deposits from buyers without any intention of actually building the purchaser’s home. With no protection in place, new-home buyers had little recourse when their money was taken and their homes were never built. These schemes hurt consumers, legitimate builders and the reputation of Ontario’s building industry. The need for consumer protection was evident, and so builder registration became mandatory, along with the requirement to provide a warranty on every new home. Tarion – although called by another name – was created to regulate builders, administer the warranty and prosecute those who didn’t follow the rules. Some of our current staff have been with us since those early days. Over the years, the protections and regulations have grown significantly. In fact, Ontarians enjoy some of the strongest protections across the country. Not only have warranty coverage limits increased, but we are the first and only province to cover radon gas remediation and delayed closings. And, we continue to strengthen the warranty. Currently, we are consulting on how to expand deposit protection to better reflect the reality of today’s new-home buying experience. Over the years, Tarion has also made sure builders have been held to increasingly higher standards – most recently requiring them to complete educational competencies prior to registration. So, while the government works

YOU MAY BE FAMILIAR with the term “aging in place,” which refers to the appealing idea of staying in your own home as you get older, as opposed to entering a retirement home. While our futures don’t always unfold the way we’d planned, I do encourage my downsizing clients to consider homes that are the most likely to gracefully accommodate them in their elder years. For instance, a flight of stairs may not present a problem to an able-bodied couple in their 60s. A decade later, they may be wishing they’d chosen differently. Highrise and lowrise condominiums with elevator service are by far the most popular housing choice among my clients who move to the city after retirement. Freedom from upkeep is a huge selling feature, while safety and recreational amenities also play key roles. But there are certainly other options out there. Many of my baby boomer clients love to garden, play outside with grandchildren and entertain friends outdoors. They’re simply not prepared to sacrifice a private lot. Some communities offer condo ownership of semi- or fully detached bungalows, taking the burden of yard maintenance and snow removal from your shoulders. BEFORE SEARCHING FOR A HOME, you
should get a mortgage pre-approval. Getting one is a great start but it won’t guarantee you’ll get the best mortgage rates. To ensure you’re getting the lowest mortgage rate, you should use a mortgage broker. A broker shops your application around to a variety of lenders before picking one with the lowest rate and the best terms. However, finding a broker is similar to finding a real estate agent. You want the best but how do you know who’s right for you? HERE ARE SOME QUESTIONS TO ASK:
1. How long have you been a broker? If you’re a newcomer or a first-time homebuyer, you want someone with a lot of experience in the industry. Someone with years of experience will recommend the best product for your situation instead of a standard five-year fixed mortgage. If a shorterterm mortgage is better for you, you’ll want a broker who will recognize what’s ideal for your circumstances. 2. How many lenders do you work with? If you get a mortgage from your financial institution, you’ll only have one lender to choose from. However, brokers work with a number of lenders, which allows them to pick the lender who works best for your situation. Although brokers work with many lenders, they tend to do the majority 20 YPNEXTHOME.CA
of their business with just a few of them. That gives them the ability to get lower rates and volume discounts that are passed on directly to you. Brokers can provide you with a list of the lenders they work with, including the ones they use the most. 3. What’s the application process? As we move away from face-to-face communications, you should use a broker whose communication style is similar to yours. Do they prefer to communicate over the phone, in person or through email? Do they accept electronic signatures or want you to come in to sign documents? Your broker should take you through the steps to ensure the mortgage is suitable for you and explain anything you don’t understand. The way they communicate this to you should be in a way that you’re most comfortable with so the whole mortgage application process runs smoothly. 4. How are you paid? You don’t have to pay mortgage
brokers for their services, but keep in mind they don’t work for free. They’re paid by the lender who takes on your mortgage and the broker’s commission is usually between 0.5 and 1.2 per cent of the mortgage amount. Also, if the mortgage term is longer, they get paid a higher commission. Your broker should explain how they’re paid. THE BOTTOM LINE
When you’ve found a mortgage broker you like, you can start the mortgage application process. Once you’ve been pre-approved, compare the mortgage rate quote you receive with the best rates. If it’s different, ask why. Your mortgage broker should be able to tell you why you do or don’t qualify for the lowest rate. If you’ve chosen the right broker, their answer should be clear.

IN A WIDELY circulated meme, two friends argue about where to spend Saturday night. One wants to go downtown for the action. The other wants to go to a kid’s birthday party in Barrhaven with no alcohol, but plenty of cake! This dilemma sums up the area; it will cost $50 to take a cab and the bus will take him two hours. Yes, this is ‘Farhaven.’ Vibe Barrhaven is the family mecca of Ottawa. From the many parks and splash pads, to the abundance of family-friendly restaurants, Barrhaven is geared toward children and their families. The unofficial mode of transportation is the mini-van, sharing the road amicably with cyclists and foot traffic on local sidewalks. Meet the neighbours Many first-time homebuyers take the drive out to Barrhaven because it’s a better value than downtown neighbourhoods. Once you move to Barrhaven, you may never

Real estate The good? Everything you need is right at your fingertips. The bad? Most people need to make the commute to work each day since there isn’t much in terms of industry in Barrhaven. Other than the retail, restaurant, or medical businesses, all other residents need to make the drive downtown. This can make for some heavy congestion getting in and out of Barrhaven.
